Jonathan not compelled by law to present Budget in person - Hon. Leo Ogor



THE Deputy Majority Leader House of Representatives and Member representing Isoko Federal Constituency Rt. Hon. Leo Ogor has stated that President Goodluck Jonathan is not bound by law to present the nation's budget in person. Hon. Ogor stated this today while moving a motion to suspend the relevant House rules in order to accommodate the laying of the budget before the House.

This was sequel to the reading of the President's letter by the Speaker, Rt. Hon. Aminu Waziri Tambuwal. The Speaker barely finished reading the letter when the Minority Leader, Femi Gbajabiamila raised a Point of Order, telling the House that it was out of known traditions since the history of the budget presentation in Nigeria for the president to keep doing the ritual by proxy.

He said that the practice prior to now and the world over had been for the president to lay the budget before a joint session of the Legislature, saying “it has been the practice of the parliament over the years the world over”.

He argued that “a situation where the President is given the liberty to send his aides to present the nation’s budget which is the most important fiscal document is setting a bad precedent before the international community.”

But in what appeared to be a swift response to Hon. Gbajabiamila’s remarks, Deputy Majority Leader of the House, Hon. Leo Ogor cited the provisions of Sections 68 and 81 of the constitution, saying that the president was not compelled by the provisions to lay the budget in person.

“I rely on the provision of the constitution which is supreme. The constitution did not stipulate that the president shall lay the budget before the House. So, the issue is totally inconsequential. This is not the first time the Finance Minister is laying the budget before the House”, Ogor said.

At this juncture, Speaker Tambuwal waded into the matter, reminding the opposition leader and the general House that his knowledge and understanding of the relevant provisions of the constitution on budget presentation was that the President was not mandated to lay the budget himself if he had chosen otherwise. The Speaker, at this juncture, ruled Gbajabiamila out of order.

“Honourable members, I do not think we should debate this matter. To my understanding of the provision, there is nowhere this provision stipulates that the President shall personally present the budget. Of course, traditions may be respected. Therefore, under this basis, I want to rule you out of order.” Tambuwal hit the gavel.

The Deputy Majority Leader of the House of Representatives and member representing Isoko Nation in the House of Representatives, Rt Hon. Leo Okuweh Ogor has emerged winner of the the PDP House of Representatives Primary Election held at the Oleh Township Stadium, Oleh, Isoko south L.G.A, Delta state

Hon. Ogor polled a total of 89 votes to defeat his closest challenger, Surveyor Elias Ovesuor who polled 2 votes. Barr. Jim Elueni polled 1 vote while Austin Efenudu got no vote.

The returning officer of the Primary election, Sir Kenny Okolugbo, while declaring Rt. Hon. Leo Ogor winner said, "By the powers vested in me as the returning officer of the PDP Primary election for Isoko Federal Constituency, I hereby declare Rt. Hon. Leo Ogor winner of the primary election having polled a total of 89 votes representing 97% of total votes cast in the election."

An elated Hon. Leo Ogor while speaking to the press shortly after he was declared winner thanked the good people of Isoko Nation for the confidence reposed in him. He promised to put in his best to ensure that he performs better if elected in the February general election.

"I want to first of all thank God for this victory. It is indeed a thing of joy for the Isoko people to bestow on me this honor and privilege to represent them again at the Green Chamber.

"The delegates have all spoken in one voice and I thank them for the massive support.

"This victory no doubt will spur me to work harder for the overall development of Isoko Nation.

"I assure the good people of Isoko Nation that by the grace of God I will not disappoint them if they vote me again in the February General election. A vote for Leo Ogor is a vote for the development of Isoko Nation." He said

The other contestants Surv. Elias Ovesuor, Barr. Jim Elueni and Mr. Austin Efenudu all congratulated Hon. Leo Ogor immediately the results was declared.

OTU-JEREMI - Com. Reuben Rume Izeze has emerged the Peoples Democratic Party candidate for the Delta State House of Assembly, Ughelli South Constituency in the 2015 general elections. This was the outcome of the PDP primary election which was conducted at the Otu-Jeremi Stadium, the headquarters of Ughelli South Local Govermnent Area.

