If he raised the flag and was ignored by Moss it's a different matter entirely.

The linesman called the Ref up immediately he blew for the pen, because Harry Kane was in an offside position.

The reason he didn't raise his flag is because if Dejan Lovren had actually touched the ball, before it got to Kane, then Kane was no longer offside.

Hence, interrupting the ref to ask him if Dejan Lovren touched the ball.

Maybe your broadcaster did not pick up on the conversation between Jon Moss and the linesman, but Skysports microphones captured the guy clearly saying he thought it was an offside if Lovren did not touch the ball, and was basically asking if Jon Moss saw that bit because he was uncertain about that.

Read between the lines and he's obviously trying to avoid directly overruling his superior at that point.

Second time, he had obviously realised that his oga was an incompetent bornfool, and he blatantly overruled him....
