Nigeria’s billionaire, AlhajiAliko Dangote has met with the Zimbabwean President Robert Mugabe on the need to speed up the necessary approval for his investment in power, mining and cement industries in the southern African country.

Dangote who paid a courtesy call on President Mugabe reminded the President at his tate House yesterday that he was awaiting the relevant approvals to set up the group’s investments.
He said, “We have already decided on multimillion investments in Zimbabwe in three sectors which are power, cement and coal mining. As soon as we get permits, we will hit the ground running.”



The business mogul, who earlier Tuesday met with several government ministers, was confident that Zimbabwe would accelerate the licence and registration processes for the group to start operations in the ‘as soon as possible’.
Dangote is expected to start setting up the 1,5 million tonne per annum plant by the end of the first half of 2016.

Dangote Industries is also expected to invest in Zimbabwean power generation through Black Rhino Group, a $5 billion African infrastructure fund in which US private-equity group Blackstone Group LP is a co-investor.

The chunk of Dangote’s investments outside the shores of Nigeria has mostly been in the cement manufacturing sector. He recently commissioned a $420 million cement-manufacturing plant and a 30-megawatt coal-fired plant in Zambia early this month.

As he was in Zimbabwe same yesterday, Dangote Cement commissioned its $250 million 1,5 million metric tonnes per annum cement grinding plant in Douala, Cameroon, barely three weeks after the Zambia plant was commissioned.

According to Dangote, “The cement manufacturing unit has expanded capacity five-fold in the last four years while it plans to double potential output to 80 million tonnes by year end, with the Zimbabwean approvals in sight.”

“We want to set up an integrated cement plant here that will be bigger than all the plants that we have,” he said.

Alhaji Aliko Dangote who also met with Zimbabwean’s Vice President Emmerson Mnangagwa urged government to open up the country and scrap rigid visa requirements.

“We look at setting up something that can translate into a million-and-a-half tonnes so that even when we continue to use cement, there won’t be a shortage
of cement here. We will make cement available, he assured”

The billionaire’s maiden Zimbabwean visit comes after Dangote Cement last week signed contracts with Chinese construction company Sinoma International Engineering to add 25 million metric tonnes across 11 countries.

A former power minister, Professor Chinedu Nebo, on Monday said the federal and state governments have not provided medical attention to about 64 million Nigerians who suffer from mental illness. 
Nebo spoke during the Second Public Lecture organised by the Federal Neuropsychiatric Hospital, Enugu, in collaboration with the West African College of Nursing.

Speaking on the theme ‘Psychiatric and mental health in Nigeria: challenges and prospects,’ Nebo noted that, according to medical scholars, out of a population of 160 million or thereabouts, “64 million Nigerians suffer from one form or the other of afflictions of mental illness,” which deserved attention. 

Nebo, a former Vice Chancellor of the University of Nigeria, Nsukka, pointed out that, whereas government had done much in the area of primary health care, nothing had been done to address mental health challenges. 
He also noted that Nigerians were not adequately informed about mental health issues. 

“Nigerians still grapple with many social challenges, including poverty, high level of unemployment and other social pressures.

“The prevalence of these situations have been escalated by the fact that there is high level of poor knowledge and understanding of the malaise of mental health disorder and the positive treatments required by the growing population of mentally ill patients,” he said. 

He identified causes of mental illness to include genetic composition, neurological and psychological experiences and environmental stresses.

He faulted what he described as “the belief that many Nigerians seem to hold that mental disorder is a result of supernatural forces and, therefore, only responds to cure through traditional practices and supernatural incantations.”

Nebo urged Nigerians to give up such beliefs and “face the realities of modern conditions, which in fact, produce the stresses that lead to different levels of mental conditions.”

The former power minister called for adequate funding for research and training of mental health manpower. 

Nebo equally canvassed the provision of community based mental health care services, total integration of mental health care into the primary health care system and periodic review of legislation governing the care of the mentally ill.

The Chief Medical Director of the Federal Neuropsychiatric Hospital, Enugu, Dr. Jojo Onwukwe, said the institution has a staff strength of about 1000 workers, including eight consultant specialist psychiatrists, more than 400 psychiatric nurses and 27 resident doctors.

TEHRAN (FNA)- Blasting Boko Haram terrorists, a Nigerian senior military official said that militants don’t know how to read the holy Quran and don't practice the religion that they claim committing atrocities in its name.

"Most of the Boko Haram terrorists captured by Nigerian Military cannot read the Holy Quran, some of them cannot even recite the first chapter- Suratuh Al-Fathiha, yet they claimed they want to establish an 'Islamic State'," Acting Director of Army Public Relations Colonel Sani Kukasheka Usman wrote on Facebook, World Bulletin reported.

Considering the acts of the extremist group as "ironically shameful", the senior military official revealed that "when the Nigerian Military captured their bases and training camps, they never found Quran, Hadith or other Islamic literature."

