AGULERI CALLS ON UMULERI TO EMBRACE PEACE AND AVOID PROVOCATIONS
Our attention has been drawn to two recent statements by two prominent members of Umuleri community in which they tried to disparage Aguleri. The first was by Elder Aniegboke Ndive, who is one of the Umuleri representatives in the current Aguleri/Umuleri Peace Committee, working on the modus for peaceful coexistence between the two communities, on the initiative of the Commissioner of Police, Anambra State. The other was by Chief Pius Okonkwo, the President-General of the Umuleri Town Union and one of the facilitators of the current Aguleri/Umuleri Peace Committee. He was also a member of the 2004-2010 Aguleri/Umuleri Peace Committee, which produced an agreement between the two communities in 2006, from the riverside to I.N.E.C. office at Otuocha, before the Umuleri community aborted the peace process, as a result of internal problems in the community.

Of course, we are not surprised at Aniegboke’s alleged attempt to denigrate Aguleri, as it has always been his pastime to insult Aguleri. However, we had thought that with the passage of time and his present assignment to help fashion out peace between Aguleri and Umuleri, that he would have been more educated on Igbo history by now, as well as shown more circumspection in his public statements concerning Aguleri. But, alas, he has not changed! His recent statement/interview on the celebration of Eri Day by the Eri clan, on 1st December 2018, at Aguleri, is a reflection of his previous publication in the Daily Sun of Wednesday, May 28, 2014, in which he said, among other things, that “it is these mercenaries from Aguleri and co that are forcing (these) names of different known and unknown communities on Eri, which the Aguleris don’t belong to”.

In order to set the records straight and educate people like Aniegboke on Igbo history, especially in relation to Aguleri and Umuleri, the people of Aguleri published a rejoinder to Aniegboke’s article, as an addendum, to an advertorial in the Daily Sun of Tuesday, July 15, 2014, captioned: ‘Aguleri Is The Ancestral Home Of The Igbos, Not Nri’. In light of continued exhibition of gross ignorance of Igbo history by Aniegboke and his ilk, that rejoinder is still relevant today, for the proper education of Aniegboke and people like him. As observed in the rejoinder, it is evident that Aniegboke’s dabble into Igbo history, especially as it concerns Aguleri and Umuleri, is “driven by a strong desire to re-write the history of Umuleri, recently changed to Umueri”.

And, of course, in doing this, he distorted a lot of historical facts and manufactured stories to fit his design. For example, in his previous publication, Aniegboke labored hard to assign to Umuleri a new founder, in the person of either Dabaw or Eri, as he appeared not to have made up his mind on which one to stick to. In one instance, he claimed that Umuleri “are direct descendants of Dabaw” and in another place, he referred to Umuleri as “the original Eri descendants”. His statements on historical issues are as confusing as they are full of inaccuracies and contradictions.

The truth of the matter is that Igbo history is short or silent on the historical paternity of Umuleri. Rather, there is historical knowledge that Adamgbo, the daughter of Eri, was the founder of Umuleri, hence Umuleri and Aguleri are regarded as related communities, since Adamgbo was the sister of Agulu, the founder of Aguleri. Another school of thought has it that Umuleri was founded by an itinerant woman, named Iguedo, hence Umuleri is a prominent member of the Iguedo clan, known as ‘Umu-Iguedo, till date. Not Umu-eri, as their recently adopted name suggests. As a matter of fact, the original name of Umuleri bore evidence of the above circumstances of its founding. The name then was ‘Umu-Ulu-Eri’ (i.e. children of profit to Eri), since they are the children/descendants of Adamgbo, the daughter of Eri, who was not known in history to be married. It was later shortened to ‘Umuleri’, and now ‘re-baptized’ to ‘Umu-Eri’.

We believe that it is an attempt to justify their new name and carve out a prominent role or position in Igbo history for Umuleri that is propelling people like Aniegboke to embark on the fabrication of history and the denigration of Aguleri. But this need not be, as Umuleri, being children/descendants of Adamgbo, the daughter Eri, are already connected to Eri. And we regard them with all the loving sentiments of our father, Agulu, the first son of Eri, for the children/descendants of his sister. This, indeed, has always been the moderating factor of the attitude and behavior of Aguleri to Umuleri, even when provoked. But, of course, as the saying goes, ‘there is a limit to human endurance’. We, therefore, call on Aniegboke and co to change their mindset and embrace peace with Aguleri. And work for it.

