A 19-year old boy was arrested at Iguosa, a suburb community in Benin City, located in Ovia North-East local government area of Edo State, for allegedly sleeping with a dog.

The teenager who confessed to sleeping with the dog, said he lives in Uselu area of Benin but often comes to Iguosa to look for menial jobs. He said the dog was following him as he moved along the street in the community and he thereafter took the dog to an uncompleted building where he had canal knowledge of the animal.

“I was going on the street and the dog kept following me and I carried it like a baby and thereafter I took it to an uncompleted building where I did what I did to it. It was there that one man came into the building and arrested me,” he said in pidgin English.

A member of the community, George Ogbonwan‎ who narrated how the suspect was caught, said the culprit was romancing the dog but he thought he wanted to steal it, not knowing that the lad had a different plan.

“When I saw the young man carrying the dog like a baby, I decided to tell the owner and advised him to go into the uncompleted building. I told him to go round the house while I went through the other side and we saw him having sex with the dog,” he said.

Also speaking on the incident, the owner of the dog, Mr. Garuba Samari, who described the incident as an abominable act, said the boy should be taken to the security agents who would decide what to do to him, adding that, “the dog has to follow him, I have nothing to do with the dog again.”

Perhaps, the greatest catastrophe in the first ever recorded Ebola virus death in Nigeria is not in the scary incursion of the highly infectious disease, but in the potential psychological damage the unfortunate incident might set off in the religion-soaked minds of some Nigerians. For those who read the hand of the divine in every circumstance, there is a tendency to give an apocalyptic tint to the emerging tragedy and then activate a mental shut down, which would effectively pose a threat to the global fight to contain the deadly epidemic.

In 2011, I got a feedback from a Nigerian reader in reaction to an article I wrote on the fight against climate change. It was a very lengthy text message, which I cannot reproduce at the moment because I eventually lost it; but the message could be summarised in an abridged paraphrase thus: “Sir, all these efforts to end climate change will not yield any positive result whatsoever because it is the will of God, who is determined to even make it worse. Please tell your readers.” It is obvious that this outlook is shared by many religious people. In fact, even terrorism has its roots in religious fundamentalism manifested by the urge to “help hasten God’s judgment on the doomed world.”

Nevertheless, this is neither new to the world, nor peculiar to developing countries. During Black Death, an outbreak of bubonic plague that struck Europe and the Mediterranean area from 1347 through 1351, killing over 50 million people, contemporary theologians believed the epidemic had religious cause: God’s judgment on a sinful humanity. As with earthquakes, floods, and fires, medieval Christians assumed illness was a call to repentance. So, in response, some Christians, known as flagellants, began to ritually beat themselves as penance for their own and for others’ sins. These new groups of flagellants appeared first in Hungary and Germany and then spread throughout the rest of northern Europe. They held processions through towns that lasted for as long as 33 days, each day representing one year in the life of Jesus Christ. They went from town to town and at each stop, after a short sermon by the leader, the penitents would whip or flog themselves before moving on to the next town. Black Death finally disappeared when humans understood bacteria, and the movement of germs.

Today, Ebola virus disease or EVD, formerly known as Ebola haemorrhagic fever, is on the rampage in West Africa. Ebola virus is named for the Ebola River in the Democratic Republic of Congo, where it was first identified in 1976. Since then, it has visited Africa off and on, killing thousands in its wake. A deadly viral disease characterised by massive bleeding and destruction of internal tissues, it has killed 672 people across Guinea, Liberia and Sierra Leone, since it was first diagnosed in February this year. It can be highly contagious through contact with infected bodily fluids; and has no known cure at the moment. The only good news is that the fatality rate of the current outbreak is around 60 per cent, whereas the disease is known to have a very high fatality rate of about 90 per cent.

As Nigerians, we should determine to embark on preventive measures against the deadly epidemic. It is nothing new! We can protect ourselves, our families, and our country, from Ebola. As Dr. Emeka Obieze, an Enugu-based medical doctor, pointed out in an interview over the weekend, “This is just a virus. There are uncountable viruses in every part of the world. There was SARS; there is MERS-CoV (Middle East Respiratory Syndrome Coronavirus); they were all contained. What we need is a good medical infrastructure and environmental hygiene culture, to address the current challenge.”