Com. Izeze won the contest by the affirmation of all delegates present where he was returned unopposed to emerge the PDP Flag bearer in the 2015 general elections for Delta State House of Assembly, Ughelli South Constituency.

The Returning officer Tunde Fregene while declaring Com. Izeze winner said "By the powers vested in me as Returning Officer for this Primary Election in Ughelli South Local Government, I hereby declare Com. (Barr.) Reuben Rume Izeze winner of the PDP House of Assembly Primary Election having secured the affirmation votes of all delegates present retuning him unopposed. Congratulations."

The Deputy Majority Leader, House of Representatives and member representing Isoko Federal Constituency, Rt. Hon. Leo Okuweh Ogor, weekend, visited an orphanage home, the Human Welfare for Empowerment and Development Initiative (HWEDI) under Ascertion Grace Global Outreach at Irri in Isoko South local government area to identify with the inmates and to have a better understanding of their needs.

Receiving Rt Hon Leo Ogor and members of his entourage, Proprietor of the Orphanage home, Rev. Precious Great, thanked the lawmaker for always identifying with them by sending them food items on regular basis. He said since Hon. Leo Ogor identified with them they no longer starve as he has always made food available for them whenever it’s needed.

While thanking Rt Hon Leo Ogor for his magnanimity, the Proprietor also used the opportunity to inform the lawmaker and his entourage that the Orphanage has 361 children and that it is difficult to accommodate them within the little space they have. He therefore sought the assistance of the lawmaker and other well meaning individuals to provide them with better accommodation.

In a brief speech, Hon. Leo Ogor thanked God for the opportunity to visit the Orphanage to have a first hand knowledge of the magnitude of the Orphanage home.

"I want to state very clearly that very few people will do what you people are doing here. It's quite amazing and I will always continue to identify with you.

"By the power of God that has made it possible for me to be what I am today, I hereby adopt you all as my children. I will do for you what I can do for all my children. You will never ever go hungry again in your life.

"It is an experience for me to be here and definitely I will never forget you people. Don't play with your education, education is what will make you to stand out in life. The destiny of a man can only be delayed but it can't be denied." He stated.

Ogor also used the occasion to donate items provided by MTN Nigeria to the Orphanage through his influence.

He also announced his intention to build a hostel accommodation for the inmates of the Orphanage home.

Items donated include 10 cartons of Peak Milk, 10 cartons of Milo, 5 bags of Semovita, 10 bags of Ariel soap, 10 cartons of dettol soap, A Giant Samsung Refrigerator, standing fans, 20 mattresses.

Hon. Ogor and his entourage thereafter inspected the facilities at the Orphanage home were he directed that Engineers should start work immediately especially on the provision of toilet facilities for the orphans.

He also informed the Orphanage of his plan to acquire land in the area and build a befitting hostel accommodation for the orphans.

Rt. Hon. Leo Ogor was accompanied on the visit by immediate past Transition Committee Chairman and Vice Chairman, Isoko South local government area, Hon. Engr. Goodluck Idele and Hon. The commendation is coming on the heels of a report the demise of a teacher in Kogi State who died as a result of his inability to raise N3,000 to pay for his medical bill due to the non payment of their salaries and other emoluments in Kogi State.

The State Executive Council of the Nigeria Union of Local Givernment Employees (NULGE) has declared the Uduaghan Administration as corrupt free. The Union said Delta State is being well managed by the Dr. Emmanuel Eweta Uduaghan administration to the extent that Delta State is among the few states that pays regular salaries of her workforce.

A former Senior Special Assistant (SSA) Protocols to Governor Emmanuel Eweta Uduaghan of Delta State Com. Reuben Rume Yakubu Izeze has been cleared to contest for the Ughelli South Constituency seat at the Delta State House of Assembly by the five man PDP State Assembly Screening Committee headed by Alhaji Bashir Sanusi Dantata as Chairman and Amina Saleh Jambo Secretary.

