BusinessUS To Resume Purchase Of Nigeria’s Crude Oil – Kachikwu by midolian(op): 9:28am On Dec 29, 2015
The Minister of State for Petroleum, Dr. Ibe Kachikwu, has revealed that the United States of America will soon resume their trade relationship with Nigeria in the area of crude oil purchase.

He stated that the rekindled relationship was as a result of President Muhammadu Buhari’s visit to the US in July this year.

The Minister, however, did not reveal details of the development but said the US had indicated its interest in buying “very limited” quantities of Nigeria’s crude.

Kachikwu while in Kaduna to inspect the level of repair works on one of the country’s refineries, said in spite of US renewed interest, Nigeria was bent on extending its crude oil trading to Asia and other parts of the world.

He said, “The fact of US actually being back into the sales of crude market obviously will impact on prices but what you find is that the volume of export that US intends to do is really minimal because there is a lot of local internal consumption and strategically they are still reaching out to buy a couple of Saudi barrels and in fact they are opening up to buy a couple of Nigerian barrels.”

Kachikwu stated that following the president’s visit in July, the US indicated interest in buying very limited quantity of Nigerian oil, partly to support the market.

He said the notion that the US stopped buying Nigerian crude oil was wrong since three of the major oil producing companies in Nigeria were US-based and had up to 40 per cent share of Nigeria’s production outputs.

“They never really stopped because they take their own barrels of the share into their own refineries. What we are talking of is the NNPC’s portion of the crude which is about 60 or 55 per cent depending on the share of others. That is the element we are talking of whether they will continue to buy.

“Now when you take about one million barrels, out of that 445,000 is local intervention crude, so really what you are talking of is about 550,000 barrels. It’s not a lot of product in terms of the NNPC portion,” Kachikwu said.

Don't mind him, he failed to note that PDP is not in power anymore, saying I did this and I did that will not be applauded without seeing the I did this and I did that he did.

This isn't business as usual. And if he's truly waiting for God to tell him whether to contest, he should go to the mountain, that's where people who want to hear God speak to them go, not sit in the comfort of his mansion and talk.

Former Senate President David Mark has explained the reason behind his closed lips in the 8th National Assembly.

The former legislator representing Benue South at the Upper Chamber of the National Assembly, said he decided not to make any contribution following the defeat of his party, the Peoples Democratic Party in the last general election.

Mark has been under verbal attacks from angry Nigerians over his ‘siddon look’ posture since his ouster as the Senate President.

The former Niger State military administrator, while addressing members of his party at his Otukpo residence recently, said he was tired of hearing people calling him names over the sorry state of his constituency.

Mark said he has done enough for his people within the past 16 and should be given some credits.
On the forthcoming rerun in the Zone, Mark said he was waiting on God to direct him if he should re-contest or pull out but chairman of the party in the state insisted that his people still want him to ‘continue the job he has started.”

He highlighted some his achievements which include, Oweto bridge, Otobi dam and renovation of schools across the district.

He said, “I have been praying to God to direct me whether I am to re-contest this election come February 2016 or not. When I relayed this issue to the Party Chairman as one of the elders in this party, he told me in clear terms that he is not going to table this matter for discussion and that I have no other option than to rerun for the Senate. He told me I must do this for the people.

“I am so tired of people going about saying David Mark hasn’t done anything in the past Sixteen years, If anybody said David Mark has not done anything for Idoma people, let such person challenge me in clear terms and I shall prove that in the last Eight (8.) Years, the Idoma People has benefited from my Leadership more than any other tribe in the whole of Nigeria.

On his continuous silence in the house, Mark said,
“When the PDP lost the general election in March, I decided that I will maintain and remain silent until the end of the year. That is why I have not been talking. Of course for those of you who know me, you know I can talk, but not all unnecessary talks.”

As 2015 comes to an end, what do you foresee in 2016?


I see Saudi Arabia being attacked by terrorists. I see that Ebola is still very much around Africa. Coca Cola will rebrand and must pray against fire outbreak. Political enemies will disorganise the Bayelsa State governor so that his second term bid can crumble. But if Governor Dickson seeks the face of God and work very hard, he will win a second term. But if he relaxes, the APC candidate will shock him. Let us pray against attacks on our pipelines.

 

But you reportedly said during the last general elections that the PDP will not win some core northern states?


I do not understand what you are talking about. But what God made me to see on that issue, I shared it on page 10 of Saturday Independent of January 3, 2015; I said ‘God told me that the APC will win in Sokoto State, that the PDP will find it difficult to retain Kaduna, Kano and Katsina.’ All these are stories now, This is how to know a true prophet of God and sometimes God can change His mind on certain things. God is unquestionable because He shares His plans with His prophets alone and that is why the prophets of the nation should be on their toes to warn on impending dooms. Prophecy is not to create panic.