The first thing we could do is to be wary of bush meat. The dictionary describes bush meat as the flesh of wild animals killed for food. In this part of the world, it is a delicacy that has come to be associated with status symbol; and so the more you want to impress your friends or associates, the more you point to the “bush meat joint”. In Nigeria and other countries of Africa, poachers of the legendary African bush meat hunt with abandon. And the reality is that a few think twice before hunting, cooking, roasting and eating or selling the meat of a grass cutter or other wild animals.

But the recent outbreak of Ebola virus has made African countries think twice about this booming trend. Anyaa Vohiri, Executive Director of Liberia’s Environmental Protection Agency, issued a shocking warning to his countrymen, in a recent proclamation: “Stop eating bush meat! Obviously, our borders do not stop viruses from crossing, and the killing and cross border trade of our threatened and protected animals has health and ecological side effects.”

Several incidents of the Ebola virus have been linked to consumption of the popular West African delicacy. It has also been established that Ebola virus is fatal in monkeys, chimpanzees, gorillas, grass cutters and certain types of antelopes and their ilk. Studies also reveal that outbreaks of Ebola in humans tend to be preceded by outbreaks among certain species of local animal populations, especially primates. For instance, the handling of dead animals by hunters has been linked to nearly all human outbreaks in Gabon and the Democratic Republic of Congo, during the previous epidemic waves. So experts recommend that future outbreaks of Ebola in humans could be predicted and stopped in the early stages by tracking animal mortality and then sending health teams into villages when increased animal mortality is detected.

Furthermore, we must all wake up to the reality that the Ebola threat is nothing less than a national emergency. It is unacceptable that Nigerian doctors are on strike at a time like this when all hands – most especially qualified ones – should be on deck to tackle the menace. Derek Gatherer, a virologist at Britain’s University of Lancaster, was quoted as saying that Nigeria is a wealthy country and can do as much as any Western country could do to deal with the outbreak, better than her poorer West African neighbours. But, truth is, without organisation and patriotic motivation, not much could be achieved.

What should our government do? Firstly, as I pointed out in a recent article, instead of the knee-jerk approach the government used in constituting Ad hoc/Emergency Rapid Response Committee months after Lassa Fever hit the country, it should constitute a Standing Rapid Response Committee immediately, for Ebola. Secondly, Nigerians should be exposed to every truth about Ebola virus. The National Orientation Agency and the Ministry of Health should also deploy the social media as a tool to carry out this campaign because of its wide reach and acceptance.

Thirdly, Nigeria has poor disease surveillance infrastructure, and this is disturbing. The government must urgently improve disease surveillance across the length and breadth of the nation. Fourthly, government must start a nationwide training of environmental health officers who would serve as foot soldiers for direct inspection of communities and ports of entry; and assess risky practices and traditions across the country. Finally, it is time for the government to give special attention to our porous borders. When a rare virus does emerge from its seclusion, modern air travel may offer it a free ride anywhere in the world; in fact, this is how Ebola practically flew to Nigeria. It is highly inconvenient in a global age, but those who close their borders are less likely to have an invasion of the deadly virus.

A 28-year-old man, Raphael Effiong, has been arrested by the Lagos State Police Command for allegedly killing his lover, Gift Sunday, in a hotel because she refused to marry him.

26-year-old Sunday, who lived on Fadiya Street, Ketu, Lagos, was a fashion designer, Effiong, an indigene of Uyo, Akwa-Ibom State, was working as a driver in a telecommunications company in Lagos.

According to the victim’s relatives, Sunday had met Effiong sometime last year, and the duo had been having an affair since then.

It was learnt that Effiong had on many occasions proposed to marry the deceased, but the latter was said to have turned down his request stating that he was a difficult man.

On Thursday at the command’s Criminal Investigation Department quarters, Yaba, Lagos, where Effiong is presently being quizzed, a police source said the suspect revealed that he killed the deceased because she refused to marry him.

