Greece holds critical debt talks

Greeks on hopes and fears: "I'm not sure things will go well tonight"
Greece faces a critical 24 hours as European leaders hold an emergency summit that could break the deadlock around the country's debt crisis.

Greek PM Alexis Tsipras said at the start he hoped Greece would "return to growth within the eurozone".

But European officials have said there was still no basis for making a decision for aid for Greece on Monday.

On Sunday, Mr Tsipras set out new proposals to try to prevent a default on a €1.6bn (£1.1bn) IMF loan.

One European official said the proposals held plenty of promise.

Mr Tsipras said Greece wanted to "return to growth within the eurozone [coupled] with social justice", adding it was "time for a substantial and viable solution".

In separate comments, he also ruled out pension cuts, higher power rates, and an excessive budget surplus.



Greek debt talks: Main sticking points

• Greece will not accept cuts to pension payments or public sector wages, saying two-thirds of pensioners are either below or near the poverty line

• International creditors want pension spending cut by 1% of GDP - it accounts for 16% of Greek GDP. They say they want to target early retirement not lower-income pensioners

• EU officials say Greece has agreed to budget surplus targets of 1% of GDP this year, followed by 2% in 2016 and 3.5% by 2018. Greece says nothing is agreed until everything is agreed

• Creditors also want a wider VAT base; Greece says it will not allow extra VAT on medicines or electricity bills

• Greece complains creditors focus on increasing taxes instead of cracking down on tax evasion; IMF is concerned Athens is not offering credible reforms


But on Monday Germany's Finance Minister Wolfgang Schaeuble said there were "no substantial proposals" from Greece, while a German government spokesman said the situation was the same as on Friday.

"Without such a basis for a decision, tonight [Monday night] can only be a summit of consultations," the spokesman said.

Dutch Finance Minister Jeroen Dijsselbloem said it "will be impossible to have a final assessment" as the Greek proposals were very recent, but they would "hopefully [form] the basis for final talks".

Finnish Foreign Minister Alexander Stubb said he did not see a deal being reached on Monday. "We have wasted a lot of air miles, both on the finance ministers' side and on the prime ministers' side," he said.

Greece must repay the loan by the end of June or risk crashing out of the single currency and possibly the EU.

Talks have been in deadlock for five months. The European Commission, the IMF and the European Central Bank (ECB) are unwilling to unlock the final €7.2bn tranche of bailout funds until Greece agrees to economic reforms.

If deposit withdrawals continue at the current pace, Greek banks will soon exhaust eligible assets they can pledge to the Bank of Greece for cash under the Emergency Liquidity Assistance (ELA) scheme.

Even before that, the European Central Bank could turn off the ELA drip feed - because it is forbidden to allow the Bank of Greece to lend to insolvent banks.

If Greece's bailout talks collapse, it would be hard for the ECB to maintain the fiction that the Greek banking system is solvent - given that the value of a big chunk of banks' assets depends on the solvency of the Greek state.

So the ECB would have to take the banks off life support.

And the Greek authorities would have no realistic option but to impose capital controls, or restrictions on how much cash can be withdrawn by customers from the banks.

People often drink cheap country liquor in India
At least 27 people have been killed after consuming toxic alcohol in India's western city of Mumbai (Bombay), local police say.

They say residents of a slum in the Malad area fell ill after drinking the alcohol on Wednesday morning.

More than 30 people are being treated in hospitals, amid fears that the death toll could rise.

Toxic alcohol deaths are a regular occurrence in India, where people often drink cheap country liquor.

One suspect has been detained in the latest case.

Tayra Khan, wife of one of the victims, told the Mid-Day newspaper that her husband was admitted to hospital early on Thursday after "he complained of vomiting and pain in the stomach".

"He died three hours later, leaving me and my three little children alone."

At least 29 people were killed after consuming toxic alcohol in Uttar Pradesh state in January.

India has witnessed many other incidents of toxic alcohol deaths in the past:

• Nearly 170 people died in 2011 in the eastern state of West Bengal

• At least 30 people were killed in Uttar Pradesh in September 2009

• More than 100 people were killed in Gujarat in July 2009

Jesus miracle church 'hit by arson'

The fire caused extensive damage to a book shop and other buildings at the church complex
Arsonists are believed to have started a fire which has damaged a Roman Catholic church on the Sea of Galilee in northern Israel, police say.

The church at Tabgha is built where Christians believe Jesus performed the miracle of the loaves and fishes, also known as the Feeding of the 5,000.

Hebrew graffiti found on a wall is thought to indicate the attack may have been the work of Jewish extremists.

Police detained 16 teenagers for questioning but later released them.

Spokeswoman Luba Samri told the AFP news agency that they were freed "with no conditions attached, after being interviewed and giving statements".

'Despicable act'

The BBC's Kevin Connolly in Jerusalem says Tabgha is a sacred site to the many thousands of Christian pilgrims who visit the Holy Land every year.

The arson attack on the Church of the Multiplication of the Loaves and Fishes caused extensive damage to a book shop and other buildings at the complex but did not destroy the 5th Century mosaic floors which are its key archaeological feature.