 

Do you see the administration of President Buhari succeeding in its war against corruption?


President Muhammadu Buhari is very sincere about his war against corruption. But I see him shooting himself in the leg, because he is going to take on some powerful people in this war and they are going to fight back big time. I do not belong to any party, I am not a politician and I do not know any of them personally. This is what God has sent me to deliver and I am delivering them as He sent me. Besides this, God told me that Buhari and Tinubu will fight seriously. I see their fight breaking up APC and a new mega party will emerge from the remnants of APC and PDP. I also see Buhari’s CPC party coming back with a bang if care is not taken, because some people will want to lift up the party and I see a northern agenda playing out in two years’ time. I see the seat of the current governor of the Central Bank of Nigeria, Mr. Emefele, shaking and I see some top staff of CBN being removed. I see South-west and South-east experiencing bomb scare. We have defeated Boko Haram, but we should work more against non-Boko Haram terrorists like ISIS and others. Governor of Anambra State, Chief Willie Obiano, must not dump his party, APGA, otherwise his political future will run into trouble and also may not retain his second term. The security issue is going to cause a lot of indictment and even the present security situation in this country, because, there are lots of factors that will not want Buhari’s December deadline to be achieved.

 

So, you see that the December deadline will not be achieved?

If Buhari is putting pressure on the military and take up the challenges they will succeed. The only way our soldiers can fight and succeed is through the air. It is the Air Force that will fight and win, not our land troops. The Boko Haram has enough weapons to fight the army. It is better to fight the sect through the air strike, which will cost the Boko Haram a lot of causalities. I do not see Nigeria fighting Boko Haram again; we are fighting a group deadlier than Boko Haram. I foresee religious crisis and ethnic crisis; we have to be very careful. I see another confab still coming. From the spiritual realm, Nigeria is tired of going as one nation. It is either we change the modalities, whereby we will have regional governments or we have a separate nation. This is what God has shown me. Anybody might condemn this prophecy, or say anything about it. The truth will be revealed much later. I see more groups agitating for Nigeria’s dismemberment. I see protests here and there. I see that there will be changes in the army, air force, navy and even in the National Intelligence Service, because there will be a report they will not want to be made public. The report is going to cause a lot of rancour among the security agents. So, we have to be watchful. At the same time, DSS will be sued, army will be sued and the police will be sued. I see more people being exposed for corruption that will shock Nigerians. Edo State governor Oshiomhole must hand over power to someone within his cabinet; otherwise APC will not retain that state after Oshiomhole’s second term. In Ondo State, I see three names in PDP that if the party works hard, one of them will win the state. I see Lawal, Jegede and Bamidele. In APC, I see two names, Akeredolu and Borrofice but I see that Borrofice will brighten the party’s chances of winning the state after Mimiko’s tenure. I foresee fresh crisis between Nigeria and some neighbouring countries. There will be issues that will come up that will not be favourable to these countries. So, the issue of a joint force with other country will cause a lot of problems. So, the issue of security will still need a lot of prayers. Churches have to go into prayers because I see serious crisis in the land. I see crisis in the petroleum sector whether the government removes subsidy or not. Some customs officers will face queries and some will lose their offices.   I also see crisis in the Immigration. I see new seaports in Nigeria.

Let us pray. Let us pray we do not lose any emir. Emir of Kano, Emir of Niger should be prayerful over their healths. I see people who are close to President Buhari ganging up against him and misleading him. Let us pray we do not lose a one-time governor and minister. Let us pray against fighter jet crash. Let us also pray against an Air Force plane crash and local aircraft land crash as well. I see changes in NAFDAC. I foresee changes in NDLEA leadership. In the aspect of health, we must pray against unexpected diseases, outbreak of diseases and Cholera. Journalists must pray so that we do not lose any seasoned journalist through accidents and attack and let us pray that any media house does not go up in flames. I see the Police Pension Commission being probed. There will be an attack on Israel. France must be careful of terrorist attack. I see crisis in Catholic Church and Methodist churches. Chief Olu Falae and Pa Lanihun Ajayi should pray over their health. I see lots of changes in CBN. CBN governor, CBN deputy governor and other top officials should pray, as I see their seats being threatened. Let us pray we do not lose any senior officer in CBN.

