A civil society organisation, Yiaga Africa on Wednesday verified the presidential elections results announced by the Independent National Electoral Commission (INEC).


It said that the result fell within the estimated range of its Parallel Vote Tabulation (PVT).

Dr Hussaini Abdu, Chair, YIAGA AFRICA Watching The Vote (WTV), made this known at a news conference on the group’s Statement on the 2019 Presidential Election Results in Abuja, NAN reports.


According to Abdu, for the 2019 Presidential Elections, YIAGA AFRICA’s WTV utilised the PVT methodology; the gold standard citizen observation methodology that uses statistics and ICT.

“YIAGA AFRICA’s findings show that for the presidential election the All Progressive Congress (APC) should receive between 50.0 per cent and 55.8 per cent of the vote.

“The People’s Democratic Party (PDP) should receive between 41.2 per cent and 47.0 per cent of the vote; these figures are consistent with the official results as just announced by INEC.


“For both APC and PDP the official results fall within the PVT estimated ranges.

“YIAGA AFRICA results statement was based on reports from 1,491 polling units which are 98.4 per cent of sampled polling units.

“ YIAGA AFRICA’s projections were also consistent with the officially announced vote shares for the other 71 parties who contested in the presidential election.



“The group’s projections were based on the results announced in the polling units and would have detected any significant manipulation occurring during collation at the ward, local government area, State and national levels.

“ INEC’s official results for turnout and rejected ballots were also generally consistent with YIAGA AFRICA WTV estimates.

“ YIAGA AFRICA estimated that turnout was 37.5 per cent with a margin of error between 35.9 per cent and 39.1 per cent and INEC’s official turnout was 35.7 per cent.



“Similarly YIAGA AFRICA’s estimated rejected ballots were 4.0 per cent with a margin of error of between 3.4 per cent and 4.6 per cent while INEC’s official figure for rejected ballot was 4.5 per cent,” he said.

Abdu, however, said that the Feb. 23 presidential election was characterised by similar shortcomings that marred previous national elections in Nigeria.

He said that as in past elections, logistical challenges faced by INEC resulted in widespread late opening of polling units and malfeasance by political parties compromised the ability of citizens to vote.



Abdu called on INEC to provide clarity on the pressing concern to Nigerians which were the 3.3 per cent cancelled ballots of all registered voters.

This, he said, was because the figure was four times higher than the rate from 2015 when registered voters in cancelled polling units was less than 1 per cent.

He said that cancelled elections occurred across the country and states where the percentage of registered in cancelled polling units exceeded 4 per cent with Rivers having 22.7 per cent.



He said that other states were Nasarawa 9.5 per cent, Akwa Ibom 8.5 per cent, Cross River 8.0 per cent, Plateau 5.7 per cent, Kogi 5.2 per cent, Benue 4.9 per cent, and Kaduna 4.7 per cent.

Abdu said that although it did not affect the outcome of the presidential election, it disenfranchised a very significant number of voters in the state.

He said that discrepancies between registered voters as announced before the election and during collation by INEC clearly communicated that 84,004,084 voters were registered and publicized state by state breakdowns of this figure.

He said that the number of registered voters announced by the state returning officers at the national collation centre did not align with the figures published before the election.

Abdu said that the overall number of registered voters as announced dropped by 1,659,959 voters for a total of 82,344,125 registered voters.

He urged INEC to provide an in-depth explanation for the discrepancy including whether this indicated that collation was not completed in all locations.

He called on security agencies to remain vigilant in protecting and securing lives and property in the post-election phase with the announcement of the presidential election results.

Hello all. I feel that I need to put in my two bits in the Onoghen CCB debate. First let me tell you where I stand. I am for strong institutions & the rule of law. I believe that the law should be no respecter of persons. With that foundation, please follow me on this journey

Facts only:
a) Has the CJN been removed, answer is NO?
b) Can the President remove the CJN, the answer is Yes/No
c) Can the CJN be arraigned before the CCB? The answer to me is inconclusive, but I will be rooting for YESS and I will explain as we go on further.

