Richard Mofe Damijo And Acting Tourism GM Accused Of N50 Million Theft


Delta State Commissioner for Culture and Tourism, Richard Mofe Damijo (popularly called RMD) and the acting General Manager of the state’s Tourism Board, Philo Nkem Ajufo, have allegedly embezzled N50 million belonging to the ministry.

Several sources in Delta State, including two employees of the Culture Ministry, told our reporter that a former commissioner in the Ministry had requested N50 million to organize the “Delta State Expo 2007.” However, the state government was unable to release the funds that particular year to sponsor the yearly event.

By some bizarre twist, the funds were finally released to the ministry’s tourism account in May, 2012. “As soon as the money arrived, the commissioner said that the ministry could no longer hold the event since six years had elapsed,” said a source within the ministry. “The Honorable Commissioners also argued that Deltans would have forgotten about the event – and therefore the money should not be used for the purpose it was released.”

However, our reporter obtained documents from the Delta State Ministry of Finance stipulating that the N50 million must be spent on the event for which the Culture Ministry applied for it. The warrant was signed by one P.O. Evuojapha on behalf of the Commissioner of Finance. The warrant indicated that N35 million of the funds was to go to the Tourism Board.

Our sources disclosed that Mr. Damijo, a former popular Nollywood actor turned politician, connived to issue a check of N35 million in the name of Ms. Ajufo who reportedly deposited the sum into her First Bank private account number 3006131619. “Mrs. Ajufo and RMD then shared the money,” one of our sources asserted.

Another government source told SaharaReporters, “It is very obvious that the manner the check was issued in the name of the board GM instead of in the name of the board was fraudulent. It portrays an element of fraud.”

Several of our sources depicted Ms. Ajufo as somebody versed in the art of warming up to top politicians in the state and getting her way.

Two sources said Ms. Ajufo used her share of the looted funds to start off a twin duplex building located at No.6 Dunkwu Crescent in Asaba, the state capital. The building is behind Junior Staff quarters and near a Redeemed Christian Church. One source said Ms. Ajufo had started the project in June, 2012.

A source close to Ms. Ajufo told SaharaReporters that the head of the tourism board had denied receiving any of the embezzled funds. “She accused Mr. Mofe Damijo of carting away the whole sum of N50 million even when her account was used to commit the fraud,” said the source.

Meanwhile, Ms. Ajufo’s staff have reportedly lost all patience with her manner of running the board. “The acting GM is very, very corrupt,” said a staffer. “As we talk, apart from her official car, the Tourism Board cannot boast of a single functional car. All the board’s cars are grounded. And in this era of technology, there is no single working computer apart from one in her office – which she doesn’t use. Her office is entitled to N1 million subventions every month, but as soon as the money comes the commissioner and the GM share most of it. The left over is never properly used by the GM.”

A source who was on the GM’s entourage to the Akwaba Festival in Lagos last October told SaharaReporters that Ms. Ajufo embezzled some funds meant to secure an exhibition stand at the festival. “The GM collected N500, 000 from the government to procure an exhibition stand for Delta State at the Akwaba Festival held in Lagos in October, 2012. Instead, she pocked the sum of N300, 000 and went for an ordinary table stand which cost her N200, 000 only. She is the most corrupt of all the GMs we have ever worked with in that board. She runs fraudulent deals with the commissioner and they have both amassed wealth for themselves to the detriment of the people of Delta State.”

When a reporter sent a text to Ms. Ajufo, the embattled GM wrote back, “Please, speak with the Honorable Commissioner for Culture and Tourism. Thank you.”

Contacted by phone, Mr. Damijo denied all the allegations, insisting that no such money was released to his ministry at any time. “That matter is a dead matter,” he said. “There was no N50 million released to my ministry.” I run the Ministry with people, the Permanent Secretary and other directors.”

A Yaba Magistrate’s Court, Lagos on Tuesday ordered the re-arrest of Orji Osita, one of the pharmacists accused in the murder of Cynthia Osokogu.

Osokogu was allegedly killed in a hotel room in FESTAC area of Lagos by her two Facebook friends on July 22, 2012.

Osita and his pharmacist colleague, Maduakor Chukwunonso alongside Okwumo Nwabufo, Olisaeloka Ezike, Nonso Ezike, Olisaeloka’s younger brother, and Chinonso Ezeaka and Gideon Okechukwu had been charged in connection with the murder.