An elated Com. Izeze who displayed his PDP Provisional Clearance Certificate to contest for the polls spoke with news men at the State Secretariat of the party in Asaba said "Specifically, by the grace of God and as a Comrade, we do not intend to make promises that we cannot fulfill. The essence of a law maker is to make laws and if we are giving the opportunity to speak we will make laws to enforce law and order. Laws that will bring law and order to Deltans because without Law and Order, society will be in chaos. That is the essence of law making." He said.

Com. Izeze, a former Zonal NANS PRO, said he will ensure that he holds regular constituency meetings with his people in order to make laws that are germane and central to the issues affecting their living standards.

"Our laws will be driven by the needs of our people, we shall adopt the bottom up approach and this we will do by holding regular constituency meetings with our people such that their needs and aspirations will be conveyed to us such that when we are appropriating, we will be appropriating based on the needs of our people and not on our own whims and caprices".

"Our promise to the people of Ughelli South is that when we stand to represent them we will put the interest of the entirety of Ughelli South first before any other consideration. THE Sultan of Sokoto and President-General, Nigeria Supreme Council for Islamic Affairs, Alhaji Sa’ad Abubakar III has commended Delta State Governor, Dr. Emmanuel Uduaghan for promoting inter-ethnic and religious harmony in the country.

Alhaji Sa'ad Abubakar III who is in Asaba to chair a lecture on Anger Management being organised to mark the Governor's 60th birthday in Asaba made the observation when he paid a courtesy call on Dr. Uduaghan at the Government House on Monday.

He described Governor Emmanuel Uduaghan as a trail-blazer in engaging in actions that unite Nigerians despite their ethnic and religious persuasions.

“I am in Asaba to take part in the discussion on issues affecting our nation. We should thank the Governor for thinking in that direction, we should continue to talk, if we want the country to be great, we should close ranks.

"To find solution to Nigeria’s problem, we must come together and talk to one another. The more we talk to one another, the more we understand one another, I believe strongly in the application of dialogue to settling all issues,” reiterating, “we must continue to look at ourselves as one and as the two major religions in the country preach, we must love one another.”

He observed that peaceful co-existence and harmony could only be achieved by Nigerians in engaging themselves in frank dialogue rather than relying on persons that do not understand the cultural, religious and ethnic colouration of the country.

The Sultan stressed, “we must come together to fight our common enemy because disease does not know religion or tribe just like poverty.

"We are Nigerians by virtue of God’s creation, we must continue to look at ourselves as brothers, love one another as we are created by one God despite our different tribes and religion.”

Governor Uduaghan thanked the Sultan for coming to Delta State for the lecture and described the Sultan as a bridge builder who believed in the unity of Nigeria .

"Since you assumed the throne of your forefathers as the Sultan, you have been one of the greatest Ambassadors of peace in Nigeria, you have moved across this country and beyond preaching peace.

“I know that God will reward your efforts to give us peace in Nigeria and I want to assure you that Delta State will continue to partner with you in bringing peace to Nigeria,” the Governor said, adding that his administration would continue to engage in actions that would unite Nigerians.

Hon. Ndudi Elumelu is an accountant by profession and a Chartered banker, he has attended several courses at Oxford University and Harvard Business School Boston.

The lawmaker, who is the younger brother of renowned banker, Tony Elumelu, made the declaration at St. Michael’s Catholic Church, Onicha-Uku in Aniocha-North Local Government Area of Delta State.

A statement on Wednesday said Elumelu seized the opportunity to commit his governorship ambition to God.

Elumelu, who also runs a non-governmental organisation, Ndudi Elumelu Foundation, donated 10 vehicles and 30 tricycles for distribution to people in the three senatorial districts of the state as part of his empowerment programme.

He thanked the foundation members for their steadfastness and promised more incentives for the coordinators to facilitate their task of mobilising the electorate towards the 2015 elections.

He advised them to avoid distractions by remaining focused and mindful of their reactions to arguments from members of the public with regards to who becomes the governor of Delta State.

Earlier, at the dedication sermon, the Assistant Parish Priest of St. Michael’s Catholic Church, Onicha-Uku in Aniocha North Local Government Area, Rev. Fr. Ignatius Chigbo advised Christians to judiciously use their talents and gifts to the Glory of God and the benefit of their generation.

