PoliticsHow Obasanjo Scuttled Tinubu’s Ambition Of Producing Buhari’s Finance Minister by midolian(op): 3:44pm On Sep 19, 2015
It is no longer news that President Muhammadu Buhari is set to constitute his cabinet.

What Nigerians are keen on, however, is knowing those who would make the final list Buhari will send to the National Assembly for confirmation.

Already, a number of individuals – professionals, technocrats and politicians – have been screened by the Department of State Services (DSS).

The process recently concluded has confirmed the president’s intent to meet the end of September deadline he set for himself regarding the much-anticipated ministerial list.

But indications have emerged on how former President, Olusegun Obasanjo and ex-Lagos State Governor, Bola Tinubu, have been slugging it out in recent weeks to have their candidates make the final list as well as get certain ministerial positions.

Obasanjo, it was leant, was given two ministerial slots of Ogun and Osun, while Tinubu and South-West leaders would fill the four other slots remaining in the region.

According to New Telegraph, a former Lagos State Commissioner for Finance and a nominee of Tinubu into the cabinet, Wale Edun, “has become the first casualty of the ego war.”

Tinubu had recommended Edun to Buhari as Minister of Finance and has been screened by the Department of State Services (DSS).

He may now be replaced by Chairman, Citibank Nigeria Limited and one-time Lagos State Commissioner for Budget and Economic Planning, Yemi Cardoso, as a Lagos representative in the cabinet.

DAILY POST gathered that drama over Edun started when a group of influential Lagos indigenes, including traditional rulers and some of his colleagues that served in the Tinubu administration, kicked against his choice as a Lagos State ministerial nominee.

According to them, Edun is not a Lagosian only that he has lived all his adult life in the state.

But Tinubu insisted on Edun’s candidature and requested that Edun be named as Ogun State nominee, a move Obasanjo and Ogun State Governor, Senator Ibikunle Amosun resisted because they already have a candidate.

Obasanjo then sent word to Tinubu to stop pushing Edun as Ogun State nominee, because he was someone whose work and career were rooted in Lagos State.

The Ota farmer also cited the example of Prof. Yemi Osinbajo whom he considered to be more of a Lagosian than an Ogun indigene, but was nominated by Tinubu as Vice President.

Obasanjo and Amosun have agreed to give the state’s slot in the cabinet to a former Peoples Democratic Party (PDP) National Auditor, Chief Bode Mustapha.

Other Obasanjo’s nominees are former Osun State Governor, Prince Olagunsoye Oyinlola (Osun); former Governor of Ekiti State and Deputy National Chairman (South) of the APC, Segun Oni (Ekiti); former Minister of Education, Mrs. Oby Ezekwesili and former Governor, Central Bank of Nigeria (CBN), Prof. Chukwuma Soludo.

Obasanjo in his first visit to Buhari in Abuja submitted the names and got favourable assurances.

In his second visit, Obasanjo reminded the president of his candidates and the promise Buhari made to him.

“The president assured Baba that not all will be ministers,” a source had told DAILY POST after that meeting.

“But that those who do not make the ministerial list would get other appointments. Ambassadorial slots part of the altnernative.”

It would be recalled that less than 48 hours after the two retired generals met, Tinubu and former Interim National Chairman of APC, Chief Bisi Akande, visited Buhari to inform him that South-West APC leaders would not accept a situation where Obasanjo would determine those who become ministers.

New Telegraph further quoted a source that Tinubu and Akande did not oppose the choice of Oyinlola as a minister representing Osun State in respect of an earlier agreement.

“It was a moral issue. Obasanjo is not a member of the APC and cannot appropriate the positions of the zone to himself. The South-West leaders have been meeting for two months on the ministerial nominee, only for Obasanjo to sit in Ota and draw up a ministerial list. That is why the leaders kicked against the idea.

“That will be killing the party in the South-West. He can’t be an alternate APC. Obasanjo should be respected as a leader, but he can’t hijack what belongs to the region. “On Obasanjo’s ministerial list, former Governor Oyinlola featured just as his name featured from the list submitted from the state.

