The Independent National Electoral Commission (INEC) has stated that accreditation of voters for the 2023 general election will be through electronic means only, meaning the manual voters accreditation adopted in previous elections will no longer be used. The regulation is contained in the newly published Regulations and Guidelines for 2023 general election as presented by INEC Chairman, Professor Mahmood Yakubu. In clause 20 of the guidelines stated that; Where a voter cannot be identified by the BVAS for the Polling Unit using the methods outlined in Clause 19 (d) of these Regulations and Guidelines or where the voter’s fingerprint or face cannot be matched with the details in the BVAS after three trials, the voter shall not be allowed to vote. In that case, the APO I shall: (i) Advise the voter to use appropriate channels to notify the Commission of his/her failure to accredit; (ii) Politely request the voter to leave the Polling Unit; and (iii) Tick the appropriate box against the voter’s name labelled FA (denoting “Failed Accreditation”) at the left margin of the voter’s details on the register. In the events of malfunctioning of the Bimodal Voter Accreditation System (BVAS), INEC explicitly stated the following; (a) In the event of sustained malfunction of the Bimodal Voter Accreditation System (BVAS), the Presiding Officer (PO) shall: (i) Immediately inform the LGA and RA Supervisors, the Supervisory Presiding Officer (SPO), the Electoral Officer (EO), and the Election Monitoring and Support Centre (EMSC) for replacement. (ii) Suspend Accreditation and Voting until a new BVAS is made available. (iii) File a report of the incident to the designated Official. (iv) Inform the voters and polling agents of the situation. (b) Where a replacement BVAS is not available by 2:30pm, the Presiding Officer shall: (i) Inform the LGA and RA Supervisors, SPO, EO, and EMSC of the situation. (ii) File a report of the incident. Lagos state is currently experiencing one of the worst traffic in the history of transportation today, December 15, 2021. 48 hours after the acquisition of a majority stake in First Bank of Nigeria Plc, by highly revered and astute billionaire, Femi Otedola, the First Bank share price of the oldest bank in Nigeria has gained about 2.45% in value, printing an all-year highest of N12.55 per share, findings by naijabusiness.com.ng reveals. According to the data tracked by our analysts, the shareholders of the bank also gained about N10.8 billion in value since the famous deal was announced, as the bank’s market capitalization closed at N450.49 billion on Monday 25th of October, 2021, compared to the sum of N439.72 billion printed as of Friday, 22nd of October, 2021 (prior to the announcement of the deal). Recall that famous business tycoon and philanthropist had recently (during the weekend) purchased a majority stake of about 1,818,551, 625 units of FBN shares, translating to about 5.07% of its total shareholdings. The billionaire acquired the majority stake through a vehicle, Calvados Global Services Limited, and also indicated interest to acquire. Although this development was initially denied by the Bank, however, the tier-1 bank later admitted the deal. It is pertinent to note that prior to the deal, no single individual or entity held up to 5% of the bank’s total shareholdings. A Federal High Court sitting in Abuja has mandated commercial banks in the country to unfreeze the account of one of the fintech companies operating in Nigeria-RiseVest Technologies Limited. The order is coming two months after all bank accounts linked to the company and three others (Bamboo Systems Technology Limited, Chaka Technologies Limited and Trove Technologies Limited) were freezed by the apex banking authority in the country, CBN. Recall that the CBN further clarified that it had obtained a federal high court order to freeze the accounts of the aforementioned fintech companies for a period of 180 days. By the virtue of this development, the affected fintech companies will be unable to accept new deposits. Rationalizing the harsh move, the CBN accused RiseVest and other affected firms of using forex obtained from the Nigerian FX market in buying foreign bonds/shares and other assets, an action that is clearly against the statutory provisions of the CBN. Consequently, RiseVest engaged the CBN, in a bid to thrash out the contentious issues and return back to business. Owing to its engagements and wider consultations, the fintech company in a mail to naijabusiness.com.ng confirmed that the issues have been amicably resolved and that a federal high court in Abuja had ordered for its accounts to be unfreezed. The official website of the upcoming Central Bank of Nigeria’s (CBN) digital currency, the eNaira, has gone live, exactly one week to the planned launch of the initiative. Naijabusiness.com.ng understands that in just 24-hours after the website went live, it recorded over one million hits, a reflection of increased interest in the initiative. According to the optics carried out by our team, the website which is available HERE, appears to offer easier financial transactions for users of eNaira, and an opportunity for peer-to-peer payments which allows users to send money to one another through a linked bank account or card; allows customers to move money from their bank account to their eNaira wallet with ease. Registered users can monitor their eNaira wallet, check balances and view transaction history; and make in-store payment using their eNaira wallet by scanning QR codes. In addition, customers are allowed to scan the QR Code on the website to get started. It is a novel idea because we think it will facilitate trade, Nigeria being the biggest economy in Africa, this will set the tone to tell Africa that we are ready to lead and we would indeed lead in trade and we would make sure that happens. “Between all central bankers in ECOWAS, we are already working on certain collaboration to make trade, payment and banking system integrate in such a way to set example on the African Continental Free Trade Area (AfCFTA),” he added. In line with global trend, the CBN recently took a major step towards the launch of its digital currency with its formal announcement of its engagement of global fintech company, Bitt Inc. as its technical partner for the project. To choose the technical partner, the CBN went through a rigorous vendor selection process in line with the Public Procurement Act, conducted by seven departmental directors and a Deputy Governor whereby several companies were evaluated. The evaluation was based on the following criteria: technology ownership and control; implementation timeline; efficiency, ease of adoption; support for anti-money laundering and combating the financing of terrorism (AML/CFT); platform security; interoperability; implementation experience. Emefiele expressed optimism that the eNaira, would bring about increased cross-border trade, accelerate financial inclusion and lead to cheaper and faster remittance inflow. He said the digital money would lead to easier targeted social interventions, as well as improvement in monetary policy effectiveness, payment systems efficiency, and tax collection. According to him, after its unveiling, Nigerians should be able to download the eNaira app from either Google plays store or Apple app store, on board themselves and fund their eNaira wallet using their bank account or with cash at a registered agent location. “If you are a bank customer and you have say N10 million in your bank account, for your comfort of spending and making purchase, you can tell the bank to load N2 million out of your N10 million into your wallet. “So, your bank balance in physical cash drops to N8 million, while your e-wallet carries N2 million. With that you can make purchases both within and across the country. “There are so many variance of the eNaira. But this is where we would start because we are not going to pretend that there are not risks in opening your system up. We would look at the various products, determine the risk, determine the best way to mitigate the risk before we now open it up more and more,” Emefiele added. Also shedding more light on Bitts, he said, “we chose them as a partner. In some other climes where they are, they have their software and they earn their money. But we chose that they would establish their company in Nigeria. “The CBN will own substantially stake in that company. The Nigerian Communications Commission (NCC) has finally renewed MTN Nigeria operating spectrum and licence in Nigeria for another 10 years, effective until August 2031. The recent development is following an earlier disclaimer issued by the NCC in August which denied renewing the operating licence of the telecommunications giant. The regulator (NCC) admitted that it had received an application from MTN as to that effect but emphatically stated that the application is still being processed. Barely a month after the contradicting experience, naijabusiness.com.ng can authoritatively report that the NCC has finally approved the operating licence of the aforementioned telco. In a statement signed by the company’s secretary, Uto Ukpanah, MTN Nigeria revealed that the NCC approved the renewal of its Unified Access Service (UAS) Licence and Spectrum licence for wireless local loop in the 900MHz and 1800MHz band.
