Governor Uduaghan is Vanguard Man of the Year 2013 When we conducted the election for our Man-Of-The-Year 2013 which is usually carried out by our Board of Editors, the overwhelming majority of votes were in favour of Dr Emmanuel Uduaghan, the Executive Governor of Delta State. It was not just his efforts in the passing year that won him the honour. He has run the affairs of the state for 78 months, largely succeeding in dousing the burning dichotomy between the two major sections of the state. Uduaghan’s innovations which were copied by other states include the Delta State Oil Producing Areas Development Commission (DESOPADEC). Nearly all the other oil producing states have established their own “PADEC” committees to ensure that oil producing areas get more from the riches of their land than ever before, thus reducing the youth unrest and violence in those areas. Uduaghan has also battled intense criminality in his state, particularly kidnapping, armed robbery, militancy and sea piracy in conjunction with the law enforcement agencies and the armed forces. He has thrown open the economy of the state and given free access to investors from within and outside the country in his fervent bid to prepare the state for the day when oil will no longer be its main income earner. The Delta State Chief has also been a great stabilising force in the politics of his state and the South-South Zone. Delta State Government Subsidizes Cost of Transportation in Delta-Uduaghan By Nelson Egware WARRI-THE Delta State Government has said that state subsidizes the cost of transportation in Delta State through the Delta State Urban Mass Transit Scheme. The State Governor Dr. Emmanuel Eweta Uduaghan CON, stated this while addressing the Iwere Kingdom Annual Thanksgiving Service which led at the FourSquare Gospel Church, Olu Palace, Aghofen-Warri. Governor Uduaghan bemoaned the attitude of the management of the Delta State Urban Mass Transit Scheme when he heard of a complain on the television that the company charges more than expected in some of the routes and also said the vehicles no longer use the air conditioners in the vehicles on the premise that it consumes their fuel. According to the Governor, "The bus fare is subsidized by 50% by the state government. We are giving this subsidy to the people we gave the buses to every month. But what do they do, I heard on television that they are forcing drivers to bring a minimum amount which means that the passengers will have to pay more than the 50% they are supposed to pay". "I have told the Commissioner for Transport that this has to be corrected because the state government on a monthly basis is paying for 50% of this bus fare for those who use the buses". In another remark, the Governor also decried the non use of the air conditioners in the buses on the excuse of high cost of fuel. "The buses are supposed to be air conditioned but today they are not, why because they say when they use the air conditioner the cost of the fuel is higher". Uduaghan wins Pilot 2013 Man of the Year Award Governor Uduaghan was nominated for the Pilot 2013 Man of the year for his outstanding performance in the health sector. Since he came to power in 2007 he introduced free medical treatment for children under 0-5years as well as for pregnant women. He has transformed the Teaching Hospital Oghara to a world class hospital were several medical feats have been recorded. He built a world class 100 bed capacity mother and child care centre and other edifices at the Central Hospital Warri. Under Governor Uduaghan, Delta recorded the lowest MMR of 224 as against the National record of 350 per 100,000 births. Apart from these, there is also the free mobile clinic with state of the art medical equipments and manned by the best brains in the field of medicine. Indeed Deltans have benefited from his wealth of experience as a medical doctor. He truly deserves the award. Join me as I congratulate His Excellency Dr Emmanuel Eweta Uduaghan CON, FNMC on his award as the Pilot 2013 Man of the Year Award. Congratulations sir.

The pattern was replayed when Hon.Emmanuel Aguariavwodo was appointed to replace him later on and from history,there was certainly not going to be a different scenario with the nomination of Engr.Omatsuli. African Child Foundation Celebrates Universal Children's Day By Nelson Egware African Child Foundation Felicitates with children all over the world on the occasion of this year's United Nations International Children's Day. The United Nations' (UN) Universal Children's Day, which was established in 1954, is celebrated on November 20 each year to promote international togetherness and awareness among children worldwide. UNICEF, the United Nations Children's Fund, promotes and coordinates this special day, which also works towards improving children's welfare. In a statement made available to newsmen, the President of the African Child Foundation Com. Prince Donald Onos Felicitates with children all over the world and called for more concerted efforts in combating child labor and trafficking globally. He also called on parents, governments, corporate bodies and well meaning individuals to ensure the protection of rights of children and provision of adequate education for children. The statement commended President Goodluck Jonathan of Nigeria for the provision of almajiri schools for almajiri children which has reduced the incidence of child begging, child labor and mass illiteracy in Northern Nigeria.