“There was no resistance to Oyinlola’s nominee because that was part of the agreement before his defection from the PDP to the APC. The party has fulfilled one leg of the agreement by ceding the senatorial slot to Senator Isiaka Adeleke who also defected from PDP to the APC.”

Meanwhile, Buhari would submit the ministerial list to the National Assembly next week either before or during his trip to New York on Tuesday for the United Nations conference.

The newspaper also reported that Buhari may have settled for Director-General of the APC Presidential Campaign Council and former Rivers Governor, Rotimi Amaechi, as the nominee from the state.

He and former Governor of old Abia State, Dr. Ogbannaya Onu, lost out in the race for Secretary to the Government of the Federation (SGF).

Onu is now expected to be filled in as the candidate for Ebonyi ministerial slot.

Respected economist, Prof. Pat Utomi, is the likely nominee of Delta State. He is being backed by professionals in APC led by Osinbajo.

Former Governor of Kano State, Dr. Rabiu Kwankwaso, may be forwarded as Kano candidate despite being a serving senator.

A former Chief of Army Staff, Lt. Gen. Abdurahman Dambazzau, is also expected to make the list. It is not know if Buhari will make him Minister of Defence.

For Edo State, former Executive Chairman, the Federal Inland Revenue Service (FIRS), Mrs. Ifueko Omogui-Okauru or a former Special Adviser to Obasanjo on Programme and Policy Monitoring, Prof. Julius Ihonvbere, may get the state’s slot.

In Kwara, a former Minister of Sports, Bolaji Abdullahi, may fill the state’s slot, except Buhari requests another name. Reason: Abdullahi is a close ally of Senate President Bukola Saraki, whom the president seems uncomfortable with.

Abdullahi was the Deputy Director, Directorate of Policy and Strategy of the APC Presidential Campaign Organisation. Should he fail to make the list, enter National Publicity Secretary of the APC, Alhaji Lai Mohammed.

Ekiti slot still looks dire for former Governors Niyi Adebayo, Segun Oni and Kayode Fayemi after Buhari personally expressed interest in human rights activist, Mr. Femi Falana (SAN).

In fact, Osinbajo and Tinubu, are pushing for his candidacy as the Attorney General of the Federation and Minister of Justice while ambassadorial slot for Ekiti is reserved for Fayemi.

In Adamawa, Boss Gida Mustapha, a lawyer and member of the Ahmed Joda-led transition committee set up by the president, may become minister. Mustapha lost the APC governorship ticket to incumbent Governor, Senator Bindow Jibrilla.

In Kebbi, Alhaji Abubakar Malami (SAN), is highly favoured.

He is also a member of the transition committee and has been a long time associate of Buhari since his days in Congress for Progressive Change (CPC) where he was National Legal Adviser.

A Nigerian man shouted angrily and fought against police officers after an appeal hearing of his fraud conviction in Da Nang was suspended on Friday, due to the absence of his interpreter.

Nnadikwe Christian Sunday stood trial again with his accomplices, Nigerian Deke Collins and Vietnamese Le Thi Kim Quyen.
The interpreter for the two Nigerians was absent due to health reasons.

The judge panel decided to adjourn the court. Sunday, then handcuffed, stood up and shouted at the panel in English.
Police asked him to sit down but he fought back, and they had to bring him out of the courtroom.

The three filed an appeal after a court in August sentenced Quyen to 15 years in jail and the Nigerians 12 years each for two cyber fraud cases that earned them more than VND3.3 billion (US$150,000) between April and August 2013.

Most of the money came from the scheme in which they hacked into the emails of local companies to swindle money from their foreign partners.

In the other scheme, they pretended to be a British friend of two Vietnamese women on Facebook and asked them to send money as shipping fees to receive gifts.

Another accomplice, Mamado Abdallar Mark, is still at large.

PoliticsRe: REVEALED: How Jonathan’s Security Chiefs Bungled War Against Boko Haram by midolian(op): 7:52am On Sep 19, 2015
omenka:
Let me brush ma teeth.. Brb.

