So during the registration, i got to know the details and modalities involved. Presently, I am a client manager of an educational consult in lekki-Ajah, Lagos, a part of lagos where schools thrive very well. most of them have the structures already and consequently have no problem with officials. let me give an example, while registering the school, we couldnt provide 3 standard laboratories for the science department. The official ask us to pay a certain amount to offset that inadequacy. The basic thing about having a school is to....... -- identify the market (the class of the society you are targeting) --the type or form of school (creche, primary or secondary) -- Brand the school very well ( concepts do work well in lagos). some parents send the kids to a school just to show their social status. The Parent forum of some schools like America international school, BIS, even chrisland, Greenspring are just like a social club. most of these schools form the base of our clients so i do relate with them well. --- invest in human resources and infrastructure, the more the packaging the better ( nigerian love to associate with good things, ask seun osewa, ambassador schools just came to otta and people sent their kid there, another school adjacent the road with good structures too and cant even boast of 20 students in ss2). For primary schools, NCE is required of all head teachers while for junior and senior secondary schools the requirement is a B.Ed degree or a university degree with a teaching qualification. All states seem to agree with these requirements. The teachers’ qualification for primary schools was the NCE except in the case of Edo and Kaduna states which could also accept a teachers’ certificate grade II. For junior and senior secondary schools the NCE, B.Ed, 1st degree and PGDE are the required qualifications. The minimum number of teachers at inception as specified by the federal government is 3 for primary and 12 for both junior and senior secondary schools Certification Nigerians place much emphasis on paper certification. The NPE decrees that the conduct of examination and award of certificate at the primary should be by the head master. At the junior secondary level of education, National Examinations Council (NECO) and state ministries of education conduct the terminal examinations for certification. At the senior secondary school level, external examination bodies like West African Examinations Council (WAEC) and NECO are responsible for the certification exercise. The Nigerian National Policy on Education provides guidelines for certification at each level of schooling. In it, it is stated that at the end of the six-year primary education, the Primary school leaving certificate, which is based only on continuous assessment shall be issued locally by the head teacher of the school. For the three-year junior secondary school certificate (JSC), it is based on continuous assessment and examination conducted by state and NECO. PLEASE READ CAREFULLY The cost actually varies across the different states but the requirements are somehow homogenous. most of the officials of the ministry of education hide behind lack of infrastructure to charge people extra fees. so i will dwell on the requirements. Accreditation The Federal Ministry of Education outlines the following stages in the accreditation process: 1. The proprietor/proprietress of the new school applies to the state government. On payment of an application fee, a form is issued alongside a copy of the minimum standards for the establishment of schools. 2. (i) the state authorities inspect the site; (ii) If what is on ground is consistent with the guidelines, a provisional approval is given; (iii) Where it is not consistent, the proprietor is advised to comply with or stop further development. Based on this, he/she can later ask for re-inspection. 3. Three years after the establishment of the school, officials of the FME carry out Recognition Inspection of the school. A letter of approval is then issued if the school meets all the guidelines. Subsequently, regular visits are to be conducted to the school. School accreditation is a type of school self evaluation, a systematic and comprehensive evaluation to look out for areas of strengths and weaknesses of the school. In Nigeria, the aspect of school accreditation has not been fully developed. In cases where it is done, it may be once in about five years or more. In such occasions a team of officials from the inspectorate division of the ministry of education, a few selected principals and some head teachers are made to visit and inspect the schools in line with the spelt out guidelines. However the reports of these panels rarely see the light of the day. If properly done, accreditation should bring about positive changes in a school system. Through accreditation schools receive external mark of quality, teachers engage in more meaningful teaching, students’ academic performance is raised and the whole school system is overhauled. With the introduction of school based management committee into the Nigerian school system, it is expected that the concept of school self evaluation will be put into frequent practice. |

The rate of ignorance peddled on this forum is alarming!! Gone were the days when posters outwit each other with facts and not hearsay, make-belief etc Do you have access to the employment contract of an academic staff? Have you seen or read through the 2009 agreement? You have to get all the angles to make informed contributions and not rants laden with youthful exuberance and indolence!! Even if they don't teach for ten years, the government will have to pay them!! The employment contract entails them to do research and academics and they are on academic strike or have you seen any university under locks and keys! Yes, the industrial action is affecting the students and not good for all concerned but the fault lies with the government and not ASUU! And if you think otherwise, let's discuss facts . |