JEGA and His Impunity against the Urhobos It's been 3 weeks since Hon. Chief Emmanuel Edesiri Aguariavwodo was overwhelmingly elected to represent the good people of Delta Central Senatorial District at the Red Chambers. However, it is very disturbing to hear that the Senator Elect is yet to be sworn in to office just because a certificate of return has not been issued to him because by virtue of the provisions of the Electoral Act 2010 as amended, The INEC Chairman is the only one empowered to sign a Certificate of Return and this has not been done because the INEC Chaiman Prof. Attahiru Jega travelled on vacation. Prof. Jega was responsible for the planning and execution of the Delta Central Senatorial Bye-Election. The question now is why didn't Jega make arrangements to sign the Certificate of Return before traveling? Does this action of Jega not amount to highest display of impunity and personal idiosyncrasy? That a public officer can travel away on leave thereby leaving the destinies of an entire Senatorial District in the balance. This is therefore a clarion call on all men of goodwill to support the call for the return of Jega to enable the Senate swear-in Senator-Elect Hon. Chief Emmanuel Edesiri Aguariavwodo as Senator Representing Delta Central Senatorial District.

DESOPOGA Protests Non Employment of Delta Graduates by Chevron Youths under the aegis of Delta State Oil Producing Communities Graduates Association (DESOPOGA) ably led by Com. Sebastian Agbefe (President) and Com. Progress Omo-Agege (Secretary) this morning led hundreds of youths to Chevron Nigeria Limited Warri on a solidarity protest with Itsekiri Professionals to agitate for better employment opportunities for graduates and unemployed youths. Saying no to modern day deprivation and slavery, they called on Chevron for a review of the employment quota which largely denies and excludes graduate preferences. Also present at the peaceful protest were members of the Itsekiri Regional Development Employment Committee. The Youths in their numbers carried placards reading "this region is being marginalized" "Chevron create jobs for our graduates" protested the non consideration of graduates from the oil producing region in the recruitment exercises carried out by Chevron. The protest was however very peaceful until the President of DESOPOGA and a journalist were assaulted by the police.

Orie-Irri raps DESOPADEC over Electricity Transformer By Nelson Egware ORIE Community in Isoko South Local Government is currently engaged in a crisis of confidence with the Delta State Oil Producing Areas Development Commission DESOPADEC over an 11 300kVA Transformer donated to the community by the agency. It will be recalled that DESOPADEC carried out an energy need assessment of the Community and it was concluded that an 11 300kVA transformer is suitable for the community based on the distribution lines in the area. Trouble started when the Contractor brought the transformer along with another transformer meant for distribution to Uro Community. On sighting a 33 300kVA transformer in the vehicle, the community insisted that they will not accept an 11 300kVA transformer. According to impeccable sources at DESOPADEC, all entreaties and appeals to the community fell on deaf ears. The reporter put a call to the President General of the Community but could not get any reasonable response from him. As at the time of filing in this report, the 33 300kVA transformer meant for Uro Community is still being held at Orie while the other 11 300kVA transformer meant for Orie is currently at the Uro Community Town Hall. |

From politicians to artisans, commissioners to commoners, there is one positive assessment or the other about Dr Uduaghan. What you are about to read is an aggregation of goodwill messages and sweeter-than-music assessments by Deltans of the Governor. It is indeed felicitation galore! Leading the pack of the army of Deltans who felicitated with the Governor on the auspicious occasion of his 59th birthday, the Commissioner for Information, Chike Ogeah (Esq.) said. This Governor, I believe, should be celebrated by Deltans for his vision and outstanding performance. This is a Governor who came in and promised the people of Delta that he has a strategy that he is going to create jobs through infrastructure development, human capital development and also give Deltans an enabling environment for peace and security. If you look at him as a person, there are some attributes I see in him that I only marvel because I have never seen someone who is so cool under pressure, no matter what obstacles they are, in fact he sees obstacles as stepping stones. His belief and faith in God and his legendary are examples of his personality. People call it luck but I think he is blessed and he has the fear of God and because of that people prefer him at all times. He has good leadership qualities and that is exactly what Deltans saw in the way he organized the election that led to the total reclaiming of Delta Central and making us one big happy PDP family again. I think that victory in Delta Central in fact is the greatest birthday gift anyone can give to