The All Progressives Congress , APC, has listed new instances of the insane looting of the treasury by some officials of the Jonathan Administration, saying the corruption mess that characterized the administration was so pervasive that until it is cleaned, Nigeria will not be able to actualize its potentials.

”Those who would rather give comfort to the looters by dismissing the media exposure of looting cases as mere hell-raising should realize that no sane person can be silent in the face of what is unfolding as the worst cases of brazen stealing of public funds in Nigeria’s history,” the party said in a statement issued in Abuja on Sunday by its National Publicity Secretary, Lai Mohammed.

”On August 16th 2015, we listed some instances of the breath-taking looting of the treasury by some officials of the immediate past Administration. Today, we bring three more heart-rendering cases to the attention of Nigerians. We will not relent until closure has been brought to this issue,” it said, listing the new cases as:

– A mind-shattering 2.2 billion-US-dollar arms scandal.

– A 6.9 million-dollar fraud by the Chief Security Officer (CSO) to President Jonathan, committed under the guise of buying three mobile stages for the President.

– A 2.5 billion-Naira scam involving the rent of house boats.

”While those charged with handling these cases are finalizing the details of bringing the suspects to justice, our immediate concern is the attempt by the PDP, under whose umbrella the looting took place, to blame the Buhari Administration for the mess and then infer that things have been worse in Nigeria in the past 3 months under the APC-led federal government than in the 16 years under the PDP. This is totally provocative, shameless and uncharitable.

“They say we are yet to fulfil our campaign promises to Nigeria, but they have forgotten that if only the PDP/Jonathan Administration had not stolen Nigeria blind, there would have been more than enough money to give school children in Nigeria not just one but three meals a day and even pay 5,000 Naira to 50 million most vulnerable Nigerians, not just the 25 million we promised in our manifesto,” APC said.

Despite the almost daily discovery of cases of corruption under the Jonathan Administration, the party assured Nigerians of better days ahead, as all its campaign promises will be kept because of the commitment and determination of President Buhari not only to cleaning the Augean Stable but also ensuring purposeful governance for the benefit of all Nigerians.

”It is clear to all Nigerians that the debilitating impact of 16 years of PDP’s misrule cannot be reversed in just 3 months. It is an obvious truth that it is always easier to destroy than to construct, but nothing will stand in the way of the Buhari Administration’s commitment to improving the quality of life of Nigerians and making our country to function again,” it said.

It said that a major clog in the wheel of faster progress for the new Nigeria under President Buhari has been the discovery that the pot housing the commonwealth has been licked dry by the looters of yesterday, hence the need to work meticulously to recover the looted funds and facilitate the delivery of good governance that will manifest in abundant jobs, strong economy and improved welfare and security for Nigerians.
APC said while the PDP, ever steeped in the pursuit of lies, presents the recently released data on job creation and economic growth as ‘clear signals’ that President Muhammadu Buhari is failing Nigerians, the disgraced party mischievously omitted the fact that those numbers are basically a manifestation of the disastrous final days of President Jonathan’s failed economic policies.

”The PDP omitted the fact that these numbers measure job creation and economic growth for the second quarter of 2015, which covers April to June 2015, a period in which President Jonathan was in office for 2 months while President Buhari was only just settling in to discover even more of the mess left for him to clear. No one in his or her right mind will hold someone more accountable for actions in just one month and exonerate another who was in the same office for two months.

”Since the PDP has become insular to global events, the APC will also like to educate the party that every country in the world is struggling to adjust to the effects of a global downturn at the moment. Only very few countries, if any, are growing as fast as they did, in say two years ago. From China, India, Russia, South Africa, to Ghana, Malaysia and Brazil, every country is feeling the effects of a sustained slowdown in global growth.

”The APC will also like to categorically say that it supports the policies of the CBN in its quest to ensure greater transparency in the Forex market and eliminate currency substitution in our economy. The CBN’s policy to stop cash deposits of foreign currency is in line with global best practices and has led to a drastic reduction in the BDC exchange rate for the Dollar, the party said.
It commended Nigerians for showing absolute understanding and faith in the leadership of President Buhari to change the way that Nigeria has been misruled in the last 16 years, and assured that, in the days ahead, the painstaking efforts of the President will manifest even more than Nigerians have already witnessed.

The Nigerian National Petroleum Corporation has recommended the sale of the nation’s three refineries in Port Harcourt, Warri and Kaduna due to some challenges the agency described as critical elements, which may continually hinder their effective operation in the hands of the Federal Government.

NNPC has equally finalised its position on the protracted pipeline surveillance, with a verdict that the protection of the pipelines be entrusted to the military, which it believes can effectively protect the critical facilities.

A source in the corporation, who spoke to one of our correspondents on Saturday in Abuja, said the corporation’s stance was informed by the position of the NNPC Stock Reconciliation Committee, which met last week in Abuja to assess the performance of the refineries and associated logistics.

The source, who is very close to the committee, explained that the committee concluded that the operation of the refineries could not be profitable under the current arrangements, which the panel described as unfavourable.