The lectures are on Academic/teaching strike and not total strike.. They will hide under the ''Research clause'' to get their salary. These guys are profs, real PHD holders and they know the rule. They will claim to be supervising projects, research etc. Even if ASUU embarks on strike for ten years, the government have to pay them. They are employed to teach and research... And they still sign attendance even, the university employment Act toys with the labor law and makes mockery of it. Another example is the compulsory sabbatical after 6 years of teaching.... The case of Unilorin 44, abi na 41 sef is still fresh!! They get paid for working elsewhere with promotion as accrued over the long impasse! |

To achieve this, the entire education system requires massive funding at all levels. While non-budgetary sources have a role to play, and there must be continuous efforts to identify and use them prudently, the major source of funding education for national development is through budgetary allocation from State and Federal Governments. With this in view, the Re-negotiation Committee agreed to recommend to the relevant authorities that: (a)A minimum of 26% of the annual budget of the State and Federal Governments be allocated to education; (b)At least 50% of the budgeted 26% shall be allocated to the universities; and, (c)The representation of the Federal Ministry of Education to the Revenue Mobilisation and Fiscal Commission to put education on the “First Charge” be vigorously pursued. (d)Being mindful of the processes for meeting this goal of 26% annual budgetary allocation to education as enunciated in the UNESCO benchmark, the Federal Government shall endeavour to progressively increase its budgetary allocation to the education sector in accordance with its vision 20:2020 programme. 4.2.2 Federal Government Assistance to States for Higher Education It was agreed that the Federal Government should, as appropriate, provide general assistance both to the State Governments that are proprietors of universities and those that do not own universities but need assistance in the area of higher education, as allowed by the Nigerian Constitution (Section 164.1). Let me pause here as you can peruse the terms of the agreement and adopt an informed view about the industrial action. The questions are still begging for answers... 1) This agreement was signed by prof Onosode , pro-chancellor of unilag on behalf of the government and ASUU chairman, can the government claim ignorance of its financial obligation to this agreement while planning the budget? 2) If the country is not financially buoyant to foot this expenditure, what stops the minister of education from invoking the right of re-negotiation as provided in the agreement? 3) For the president to ask the reason for state uni to join the strike clearly smirks of his ignorance of the terms of this agreement. 4) Why did ASUU wait till 2013 to start this strike when they could have protested since the first installment ? 5) The NUC and representatives of ETF and PTDF on the boards were given the responsibility of notice and reminders to government, if na to donate 50million per university to bribe senators to increase allocation, that mumu NUC sec go sabi do? SUMMARY The government entered into an agreement out of ignorance or insincerity of honoring it! We need a new, workable and practical agreement with all stake holders, a span of like 6 years and commitment by all the parties. The minister of finance should be part of the committee to prevent another ''no money talk". The students body should be joined as witness so that they are fully aware of the ineptitude of the government should they default. And lastly, the president should be properly briefed on issues. |