Back to the matter... Sometimes when I read stuffs like this, I just wanna feel sorry for the guy Jonathan. Jonathan was such a "happy-go-lucky" dude he was a hazard to himself. He had this inferiority complex that made him unable to question the choices of folks like Diezani, NOI, and the service chiefs. They knew this and used it against him.

We said it several times in the past that the reason Boko Haram flourished was because some military top dogs and politicians were making way too much blood money they got addicted to the inflow. The mandate to extinguish the horror rested on their shoulders but given what they stood to gain by ensuring the battle never ended gave them ample motivation not to slay the goose that lay their golden eggs- Boko Haram.

Imagine the scenario of the cars donated by the Bornu state government and the subsequent release by the FG of funds to purchase same, and the blasted bastards pocketed the cash with no questions asked. Even the mere physique of the then Service Chiefs spoke volumes of what their primary concern was- their stomachs. When they were asked to relocate down to the epicentre of the crisis as a show of force and a morale booster for the boys at the frontline, they never did, rather they simply left Abuja to stay somewhere in the North way beyond the range of enemy missiles (possibly with a retinue of broads imported from Brazil) - Jonathan knew this but never asked any questions.

It would have amounted to a mistake of biblical proportion had Nigerians not made the right choice this time. Today we know BH's capability has been depleted to such level as never before since the beginning of their terror campaign. What more is there to thank than the strategy adopted by this admin which has never failed anywhere in the world- starve your enemies of supplies and see them die naturally. We've seen and heard several accounts of supplies, from food, fuel, ied materials, etc intercepted by the army. One can't fight a war on empty stomach and can't ride horses to a 21st Century battle front and expect victory. I have this queer feeling Boko Haram even got direct supply of these things from the topmost hierarchy of the Nigerian Army to sustain their campaign, keep the defence budget high, and keep monies flowing into bottomless pockets! We heard several accounts of military facilities overran by the terrorists as soldiers flee leaving the terrorists to loot the armoury- could all these have been deliberate??

One thing is clear, Boko Haram survives today because those who were meant to ensure their death did all they could to make sure they never died.

God bless the Nigerian Army.

God bless Buhari.

God bless PYO.

And God bless Midolian.
Amen! This right here, is it. Very great post. May God continue to bless you, bro.

https://leadership.ng/wp-content/uploads/2015/09/Col-Mohammed-Sambo-Dasuki-rtd.jpg
But for the deliberate sabotage and short-stemmed tactics employed by former President Goodluck Jonathan’s security aides in prosecuting the war against Boko Haram, the situation would have long been quelled, LEADERSHIP Weekend can now reveal authoritatively.

Since the assumption of office by President Muhammadu Buhari and the subsequent appointment of a new national security adviser, Mohammed Monguno, as well as the new service chiefs led by Major General Abayomi Gabriel Olonishakin (chief of defence staff), the war has taken its toll on the sect, with the service chiefs promising to end the war by the end of December, this year.

A security source who spoke to LEADERSHIP Weekend on condition of anonymity, however explained that the immediate past National Security Adviser (NSA), Sambo Dasuki and the then service chiefs, were allegedly more concerned with funds requisitions and purchases of military hardware than tactical management of the war. Our source further said that the former president was always availed several doctored intelligence reports, aimed mostly at getting approval for more funds intended to fight Boko Haram, whereas the huge sums never got fully devoted towards prosecuting the war.

Before his retirement in September, 2013, our source revealed that the current NSA, Mungono, then the Chief of Defence Intelligence had approached the former president and in a report, detailed how the Boko Haram war could be brought to an end without necessarily spending the billions of dollars that were regularly applied for and released under the guise of fighting Boko Haram. This move allegedly did not go well with the then service chiefs and that ultimate led to Mungono’s retirement.

“When Mungono approached the then President Jonathan, the president referred him to the then NSA who did not find Mungono’s boldness funny. “It was at that juncture that they set out to discredit Mungono as one who knew too much about the Boko Haram and hence had to be tossed off as he was painted to be in touch with the insurgents,” our source said.

