A proposed law to compel the Executive Arm of government to regulate prices of food and other items, in order to guarantee food security and lessen the economic hardship on majority of Nigerians, is underway in the House of Representatives.

The Bill seeking that regulation, as Exclusively obtained by VANGUARD, is entitled: “An Act to Alter the Constitution of the Federal Republic of Nigeria, 1999 to make provisions for Right to Food and Security in Nigeria”.

The Chief Whip of the House, Mohammed Monguno(APC-Borno), who is the sponsor of the instrument, seeks that Section 2(1)(a) Section 16 of the Principal Act (constitution) is altered by deleting in subsection 2(d) the words suitable and adequate food, appearing in lines 1-2”.

He seeks to amend the Act, by “inserting a new section 16(a)”, to read that “The State(Federal Government), shall direct its policy towards ensuring that: a means of production, conservation and distribution of food are upgraded and improved upon on a continuous basis.

“Strategies that guarantee food security of the nation in terms of availability, accessibility and affordability of food to the citizens are initiated, undertaken and implemented and adequate measures are provided to ensure that food security of the nation in terms of availability, accessibility and affordability of food to the citizens are initiated, undertaken and implemented, and adequate measures are provided to ensure that food security of the nation is not compromised by any individual, group or institution, while actions that enhance the sustainability of food security are promoted”.

The proposed law, states in section 33, that “Every person shall have a right to food, which shall be respected, protected and guaranteed by the State, and no one shall be deprived of food under any circumstances”.

Earlier on Wednesday, the House while adopting a motion, resolved to investigate the “immediate and remote causes” of rising inflation and cost of food items in the country.

The legislators also resolved to set up a meeting with critical stakeholders in the country to address the frightening rise in prices of goods.

The resolutions also include engagement with captains of industries, Trade Union Associations, Board of Directors, Manufacturers Association of Nigeria (MAN) and other promoters in the economic sector, on ways for drastic reduction in prices of goods and services in the country.

The House further noted that it’s opened to “any other strategies that can mitigate the effects of the current inflation in the country.”

These followed the adoption of a motion on matters of urgent public importance brought by Rep. Ibrahim Isiaka (APC-Ogun), calling attention to the “urgent need to investigate the skyrocketing prices of commodities, goods and services across the nation with a view to cushioning the impact on the citizens”.

Presenting the motion at plenary, the lawmaker stated that “Unfortunately, this is still the lowest decline Nigeria’s economy has experienced since 1983. What does this mean for the average Nigerian? Not too farfetched, because Life has become increasingly difficult for many Nigerians, especially the low-income earners, unemployed youth, other vulnerable people, those on fixed incomes such as the pensioners and others.”

“Quoting conspicuously from – Virginia Woolf. “One cannot think well, love well, sleep well if one has not dined well,” he said.

The lawmaker noted that “the Prices of food items, Commodities, Goods and Services have skyrocketed by as much as 100 per cent in many parts of Nigeria in the last one year attributed largely caused by monetary policy, border closures, COVID-19 containment measures, and insecurity, causing Nigeria’s inflation rate to rise geometric progression in August 2021.”

“Price Index in the past months has increased astronomically owing to many controllable and uncontrollable factors with inflation at a 48-month high, posing the challenge for increased spending on housing, shelter, medicals, clothes baby food and even cooking gas, because our nation’s local production still falls short of our local demand, minding the population, climate change, and hunger, a major future issue looms if, immediate remedial action is not taken care off soon, by this House.

“Cognizant of the World Bank’s report that, Nigeria’s economy contracted by -1.8% in 2020, lower than the -3.2% loss the organization had predicted at the beginning of the pandemic.

“All these problems bedevilling our economy, the House is spurred on a move to properly manage the situation before it spreads out of control owing to the impacts on the cost of living, the cost of doing business, and every other facet of the economy”, the motion stated.

It, therefore, prayed the House to mandate the leadership, to constitute a high powered Special Committee to carry out the investigation.

The Committee on Legislative Compliance was also mandated to ensure compliance.

Useless bill.

What is the FG's policy on agriculture and how is it been implemented? Why won't food prices soar when the economy is heavily dependent on oil? When you have cows grazing up and down destroying people's farms how do you expect them to have enough to feed themselves?
What do you expect when you still import some foods that can otherwise be produced in the country?
It is not by enacting a useless act that won't be implemented. Get the foundational machinery for food production working and deal with corruption then things will work.

