My reading of this is that Oshiomole was referring to APC primaries (at least the majority of them) held accross the cuountry, and not specifically that of Lagos. It was the reporter that ascribed the response to Lagos.

TVC just said Oshiomhole has denied the cancellation of the primary based on that by-the-way comment/paragraph.