It was gathered that Sunday stabbed his lover on the arm and the breast on the evening of Monday, July 28 after the duo had checked into a hotel on Yusuf Eleran Street, Ketu, Lagos.

A relative of the deceased, who identified himself simply as Dickson, said Effiong had attacked the deceased barely a month before he eventually killed her.

He said, “The incident happened on Monday evening. It was shocking to all of us. Gift prepared some food, and took it to the hotel on his invitation. They got a room, and checked in. What then happened was that Raphael, who had hidden a pair of scissors in his pocket, swooped on Gift and attacked her.

“She began to scream, but there was no quick response. He injured her brutally with the scissors. It was after a while when some guests in the hotel heard her screams that they came around and asked Effiong to open the door, but he refused.

“They forced the door open, found Sunday in a pool of blood and alerted the policemen from the Alapere division. This was not the first time he would attack her. About a month ago, while he had come on a visit and the two were alone at home, he had attacked her because she was not ready to marry him.”

It was gathered that after the police had arrested Effiong, the deceased was rushed to a hospital in the area, but she did not survive the incident as the doctors reportedly said had lost too much blood from the wounds.

The acting Lagos State Police Public Relations Officer, Lelma Kolle, said there was a misunderstanding between the lovers and the suspect stabbed Sunday, who died in a hospital.

The latest outbreak of Ebola virus in west Africa is the worst ever—as of Monday, it had infected more than 1,200 people and claimed at least 672 victims since this spring. Guinea, Liberia and Sierra Leone all have confirmed cases.

An official at Doctors Without Borders has declared the outbreak as “totally out of control,” according to NBC News. Unfortunately, doctors have no effective vaccines or therapies. Health care workers can only attempt to support patients’ immune systems (regulating fluids, oxygen levels, blood pressure and treating other infections) to help the afflicted fight off the virus as best they can.

A vaccine to help battle future Ebola outbreaks may be just a few years away, however. During the past decade researchers have made significant progress, and vaccines have worked in nonhuman primates.
But it has been hard to raise money for human safety tests. To learn about the latest advances as well as obstacles, Scientific American spoke to Thomas Geisbert, a virologist in the Department of Microbiology and Immunology at The University of Texas Medical Branch at Galveston. He’s studied the Ebola virus since 1988 and is currently involved in vaccine research and development.

[A transcript of the interview follows.]

Are there any promising vaccines in development for the Ebola virus?
There are quite a few preventative vaccines in development, with three to five that have been shown to completely protect nonhuman primates against Ebola. Some of these vaccines require three injections or more and some require just a single injection. Most of them are being funded by the U.S. government, so they’re in various stages of development, but none of them are ready to be licensed.

The hang-up point with these vaccines is the phase I trials in humans. That’s where scientists get frustrated because we know these vaccines protect animals and we don’t quite understand the regulatory process of why things can’t move faster. I can’t give you an answer as to why it’s taking so long.

Why doesn’t the human immune system fight the virus off?
The Ebola virus is usually transmitted by close contact and the first cells it affects are cells important to your primary immune response—monocytes, macrophages and dendritic cells. These cells are important because they’re the first to recognize that something foreign has entered your body and the first cells to trigger your innate immune system to fight off the infection. This makes it hard to mount an effective immune response against the virus—your body has a tough time fighting the virus off, and the virus multiplies to the point that it takes over major organs in your body.

Can a vaccine counteract these effects?
I’ll give you an example of how a vaccine might work. The vaccine VSV is probably one of the most promising, and it’s based on a viral vector related to the rabies virus. It’s a bullet-shaped particle, and on its surface is a structural protein called a “glycoprotein,” which allows a virus to recognize a host cell, bind to it and take over the host cell’s machinery. With a vaccine, we remove the gene that encodes the glycoprotein of the VSV virus and we replace it with a gene that encodes the glycoprotein of Ebola. You end up with a vaccine that has an Ebola glycoprotein on the surface. Now, it doesn’t behave like Ebola because the rest of its genome is not Ebola, but because it has the Ebola glycoprotein your body is going to recognize it as foreign and build up an immune response against Ebola.

