Please, how long after capturing were you told the passport would be readu?

I did change of name due to marriage recently at Alausa
I pay 26k online and submitted my file for vetting on the 16th of July, got text for capturing on the 5th of August,
One of the officers told me they transferred the application to Abuja rrasons for the 3weeks plus salah break in between

I submitted my document for renewal since five weeks ago at Alausa passport office and was told to wait for sms to come back for capturing (diy).
I did change of name due to marriage.
Up till now, i havent gotten any sms. Does it take this long?

Here is my enquiry...
I will like to know if any one has information about file transfers to Etobicoke visa office? It seems my file has been transferred there and I am just wondering why. I am a US resident and my application was initially with CIO, sydney, so from past trends I felt it will be transferred to ottawa or remain with CIO.

I am also looking at ordering GCMS notes too(Aor Oct12).

Any info about transfers to Etobicoke visa office will be highly appreciated . Thanks all.

Please advise me. I will submit my EE application this week. However, I will be travelling out of Nigeria for over a month from early Nov. From the trends, I see that Biometrics is requested after 3weeks+.
1. Should I inform CIC in loe during sunmission of my intended travel or I should inform them after I have submitted.
2. Can biometrics be done in another country (Africa)