Then some banks like Zenith Bank, GTB, Fidelity Bank, First Bank, they should be careful not to be indicted and also fined. They must be very careful and hey must pray against robbery and law suits. Let us pray that no bank goes up in flames. Likewise, I see some insurance companies facing challenges. Nigerian club side can win a champion league if those people who are going to represent Nigeria seek the face of God. Let them pray so that they will not lose at the quarter or semi final. They can win a cup for Nigeria if they are serious. I see government clamping down on bureau de change change and changing the policies on bureau de change. Electricity will not be stable until 2018 . That is what the Lord has shown me. AU will face challenges over funds and security. I see changes in ECOWAS. I see bomb scare at UN offices around the world. There will be protest and bomb scare in Kenya. I see problems in Angola and Cote D’Ivoire. I see tension in Ekiti, Akwa Ibom, Delta, Ondo, Lagos, Kwara, Ogun, Osun, Imo, Kano, Niger and Adamawa states. These states must pray very well. I see reforms and retrenchment in the civil service.

Let us pray against suicide bombers in the south-west and eastern part of the nation. I do not see the success of the Treasury Single Account. I see it causing corruption. Government must be careful over it. I see some former Nigerian leaders facing health challenges. Iyorchia Ayu should pray over his health. Ebitimi Banigo, should also pray against health challenges. Let us pray against Fulani and Hausa crisis in Benue. I see cattle rearers fighting. Let us pray against farmers killing in the norther part of the country. Let us pray against fight between Fulani and Kanuri . Chief Alex Duduyemi and Chief Sunny Odogwu should pray over their health. I see pirates’ problems in riverine areas. Benue farmers should be watchful of fight. I see death of popular Islamic scholar and a top pastor. Let us pray against losing a Nigerian footballer on the field. I see the federal government’s website being hacked. I see mass sack at NNPC. Let us pray against water borne diseases. Coca Cola will experience fire outbreak at its plant. I see landslide in China, Indonesia and Japan. I see an attack on Turkey. We should pray not to lose a judge and a lawyer who is a SAN. Buhari ‘s fight against corruption will get to a stage where he will not be able to fight it as expected. Buhari must not trust America.

Prince Tony Momoh, is the former Minister of Information during President Ibrahim Babangida’s administration. In this media interview, the APC stalwart speaks on President Muhammadu Buhari’s administration, recovered looted funds and sundry issues. PATRICK OCHOGA was there for LEADERSHIP Weekend.

How would you assess President Buhari’s administration, particularly on the economy?


You have heard the President said he is the one that Nigerians voted for and he is responsible to them not to me or you. He is not owned by anybody. He was there between 1983 and 1985, he has experienced it, he is the only one who came since independence to be President of Nigeria and succeeded. No other one, Tafawa Balewa wanted to be a broadcaster, he became Prime Minister, Alhaji Shehu Shagari wanted to become a Senator, he became President; Olusegun Obasanjo was in prison praying to be released, at the end of the day he became president, Late Yar ‘Adua wanted to retire to lecture in Ahmadu Bello University, he became President; Jonathan was taken from Bayelsa to Abuja and made Vice President and them later became Acting President and President. Buhari went into politics and wanted to be President in 2003, he failed, 2007 he failed and 2015 he succeeded. Do you think that this type of person will be rushed into doing things he don’t believe will make Nigerians grow? I can assure you No. There are three steps in Buhari’s scheme,

S+S=P that is the equation. S is for security, he will secure Nigeria, the other S is for stability, he will stabilise Nigeria through infrastructural development and the outcome of security and stability is Prosperity and Nigeria will prosper. At the end of the day, if Buhari doesn’t perform, stone us because he is going to perform.

When people begin to appoint ministers for him, programme economic measures for him, begin to tell him what will happen in education and other ministries, you give the impression that he came to be President without preparing. I can assure you he is prepared to hold office by coming out with a book called project Nigeria and that book he has always had

since 2002 when he entered politics and he is going to implement this program.

He has a contract with every Nigerian, all the ethnic groups and I have said it, the South-East will be more in his party than any other group. Why? Because he is going to develop their area more than PDP ever did. Buhari knows where he wants Nigeria to be. We are talking of four years and it has not gotten to one year yet and people are saying he is very slow. One thing people don’t know is that those who are corrupt, those who did money laundering, those who diverted all sort of things, they know where the heat is. This BVN I don’t know how it works but it is revealing a lot of things, if you have one bank account, the thing will reveal all the commitments you have. I don’t know how it works but the government seems to be finding out where people have hidden money more than any other time in our history. I am not in that group, I am not carry out any investigation but a lot of things are coming out and a lot of things have been done.