With respect to the statement credited to the President-General of the Umuleri Town Union, Chief Pius Okonkwo, at the Ofala celebration of the Traditional Ruler of Umuleri, Igwe Ben Emeka, on 29th December 2018, we are, indeed, surprised that, given his involvement in peace efforts between Aguleri and Umuleri, as well as his exposure, he could publicly refer to Aguleri as an intruder into Otuocha land. He also made reference to the Otuocha land case between the two communities in a manner that suggests that Umuleri was the winner. This impression is far from the true position. But it goes to show the mindset of some people in leadership positions in Umuleri, as well as how uninformed they are about the court’s decision on the Otuocha land matter. Perhaps, this was what the court anticipated when it specifically warned the Umuleri community against such attitude.

In the judgement of the Onitsha High Court on the land case, which judgment was restored by the Supreme Court as its decision on the case, the judge stated thus: “May l, however, sound a note of warning to the defendants (i.e. Umuleri community). In dismissing the plaintiffs’ case (i.e. Aguleri claim for exclusive ownership of the land), I have not decided that Otuocha land belongs to the defendants (Umuleri community). It is my view that neither side can establish exclusive ownership of the whole of Otuocha land. If on leaving this court premises, no doubt, jubilant, they (the Umuleri community) should go home to assert that Otuocha land belongs to them, defendants (i.e. the Umuleri community) and their leaders should take full responsibility for any breaches of peace that may occur). What a timely warning! But what we are witnessing today in careless talks and brazen actions by some leaders of Umuleri indicate otherwise. Else, how can the Umuleri President-General and Aniegboke respectively refer to Aguleri people as “intruders” and “mercenaries”?

We are also somewhat worried that Chief Pius Okonkwo, who was a member of the Aguleri/Umuleri Peace Committee of 2004-2010, which produced the 2006 agreement between the two communities, should talk about the Royal Niger Company in his statement in a way that leaves the impression that the ownership of the place is in issue, whereas it was one of the places clearly settled by that agreement. One of the Resolutions/Decisions of the Peace Committee states as follows: “the Umueri community hereby relinquishes its interest in the site of the Royal Niger Company, which area is otherwise known as ‘Company’, to Aguleri community, in the interest of peace.” Wherein then lies the basis for the apparent contention on the ownership of the Royal Niger Company created by the President-General in his statement? It is now becoming clear that the Umuleri community is pursuing a deliberate policy of discountenancing and dishonoring previous land agreements with Aguleri. The question for him is, how is it possible that his community Umuleri gave out their ancestral land to the royal Niger company and allowed Aguleri community to sign the lease agreement on their behalf? Does it not sound incredulous to even his fabricating mind?

Provocative activities from Umuleri continues unabated to date, while Aguleri continues to embrace peaceful coexistence. Aguleri sign-posts and structures in areas already settled by agreements to belong to Aguleri have been severally vandalized by Umuleri youths, apparently, with the support of the leadership of their community.Similarly, prominent Umuleri persons buy land in these settled Aguleri areas (especially in areas bordering Umuleri settled areas) and promptly and provocatively appropriate these areas by changing their sign-posts to prominently proclaim these areas as Umuleri areas.

Certainly, this is not the way to build and sustain peace. We, therefore, appeal to the Umuleri community to embrace peace with Aguleri by talking and acting in peaceful manners. And, of course, respect all peace agreements with Aguleri. The question truly is why and who in Umuleri is not happy with the recent positive developments taking place in our two communities? Why this move to choose inflammatory statements and provocative actions over peaceful co-existence?

Of particular note is the record high level of Umuleri provocation against Aguleri since the inception of Obiano’s administration. Aguleri have turned a blind eye to all their acts, as is in our character. But they have deliberately and consistently stepped up their provocative acts by the day even to the extent of coming right inside Aguleri villages to knock down buildings not situated in the contested lands. Our elders have continued to prevail on our youths not to retaliate. Just before the Christmas, Umuleri youths destroyed several signposts built by Aguleri World Forum for the Aguleri Beautification Project, even when they were installed right inside Aguleri lands. And just a few days ago, Umuleri youths, armed with machetes, guns, and all sorts of weapons, have blocked Dabawu road leading to Igboezunu, and burnt bushes, in apparent readiness to defend a fence they wrongly erected in disputed land that belongs to Adegbe-Umueze in Igboezunu.

