Should not be a problem Sir,you would usually get one month before course start date as your entry, this should accomodate the error surely. One month before her start date is August 6th, which is obviously behind us. So whatever date from now should be fine.

Today makes it 18 working days after submission.

So these are our questions:
1) Please is this even normal?
2) Is there a number or email she can contact for further enquiries?
3) What would you advise as her next line of action?

Concentrate on sorting out the financial expect of the visa application, if the money is not ready now then let her apply alone and travel while you and kids join her when you are ready.

Your wife has to list you and kids in her application and also mention that you people will be applying at a later date.

There is nothing you can do now about previous visa misrepresentation but you have to come out clean and declare it.