He commended the wisdom of the governorship aspirant for committing the project into the hand of God stressing that all success comes from God, and urged Christians to make mercy and compassion their watchword in ministering to the needs of the less privileged in the society.

Former Senior Special Assistant on Protocols to Governor Emmanuel Uduaghan Com. Reuben Rume Izeze has declared his interest to contest for the Delta State House of Assembly seat to represent the good people of Ughelli South Constituency in the Delta State House of Assembly.

Com. Izeze declared his intention while speaking to newsmen at the State Party secretariat Asaba after picking his nomination and expression of interest form. He was accompanied to the State Secretariat by Party leaders and supporters including Olorogun Benson Itietie and his beloved wife, Evang. Chief Abada Desmond, and cross section of women and youths from the LGA.

An elated Izeze said the motivating factor behind his ambition stems from his belief that public service is the most surest way for the development of the people. "Our ambition is not for self aggrandizement but to make laws for the good governance of our state". Having worked closely with one who is at the highest level of governance in the state, I maintain a very good and cordial relationship with the elders and leaders of our local government area.

"We shall operate a bottom top approach to ensure that the needs of our people are well articulated and addressed. Leadership rests on the people and am not one of those who ride on the support of the elders and leaders and thereafter turn to claim to be the leader. Our doors shall continually be opened for our people and they will never regret supporting my ambition." he said.

The Delta State Honorable Commissioner for Project Monitoring Mr Ifeanyi Mike Osauzo has resigned his appointment to enable him pursue his dream of line with the party's directive to all intending contestants to resign their appointments on or before 20th October, 2014.

Mr. Osauzo tendered his resignation yesterday to HIs Excellency Governor Emmanuel Eweta Uduaghan in the presence of the PDP National Chairman His Excellency Alhaji Adamu Mu'azu, the Secretary to the Delta State Government Com. Ovuozourie Macaulay and other members of the State Executive Council.

Governor Uduaghan blessed and prayed for him and also thanked him for his dedicated and committed service to the State while wishing him well in his future political endeavours.

In a related development, the Senior Special Assistant to the Governor on Protocols Com. Reuben Rume Izeze has congratulated Mr Ifeanyi Mike Osauzo on his resignation to pursue his political ambition. He described Mr Osauzo as a very hardworking man whose contributions to the development of the state is invaluable. He said "I have no doubt in my mind that he will succeed in his future political ambition because I have known him to be a very hardworking, dedicated and committed man".

DELTA SETS UP PROCESS IMPLEMENTATION COMMITTEE FOR THE ACCREDITATION OF ENGINEERING FACULTY AT OLEH CAMPUS


Delta State Governor Dr Emmanuel Eweta Uduaghan has constituted a process implementation committee for the accreditation of programmes of the faculty of Engineering Oleh campus of the Delta State University.

The decision to take set up the Process Implementation Committee was made when the President and Executive Members of Isoko Development Union (IDU) Led by Gen. Chief Paul Ufuoma Omu (rtd) paid him a courtesy call at Government House Asaba yesterday.

The Process Implementation Committee headed by the Secretary to the Delta State Government Com. Ovuozourie Macaulay has Hon. Commissioner for Higher Education Prof. Hope Eghagha, Hon. Commissioner for Works Hon. Funkekeme Solomon, Hon. Commissioner of Housing Chief Paulinus Akpeki, Vice-Chancellor of the Delta State University Prof. Eric Arubayi, IDu President Gen. Paul Ufuoma Omu (rtd) Secretary-General Com. Julius Mallam-Obi, AIG. Felix Ogbaudu (rtd), Prof. J.O. Asalor, Dr Okah-Avae as members.


The Governor also gave directive for the immediate resurfacing of the dilapidated 1.8km Ibrahim Kefas road Oleh as well as the immediate construction of 5 units of staff quarters and a transit camp for staff of the Oleh Campus of the University.