Can the President Remove the CJN?
Yes he can remove the CJN but on the recommendation of the National Judicial Council (NJC) and the NJC itself is advised by the Federal Judicial Service Commission. Please see the following images which are excerpts from the Constitution

From the provisions it is clear that the President must receive recommendations from the NJC before he can appoint or remove Onnoghen & if fact other S.Ct Justices /Justice of Federal Courts. This is in consonance with the principles of Separation of Powers with checks & balances

You will observe from the provisions of the Const. that the CJN is a member of the two bodies that have a say in his removal. This very fact again offends another very key maxim of equity which is "nemo judex in causa sua" meaning that "you cannot be a judge in your own cause"

What can propel the FJSC and the NJC to start proceedings against the Chairman of their respective boards? The Attorney General must send in a petition to the NJC and ask them to investigate their own chairman and recommend him for removal. We can all see the legal conundrum

Who will nominate the judge that is next in line to the CJN to start the process of investigating the CJN & what is there to investigate? The CJN has admitted all charges brought against him by the CCB. From this point of view, the NJC need no further evidence? CJN is wrong.

So what should happen? How does the FGN go forward on this. Judging by all the conundrum of the NJC, should the FGN do nothing when it is obvious that the NJC will likely do nothing? How does the FGN which has the right of initiating the prosecutorial process go on?

The FGN through the CCB initiates a trial before the CCT? Was the CCB right or wrong? We again go to the Constitution. What are the functions & duties of the CCB? The Constitution tries to entrench transparency & accountability in public servants by requiring asset declaration

The CJN is a public officer who is caught smack at the centre of this misbehaviour. It is important to note that the CJN HAS NO IMMUNITY. So nothing stops CCB from arraigning him before CCT on false declaration of assets. I believe the case of Nganjiwa Vs FRN can be distinguished

Before I distinguish the two situations let us look at what awaits the CJN at the CCT. Again we look at the Constitution.

If the CJN is found guilty (& in this case he has admitted guilt anyway) the CCT can remove him from office, ban him from future office for 10 years, confiscate assets & other punishment which the NASS has prescribed. Has NASS or will NASS ever prescribe additinal punishment?

Now to distinguish Nganjiwa Vs FRN to this CJN scenario, mind you this is what I shall be arguing if I were the FGN's lawyer. Nganjiwa J, was arrested and arraigned on charges of corruption under EFCC Act

The charges are strictly criminal. In CJN's case he is arraigned under a specific law -Code of Conduct which is what it says a rule for public servants that guides their behaviour. It is not stricto sensu a crime but a failure to act judiciously & for which the punishments...

are also not stricto sensu jail term. Is there a need of recourse to the NJC in a case where another govt constitutional constituted body has powers to decide on a specific infraction? I would submit no. The FGN should have this issue decided as a preliminary issue because

there seems to be a judicial protectionism which is sneaking in Immunity that the constitution has not granted to judicial officers. The CJN has been arraigned, let us test the constitution and the powers it gives and where there is need for a reform in law, let us do so.

The administration of justice in Nigeria is being rubbished if the CJN continues in office knowing that he has lost credibility to preside. We as Nigerians do not know the damage we do to our own institutions when we carry on with the prism of ethnicity & politicking

Every single decision of the S.Ct on corruption that had Onnoghen as a member of the panel is under a hue, from now onwards he is impotent. It is similar to @HMKemiAdeosun's case. He needs to resign since he knows he cannot be sacked. That is the right thing to do.

As for me, I would continue to urge the FGN to bring all these issues to the public, not minding the times or seasons. We need to hold public officers accountable & they need to hold themselves accountable. The CJN, having admitted wrong doing needs to resign honourably.

A whole Chief Justice of Nigeria is making silly excuse. How could someone of his calibre not knowing they are being monitored?

The money in Standard chartered wasn't there before Mr President took over in 2015 but was deposited there few months ago by desperado in PDP.

The losers wanted to win the presidency through the Supreme Court. Appeal the election then get favourable judgement at the Apex Court.

Unknown to them, the Judges are being monitored and all their lines are tapped.