This is just a few of their provocative acts, that include gestapo type invasions of some Aguleri homes in the middle of the night, where they have removed some of our elders, or beaten them up in their homes, and set fires on our farmlands. Each time the culprits were arrested, their community Leadership will immediately call for their release. Yet, our leaders keep on restraining our youths. Umuleri’s thirst for blood and disorderliness have also caused them to repeatedly harass Worshippers at St. Peter’s Anglican Church Aguleri. Even the worshippers at Odoziobodo Aguleri have not been spared of their wrath. The have sworn to terrorize Aguleri families living on that side of the road until they park out. They think by so doing, they will own that side of the road.

It is obvious Umuleri are using the peaceful tenure of our Son, Governor Obiano as a bait against us. It also appears that while Igwe Ben Emeka talks peace, he acts with aggression and his PG and others act with aggression, all orchestrated as their strategy. Perhaps they do this because they have the false notion that we will continue to turn the other cheek as long as our Son is the Governor of Anambra State so as not to embarrass him. However, while we are a Peace loving people, Aguleri cannot stomach that provocation forever. We are therefore crying out now, making every peace loving person aware of what is going on so that if and when peace breaks down the whole world would know that Umuleri have been the aggressor, and not that Aguleri likes to fight. We are being constantly provoked. And we need all peace loving people to take notice.

We do not need any more wars in our communities. A word is enough for the wise.

Long live Aguleri! Long live Eri Dynasty!! Long live Ndi Igbo!!!

Cote d'Ivoire: beach resort attack 'horrible act of violence,' says UN tourism agency

13 March 2016 -- The United Nations tourism agency today strongly condemned the attack at a hotel in Cote d'Ivoire's beach resort town of Grand Bassam, which reportedly killed more than a dozen people.
"We are appalled by this horrible act of violence," World Tourism Organization (UNWTO) Secretary-General Taleb Rifai said in a statement. "Our thoughts at this difficult moment are with the families and friends of the victims and the people of Cote d'Ivoire."
He said UNWTO reaffirmed its full support and confidence in the West African nation's tourism sector which has been growing over the last years.
"We trust that tourism will continue to play a key role in advancing development in Cote d'Ivoire," he said, noting that the country's commercial capital of Abidjan will host a 19-21 April meeting
for the 58th UNWTO Commission for Africa and the 10YFP Sustainable Tourism Conference Symposium.

The question is, can he be charged for electoral fraud even as an incumbent governor? That is the question Femi Falana tried to answer and I think I agree with his argument. If governors can be charged to court to defend their election, then, it's logical to say they can be charged for electoral fraud irrespective of the immunity clause.

Elai147: As Jackbauer rightly said, you need to register and pay the necessary fee to get an online access to your CSCS account directly from the CSCS online portal. If your broker has an online portal, they can give you logon details which you can use to log in but that is still different from CSCS online.

