The Chief Judge of Oyo State, Justice Munta Abimbola, has released 59 (53 males and 6 females) out of the 903 inmates awaiting trial in Agodi Prison in Ibadan, Oyo State.

The Chief Justice said this would ensure that congestion in the prison is reduced to its barest minimum. More importantly, some of those released were discovered to have been arrested unlawfully.

Others had been detained for more than the number of years they would have spent in prison for the offences committed. Some of those released also had health challenges while others were supposed to have been charged as civil matter but charged as criminal cases.

The Economic and Financial Crimes Commission, EFCC, is expected to arraign former Benue state governor, Gabriel Suswam before a Federal High Court in Abuja tomorrow November 4th over allegations bordering on money laundering to the tune of 3 billion Naira while he served as governor of the state. Suswam was invited and grilled by EFCC officials on October 12th.

A statement by the spokesperson of the anti-graft agency, Wilson Uwujaren, alleges that Suswam and his former Finance Commissioner, Omodachi Okolobia, diverted proceeds of the sale of shares owned by the Benue State government and Benue Investment and Property Company Limited.

Wife of Borno State governor and Founder, Support for Women, Orphans and Tsangaya, SWOT, Foundation, Hajiya Nana Shettima, yesterday, distributed kits for prevention and detection of cancer at early stages to wives of the 27 local government caretaker chairmen for onward delivery to targeted beneficiaries across the state.

Presenting the kits at a one-day cancer awareness and enlightenment campaign for stakeholders in Maiduguri, Hajiya Shettima said cancer, which had become deadly, especially among the women folk in the state, was worrisome, hence the need for government at all levels to contribute their quota towards its prevention and eradication from the society.

Guest speaker at the event, Dr. Babagana Usman, of the University of Maiduguri Teaching Hospital, UMTH, said some women were more vulnerable to cancer in the state because of deprivation of their rights by their husbands, who were misled by certain norms and values of their religion, culture and tradition.

PoliticsRivers Gov Poll: Appeal Court Expunges Part Of Apc’s Petition Against Wike by NgreportsBlog(op): 8:28am On Oct 30, 2015
The Court of Appeal sitting in Abuja, yesterday, expunged some paragraphs of the petition that led to the annulment of the April 11 governorship election that brought Governor Nyesom Wike of Rivers State to power.

In a judgment it delivered, a three-man panel of Justices of the Appeal Court headed by Justice Datti Yahaya, struck out portions of the petition alleging that security agents were used to rig the election in favour of Wike and the Peoples Democratic Party, PDP.

The decision of the appellate court followed an interlocutory appeal that was lodged before it by the APC and its governorship candidate in Rivers State, Dr. Dakuku Peterside.

Both APC and Peterside had gone before the court to challenge the ruling of the previous chairman of the Rivers State Governorship Election Petition Tribunal panel, Justice Muazu Pindiga, which deleted paragraphs of the petition containing criminal allegations against unnamed security operatives.
Justice Pindiga, who was subsequently removed from presiding over the petition by the President of the Court of Appeal, Justice Zainab Bulkachuwa, based his decision on the fact that the petitioners failed to join the said security agents and other persons it said participated in the alleged electoral fraud as parties to the suit.

Among those that the APC alleged masterminded the rigging of election in Rivers State included wife of former President Goodluck Jonathan, Dame Patience.
But, dissatisfied with the ruling of the lower tribunal, the petitioners took the matter before the appellate court.

While upholding the decision of the tribunal yesterday, the appeal court held that paragraphs of the petition containing allegations of electoral crime against named and unnamed security agents and alleged political thugs should be expunged from the record of the tribunal.

The court stressed that the petitioners ought to have joined the accused security agents and political thugs as parties to the petition.
Specifically, the court directed that evidences that were led against security agents and political thugs, whether named or unnamed, in the course of hearing of the petition against Wike, where the said security agents and alleged political thugs were not joined as parties, should be struck out.

The Court of Appeal further directed that all the criminal allegations contained in the petition against the said security agents and alleged political thugs be expunged as they had no opportunity to defend themselves at the tribunal.

The court held that in cases where criminal allegations were made against institutions, agents and individuals, the law required that in the interest of justice, they should be joined as parties to the matter.
Other members of the appeal court panel that delivered the judgment were Justices Tanim Yusuf and Mustapha Mohammed.

THE Senate, yesterday, queried the N63.5 billion approved for the construction of the second Runway for the Nnamdi Azikiwe International Airport, Abuja, saying it was an attempt to ‘steal and rape’ Nigerians of the country’s common patrimony.