him, that confirms him as the undisputed leader of the party and of the state and that welcomes our brothers the Urobhos who are the fifth largest ethnic group back to mainstream politics where they should be. Similarly, the Commissioner for Higher Education, Prof. Hope Eghagha described the Governor and celebrant as “a highly committed, principled and focused individual who has a clear vision of what he wants to achieve.” Continuing, the fair- complexioned former lecturer of the University of Lagos, said one of the amazing things about the governor whom he described as “a strategic thinker and humane governor” was that he “has the capacity to stick to his chosen position in spite oppositions.” Not done, Prof Eghagha who observed that the governor “does not look his age” described him as “a prudent manager of resources and inspiration to the political class.” On his part, the former member of Delta House of Assembly(DTHA) and Commissioner for Transport, Hon. Ben Igbakpa, described the celebrant as “a detribalized Deltan who is irrevocably committed to the overall socio-economic development of his people.” The Commissioner had many more adjectives to describe the governor. In his view, Dr Uduaghan is a “workaholic, goal-getter, visionary leader and epitome of humility”, urging Deltans to continue to support his administration for greater dividends of democracy. The gale of goodwill messages and felicitations are not limited to only commissioners, other government functionaries and Deltans had something flowery to say about the governor. The Economic Adviser to the Governor, Ogbueshi Afam Obiago, described Dr Uduaghan as a “visionary, calm and calculated leader who is poised to develop the state.” He attributed the rapid development that the state has recorded under Dr Uduaghan’s watch to his(Governor’s) closeness to God. You are right sir. Powers to appoint Judges actually is vested on the NJC. The Governor can only act based on the recommendations of the NJC. SEE Section 271 of the 1999 Constitution as amended. 271. (1) The appointment of a person to the office of Chief Judge of a State shall be made by the Governor of the State on the recommendation of the National Judicial Council subject to confirmation of the appointment by the House of Assembly of the State. (2) The appointment of a person to the office of a Judge of a High Court of a State shall be made by the Governor of the State acting on the recommendation of the National Judicial Council. (3) A person shall not be qualified to hold office of a Judge of a High Court of a State unless he is qualified to practice as a legal practitioner in Nigeria and has been so qualified for a period of not less than ten years. (4) If the office of Chief Judge of a State is vacant or if the person holding the office is for any person unable to perform the functions of the office, then until a person has been appointed to and has assumed the functions of that office, or until the person holding the office has resumed those functions, the Governor of the State shall appoint the most senior Judge of the High Court to perform those functions. (5) Except on the recommendation of the National Judicial Council an appointment pursuant to subsection (4) of this section shall cease to have effect after expiration of three months from the date of such appointment and the Governor shall not re-appoint a person whose appointment has lapsed. |
I’ve no power to appoint Judge – Uduaghan By EMMA AMAIZE, Asaba GOVERNOR of Delta State, Dr. Emmanuel Uduaghan, Friday, said he had no power to unilaterally appoint a judge in the state, declaring that the authority rested with the National Judiciary Council, NJC. Speaking in Asaba, where he inaugurated three part-time members of the State Judicial Council, Messrs Patrick Oganwu, Peter Wanogho and Francis Omatseye, he said the guidelines and processes for appointment of judges, as well as approval were entirely that of NJC with little input from the executive. Charging the newly inaugurated members to render quality and selfless service at all times, he said, “Only those who meet the 10 years post-qualification guideline and approved by the NJC will be appointed judges. I have little input on who can be appointed, as the NJC must screen and approve the people to be appointed. I cannot unilaterally appoint anybody as a judge”. He told them to help “chart a robust Judicial Service Commission, capable of producing judicial officers and staff that will offer to the public transparent and unimpeachable justice”. While reaffirming government’s support for the Commission and the state’s judiciary in the discharge of their respective functions, Governor Uduaghan assured them of government’s readiness to meet their needs within the limits of available resources. He commended members of the Commission for their invaluable services and enjoined the new members to improve on the achievements on the ground. Comrade Reuben Izeze Empowers 50 Women in Oginibo Town in Ughelli South LGA The Senior Special Assistant to Governor Emmanuel Uduaghan on Protocols, Comrade Rueben Rume Izeze has empowered over 50 Women in Oginibo Town in Ughelli South