Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has called on Federal Government, National Assembly (NASS) and international community to intervene in the Anti-Open Grazing Law operating in Benue. The Chairman of the association, Danladi Ciroma, made the call on Sunday at a news conference in Lafia. He said the law was implemented without due consultation with herdsmen in the state. He added that “our people were not educated on modern method of rearing cattle so that when provision for ranching was being made, government would take into consideration the total number of cattle in the state. “Due to lack of consultation, our people lack the technical know-how to conduct cattle ranching because even if we accept to practice it, we lack the needed expertise. “We do not know the grass we need to grow and how it is grown, where to get it and how to preserve it for the cattle.” He explained that countries like Kenya that successfully implemented ranching system spent more than five years educating herdsmen and provided the much-needed facilities before it was implemented. Ciroma said apart from those who were the direct beneficiaries of ranches, animal health experts needed to be trained, while clinics and abattoirs, among other things, were supposed to be provided. He added that the state did not take any step before enacting the law . The zonal chairman, therefore, appealed to Federal Government, NASS and the international community to urgently prevail on the state government to reconsider the law for peace and unity in the area. Meanwhile, the Chairman of the association in Nasarawa State, Malam Mohammed Hussaini, said the implementation of the law in Benue led to influx of herdsmen and their cattle to Nasarawa, noting that the situation should be checked to avert conflicts between herdsmen and farmers. Hussaini explained that the influx of cattle to Nasarawa had led to destruction of many farm produce and appealed to relevant authorities to intervene to check any crisis in border towns. The Police Public Relations Officer (PPRO) in Nasarawa, Idrisu Kennedy, however, gave the assurance that measures were being taken to avert any incident. The PPRO explained that the efforts of the police and other security agencies, as well as that of the state government and traditional rulers were geared toward averting breakdown of law and order in the state. Newsmen report that the chairman of association in Benue and other herdsmen from North Central states attended the news conference. The Benue Government had enacted an anti-open grazing law and fixed Nov. 1, 2017 as date to commence its implementation. The state government stated that the law was in line with Section 4(7)(a) of the Constitution, Section 1 of the Land Use Act Chapter 202 Laws of the Federation of Nigeria 1990. The Section states that all land comprised in the territory of each state in the federation are vested in the governor of that state and such land shall be held in trust and administered for the use and common benefit of all Nigerians in accordance with the provisions of the Act. To this end, Gov. President Muhammadu Buhari, the Sultan of Sokoto, Abubakar Saad; and Boko Haram leader, Abubakar Shekau, have again been listed among the most powerful Muslims in the world. This is contained in a Muslim publication, The Muslim 500 in its 2018 edition. The publication according to a statement obtained by our correspondent, noted that there were approximately 1.84 billion Muslims in the world, making up 24.38 per cent of the world’s population. Last year, the trio also made the list of most influential Muslims in the world. The publication is an annual compilation of the good, the bad, and the ugly in the Islamic world. Buhari and the Sultan were ranked 19th and 23th, respectively among the first top 50 Muslims in the world. It explained that Shekau, the head of Boko Haram, a terrorist group in Nigeria had carried out a number of atrocities. Hameed Ali, comptroller-general of the Nigeria customs service (NCS), recently made headlines over his claim that 50 percent of those in the current All Progressives Congress (APC) administration are from the Peoples Democratic Party (PDP). “Today, with all sense of responsibility, I want to say that we have 50 percent of PDP in our government. How can we move forward with this load? How can we achieve our target with this load?” he had asked at a programme organised by the Buhari Support Organisations (BSO). Although Ali did not go into details, from the context in which he spoke, it was clear that he was referring to those who defected to APC from PDP. PDP BELIEVES ITS MEMEBRS ARE RESPONSIBLE FOR APC’S VICTORY Time and again, the opposition party has argued that APC rode to power on its back. In other words, it believes that the ruling party wouldn’t have won the last general election without the support of PDP-groomed politicians. Rotimi Amaechi, director-general of the APC presidential campaign team, was a strong member of the PDP, having served his two