The delegation also discussed the issue of the abandoned Aviara fish farm with the Governor where the Governor directed the Contractor to go back to site and start from known to unknown while Government will take holistic steps to redesign the project. The Governor also constituted a committee comprising of Ministry of Housing, Works, Agric, Water Resources, Finance and Economic Planning to look into the possibility of redesigning the Aviara Fish farm.

One-time Chairman of the Economic and Financial Crimes Commission (EFCC), Farida Waziri has praised Governor Emmanuel Uduaghan of Delta State for running a transparent administration, noting that the administration being run by the governor follows due process in its financial transactions.

The Former EFCC boss, while speaking at the maiden edition of The Sun Women Leadership Summit in Asaba, the Delta State capital, posited that: “The governor never crossed my path and I never crossed his while I was in EFCC; that is why I have the confidence to come into Delta State.’’

She described Uduaghan as “a performing governor, following due process and he has done very well for his people.” She further disclosed that when she was coming, “I thought I will have to land in Benin, but was told there was an airport here, the Asaba International Airport that I saw is one of the best in the country, your Governor has performed well in infrastructural development.”

The moderator of the session which held at the Conference hall 3 of the UN GENERAL ASSEMBLY BUILDINGS;Mr.Eloho Otobo invited His Excellency to comment on the issue of oil theft.

In appraising the situation His Excellency Governor Emmanuel Uduaghan of Delta State dissected the history of oil exploration and production in Nigeria.

Dr Uduaghan went memory lane on how peaceful oil exploration was and how the IOCs exploited both the environment and the people of the Niger-Delta without questioning until the effects of their activities destroyed the environment and rendered the inhabitants of the oil producing areas who depended on the healthy environment for sustenance jobless.

"With the dawn of this unemployment crises came poverty,hunger,anger and violence. This cycle is one which eventually culminated in the birth of pipeline vandalism for the purpose of crude theft". "This aspect of crude oil theft is only one part and is insignificant when compared to that perpetrated by International Oil Companies (IOCs). Being more sophisticated, this accounts for the loss of an estimated 400,000 barrels/day in comparison to an estimated 100,000 barrels/day that is lost to local vandals. Cumulatively, this implies that CRUDE OIL THEFT can be said to be the "Largest producer of crude" in Nigeria as it beats all the multinationals".
According to Governor Uduaghan, Government is however doing it's best to reverse this trend by, addressing the needs of the producing communities as represented by DESOPADEC in DELTA state, making the RIGHT LAWS to address the criminal aspect and having the right political will to deal with the situation.

Delta State Governor, Dr. Emmanuel Uduaghan, has expressed delight over the feat recorded by the State’s born sprinter, Blessing Okagbare who Monday night, won the 100m women gold medal at the ongoing Commonwealth Games in Glasgow.

Governor Uduaghan in a statement by his Chief Press Secretary, Mr. Sunny Ogefere, said “it was a great feeling being at the stadium watching Blessing Okagbare winning the 100m in grand style in the presence of over 80 thousand people.”

Dr. Uduaghan, whose administration discovered and nurtured Okagbare to stardom, added: “Please let us celebrate her and Delta State and thereby encourage her to do more for Nigeria.”

Okagbare, who has continued to receive support and encourage from the Governor Uduaghan administration, won the gold medal in the female 100m race, finishing at 10.85 sec, to set a new Commonwealth record.

Governor Uduaghan who wished Okagbare success in the 200m and long jump events, urged youths in Delta State to follow in her footsteps by taking advantage of the sporting facilities and opportunities provided by his administration.

“I plead with our youths in Delta State to take full advantage of the numerous sporting facilities and opportunities which my administration has worked hard to provide.

“Only last week I commissioned the second Olympic size swimming pool in Delta State at the Warri City Stadium with a third one also coming up in Asaba. We commissioned the first one at Oghara last year,” he said.

Besides, his administration set the pace in world class facilities with an ultra- modern Gym built for weightlifting which is already yielding fruits as most of the athletes lifting Nigeria to glory are from Delta State.

Dr. Uduaghan promised to continue to encourage and provide opportunities for youths in the state to excel in sports and their chosen career paths, saying: In Delta State, we appreciate and reward all our athletes who bring honour to the State.