How far along in development is the VSV vaccine?
It’s at the point now where we’re trying to get the funds to do the human studies.

What are the biological challenges of developing a vaccine for Ebola?
There are some vaccines that are “replication defective,” meaning they don’t replicate, and they tend to be safer. Then there are other vaccines that are more efficacious, but they’re “replication competent.” An example of the latter would be the measles vaccine or yellow fever vaccine. They’re usually crippled, so they’re not as dangerous as a wild type virus but certain people could have an adverse event when given a vaccine that’s replication competent.

Replication-competent vaccines may only require a single injection whereas with the replication-defective vaccines you might have to get boosters every year, because they’re not as efficient. So do you go for a vaccine that protects humans in a single injection? In Africa you almost have to, because in an area like that you’re lucky to get someone into a clinic to be vaccinated once. It’s a trade-off—efficacy versus safety. That’s one of the biggest challenges.

Can you give an estimate for when we might have an effective Ebola virus vaccine?
My guess is anywhere from two to six years. I hate to say this, but it really depends on financial support for the small companies that develop these vaccines. Human studies are expensive and require a lot of government dollars. With Ebola, there’s a small global market—there’s not a big incentive for a large pharmaceutical company to make an Ebola vaccine, so it’s going to require government funding.

I would like to see a situation where we tried to advance our lead candidate vaccines as fast as we can to get phase I studies done. I think we should start with the first responders—the health care workers in areas of high risk. This outbreak is so unique because it’s occurring in an area we’ve never seen it before and also because it seems there’s a higher percentage of medical staff infected than we’ve seen before. I’ve seen all of these vaccines work in numerous animals and I’ve never seen an adverse event from them. I appreciate the safety concerns but it would be great if there were some way to fast-track this. People are being exposed to Ebola and there’s a 60 to 90 percent chance they’re going to die—I think we have to look at it in this context.

Speaking with Vanguard, Maheeda said she ‘sees no reason why the government should delay in making it a way of life’.

‘…I think prostitution should be legalised. I have been there; I have been with these girls. I have been to Holland where I think it’s legal. It won’t be bad if it is legalised because it’s everywhere anyway. So it’s better if it’s legalised’ she said.

Nigerians have been advised to be calm and not panic over the reported case of Ebola Virus in Lagos State, with an assurance that no Nigerian is infected with the virus.

Addressing a joint Ministerial Press briefing of the Lagos State Ministry of Health and Federal Ministry of Health on development concerning the disease on Monday, the Commissioner for Health, Dr Jide Idris, affirmed that there had only been one case of imported Ebola resulting in the death of a Liberian diplomat in Lagos.

He emphasised that health authorities were being very proactive about the detection of the Ebola Virus in the Liberian, who was on his way to Calabar for a conference, by ensuring that all contacts were being actively followed.

Dr Idris said part of the measures taken after the death of the Liberian was the demobilisation of the private hospital where he was admitted and elimination of primary source of infection.

He stated that the decontamination process in all affected areas had commenced.

“The corpse of the victim has since been cremated, and the ash is awaiting further directives from the Liberian Embassy,” he said, commending the Management of the hospital for effectively detecting a high-risk patient within 24 hours.

“Adhering strictly to WHO guidelines, the body of the deceased patient was decontaminated using 10% sodium hypochlorite and cremated, with the permission of the government of Liberia. A cremation urn has been prepared for dispatch to the family. The vehicle that conveyed the remains was also fully decontaminated,” he added.

In terms of contacts tracing, Dr Idris explained that so far a total of 59 contacts was registered consisting of 44 hospital contacts (38 healthcare workers and six laboratory staff) and 15 Airport contacts comprising 3 ECOWAS staff-driver, Liaison, and Protocol officers, Nigerian Ambassador to Monrovia, two nursing staff and five Airport passenger handlers.

He further explained that out of the number, 20 contacts had been physically screened of which 50 per cent were of the type one contact and another 50 per cent had type two contacts.

