The Turkish government blames the failed coup attempt on Fethullah Gulen, a Turkish preacher and businessman who has lived in self-imposed exile in the United States since 1999.

Gulen is the leader of a widespread and influential religious movement known as "Hizmet" (Service), which owns foundations, associations, media organisations and schools in Turkey and abroad.


Gulen was once a strong ally of Erdogan, and during the Justice and Development Party's (AKP) struggle to end the military's influence in Turkish politics in the late 2000s, his organisation had its golden years.

During this period, the AKP-Gulen alliance turned into direct staffing of public positions. Many people in the bureaucracy were removed without due process and replaced with Gulenists.


Yet the Gulen-AKP relationship was eroded by incidents such as the 2010 Mavi Marmara raid, and by National Intelligence Organisation (MIT) Undersecretary Hakan Fidan, a close Erdogan confidant, being called in for questioning by police officers close to the Gulen movement.

A corruption investigation in December 2013, which saw renowned businesspeople and senior bureaucrats close to the AKP arrested by Gulenist police officers, gave way to an all-out war between the government and the Hizmet movement.


Erdogan reacted furiously to the crackdown and claimed that those behind the investigations were trying to form a "state within a state", in an apparent reference to the Hizmet movement.


Erdogan calls on US to extradite cleric Gulen
From this point on, the AKP government was always open about its plans to eradicate Gulen and his followers from Turkish political life, as the MIT conducted several investigations into Gulen and his followers.

Today, Turkish officials say that the July coup attempt materialised because Gulenists were increasingly concerned that the government investigation into their illegal actions was coming to an end, and they would be arrested.

Gulen, on the other hand, denies any role in the coup and has even alleged that Erdogan orchestrated it himself "to build a dictatorship" - a claim the president, Turkish spy agencies and even the Turkish opposition have vehemently denied.

SAFETY PRECAUTIONS DURING A THUNDER-STORM

Monitor Forecasts and weather conditions and know whether thunderstorms are likely in the area.

Be alert for natural signs of an approaching storm.

Cancel or reschedule outdoor events (to avoid being caught outdoors when a storm hits).

Take action early so you have time to get to a safe place.

Get inside a substantial building or hard-topped metal vehicle before threatening weather arrives.

If you hear thunder, get to the safe place immediately.

Avoid open areas like hilltops, fields, and beaches, and don't be or be near the tallest objects in an area when thunderstorms are occurring.

Don't shelter under tall or isolated trees during thunderstorms.

If in the woods, put as much distance between you and any trees during thunderstorms.[84]

If in a group, spread out so that you increase the chances for survivors who could come to the aid of any victims from a lightning strike.

Take action immediately upon hearing thunder. Anyone close enough to the storm to hear thunder can be struck by lightning.

Avoid electrical appliances, including corded telephones. Cordless and wireless telephones are safe to use during a thunderstorm.

Close and stay away from windows and doors, as glass can become a serious hazard in high wind.

Do not bathe or shower, as plumbing conducts electricity.

If driving, safely exit the roadway, turn on hazard lights, and park. Remain in the vehicle and avoid touching metal.

UGANDA NEW DRESS CODE JULY 2017

FEMALE

To dress in a skirt or dress that is not above the knees, with a smart long or short sleeved blouse.

Avoid wearing sleeveless, transparent blouses and dresses at the work place.

To ensure that the clothing covers up cleavage, navel, knees and back.

Not allowed to have bright coloured hair in form of natural hair, braids and hair extensions.

Maintain well-groomed, neutral polished nails. Long nails with more than 3cms (1.5in), with bright nail polish or with multi-coloured nail polish are not allowed in public offices.

Shall keep the facial make-up simple and not exaggerated.


MALE

Male officers are required to dress in neat trousers, long-sleeved shirts, jacket and a tie.

Not be allowed to put on open shoes during working hours, except on health grounds/recommendation.

Hair should be well-groomed and generally kept short.

Tight fitting trousers will not be permitted.