terms as speaker of the Rivers state house of assembly and six of his eight years as governor under the platform of the party. While Amaechi is one of the former PDP members in the government of President Muhammadu Buhari, it would be difficult to prove the percentage claimed by Ali. Among the 37 ministers appointed by Buhari are technocrats and retired military officers who have had nothing to do with partisan politics. Looking at the ministerial list in whole, only five – including Amaechi – are former PDP members. The other four are Chris Ngige ( labour and employment), Audu Ogbeh (agriculture and rural development), Aisha Alhassan (women affairs), and Heineken Lokpobiri (state for agriculture and rural development). PDP MEMBERS CALLING THE SHOT IN BUHARI’S GOVERNMENT? Ali also claimed that the ex-PDP members are “calling the shots” in the current administration. “Today, we have members of PDP calling the shots. That is what we will begin to fight for, we will fight for our right position, our vision and our mission for this government,” Ali said. Four out of the five slots given to those Ali consider as members of the opposition party are key ministries. Only Lokpobiri is a junior minister, meaning that the remaining four are in position to take key decisions unlike Lokpobiri who needs the approval of the senior minister, who in this case is a “converted” APC member like him. If by taking key decsions, Ali meant PDP was in charge, it is clear that four people cannot be as powerful as 33. Away from the ministerial appointeees, the presidency has released a list of 157 appointments made by Buhari since he assumed office on May 29. Majority of those on the list are not politicians, not to talk of having affiliation to PDP. It was released in response to a newspaper report that Buhari has favoured more northerners than southerners. On the list, former PDP members are: Ita Enag, senior special assistant to the president on national assembly matters (senate), Kawu Sumaila, senior special assistant to the president on national assembly matters (house of representatives), and Dakuku Peterside, director-general, Nigeria Maritime Administration and safety Agency (NIMASA). In this case, Ali’s claim cannot hold water because there are only four former PDP members out of 159. Given the fact that he was involved in a row with the senate, the customs’ CG might have had federal lawmakers in mind when he made that utterance. As it stands, the two chambers of the national assembly are headed by former PDP members: Senate President Bukola Saraki and Yakubu Dogara, speaker of the house of representatives. Both men, though not appointees of Buhari, play key roles in the government but be that as it may, it is not valid to make such a controversial remark. No more grazing in Benue as from Wednesday, Ortom declares Benue State Governor, Samuel Ortom. John Charles, Makurdi Governor Samuel Ortom of Benue State has declared that open grazing is now forbidden in the state following the passage of the law in May 2017. In a broadcast made to the people of the state early Wednesday, the governor said, “Let me appeal to all citizens to be law abiding; no one should take law into his hands. We have put adequate machinery to enforce the law.” Our correspondent who went round Makurdi reported that some parts of the capital city were calm; but a visit to international cattle market at north bank area of the capital city showed tense atmosphere. Cattle within the market were restricted to the ranch, while some cows which showed signs of fatigue were down. Speaking to our correspondent, the secretary, Cattle Dealers Association, Garuba Mohammad, described the situation as “hard time,” expressing fear that the new law would run them out of business. He noted that their cattle, before Wednesday, used to graze within two kilometers to the abattoir; adding that they had been forced to restrict movement of their cows due to the presence of vigilante groups scattered around their routes. “If you look round, you will see that some of the cows are lying down. It is because of lack of food and water. Vigilante groups have been stationed on all our routes, even to the stream down the fence. We cannot go there because we have been warned not to go beyond the fence of the abattoir.” Mohammad said the 72 members of the association at north bank have over 3,000 cows and expressed fear that most of the cows might die in the next few days. He called on the state government to provide the needed facilities within the abattoir, such as water and grass; adding that if the state government fails to assist, they might be forced to move out of the state. BUHARI APPROVES PAYMENT OF PENSION TO BIAFRAN EX-SERVICE MEN; ANOTHER LIE. By Charles Ogbu. During the Biafran war, thousands of Igbos serving in the Nigerian armed forces switched over to fight on the side of their Biafran brethren. The then head of state, Yakubu Gowon announced their sack. The war was later won and lost. When President Obasanjo came on