The source which said the deliberate neglect of the Nigerian Army during the Jonathan administration was never his making, but actually as a result of his manipulation by the security aides who took advantage of the president’s purely civilian background to mess him up, said it was only few months to the election that it dawned on the former president that the Boko Haram war could cost him his re-election and thus the regalvanizing seen a few weeks to the election and the subsequent call by the former NSA, Sambo Dasuki for the postponement of the elections.

“There was no motivation for the soldiers and military fighting the war then as was seen in the picking and capture of towns by the Boko Haram at will, while our soldiers began acts of mutiny which was largely borne out of frustrations as they were being killed by the sect randomly while the aides pre-occupied themselves with funds requisitions which never got to see the light of day as it concerned concerted efforts at fighting Boko Haram.

“As a matter of fact, once one of the service chiefs under Jonathan had requested for funds assistance from both the Borno State government as well as from the federal government at the same time to buy vehicles. The Borno government quickly assisted with about 100 Hilux vehicles and further made available extra N40 million for branding of the vehicles to the service chief.

“Weeks later same service chief took funds for the purchase of same vehicles from the federal government and simply made do with what the Borno government had provided and diverted the newly approved fund,” the source stated.

It would be recalled that on his appointment, former Chief of Defence Staff, Marshall Alex Barde (rtd), had promised to wipe away the Boko Haram sect within three months only for him to make a volte-face afterwards. On being relieved of his duty, the former Defence Chief had blamed poor funding, training and logistics for the military’s failure to prosecute the war against Boko Haram during his era. Billions of dollars went down in prosecuting the war.

In the last five years, a whooping N4trillion was alleged to have been spent by the government.

In 2014 alone, it was alleged that a total of about N968bn was spent on the insurgency war. Former President Jonathan later came back for a loan of $1bn which is about N177bn and added to N968bn in just one year. That is over a trillion naira. “ At the end of the day, our soldiers are being sent to the war front having no weapon to fight “, said lagos lawyer, Femi Falana.

However, in 2013, when N348.9billion was budgeted for the military, a big chunk of that money was allegedly diverted to other areas rather than the one it was budgeted for. All these and the previous ones since the beginning of serious insurgency by Boko Haram, or even other budget predating the commencement of insurgency in Nigeria, have been questioned with suspicion by a cross section of Nigerians.

The suspicion has not been helped by the fact that most senior military officers in Nigeria have left the service as millionaires and billionaires, fueling the allegations that money meant for defence, over the years, have ended up in other places.

This probably explains why the Department of State Security has started a discreet probe of military contracts and arms deals. The probe is said to include arms procurement in the past few years.

Although the former National Security Adviser (NSA), Col. Sambo Dasuki (retd), had clarified that enough modern arms and ammunition were gotten for the country, even posting pictures, the present government has set out to find out how much was spent on arms, the actual Defence budget, what was released and spent.

Of particular interest to the ongoing discreet investigation by the DSS is on the $1billion approved for the Jonathan administration by the senate. The ongoing investigation is said to particularly zero in on finding out if the loan was fully accessed or not, what it was spent on and what gaps to be filled.

Bearing all these in mind, Nigerians will anxiously await the outcome of the investigation.

TonyeBarcanista:
@Mycoli: Actually, the issues raised by the poster is baseless.

1. Prosecution can only be authorised from the Office of the Attorney General of the Federation/Justice Ministry. Keyword here is office.

2. The Office/Ministry is not the same as occupant/Minister. Just as the Presidency does not mean the occupant. 1(above) actually mean the institution. Any authorised person (Solicitor-General or Director of Public Prosecution) have the power to okay criminal proceeding in the absence of AGF.

3. The law does not recognise vacuum. Hence, the Ministry of Justice were able to halt Sylva's case even when there was no Minister of Justice.

4. The CCB has acted lawfully

5. It is NOT an impeachable offence. Beside to impeach a President you need 1/3 members of Senate and Reps to send impeachment notice, you need the CJN to set up 7-man committee to investigate the 'offences' and you need ANOTHER 2/3 of Senate and Reps to pass a Yes (assuming the panel indict the President). It is virtually IMPOSSIBLE
