Federal government can come into animal feed production or Own Hatchery farms.

I don't know about South East, here in south west we start planting by Nov-Jan. On spacing, it is 1.3m because I intercrop two crop with it. We don't apply fertilizer to yam here (Am not saying you cannot) because most times we use very fertile (virgin land) land to plant it.