It, however, called on the government to urgently construct a second runway at the airport and urged it to ensure that due process and diligence was followed in the award of contracts for the construction.
These resolutions were sequel to a motion by Senator Dino Melaye, All Progressives Congress, APC, Kogi West, titled, The Nnamdi Azikiwe International Airport Abuja, Second Runway Contract.
The Senate, while calling on the federal government to drastically reduce what it termed the unrealistic cost, said the government must monitor the contract award process.

Presenting the motion, Senator Melaye noted that the contract for the construction of the runway was cancelled by the last administration after allegation of over inflation of contracts was established.
Melaye, who noted that the contract was awarded by the Federal Executive Council, FEC, at N64 billion after ratification by the Bureau for Public Procurement, BPP, contended that there was also the need for the construction of a second runway since, according to him, “the existing one is not only bad but inadequate.”

According to him, the entire Gombe Airport, with 3.6km runaway cost N8.2 billion; Jigawa Airport cost a total of N11 billion, Bauchi, N12 billion; Enugu Airport, reconstructed and expanded at N13 billion and Akwa Ibom Airport was constructed at N18.05 billion.
He expressed worry that the proposed cost of constructing just a runway at the Nnamdi Azikiwe Airport, Abuja, was astronomical,
insisting that the amount was four times the cost of constructing a brand new runway in the country.
Melaye argued that the new Terminal 5 at Heathrow Airport, with four lanes of 4km runway cost less than N22 billion, saying constructing a 3. 8km one-line runway for N63.5 billion would be a waste of fund considering Nigeria’s present economic situation.

He said: “The publication that the contract is already undergoing review and to be awarded at N63.5 billion as published by newspapers is another attempt to steal and rape Nigerians of our common patrimony. Further convinced by the fact that the entire Gombe Airport with 36km runway cost of N8.2 billion; Jigawa Airport cost N12 billion, Enugu Airport was constructed and expanded at 13 billion naira and Akwa Ibom Airport at N18.05 billion .
“This astronomical amount is about four times the cost of constructing a brand new airport in Nigeria. As a representative of the people, we must advise that due process and strict adherence to Public Procurement Act be observed in the said contract of the Second Abuja Airport Runaway. If this not brought to attention of the government now, there may be another fraud in the making, given the comparative analysis of cheaper cost across the country. “

Senate President, Bukola Saraki, in his remark, tasked the government to put in motion necessary machinery to construct a better runway at the Abuja International Airport and due process should be followed in awarding the contract.
According to him, the amount bandied for constructing the second runway at the airport was unacceptable, stressing that the Senate would do its best to ensure that there was probity in award of contracts not only in the aviation sector, but other sectors of the economy.

The Senate President who noted that there was the need to stop what he described as the reckless expenditures, while awarding contracts in the country, said that it was the responsibility of the senate to perform the oversight functions in awarding these contracts.
Meanwhile, five bills passed first reading yesterday.
The bills include Prevention and Punishment of Torture Bill 2015 by Senator Biodun Olujimi, Ekiti South; the Nigerian Biodiversity bill 2015 and Counterfeit Goods Bill 2015 by Senator Isah Misau, Bauchi Central; National ecological agency Bill 2015 by Senator Obinna Ogba, Ebonyi Central and and Fire arms act CAP F28 LFN 2004 (repeal and re-enactment) Bill 2015, Joshua Dariye, Plateau Central.

Troops of the Nigerian Army have rescued 338 captives of the Boko Haram insurgents n Borno State.

The Acting Director, Army Public Relations, Col. Sani Usman, said in a statement on Wednesday that the troops also killed 30 members of the Boko Haram sect during the operation.
He said the troops of the 28 Task Force Brigade released the Boko Hatam’s captives and killed the 30 members of the sect during a raid on the terrorists camps at Bulajilin and Manaeashe along Bita and Damboa Road near the Sambisa Forest on Tuesday.

Usman added that those rescued included 192 children, 138 female and eight male captives, stressing that the rescued captives had been evacuated to Mubi, Adamawa State.
He said, “Troops of 28 Task Force Brigade Nigerian Army, deployed in Bitta and Pridang, carried out a successful raid on suspected Boko Haram terrorists’ camps at Bulajilin and Manawashe villages along Bita and Damboa road at the fringes of Sambisa Forest on Tuesday.
“The troops were able to kill 30 Boko Haram terrorists.

“The unit also rescued 338 persons that were held captive by the terrorists in the enclaves.
“The rescued persons, which comprised male, eight; female, 138, and children 192, have since been evacuated to Mubi.”
The Acting Army spokesman added that the troops also recovered “one General Purpose Machine Gun and two dane guns, 150 rounds of 7.62mm, six boxes of 7.62mm (NATO) and three cutlasses.”