He believes that anybody who took Nigeria’s money must return it, and should be punished for taking the money and denying the people of facilities they would have had if the way the money was used for them. Look at what is happening with arms, people went and collected billions of dollars and sat down to share the money and people where dying in the North-East, those who had no arms with them ran into Cameroon, they put them under court marshal and sentenced them to death and they didn’t give them arms. When they are dealing with such people, Nigerians are saying it is because they are in government. Those in government are the ones stealing the money, those in APC had no access so will you say because there was no APC among the PDP that had the opportunity to serve Nigeria that pocketed the money should not be dealt with. Buhari has said he is not against anybody but everybody must bear the consequences of their actions and when things are happening as media men find out why it is affecting your friend or colleague.

We read in the paper that the federal government have received some stolen funds from looters. Don’t you think giving credibility to the anti-graft war Nigerians deserve to know those behind the funds?


Government doesn’t talk, it is the media that talks, and you are given the responsibility to monitor governance on behalf of the people. Sovereignty belongs to the people of Nigeria and through the constitution, the government generates its power and authority. The motto of government is keep our secret, secret and the motto of the journalist is publishe and be dammed but to publish the truth. If government has been talking about people who have returned looted money, find out because you have protection. It is not the duty of the government to start publishing anything, what if what they publish other is wrong? They can be sued. The point I am making is that yes, the people have the right to know and the people have the right to be told who does the telling.

The current government in Edo will be rounding off next year and there will be primaries in both parties soon, what advise do you have for your party in the state to ensure rancour free primaries?


There will be rancour free primaries in Edo State, APC doesn’t impose candidates and nobody is going to impose any candidate. Anybody who wants to be governor in Edo State should go to the delegates who will vote. Voting will be free and fair and nobody will be forced to vote. I have heard that the governor wants to impose candidate, but he is not going to impose any candidate and nobody has the right to impose any candidate. He will ensure a level play field and the party will also ensure it.

It is not the governor who will conduct the primaries, some people so preoccupied to rundown Oshiomhole. He will not impose a candidate and if he does, we have the right to vote our choice candidate because voting will be free, fair and secret so why will anybody think the governor will look at his shoulder while voting. He is only exercising his right as a person not as a governor to force you to do what you don’t want to do.

You said Nigeria has a special anointing to be united, reconcile this statement with the agitation in the South-East that they want to go.


What of North-East, you know, where God has a programme, Satan is always at work, darkness is always at work but the work of darkness is always temporary and God’s anointing is permanent, you can delay it but you can’t subvert it. When America said Nigeria will collapse, I said Nigeria will not collapse but they are correct in their prediction but in God’s anointing Nigeria is the only county packaged in the first half of the last century that has not collapsed. All other federation worldwide has collapsed, USSR, Slovakia but Nigeria has not collapsed because Nigeria is packaged to help grow the earth and the young ones will be the ones to do it. Nigerians are knocking on the door of paradise only them are in the forefront of going so.

What is your take on the agitation for the sovereign state of Biafra?


They have the right to protest as any other group has the right to protest because that is their own reaction to what they considered as injustice. But the fact is that protest has a limitation, there is what they call free speech plus, if in exercising your freedom to speech you punch my nose, that’s where your freedom ends and if people say they are expressing themselves and start destroying people’s cars, there is a body set up to ensure people are free. So in doing that, ensure you do it in accordance with the law. I myself will rise to my feet to sympathise with them, that is freedom of expression they are exercising but when it reaches plus destruction, then it will not be allowed.

What is the hope of the APC Edo in the winning the 2016 election?

We will work hard and win the election and if we don’t, it means we didn’t work hard but no rigging. Nobody is going to rig election any more, look at Kogi and Bayelsa, the President has said there must be fairness and INEC should do the right thing.

The national chairman of the All Progressives Congress, APC, John Odigie-Oyegun, has disclosed that fuel subsidy will eventually be removed.

Oyegun said the emerging and current realities in the country had necessitated the gradual removal of subsidy.

He disclosed this yesterday at the party’s national secretariat in Abuja when a delegation of the party’s National Coalition for Peace and Mobilization paid him a courtesy visit.

According to Oyegun, the current administration inherited an “infected system of subsidy run by corrupt cartels”.

He said, “In one way or the other, subsidy must go.”

The APC Chairman described as unacceptable a situation where the government expends about a trillion naira yearly on the corruption clouded subsidy, adding that such a system could no longer be continued.

Oyegun stated that oil cartels and their cronies resisting change had continued to blackmail and sabotage government on the issue of subsidy, a development that had resulted in the return of long queues to filling stations across the nation.

He described the fuel scarcity that the country was currently grappling with as a “national disgrace”.