It's long overdue but not late.
Everyone is just taking advantage of the skewed system from the middlemen to the food vendors.

They should also extend their regulatory bill to Educational sector most especially the private schools.

That does somewhat happen in regulated countries too. It's called peak hours charges. As for food prices, that can be controlled with more indigenous food productions and less dependence on imports. The economy is spiralling out of control and soon the naira will be as worthless as Zimbabwe or Venezuela's currencies.

That's same practice even in media sector 30mins media by 2pm and 30 mins media time by 8pm cost differently...... even with Uber and bolt... There is rush hour price.

Confused buffoons, best decision I made in 2015 was to leave an OK job that was paying me 250k monthly as an IT supervisor for a multinational company to travel to the US. I can't imagine how life would be had I not taken that leap of faith/risk. How would I be able to give my lovely mother $1000 every month, drive a brand new car fully paid, take care of my siblings, own businesses, be a blessing to others, have my personal house and another for airbnb/lease, live life to the fullest.
God I thank you for wisdom, even me had doubt when I made this tough decision yet you showed me undefined favor.

Lol why are Nigerians so anti free market? Seriously do they not learn from their blunders will petroleum and electricity? All the ever do is cause some distortion in the market then get surprised when there's some shortage. If he's really interested in lowering food prices get rid of import ban list of food whichs will let cheap food flow in.

Regulation of food will eventually lead to subsidy and frustrate effort at population control. From a population of around 30m at Independence, we are now a little over 200m yet the children are still being recklessly churned out with reckless abandon by adults who can feed and train them. We can't continue with that Abeg.

I honestly don't support the idea of people having many children so that the government will feed and train the children for them. The energy should be used to support population control and family planning. Those who are willing to comply with a certain number of children should get the incentive such as food price discount from designated outlets.
Regulating food to make food reach more people to give birth to and raise bandits, terrorists , arsonists and looters has led us to our current predicament. Instead of blanket food regulation, incentivize only those willing to have just two children per household.

Lol. You are here blaming market women, the other day, your president was blaming the middlemen. I don't know why God chose to punish Nigeria with dumb leaders and shallow thinkers.
How would the President regulate food prices?. Does he control food production and supply chain?
Lots of farmers in several IDP Camps in their thousands with no hopes of going back to farm in sight, what is he doing about it?
Borders have been shut for about two years despite food shortages, what is he doing about it?
I thought some paid agents were previously denying the high rates of food.. e go reach everybody.

Well, basically he is asking the government to control prices of food.

We have seen how price controls in petroleum (since the late 1980's) and power (since forever) worked. We don't have light, and refining of petrol is now offshore.

On the other hand, the telecoms sector has no price controls, and while not perfect, is in a better place than it was decades ago. (If you know what a phone exchange is, you are very old.).

Capitalisim is exploitative, and evil. Yet, the thing is, bring in socialism a la price controls, and you in essence wipe out the money. The reason why we don't refine petrol in Nigeria is because years of price controls have meant it isn't profitable to do so here in this country...which is why we have things like sabotage and so forth. On the other hand, subsides has made it profitable to smuggle fuel aborad...whiich is why we now subsidse fuel for the whole of West Africa.

This bill should not be allowed to become law. It means food scarcity of the type that was seen in some failed Communist states. You don't want that.

Price regulation simply put means that foodstuff being sold in the market would be sold at goverment controlled prices which would mean that it would be difficult for the retailer to pay the farmer, transporter of food and wholesaler and importer in some cases for the stuff they buy. In order to earn enough profit the food will end on the black market at higher prices.

Notice the fault never lies in their policies. It can never be that under any scenario. Tomorrow they will tell you about their agricultural revolution in rice and flood you with pictures. I wonder why they dont eat all the cheap food being produced now. If you dont laugh you'll cry.

Food prices? I doubt that is feasible, what government could do is to mop up food produce and subsidize, unfortunately, that will still be riddle with corruption.

Do these idiots ever think? If you regulate the prices, the food will be diverted outside the country causing a man-made food scarcity. I guess the next thing is close the borders then! SMH. Then it would be smuggled and some farmers stop farming altogether. Is there something about the air or water that makes most of the people from that r3gion dumb fvcks and shall0w th1nkers? SMH.