board, he approved the conversion of the sack of Biafran ex-service men to retirement, making them eligible for pension and other benefits. That decision was officially gazzeted. During the immediate past govt, the Otueke born Zoologist, President Jonathan, continued the payment of their pension in batches. In fact, Jonathan, it was, who made sure the ex-Biafran police and military men were treated as though they served 35 years on Nigerian side before retiring. The report that President Muhammadu Buhari has approved the payment of pension to Biafran ex-service men is nothing but one of those demonic propaganda for which the Buhari govt has come to be identified with. What happened few days ago was that the office of the Pension Board known as PTAD stumbled upon 167 names, (just 167) of the Biafran ex-service men who were cleared since 2014 but yet to be paid. Just 167! Buhari #ChildrenOfChange simply hijacked the story and went to the village CNN square with the very misleading impression that Buhari has approved the payment of pension to Biafran ex-service men. What is Buhari's business with the routine duty of the Pension Board? Why should any right thinking Igbo man or woman expect Ndigbo to roll out the drum for Buhari simply because the Pension Board stumbled upon the names of 167 Biafrans who were biometically cleared to receive pension years ago especially after what this same Buhari did to Igbo youths in Abia state few weeks ago with his supporter of APC army?? The Socio-Economic Rights and Accountability Project has given the Federal Government not fewer than 14 days to publish the names of suspected looters. The deadline issued by the Non-Governmental Organisation is a sequel to a judgment of a Federal High Court in Lagos, ordering the government to release information to Nigerians, the names of high ranking public officials from whom public funds were recovered. Following the judgement, however, President Muhammadu Buhari directed all relevant agencies to swing into action, according to the Attorney-General of the Federation and Minister of Justice, Mr Abukabar Malami. The AG, had while receiving a delegation of SERAP in his Abuja office, revealed the presidential directive in ensuring there was total compliance to the court’s verdict. He said, “President Muhammadu Buhari has directed all relevant agencies to compile documents on names of all looters with a view to promptly enforcing the judgment of a Federal High Court in Lagos ordering the government to release to Nigerians information about the names of high ranking public officials from whom public funds were recovered.” But in a swift reaction, SERAP’S Executive Director, Mr Adetokunbo Mumuni, expressed his firm belief that if the judgement was effectively enforced, it would show this administration’s commitment to the fight against corruption. He added, “We had a very productive meeting with Mr Malami, discussing among other critical issues the need for the government to obey the judgment delivered in July by Hon Justice Hadiza Rabiu Shagari following a Freedom of Information suit number: FHC/CS/964/2016 brought by SERAP. “We hope that the implementation of the judgment will now happen sooner rather than later. We believe that effectively implementing the judgment will be a victory for the rule of law, show the way forward in the fight against corruption and impunity of perpetrators in the country, as well as demonstrate Buhari’s oft-repeated commitment to tackling the problem of grand corruption.” The group’s boss further said that the verdict was a victory for the rule of law, hence showing the way forward in the fight against corruption. It would be recalled that the SERAP suit followed disclosure last year by the Federal Government of funds recovered from some high-ranking public officials and private individuals. In her judgment delivered in July 2017, Justice Shagari agreed with SERAP, while stressing the need for the Federal Government to fulfil its duty of informing Nigerians of the country’s looters. “The Federal Government has legally binding obligations to tell Nigerians the names of all suspected looters of the public treasury past and present,” she added.ruling in a suit by the group, against the FG, as contained in a statement made available to Channels Television on Thursday. A former Chairman of the National Human Rights Commission, Prof. Chidi Odinkalu, in this interview with OLALEYE ALUKO, speaks on the anti-corruption efforts of the Federal Government, failings in the judicial system and other issues In assessing this government, one of the major campaign promises it pushed forward to Nigerians is anti-corruption, but you recently criticised the anti-corruption war of the President. In your view, what is not right about the way it is being fought? What exactly has been achieved in the anti- corruption fight so far if you don’t mind me asking? Look, public service is a very serious business. It is thankless. It is not a mutual admiration club. It is your duty and you accepted