In this piece, NGWU NWEZE writes on the governorship ambition of the prominent banker and businessman, Chief Willie Obiano, and what it portends for Anambra State.
As the political rain-clouds gather in Anambra State, ahead of the November governorship elections, the already heated race recently witnessed a rupture, with the grand entry of Chief WilliemObiano, the colourful banker and oil industry chieftain, whose emergence has totally altered the political equation in the state.
The reason is not fare fetched. ChiefObiano carries a spark that lights up any arena he enters like a burst of fireflies in a dark, moonless night. The Aguleri High Chief who is also famously known as Akpokuedike Aguleri comes almost fully made with a rare combination of solid intellect and a common touch that makes many leaders wince with envy. His sartorial style and regal elegance easily stand him out in any crowd. His infectious humour and kindred spirit strikes instant connectivity with anyone that comes his way regardless of age or class. Obiano is nuanced, passionate and full of zest. In a nutshell, the Aguleri high chief has managed to squeeze into one personality, as much complexity as simplicity.
True, no one is born a king; but Chief Obiano’s leadership inclinations and abilities seem rather inherent. He radiates magnetic warmth that does not only draw people to him, but makes them willing to go the extra mile for him. It was perhaps this rare quality more than anything else that made his Aguleri people to bestow on him the title of Akpokuedike, which can be loosely translated as “the buzz of the warrior.” Obiano has the natural proclivity of an astute administrator and a man with an infinite business savvy.
Until recently, Chief Obiano was the number two man at Fidelity Bank Plc, as the Executive Director in charge of Business Banking after a glittering banking career that saw him rise through the ranks. Before his retirement, he headed virtually every important segment of the bank including corporate banking, non-bank financial institutions, treasury, foreign operations, oil and gas financing, telecommunications, aviation and several other businesses where he showed tremendous leadership skills and a rare people’s touch. Before he joined Fidelity Bank, Obiano had had an auspicious beginning at First Bank Nigeria and Texaco Nigeria Plc where he distinguished himself as the Chief Internal Auditor for years, driving change and initiating programmes that earned him the accolade of the top management of the global conglomerate.
At Fidelity, what mostly stood Chief Obiano out was his rare human touch; a deep connection with the people which resonated throughout the bank and a large reservoir of knowledge of the subtleties of banking and a keen sense of the present and how it connects to the future, which most bankers who have fallen by the way side never seemed to have. Obiano knew banking well enough to know that the banker’s reputation is like a house of straws; one bad move and all the years of struggle would go up in a plume of smoke. But Obiano left Fidelity on a high. Not one shred of scandal trailed his years as a top-flight banker. He was well loved by the ordinary staff and respected by the management and the board. At the bank’s annual dinners and social events, Akpokue Aguleri, as he was fondly called by friends and colleagues always stood out. Being a man of style, his remarkable haircut and aristocratic fashion taste always marked him out in the crowd. Smiling comes easy to Chief Obiano as does his hearty gentleman laughter that draws instant fellow feelings from the people around him.
AkpokudikeAguleri’s entry into the muddy waters of Anambraguber race did not come to many people who know him as a surprise. Close friends and interested observers always knew that his extra-ordinary people skill and leadership acumen would find him out. A close friend once told this writer that ChiefObiano had confided in him that the only way he would contest a political office was if his people invited him to represent them. It is evident therefore, that Obiano’s momentous entry into the race under the APGA platform was not spurred by any vaunting ambition, but one that is borne out of a desire to serve his people of Anambra North, who have never had a shot at the state house in Awka. Indeed there has been a legitimate clamour for fairness and equity in the political governance of Anambra State which has tended