As at the ending of 1965, the creation of COR region out of the then old Eastern region was already set by the Federal Parliament.

Parliament went for New Year break and was set to reconvene on the third week of January 1966 and the first thing on the docket was for a motion to grant a plebescite for the creation of the Calabar Ogoja Rivers region out of the old eastern region - a motion sponsored by so-called ethnic minorities in the old eastern region.

The reason for Ojukwu secceding was because Gowon had gone ahead one step to create states from the old eastern region reflecting the minority demands prior to the coup of 1966.

Ojukwu who welcomed decree 34 was suddenly against it after Ironsi was overthrown and Cross River and Rivers state created.