it. If you do not like it, you get out. Now, this administration decided to run on the platform of three things – fight insurgency, fight corruption and address the economy.On corruption, there has been a lot in the media about what the administration has done, but all of that is only in the media. All the cases in court have been lost from the beginning to the end. Secondly, the AGF was reportedly fighting the EFCC over the cases. The Department of State Services was fighting the EFCC acting chairman. Also, the Secretary to the Government of the Federation was suspended because he was said to have tampered with some monies meant for the welfare of the northeast. There is an investigative report on him, which I understand has some very serious recommendations, and nobody wants to let the public see that report. Meanwhile, other reports are coming out from the media. Also, 48 pieces of property belonging to a former governor of Bayelsa State, who was being prosecuted by the last administration, have been allegedly returned to him and nobody is saying anything. Now, these are allegations but we cannot wish them away. We are not going to sit down here and sing anyone’s praises. We have to see the facts and the facts at the moment tell me just one thing; if there was a fight against corruption, it is history.If the facts lead you into the bedroom of your political opponents and friends, get the money. But you cannot tell us you are fighting corruption when it suits you but hide the facts when they don’t suit you. You cannot have a situation where the DSS, which is under the control of the Presidency, decides to set aside the nomination of an agency of the government, not once but twice, and you come back to tell me that the only person you can put in that position is the one the DSS has refused to clear. You are not serious. There is something very wrong with the fight against corruption.And it says that there is corruption in the government. That is the issue. If the government cannot fight corruption within its system and processes, it has no standing to fight corruption among its enemies and that is where it is failing. This is not about anyone in the government. It is about the corporate entity. Nigerians have reached that understanding that the present government has no moral standards to fight corruption. And this is what I have been saying, that President Buhari shot himself in the foot in this thing. First, he promised to publish his assets but he did not do that. It was Garba Shehu (a media aide to the President) who manufactured a story of what was meant to be Buhari’s assets declaration. That did not help the President’s image. He is supposed to be a man of truth. But he has been seen on various occasions to be a man of untruths and because of that, he has lost his credibility. On the question of his health, he has lost credibility. When the government said rats chased him out of office, we know it is not true and that was being used to cover up something. That was dishonesty. When people are being told that we cannot have the cabinet meeting because they ate Sallah rams and they forgot to do their memos, that was dishonesty. It is this dishonesty that is eating away at the credibility of this government for fighting corruption. And if it does not see it, then something is wrong. A few of Buhari’s appointees are facing various allegations of corruption, including the Inspector—General of Police, Ibrahim Idris, and the SGF, Babachir Lawal. Do you think their matter has been fairly handled? I do not want to get into these particular cases because all of these are still allegations. Let us be clear. Some of the allegations by Senator Isah Misau, to be honest, are not new. I do not see the reason why some people have been harassing the man. One, he is a former police officer and so, he should know what he is talking about. Two, the allegation that money changed hands for postings in the police force is not new. Let us be clear about that. It has been happening for a very long time. As a matter of fact, there are memos within the security services that show that senior level officers in the security services know that it is in fact the truth. There are memos exchanged this year to my knowledge to that effect. So, why would they go around suggesting that these things are not true? Weeks after the President received the report on the suspended SGF and the Director-General of the National Intelligence Agency, a decision had yet to be taken and as of this time, Nigeria does not have a substantive SGF. Does this say the President is rather slow? But that is exactly the point I am making. You see, if that report had been about people in the former President Goodluck Jonathan’s government or former President Umaru Yaradua’s government or in the Peoples Democratic Party, do you think you would not have seen what it says by now? That is the point. You cannot have uneven standards when you are fighting corruption, whether it affects the family or your folks.