Two people who had been staying at the complex were also taken to hospital suffering from smoke inhalation.

A verse from a Hebrew prayer denouncing the worship of "idols" was found spray-painted in red on a wall of the church.

Our correspondents say the graffiti will suggest to many that the attack is part of a sporadic campaign by a small group of right-wing Jewish extremists against non-Jewish targets in Israel, but police said it was too early to tell.

"The torching of the church is a cowardly and despicable act which contradicts Israel's basic values," Internal Security Minister Gilad Erdan said in a statement.

The Israeli pressure group, Rabbis for Human Rights, says there have been 43 hate crime attacks on churches, mosques and monasteries in Israel and the occupied West Bank since 2009, Reuters news agency reports.

US to put woman on new $10 note

The US Treasury Department says a redesigned $10 note will feature a woman, but who she will be has not been decided.

The new note will debut in 2020 to mark the 100th anniversary of the US Constitution's 19th amendment, which gave women the right to vote.

The treasury will seek the public's input in the selection, looking for a "champion for our inclusive democracy".

Former US political leaders - all white men - currently headline US notes.

The woman who the Treasury Department ultimately selects will replace Alexander Hamilton, a key figure in the American Revolution and the first secretary of the US Treasury.

Hamilton began appearing on the $10 note in 1929. He along with diplomat and inventor Ben Franklin are the only non-presidents featured on current US notes.


Native American Sacagawea was briefly featured on US dollar coins
Women have been featured on US money before, but the notes and coins were not widely used. Most recently women's rights activist Susan B Anthony and Native American Sacagawea appeared on dollar coins, but both coins quickly went out circulation.

The primary goal of the redesign is to add measures to thwart counterfeiters, the Treasury Department said. But women's groups have recently pressed for more representation on US notes.

"We have only made changes to the faces on our currency a few times since bills were first put into circulation, and I'm proud that the new 10 will be the first bill in more than a century to feature the portrait of a woman," said Treasury Secretary Jacob Lew.

In March, an independent group held a contest to select a woman to headline the $20 note, replacing former President Andrew Jackson.

Abolitionist Harriet Tubman was the public's top choice, beating out finalists, former first lady Eleanor Roosevelt, civil rights activist Rosa Parks and leader of the Cherokee nation Wilma Mankiller.

Tubman was known as the "conductor" of the Underground Railroad that allowed many slaves to escape to freedom in the 1850s.

Mr Lew will make a decision about the selected woman by the end of year.

'Boko Haram' kills dozens in Niger

Boko Haram has already launched several deadly attacks since Mr Buhari came to office
An attack by suspected Islamist Boko Haram fighters in Niger has killed at least 38 people, officials say.

It took place late on Wednesday night, according to a security source quoted by the Reuters news agency.

Local MP Bulu Mammadu told the BBC that the victims included women and children who had been shot dead in two different villages.

Boko Haram is based in Nigeria but is being tackled by a multinational force, including soldiers from Niger.

On Monday, there was a suspected Boko Haram suicide attack in Chad, which is also supplying soldiers to the multinational force.

Chad responded to that attack with air strikes on suspected Boko Haram positions.

BBC Nigeria correspondent Will Ross says that by attacking Niger, Chad and Nigeria this week, Boko Haram appears to be hitting out at a region which is determined to unite and fight the jihadists.

In Niger, Mr Mammadu said that, as well as killing people, the militants had burnt down several houses in the two villages of Lamina and Ungumawo in the Diffa region, close to Nigeria's border.

Boko Haram first attacked Niger in February when the government said it repulsed an attack, killing more than 100 of the group's fighters.

Since being sworn in last month, Nigeria's new President Muahammadu Buhari has pushed ahead with plans to beef up the multinational force which will be made up of 7,500 troops.

The US has backed the force and offered $5m (£3.2m) to help get it established.

President Buhari promised in a message on his Twitter feed on Thursday that the "efforts to strengthen security cooperation with our neighbours and adjust our own response to Boko Haram will yield results very soon".

Boko Haram was founded in northern Nigeria in 2002 with the aim of creating an Islamic state, and has since caused havoc through a wave of bombings, assassinations and abductions.

The clinic in the Stockholm South General hospital will open in October
A hospital in Stockholm is to open Sweden's first emergency clinic for male rape victims.

The South General hospital already has a walk-in centre which provides urgent care for women who have been raped or sexually assaulted.

But it announced on Wednesday that it would be admitting men and boys from October.

Some 370 cases of sexual assault on men or boys were reported in Sweden last year, Swedish media report.

"The general perception is that men cannot be raped," Dr Lotti Helstrom told Radio Sweden.

She said the subject of male rape was still "extremely taboo" but that it was much more common than most people realised.

Dr Helstrom said that it was important for men to have equal access to emergency care.

The hospital already runs a 24-hour emergency service for female rape victims, providing access to doctors, midwives, nurses, psychologists and social workers.

A spokesperson for the Swedish Association for Sexuality Education (RFSU) welcomed the announcement.

Inger Bjorklund told The Local newspaper that a clinic focused on men would "contribute to the awareness of experiences of sexual abuse among men".