The Airline manifest has not been provided by the airline at the time of this report and therefore, the precise number of passenger contacts is yet to be ascertained, especially as two flights were involved (Monrovia-Lome and Lome-Lagos). There was no report of a medical incident filed.

Dr Idris stated that an isolation ward was designated by the Lagos State Ministry of Health at the Infectious Disease Hospital, Yaba for case management while the designation of three other health facilities is underway.

The Commissioner also said a call-in team was established for the public to dial in and obtain information on the Ebola Virus Disease while Toll-free lines were obtained from a telecommunication service provider to be used for answering questions, creating awareness, and receiving notifications of any suspected case just as public awareness creation through social media such as Twitter and Facebook’s accounts had been also activated.

The President of the Nigerian Academy of Science, Professor Oyewale Tomori, who was also at the briefing said all the contact persons are being screened on a continuous basis to look for any possible signs of the disease.

He commended the timely action taken by the Lagos State Government and the private hospital adding that there is absolutely no need for people to panic as the golden rule is to observe the personal hygiene of always washing the hands regularly with soap.

In a statement issued after the press briefing, a spokesman for the governor of Lagos State, Mr Hakeem Bello, assured Nigerians that both the State and Federal Governments were well prepared to ensure that the Ebola Virus Disease did not spread.

Also at the briefing were the Special Adviser to the Governor on Information and Strategy, Mr Lateef Raji and Permanent Secretary Ministry of Health, Dr Modele Osunkiyesi, Permanent Secretary, Health Services Commission, Dr Hamid Balogun and Permanent Secretary Primary Health Care Board, Dr Kayode Oguntimehin.

First Consultants Medical Centre Limited, the hospital where the 40-year-old Liberian died of the Ebola Virus Disease (EVD) in Lagos revealed how it prevented the disease from spreading to parts of the country.

In a statement signed by the Chief Consultant and Medical Director, Dr. B.N. Ohiaeri and the Senior Consultant and Endocrinologist, Dr. A.S. Adadevoh, the hospital located at Ikoyi Road, Obalende, Lagos, said its effort to keep the patient confined in the hospital, against intense pressure from his organisation to release him to attend an important assignment in Calabar, Cross River State, saved the nation from an imminent spread of the highly infectious disease.

"We refused for him to be let out of the hospital in spite of the intense pressure, as we were told that he was a senior ECOWAS official and had an important role to play at the ECOWAS convention in Calabar," the hospital said.

"We hope that by our action of preventing this gentleman from being extracted from our hospital and travelling to Calabar, we have been able to prevent the spread of the Ebola Virus Disease in Nigeria," the statement added.

Recounting the genesis of the issue that rapidly became a national emergency, the hospital statement explained that "a 40-year-old gentleman came into the hospital with symptoms suggestive of malaria (fever, headache and extreme weakness) on Sunday night, July 20, 2014.

"He was fully conscious and gave us his clinical history and told us he is a senior diplomat from Liberia. Laboratory investigation confirmed malaria, while other tests for HIV, Hepatitis B and C were negative. He was admitted and treatment commenced.

"However, due to the fact that he was not responding to treatment but rather was developing haemorrhagic symptoms, we further questioned him. He denied having been in contact with any person with EVD at home, in any hospital or at any burial. In spite of this denial, we decided to conduct further tests for possible infectious haemorrhagic disease especially EVD, based on the fact that he was a Liberian citizen and the recent outbreak of the disease in that country," the hospital stated.

The Consultants Medical Centre Limited said it immediately isolated and quarantined the patient, commenced barrier nursing and simultaneously contacted the Lagos State Ministry of Health and the Federal Ministry of Health to enquire where further laboratory tests could be performed.

According to the hospital, initial test result from the Lagos University Teaching Hospital (LUTH), indicated a signal of possible EVD, but required confirmation.

"We then took steps to reach out to senior officials in the office of the Secretary of Health of the United States of America, who promptly assisted us with the contacts of the Centre for Disease Control (CDC) and the World Health Organisation (WHO) Regional Laboratory Centre in Senegal.

"Working jointly with the state, federal agencies and international agencies, we were able to obtain confirmation that the patient was infected with the EVD (Zaire Strain) and the gentleman subsequently died on Friday, July 25, at 6.50 am.”

