Delegates to the election are selected by the number of votes during the primary. The delegates Biden won, pledged their support to the Biden. They can change their vote. Kamala reached out to them and she got enough of Biden pledged delegates to pledge to support her. She is just as much the presumptive nominee as Biden was.