Call Duty/Clinical Duty/Clinic Hazard It was agreed that Call Duty/Clinical Duty/Clinical Hazard Allowance shall be paid to entitled academics as in the National Salaries, Incomes and Wages Commission (NSIWC) circular reference number SWC/S/04/S.309 of 18th January, 2007 on approved Four Non-regular Allowances in the Public Service, Responsibility Allowance It was agreed that Responsibility Allowance shall be paid annually as follows: i. Deputy Vice-Chancellor/Librarian N750,000 ii. Provost/Dean/Director N500,000 iii. Deputy/Vice/Associate Dean or Provost N350,000 iv. Head of Dept./Sub Dean N250,000 v. Fac./Dept Exam Officer N150,000 vi. Hall Warden N150,000 vii. All other Officers N150,000 j. Excess Workload Allowance It was agreed that Excess Workload Allowance, which shall be phased out without delay, shall be paid only to entitled academic staff as follows: i. Professor N3,500 per hour ii. Reader N3,500 per hour iii. Senior Lecturer N3,500 per hour vi. Lecturer I N2,000 per hour v. Lecturer II N2,000 per hour vi. Assistant Lecturer N2,000 per hour vii. Graduate Assistant N2,000 per hour University administrators shall ensure that only those entitled are paid the allowance. THE. CRUX OF THE MATTER FUNDING The Re-negotiation Committee, in order to arrive at the funding provisions stated below, took serious cognizance of the widely acknowledged fact that: (i) The key to the survival of our country in the 21st Century lies in its ability to produce applied and theoretical knowledge in science, technology and the humanities; and (ii) The task of revitalizing and accelerating the development of the Nigerian University system to become internationally competitive can no longer be delayed, more so if Nigeria is to become a leading economy in the world within the next ten years or so as desired by the Government. On the basis of the data collected, and their analysis through a rational and scientific procedure, the following funding requirements were projected for a quick and effective remedy of deficiencies in the programmes and facilities, and for a systematic upgrading of programmes and facilities that would rapidly advance Nigeria’s knowledge production for development. Establishment of the Federal Government of Nigeria (FGN)/Academic Staff Union of Universities (ASUU) Re-Negotiation Committee On Thursday, 14th December, 2006, the then Honourable Minister of Education, Dr. (Mrs.) Obiageli Ezekwesili, on behalf of the Federal Government of Nigeria (FGN), inaugurated the FGN/ASUU Re-negotiation Committee comprising the FGN Re-negotiation Team led by the then Pro-Chancellor, University of Ibadan, Deacon Gamaliel O. Onosode, OFR, and the ASUU Re-negotiation Team led by the then President of ASUU, Dr. Abdullahi Sule-Kano. TERMS OF REFERENCE The single Term of Reference of the Committee was to re-negotiate the 2001 FGN/ASUU Agreement and enter into a workable Agreement. (b) Consolidated Peculiar University Academic Allowances (CONPUAA), exclusively for university teaching staff and derived from allowances not adequately reflected or not consolidated in CONUASS. Earned Academic Allowances It was agreed that entitled academic staff shall be paid the following earned allowances at the rates indicated for undertaking the listed assignments. Postgraduate Supervision Allowance (i) Lecturer I N15,000 per student, per annum (ii) Senior Lecturer N20,000 per student, per annum (iii) Reader & Professor N25,000 per student, per annum This allowance shall be paid to the entitled academic staff for a maximum of 5 students per annum. b. Teaching Practice/Industrial Supervision/Field Trip Allowances (i) Assistant Lecturer – Lecturer I N60,000 per annum (ii) Senior Lecturer N80,000 per annum (iii) Reader & Professor N100,000 per annum Where the work involves travelling out of town, the usual mileage and night allowances shall be paid in line with the existing Government regulations. The people’s hote[i][/i]l….well no such thing exists but the inhabitants of the mountains have bungalows that are used as hotels. The rates varies depending on howtastily furnished the lodge is, from 6000-15000, it has no fixed rate as you have to haggle it. It offers premium service of a 2 star hotel. Yes, there is a local market along the road away from the African sun hotel where locals sell cattle beef (very spicy), local dishes and cheap alcohol as obtainable outside the ranch. If you cant afford this as students, there are local, very local hotel in obudu town that goes for 2000 a night or you can just drive to the FEDERAL COLLEGE OF EDUCATION OBUDU shouting ‘Greatest Nigerian students’, they will help with accommodation. Attractions Please take an early morning walk and appreciate nature and the wonders of creation. Due to the altitude, it appears as if the cloud is within grasp. An early morning dip in the river from the fallwould really be soothing, extremely cold water, early in the morning. Don’t be surprised that at some location, particularly far east, the network changes from MTN NG to MTN CAM…yes cameroun. The cattle ranch still boasts of very huge cattle and fresh milk are available at a diary behind the GTB ATM machine.( oops I forgot to mention, there is a GTB ATM planted at the mountain). The canopy walk is a 100m swinging bridge suspended above the forest. It is 70m above forest level. A small feat if you have walked the kakum national park canopy ( 350m). The water park is an ideal fun spot to take a dip, water slides and Jacuzzi feeling.

It has a bar that welcomes visitor and sells a bottle of star for 600 naira. *** Altititudinal beer, beer on the moutain The African sun resort offers top class service hospitality, a fully equipped gym, floodlit tennis and squash court, a golf course and log fire for warmth.. the weather is really cold at that height about 4 degrees Celsius in the morning, raining season from june to sept. so get some good clothing or buy at the villagers market..