Justice Adeniyi Onigbanjo, of an Ikeja High Court, had on November 20 released Osita and Chukwunonso, after they filed an application to enforce their fundamental human rights.

But at the hearing of the DPP’s advice on Tuesday before Magistrate Olalekan Aka-Bashorun, the officer in charge of the Legal Department of the State Criminal Investigation Department of the Lagos State Police Command, Chukwu Agwu, said the police were served with two different copies of the DPP’s advice.

Agwu said the police were initially furnished with a DPP advice dated November 1 with reference No. LJP/HOM/2012/143/24 before they got another one dated November 16 with reference No. LJP/HOM/2012/143/ 30.

According to Agwu, the DPP gave the second advice after they made a “representation that the first advice did not articulate all the facts,” adding that the second advice which he claimed to be “superior, correct and authentic” was given in the wisdom of the DPP.

He said, “Following the latest advice, we have another charge for the third defendant (Osita) and I don’t know why he (Osita) and the fourth defendant Chukwunonso are not in court today.”

Agwu also denied the knowledge that a high court had freed the two pharmacists.

Agwu said, “In view of this situation, I urge this honourable court to invoke Section 79 of the Administration of Criminal Justice Law of Lagos State and order the arrest of Osita so that he can face the new charge against him.”

Chris Obiaka, lawyer of Osita and Chukwunonso, said the DPP who purportedly issued the second advice on November 16 was duly represented at the Ikeja High Court on November 20 and did not raise an objection to their “unconditional release.”

He said, “We served the police just as we served the DPP the hearing notice at the Ikeja High Court together with the various court processes.

“Now, it’s quite surprising that another advice has emanated from the same office (DPP) and I don’t know whether they obtained further evidence to guide them in this new advice. We urge the court to tread with caution in making any ruling or order.”

Aka-Bashorun, after hearing arguments from parties on the application made by Agwu, said, “Section 79 is hereby invoked and law enforcement agents should compel his attendance before this court at the next adjourned date.”

After the copy of the DPP’s second advice was duplicated and provided to the lawyers of the seven accused persons on the order of the court, Agwu said the advice exonerated Chukwunonso, Okechukwu and Chinonso the fourth, fifth and seventh defendants respectively.

Their lawyers, subsequently applied that they be discharged and released from custody pursuant to Section 72(1) of the Administration of Criminal Justice Law of Lagos State 2011.

Ruling on this, Aka-Bashorun granted their prayers saying, “The fourth, fifth and seventh defendants are hereby released unconditionally from the Ikoyi Prison custody.”

In the first advice signed by M.B. Olaniyi, on behalf of the DPP, it was stated that no prima facie case of any criminal offence was established against Osita.

But the second advice signed by Olayide Eboda, of the Directorate of Public Prosecution said a “prima facie case of reckless and negligent acts was established against Osita contrary to Section 249 (1) of the Criminal Law of Lagos State 2011.”

It added that facts revealed that the second defendant (Olisaeloka) had identified Osita as the “pharmacist who sold the drug, Rohypnol Flunitrazepan, to him without prescription.”

The second DPP advice also stated that there were “sufficient facts to establish a prima facie case of conspiracy to commit murder, murder, conspiracy to commit felony to wit stealing and stealing against Nwabufo and Olisaeloka contrary to sections 231, 221, 409 and 285 (1) of the Criminal Law of Lagos State 2011.”

Also, the DPP in the second advice contended that there was a prima facie case that the sixth defendant (Nonso Ezike) was having in his possession a thing reasonably suspected to have been stolen contrary to Section 327 of the Criminal Law of Lagos State 2011.

Aka-Bashorun adjourned till December 17 for the ruling on the bail application made by Nonso and Olisaeleko’s lawyers, C.G. Achomadu and O. Dada respectively.

The govt cant do everytin bt they are the ones that should enable a good enviroment for the state or country to be developed,u are talkin about the menace of okada victims,if your father was driving that bike just to make sure u eat daily,am sure u will be having heart attack by now,am not sayin that d ban should be droped,the govt should hav called these guys,educated dem on good driving skills,ensure that they monitor and control thier activities cause there are some bad ones among the good ones.Too much journey outside the shores of nigeria by these governors are making them come up with differents laws everyday,they forget that rome was not built in a DAY,get a good system on ground,then flush out wht should be removed

The fault is from oshogbo,read it on one of the dailies yesterday,the phcn man said they have seen the fault but dont know when it will be restored.