Atiku Abubakar and Bukola Saraki are daft. They thought they could used the CJN knowing that Mary Odili is under spotlight. What a wrong move?

CJN need to step down because he has been caught red-handed with bribe money.

To hell with Atiku Abubakar and his evil plan.

And as for CJN? Shame on him.

ATIKU’S ABRUPTLY SUSPENDED CAMPAIGNS
Though the Atiku Campaign Organisation is yet to give any official reason(s), indications emerging show that the People’s Democratic Party (PDP) presidential candidate Alhaji Atiku Abubakar’s campaign may have been suspended abruptly. Last week saw the politician speaking at three hurriedly-organized and poorly-attended rallies in three of Nigeria’s six geopolitical zones.
The heavily-financed and overstaffed Atiku Campaign Office which include 20 spokespersons, 25 research officers, 35 public affairs officers, 56 political specialists, 73 Information Technology (IT) full-time experts, 500 interns including several undocumented American, British, Israeli, and Arab expatriate advisors, according to a staff, scheduled to hold a rally in Yola, Adamawa state this week but was cancelled after a post-mortem analysis of the three rallies last week “for us to re-strategize.”
A source at the Atiku Campaign Office in Yola, however, confessed during heavy drinking with a CIA undercover agent that the Office decided to “temporarily suspend rallies” when the campaign “could mobilise people who were barely more than an airport welcome party in Yola.” He noted that the North-West and North-Central rallies at Sokoto and Kwara which are two states Atiku campaign depended on for votes in the North because they are supposed to be his strongholds recorded “some of the worst attendance we have seen since Atiku started contesting in the 1990s. They were so shameful we had to put the rallies on hold for now.”
To further show the Atiku Campaign is at low ebb, his campaign staff have broken off communications with the PDP secretariat. The holiday mood of his campaign team is partly responsible for his missing out of the signing of the Peace Pact with other presidential candidates at the International Conference Centre (ICC) yesterday in Abuja even though candidate Atiku himself was in the Federal Capital Territory at the time of the signing. One of his numerous spokesmen, Paul Ibe, said his principal’s reason for boycotting the event was that he “was not invited”. An intern at Atiku Campaign Office said “Nobody told us that the venue where the Peace Pact will be taking place was Abuja. The message was portrayed in a way that it might be in New York or any other US territory. The invitation noted that the US Ambassador, Stuart Symington, will be attending gave us the impression that our principal might be tactically or forcefully arrested for the Jefferson case in Washington.” He said further that while he was aware the US Federal Bureau of Investigations (FBI) or Interpol has no power of arrest on Nigerian soil, “Buhari and APC may just want to be too smart. So, we deem it fit to stay away because the Americans are working desperately with them against our candidate.” The source further noted that the clerk at the office of the PDP Chairman, Uche Secondus, who received the National Peace Committee (NPC)’s invitation letter on behalf of the party was the first to misunderstand the content of the NPC’s letter. Hence, he was trying to work for a pay rise, after being owed several months’ salaries, by not transmitting the letter to the Atiku’s campaign for his much-need presence in ICC yesterday.
In addition to already depleting resources, President Buhari’s Executive Order 6 is beginning to take its toll on the Atiku’s campaign. The Campaign which depends on heavily on the availability of money is currently being forced to operate on lean budget since key partners like the South-East and South-South PDP Governors, according to an expatriate, most of whom are currently engaged in political battles in their states seeking elections for possible second terms in office are not looking ready to bankroll Atiku’s Campaign. His running mate, fearing a possible defeat of a largely crumbling Atiku campaign, my sources reveal, has decided to minimize his risks by having to get his party to tell a bold lie that his bank account was frozen as a way of escaping funding a hopeless cause.
Noticing this, Atiku’s campaign office decided to suspend campaign activities till steady funding can be guaranteed. Several sources reveal that, in desperation, candidate Atiku is looking to some diplomats “who are ready to do good business” to help launder funds from some secret accounts in Dubai to prosecute the 2019 presidential election. The United Arab Emirates’ Embassy has reportedly alerted the Buhari-led Government on this plan which means Atiku have to thread with caution!