The source, who spoke on condition of anonymity, explained that the Ship-to-Ship transfer, which the corporation has employed to get crude oil to the refineries, cost between $6m and $7m per vessel and load one million metric tonnes of crude oil.

“MC COSMIC and MC JEWEL, which are engaged to transfer crude to Warri refinery because of their carrying capacities of about one million metric tonnes, collect between $12 and $14m per operation(trip). These are heavy vessels that load crude and transfer to smaller vessels. They then transport the crude to where the product can be transferred to the refineries.

“The same scenario is replayed to get the crude to the Port Harcourt refineries. If you add the amount to the already huge cost, you will realise that the nation cannot sustain the refineries on the prevailing conditions,” the source added.

The committee, it was learnt, also recommended the stoppage of the SWAP and the Offshore Processing Agreement (which had been carried out), in order to increase local availability of crude to the refineries.

“Crude business is done three months ahead. It was already concluded during the immediate past administration that the three refineries would be sold, even though the government had stocked all the materials for the turnaround maintenance of the refineries.

“So, there wouldn’t have been any crude for the local refineries if the SWAP deal and the OPA had not been cancelled; so, the quota that would have been exported was rescheduled to the three refineries,” our source said.

Disclosing that the Kaduna refinery started production from its Fractional Cracking Catalytic Unit at 11.50am on Saturday, the source, however, said the threat posed by pipeline vandalism remained the greatest challenge to the local refining of petroleum products.

“Kaduna refinery has the capacity to crack any type of crude from any part of the world, be it light or heavy. The FCCU, which produces all components of petroleum products from the crude supplied, started production at about 11.50 this morning. During the week, it was undergoing processing,” the source added.

“The fear of the committee, however, is that the number of leakages along the Warri-Kaduna pipeline will not allow the transfer of petroleum products to continue. In July, when the Kaduna refinery was about to start production, the pipeline had been breached in 78 points between Warri and Lokoja. The vandals have been able to identify the difference between the pipelines carrying crude, gas and refined petroleum product. And once there is a breach in one of the pipelines, other pipeline will be shut down.”

The source equally explained that the menace of vandals would also not allow fuel tankers to leave the nation’s highways soon, especially Lagos.

He said the NNPC had recommended to the Federal Government that the military should be directed to take over pipeline surveillance, as the agency would no longer be able to carry out the protection of the pipelines across the country.

“With about 250 points being attacked on a monthly basis, and the huge cost of putting them back in shape, there is no way the government can sustain such losses, which it had intended to stop,” he stated.

The source said owing to the challenges outlined by the committee, the panel believed the best operation for the government was to sell the refineries in their current state while holding on to a “minimal stake” in the facilities.

“The recommendation is that the government should sell the refineries as they are. The same principle applies to our cars; it gets to a point that we believe that they are no longer serving the purpose for acquiring them. The refineries have become a burden. It has been recommended that if the government will not embark on outright sale of the refineries, it should go into partnership but hold a minimal stake in the venture, especially with those who built the refineries initially,” the source added.

It was also gathered that the government had been advised to facilitate the setting up of modular refineries, which are smaller but runs on modern technology, to replace the existing facilities, which are even obsolete.

However, President Muhammadu Buhari is said to have disagreed with selling the refineries for now on the ground of what the source explained was based on “social and political” factors.

“You know the connection between the President and how he facilitated the setting up of the refineries in Port Harcourt. He is highly concerned about what the people will say. He is also said to be considering what the cost of petroleum products will be after the sales; considering what the government pays silently at the moment to make sure petroleum products are readily available,” the source said, while explaining that Buhari’s reaction had been made known to the top management of the NNPC.

Meanwhile, the NNPC has denied any plans to sell the country’s refineries at present.

According to the corporation, reforms by its new management have not suggested the sale of the three refineries located in Warri, Port Harcourt and Kaduna.

The corporation’s Group General Manager, Group Public Affairs Division, Mr. Ohi Alegbe, told our correspondent on Saturday that although the firm had undertaken series of reforms since its new management came onboard, it had not recommended the sale of the national refineries.

Alegbe said, “There is nothing like that.”

When told that there are concerns that the NNPC might not be able to protect the pipelines and that the Federal Government should take over the surveillance of the facilities, the corporation’s spokesperson replied, “It is also not true.”

On the level of vandalism and how it affects the respective capacities and outputs of the refineries, Alegbe stated that the corporation had adopted various measures to check the menace of crude oil pipelines destruction.

Explaining how the corporation had been protecting the pipelines in the interim since the cancellation of various pipelines’ protection contracts, he said the NNPC had engaged security agents of different communities where the facilities run through.

Alegbe said, “Firstly, there was no contract with the OPC (Oodua Peoples Congress) please. We have the police, the military and we also engage with community-based groups. And it is not as if the pipelines were left unprotected. We have the military, the civil defense and the police, and some leaders of communities that are bordering some of these pipelines have been involved in the protection process.”

One of the latest reforms of the NNPC’s new management, which was carried out last week, was the trimming down of the off-takers for the lifting of Nigeria’s crude oil from 43 to 16.