to preclude the people of Anambra North from the office of the number one citizen of the state since Anambra came into existence. This glaring injustice has grown in its lingering gravity in the acclaimed tradition of all injustices that do not lend themselves to peaceful burial. It is perhaps in realization of the grotesque obviousness of this imbalance in power that the ebullient governor Peter Obi of Anambra State is rumoured to have declared his intention to deploy his enormous goodwill with the people and ensure that a candidate from the neglected Anambra North succeeds him in office. That way, the genuine cries and supplications of the people would be pointedly assuaged.
Against this backdrop therefore, Willie Obiano’s candidacy is a bold answer to the clamor among his people for their best and brightest sons and daughters to file out for the highest office in the state. But people who should know are fully aware that Obiano is not just in the race to multiply the options of the electorates. AkpokuedikeAguleri never goes into any venture without adequate risk assessment and strenuous preparation. Indeed Obiano is fully prepared for the battle. What most friends and associates always marvel at is his astonishing brilliance for someone with his exceptional social skills.
Obiano holds a Second Class Upper Division in Accounting from the University of Lagos and an MBA in Marketing from the same school. He is a class member of the Harvard Business School and Stanford University, both in the USA. He is also both Fellow and patron of the Institute of Chartered Accountants of Nigeria (ICAN). In the course of his career, Obiano attended numerous courses including Credit and Trade Services at Citi Bank, New York, Treasury and Money Market at Northwest London, Emerging Markets at FIM Bank, Malta and Managing Integration Process at Houston Texas, USA in 2006.
Obiano is a bridge builder of sorts. His extensive contacts are almost infinite; spreading from an eclectic number of serving and retired top military brass, para-military and royal fathers to professionals like doctors, lawyers, fellow bankers and brilliant architects and engineers, among others. Obiano has immense goodwill among donor agencies and portfolio investors in the USA and Europe which he put to enormous use in the service of Fidelity Bank when the bank had successive public offers to rustle up fresh funds. It is believed that these same contacts will be useful when he assumes office as governor. Not surprising, Chief Obiano has been a recipient of many awards and honours in recognition of his eternal warmth, public spirit, candour and generous contributions to society. In May 2012, Obiano received the honour of the 1stUSAfrica’s Distinguished Banker of the Year award in Houston, Texas, USA. In addition to being honoured by the people of Aguleri as the Akpokuedike of Aguleri Kingdom, Chief Obiano also holds the revered title of Otunba Atayase of Ilemeso-Ekiti in Ekiti State. This later recognition from Oba David Adegboyega Oyewunmi (Fasemi II) of Ilemeso-Ekiti underscores his bridge-building capacity and a natural inclination to bond with people from diverse cultures. It is partly for this reason and everything else that the Board of Governors and Trustees of Wisconsin International University, USA, also conferred on him the Degree of Doctor of Philosophy in Leadership, honoriscausa, late last year. It was a richly deserved honour for someone who has made his mark as a thoroughbred professional and as a man of means.
AkpokueAguleri is also deeply connected with the clergy and the church. Obiano is a devout Catholic whose commitment to the church is deep. It is perhaps ironic that a man with his high social skills and a profound love for tradition is also deeply involved with the church. It is all part of the high art of personality code-mixing which Obiano has perfected in his simple but complex personality.
Obiano’s involvement with the church began rather early. Following his early education in mission schools, Chief Obiano has never really strayed too far from the church. His keen interest in the church of Jesus Christ has led him into accepting different roles in the service of God including but not restricted to being the patron of Catholic Women Association, Missionary of St. Paul’s Society, Catholic Women’s Organisation, Catholic Laity Council of Nigeria and the Grand Pillar of St. Gerald Catholic Church, among others.