Oyegun observed that there was need for the oil and gas sector, which had been ridden with corruption and inefficiency, to be restructured.

President Muhammadu Buhari on Tuesday presented the 2016 Appropriation Bill before a joint session of the Senate and House of Representatives, as the nation faces an economic crisis made worse by fuel scarcity and falling Naira.

If properly implemented, the budget presents measures that could help the country chalk out path to development. From job creation initiatives to social security program, PREMIUM TIMES' National Assembly correspondent, Hassan Adebayo, lists six key things to expect in 2016.

1. Tax reduction for small businesses: "This budget is the platform for putting more Nigerians to work," Mr. Buhari said, adding that "Nigeria's job creation drive will be private sector led." "We will encourage this by a reduction in tax for businesses as well as subsidizing funding for priority sectors such as agriculture and solid minerals."

2. 500,000 teaching jobs: As an emergency measure to address the "chronic shortage" of teachers in public schools across the country, the president promised that 500,000 unemployed graduates and NCE holders would be trained and deployed in partnership with state and local governments. He said, "These graduate teachers will be deployed to primary schools, thereby, enhancing the provision of basic education especially in primary in our rural areas." A similar approach was implemented under late Umar Yar'Adua through Federal Teachers Scheme, FTS.

3. Implementable and transparent conditional cash transfer program: "This is for the poorest and most vulnerable Nigerians whose data are currently being compiled, Mr. Buhari said; and will be implemented through the office of the vice president. He added that the program would be implemented in phases. Already, the president had indicated in the Medium Term Expenditure Framework 2016-2018 the allocation of N500 billion to fund social security program. It is expected that this channel through which the government will fulfil the campaign promise of N5, 000 social safety net for vulnerable or unemployed Nigerians.

4. Free tertiary education for science, technology and education students and home-grown public primary school feeding: This is billed for public presentation "in the coming weeks" and "will mark historic milestone for us as a nation", the president said.

5. Large-scale infrastructural development: Nigeria currently faces huge infrastructural deficit, thereby, negatively affecting businesses and more importantly, all-round wellbeing of citizens. This is one challenge Nigeria may begin to address, if 2016 budget is properly implemented. The budget votes N1.8 trillion for capital expenditure, representing 30 per cent of the total budget of N6.08 trillion. Last year, the capital vote was 557 billion. In fact, a total of was N11 billion budgeted for the Ministry of Works. Giving breakdown of the 2016 capital vote, Mr. Buhari said, "This increased capital expenditure commits significant resources to critical sectors such as Works, Power and Housing - N443.4 billion; Transport - N202.0 billion; Special Intervention Programs - N200.0 billion; Defence - 134.6 billion; and Interior -53.1 billion. He continued, "These investments in infrastructure and security are meant to support our reforms in the Agriculture, Solid Minerals and other core job creating sectors of our economy." "This is a fulfilment of our promise to align expenditure to our long-term objectives, and a sign of government's commitment to sustainable development," he added.

6. Improved services delivery and security: Given that proper budget implementation is achieved, it is expected that Nigerians experience improved service delivery and security as the government plans to devote a significant portion of recurrent expenditure to institutions that provide critical services like education, N369.6 billion; defence, N294.5 billion; health, N221.7 billion; and N145.3 billion in the Ministry of Interior. "This will ensure our teachers, armed forces personnel, doctors, nurses, police men, fire fighters and many more critical service providers are paid competitively and on time."

In his closing remarks, Mr. Buhari said, "I know many people will say "I have heard this before". Indeed, trust in government, due to abuse and negligence of the past, is at an all-time low. This means we must go back to basics. Our actions will speak for us. My team of dedicated, committed and patriotic Nigerians is well aware of the task ahead and I can assure you that we are taking on the challenge."

Mr. Buhari also echoed the common knowledge that every analysis of Nigeria's development crisis must come to grip with the challenge of corruption which practically involves diversion of developmental funds for private use, thereby leading to soaring nature of poverty, hunger, infrastructural decay and poor service delivery among other that characterise contemporary Nigeria. Against this background, the president emphasised his commitment to the pursuit of "the recovery of everything that belongs to the people of Nigeria. No matter where it is hidden. No matter how long it will take."

Baba no need to present the darn budget, just go ahead and implement it- we have complete and unwavering faith in your ability to do things right especially as regards deployment of funds into critical areas of our socio economic lives.

I see no propriety in having a criminal like Saraki superintend over the scrutiny of the letters of the budget- it is against the spirit of our constitution and the principle upon which this government stands.

Come what may, Nigeria can only go in one direction- peace, progress and democracy!!