LGA in continuation of His Micro-Credit Empowerment Grant Scheme, for passing vote of confidence on him and to say thank you to Oginibo town for voting 100% for PDP in the just concluded Delta Central Senatorial bye-election on Saturday 12/10/2013. One thing that has endeared the Governor of Delta State, Dr. Emmanuel Uduaghan to the people is his Micro Credit Programme which has touched many lives, and won him many laurels. Women empowerment has been described as the fastest and most result oriented approach to economic development, given the important role in advancing the socio-economic segments of any society. Senior Special Assistant to the governor on Protocol, Comrade Rueben Rume Izeze made the statement at Oginibo Town where he empowered 50 women in Ughelli South Local Government Area. He said his resolve to embark on the scheme stemmed from the need to ensure maximum effect of such schemes through the instrumentality of women who are considered the socio-economic backbone in any society. Comrade Rueben Izeze also said that the idea is not a display of opulence but to bring about meaningful development based on the timeless analogy that "when you empower an industrious woman, you empower a nation". Mrs Onoajomo Lucky Mojirhaye who is one of the beneficiaries of the Micro-Credit Grant thanked God Almighty for using Comrade Izeze to boost their market/business and also for turning the system from ‘Monkey dey work & Baboon dey chop’ to ‘Monkey work & Monkey dey chop’ with tears of joy. The SSA reaffirmed his commitment to the economic emancipation of not only women but the entire polity considering the fact that an economically dormant society is a potential danger capable of engendering unmitigated disaster in any given society. According to him, the women Micro-Credit empowerment grant scheme will continue because this is not the first time and will surely not be the last, thereby accentuating the human development perspective of the Governor Emanuel Uduaghan’s three point agenda. SSA to Governor on Youth Affairs, Mr Simon Umudi who accompany Comrade Izeze to the event charged the women to use the Micro-Credit grant judiciously. The President General of the town, Mr Israel Opheghe on behalf of the town gave thanks to Comrade Rueben Izeze for always ensuring that they get the dividends of democracy in the town. Why PDP Won The Election, By Uduaghan Governor Emmanuel Uduaghan of Delta State, yesterday, attributed the victory of the Peoples’ Democratic Party (PDP) in the Delta Central Senatorial District bye-election to the total reconciliation of all aggrieved members in the party. Speaking at a thanksgiving service held in Warri to mark the victory, Governor Uduaghan said God was with the PDP and He made it possible for their candidate to win. He expressed gratitude to God for making it possible for the PDP to regain her lost territory, adding that it was a clear testimonial to the fact that the reconciliation exercise embarked by the party some time last year yielded the desired result. “This victory was made possible by the reconciliation exercise we embarked upon about a year ago. It is an indication that we have gained our lost territory. We spoke in one voice in this election. It also shows that the division in the party gave room for the opposition to win. Now that we have won our members back, where is the opposition in the state? Where is the strength of the opposition,” Governor Uduaghan queried. While saying that the opposition was not on ground for real challenge, the governor noted that the victory has opened their eyes on the need for making the wards strong, adding that there was no gain-saying the fact the wards remain a vital organ that strengthens the foundation of any genuine political party. “If you are not on ground you will always complain. But if you are on ground you will always win election. What has happened in this election is that we have unknowingly built solid ward structures and that is what we have been advocating for, since 1999. So, we have built a solid structure which is ward basis. That is the structure we must strengthen. “We have more elections coming up next year and we must oil the machineries in our various wards. Our ward chairmen must be the strongest officials we must recognise. Let us mobilise around our ward chairmen. The ward is our strength and the ward must continue to be our strength. Oil your ward and I oil my ward and we will build a stronger party,” he said He congratulated Olorogun Emmanuel Agwariawodo on his victory at the bye-election, with a charge to ensure quality representation in Abuja. Speaking, the PDP Chairman, Delta State, Chief Peter Nwoboshi who poured encomium on Governor Emmanuel Uduaghan for his unequalled leadership to the party, said that his outstanding leadership quality has made the PDP a party to beat in the state. He expressed readiness of the party to build on the success story of the party to guarantee victory in subsequent elections. The Deputy Governor of the state, Prof. Amos Utama (SAN), in his remark, thanked the governor and all PDP faithful who supported the party in the district to win the bye-election.