The hospital explained that orderly temporary shut down of the hospital with immediate evacuation of in-house patients followed as well as professional removal of the body and its incineration under WHO guidelines, witnessed by all appropriate agencies. It said that in keeping with the WHO guidelines, the hospital is shut down briefly as full decontamination exercise is currently in progress and the reopening of the hospital will also be in accordance with WHO guidelines.

"He was fully conscious and gave us his clinical history and told us he is a senior diplomat from Liberia. Laboratory investigation confirmed malaria, while other tests for HIV, Hepatitis B and C were negative. He was admitted and treatment commenced.

"However, due to the fact that he was not responding to treatment but rather was developing haemorrhagic symptoms, we further questioned him. He denied having been in contact with any person with EVD at home, in any hospital or at any burial. In spite of this denial, we decided to conduct further tests for possible infectious haemorrhagic disease especially EVD, based on the fact that he was a Liberian citizen and the recent outbreak of the disease in that country," the hospital stated.

The Consultants Medical Centre Limited said it immediately isolated and quarantined the patient, commenced barrier nursing and simultaneously contacted the Lagos State Ministry of Health and the Federal Ministry of Health to enquire where further laboratory tests could be performed.

According to the hospital, initial test result from the Lagos University Teaching Hospital (LUTH), indicated a signal of possible EVD, but required confirmation.

"We then took steps to reach out to senior officials in the office of the Secretary of Health of the United States of America, who promptly assisted us with the contacts of the Centre for Disease Control (CDC) and the World Health Organisation (WHO) Regional Laboratory Centre in Senegal.

"Working jointly with the state, federal agencies and international agencies, we were able to obtain confirmation that the patient was infected with the EVD (Zaire Strain) and the gentleman subsequently died on Friday, July 25, at 6.50 am.”

The hospital explained that orderly temporary shut down of the hospital with immediate evacuation of in-house patients followed as well as professional removal of the body and its incineration under WHO guidelines, witnessed by all appropriate agencies. It said that in keeping with the WHO guidelines, the hospital is shut down briefly as full decontamination exercise is currently in progress and the reopening of the hospital will also be in accordance with WHO guidelines.

According to eyewitnesses, the incident occured around Yaba area of Lagos, a car that had been parked on the road for quite a while, cornered a trailer as it approached around 4pm on Tuesday. Two hefty men then jumped out of the car and dragged down the driver of the trailer who was wearing a blue suit and began stabbing him in broad day light.

According to eye witnesses, one man concentrated on his head and the other on his tummy, while people watched in horror unable to help the victim. They stabbed him for several minutes while a third man said to be the driver of the car was heard shouting 'kill him', 'kill him' in Yoruba.

A new video allegedly released by the leader of the Boko Haram sect, Abubakar Shekau and obtained by journalists today (Thursday) in Maiduguri the Borno state capital has threatened to attack the United States for her desire to join forces with Nigeria to fight terrorism and insurgency.

The United States had in November classified Boko Haram as a terrorist organization that have links with international terrorist group, Al-Qaeda.

Boko Haram in the video, vowed to take its violent campaigns to the U.S for her pledge to partner with Nigeria to fight terrorism.

The message vowed to continue with the attack not just in Maiduguri but the whole world and reminded those who care to listen to repent and turn to Allah.

Two men, Olowokokere Gbenga, 32, and Abdullahi Kabiru, 34, were on Friday arraigned before an Osogbo Magistrates’ Court for molesting an insane woman.

The prosecutor, Isiaka Ajadi, told the court that the accused committed the offence on November 23, at about 2 a.m. along Capital Hotel road in Dada Estate, Osogbo.

Mr. Ajadi, a police inspector, said that the accused conspired, assaulted and forcefully molest the mentally challenged woman before they were caught and arrested by the Police.

He said that the offence committed contravened sections 516, 221(2) and 360 of the Criminal Code cap 34, vol.11 Laws of Osun, 2003.

The accused however pleaded not guilty to the offence when the charge was read to them.
