All events of the past reported in the present take the past tense. However, for effect, one may choose to make it in present tense to make the effect more surreal.

Now, if I'm speaking about the action of a man in the past and I say, one shouldn't take Mr Okeke seriously after he "abadoned" his wife... It is sheer stupidity to put "abandoned" in the present tense.