And it’s all perhaps because the Aguleri high chief has managed to squeeze into one personality, as much complexity as simplicity.
Perhaps no one in recent memory closely approximates what Chinua Achebe may have had in mind when he choose the title, A Man of the People for his apocalyptic novel that prophesied the Nigeria Civil War as Chief Willie Maduabuchi Obiano. However, unlike Chief Honorable Nanga, Achebe’s central character in A Man of the People who was a noisy, flatulent politician who drew insincere adulation from his beggarly constituents, Chief Obiano who holds the title of Akpokuedike (loosely translated as the buzz of the warrior) is a brilliant banker and astute administrator who is well loved by his Aguleri people in Anambra State.
Essentially, the story of Chief Obiano is a tale of a life of solid personal achievements. Until recently, Chief Obiano was the number two man at Fidelity Bank Plc, as the Executive Director in charge of Business Banking after a glittering banking career that saw him rise through the ranks and heading virtually every important segment of the bank including corporate banking, non-bank financial institutions, treasury, foreign operations, oil and gas financing, telecommunications, aviation and several other businesses where he showed tremendous leadership skills and a rare people’s touch. Prior to berthing at Fidelity Bank, Obiano had had an auspicious beginning at First Bank Nigeria and Texaco Nigeria Plc where he was the Chief Internal Auditor for years.
At Fidelity, what mostly stood Chief Obiano out was his rare human touch; a deep connection with the people which resonated throughout the bank and a large reservoir of knowledge of the subtleties of banking and a keen sense of the present and how it connects to the future, which most bankers who have fallen by the way side never seemed to have. Obiano knew banking well enough to know that the banker’s reputation is like a house of straws; one bad move and all the years of struggle would go up in a plume of smoke. But Obiano left Fidelity on a high. He was well loved by the ordinary staff and respected by the management and the board. At the bank’s annual dinners and social events, AkpokueAguleri, as he was fondly called by friends and colleagues always stood out. Being a man of style, his remarkable haircut and aristocratic fashion taste always marked him out in the crowd. Smiling comes easy to Chief Obiano as does his hearty gentleman laughter that draws instant fellow feelings from the people around him.
Chief Obiano’s social skills were also well known outside Fidelity Bank as most of his closest friends are members of the armed forces, para-military, royal fathers, professionals like doctors, lawyers, fellow bankers and brilliant architects and engineers, among others. He is also deeply connected to the clergy and the church. Obiano is a devout Catholic whose commitment to the church is deep. It is perhaps ironic that a man with his high social skills and a profound love for tradition is also deeply involved with the church. It is all part of the high art of personality code-mixing which Obiano has perfected in his simple but complex personality.
Obiano’s involvement with the church began rather early. Following his early education in mission schools, Chief Obiano has never really strayed too far from the church. His keen interest in the church of Jesus Christ has led him into accepting different roles in the service of God including but not restricted to being the patron of Catholic Women Association, Missionary of St. Paul’s Society, Catholic Women’s Organization, Catholic Laity Council of Nigeria and the Grand Pillar of St. Gerald Catholic Church, among others.
All things considered, perhaps the most startling thing about Chief Obiano is his astonishing brilliance. For someone with his profound social skills, it is almost unbelievable to note just how acute his intellect works. Obiano holds a Second Class Upper Division in Accounting from the University of Lagos and an MBA in Marketing from the same school. He is a class member of the Harvard Business School and Stanford University, both in the USA. He is also both Fellow and patron of the Institute of Chartered Accountants of Nigeria (ICAN). In the course of his career, Obiano attended numerous courses including Credit and Trade Services at Citi Bank, New York, Treasury and Money Market at Northwest London, Emerging Markets at FIM Bank, Malta and Managing Integration Process at Houston Texas, USA in 2006.
As is the case with people who live a life of meaning, AkpokuedikeAguleri’s life is spiced up with numerous humanitarian gestures that heal the world. Obiano is a committed philanthropist, a cheerful giver who finds contentment in easing the pain of people in need. However, Akpokuedike has a different attitude to philanthropy – he never makes his interventions public. He likes affecting lives silently. Just recently, he made a bold intervention to alleviate the suffering of the victims of the flood that engulfed half of Anambra State.
There are times when Chief Obiano comes across as the quintessence of the archetypal Igbo man of means who delights in his largeness of heart to the people. He loves people and there is always something about him that draws people towards him.
Not surprising, Chief Obiano has been a recipient of many awards and honours in recognition of his eternal warmth, public spirit, candour and generous contributions to society. In May this year, Obiano received the honour of the 1stUSAfrica’s Distinguished Banker of the Year award in Houston, Texas, USA. In addition to being honoured by the people of Aguleri as the Akpokuedike of Aguleri Kingdom, Chief Obiano also holds the revered title of OtunbaAtayase of Ilemeso-Ekiti in Ekiti State. This later recognition from Oba David AdegboyegaOyewunmi (Fasemi II) of Ilemeso-Ekiti underscores his bridge-building capacity and a natural inclination to bond with people from diverse cultures.
Needless to say, more honours have continued to trail Chief Obiano. As the saying goes, if a man makes a better mouse-trap than his peers. The world would make a beaten-path to his door. People and society whose lives he has touched are beginning to look back in gratefulness.
It is partly for this reason and everything else that the Board of Governors and Trustees of Wisconsin International University, USA, has decided to confer on him, the Degree of Doctor of Philosophy in Leadership, honoris causa, today. It is a richly deserved honour for someone who has made his mark as a thoroughbred professional and as a man of means.
To some people, after a rewarding career in the private sector, this great honour would be the crowning glory of a life in full. But Chief Obiano’s incredible energy and pursuit of excellence will most likely not allow him any long lasting feeling of fulfilment. It is almost certain that AkpokuedikeAguleri will always find a newer and more challenging territory to tame and bring under his firm hands. Only time will tell.

My point is that we as Nigerians have stopped planning for our children's childeren. We will not know how the Governor in 40 years time will handle this they might sign a new lease for occupancy for another 99 years and your legacy will continue or maybe they won't.
Don't get me wrong I am all for flipping land in the area buy it keep it a few years and sell it at a higher cost , but I know so many of my personal people that are building hotels, estates etc; which they can sell as well after the ROI but I just want us to fully understand that land does not belong to us!
The opposite is the true position at law. In theory, Land can be said, to be held in perpetuity, as no revocation shall take place except as stipulated by the Land Use Act in conjunction with the provisions of the constitution. Revocation by the governor is only valid if it is done for Public Purpose/Interest. These Statutes explained meaning of "Public Interest" and it is illegal for the Governor to revoke any land under private ownership and alienate/allocate same to another private person. The courts frowns on such alienation. Land belong to the Federal Government not to the State, Governors are simply appointed as administrators to hold land in their states in trust for the benefit of Nigerians. So that the landless could secure a place to live, thus making it easy for non indegenes to acquire. Prior to the enactment of Land Use Act, it was extremely difficult even for the government to acquire land for development purposes as African culture abhors sale of land.
