I tried the same line of conservation with my own ChatGPT app "Ask AI" and it came to a different conclusion. The FCT was not treated as a separate entity. The 25% requirement was applied uniformly to all the 36 States of the Federation including the FCT, that is 36 political entities. Let me quote it's summary verbatim:

"According to Section 134(2) of the 1999 Constitution of Nigeria, for a candidate to be deemed duly elected as the President of Nigeria, they must secure at least one-quarter (25%) of the votes cast in each of at least two-thirds of all the States in Nigeria, including the Federal Capital Territory, Abuja.
