Notwithstanding recent orchestrated media trials and allegations lacking merit hauled at the administration of Tunde Fowler, the Executive Chairman, Federal Inland Revenue Service, Fowler’s records in revamping the nation’s tax collection system, remains indestructible in the court of public opinion and fact.

Recently, on account of the abuse of the Duty Tour Allowance DTA, by some officials of the tax agency and the invitation of such officials by the Economic and Financial Crimes Commission, EFCC, some hack writers have voted to stand truth on the head by hauling all manners of lies and unsubstantiated allegations at Fowler.

Until his screening and appointment as the substantive chairman of the agency in December 2015, by the Red Chambers under the Muhammadu Buhari government, FIRS since 2012, did not have a substantive head, thereby making tax collection and revenue aggregation in the country simply average.

Whatever the tantrums that creeping seditionists could throw at Fowler, in order to soil his public reputation and deface his incredible scorecard in public service is dead on arrival.

It is simply laughable, to attempt to enmesh a man of proven competence, character and capacity like Fowler in such sham tales as financial misappropriation, money wiring to proxies and car gift purchase to girlfriend. Frankly, the shame is certainly on rumour mongers.

Fowler is noble enough to reckon that investigation by another agency, an independent agency, this time the EFCC, helps the integrity of the entire findings: Staff should not investigate staff, he once noted. Its in fidelity to the ageless dictum: don’t be a judge in your own case.

Apart, from the apparent fact that these stories –by day old websites- are premised on lies and fabrications, the public who have kept tabs on Fowler’s antecedents, especially from his days as Chief Executive Officer of Lagos State Internal Revenue Service, LIRS between 2005 to 2015 know better.

Despite the prevalent recession ravaging the country in 2015 when he was appointed, the agency under his watch generated N3.3 trillion in 2016. The following year, FIRS witnessed a 20 percent increase in collection margin, to generate N4.03 trillion in 2017.
Monday, January 7, 2019, FIRS disclosed that it generated about N5.320 trillion in 2018, the preceding year. This record thumbs Fowler as an history maker, leading the agency to set a new record of highest revenue generation FIRS as against the 2012 record of N5.07 trillion. The agency shows promises of improvement in the years ahead; as the FIRS boss has tipped that his target revenue haul for 2019 has been bench marked at about 8 trillion naira.

All of this with oil doing between $60 and $70 dollars. Oil was between $100 an $120 dollars in the N4/5 trillion collection years of 2012/2013.

And Fowler is not just increasing collection. There is some style and definitive character to the growing tax figures: oil collection of the N5.320 trillion is N2,467 trillion (46.38 per cent), while non-oil is N2.852 trillion (53.62) per cent. For all of nation’s tax history, oil collection had always dominated non-oil collection. Moral: Fowler is pointing the way that it is possible that Nigeria is weaned of its dangerous dependence on mono product: oil.

For ignorant propagandists who failed to understand the workings of an agency like FIRS, before circulating tales of taxpayers’ money gone missing, their attention must be drawn to a few basic facts. No tax is paid directly to Fowler’s account, or that of FIRS at that. Taxes are paid into the Federation Account through the Central Bank of Nigeria, CBN. The agency’s operations are funded by an appropriation of the National Assembly through monthly remittances by the Federation Accounts Allocation Committee, FAAC.

Fowler initiated the deployment of ICT to enable taxpayers pay taxes from anywhere around the world, even from the comfort of their homes. With the e-payment channels-deployed about two years ago- tax payers can pay taxes, file returns online, pay Stamp Duties, obtain their Withholding Tax Credit Notes, download receipts online. Taxpayers can also e-Register and obtain that all powerful document: Tax Clearance Certificate, TCC online, without going to wait at a tax office as was the case in the past.

The FIRS is automating the collection of Value Added Tax (VAT) in key sectors to facilitate reduction in compliance costs in the long term, apart from system to system integration between banks and the Service. This is yielding fruits: in 2018, VAT crossed the N1 trillion mark

Furthermore, before they peddle stories of misappropriation, there is the Government Integrated Financial Management Information System (GIFMIS), which links FIRS to the Office of the Accountant General of the Federation OAGF for real-time exchange of information and data. What this does amongst others is that it gives the FIRS and the Office of the Accountant General of the Federation, bird’s view of taxes paid by all Federal Government Ministries, Department and Agencies, MDAs.

It also allows FIRS to ascertain which agency of government is complying on tax payment and which one is not. Plus, it gives MDAs to the minute data about the tax status of companies who are doing business with the Federal Government. This institutes verifiable data, transparency, checks and balances.

Since Fowler made it easier to request for and process Tax Clearance Certificate (TCC) through FIRS online portal, from the comforts of the home, about 60,000 tax payers took advantage of this online channel in 2018 alone, up from 9574 Nigerians who collected their TCC online in 2017.

Under the tax amnesty program initiated in 2016, over 3000 applications for waiver of interest and penalties were attracted, resulting in payment of over N68 billion, out of about N96.2 billion liability established by the exercise. The Voluntary Assets and Income Declaration Scheme, VAIDS, — which FIRS ran in conjunction with the Federal Ministry of Finance and the State Government-turned in almost a similar amount: N93 billion with about 5122 applications.

In Corporate Social Responsibility, CSR the agency under Fowler has innovatively identified with the creative industry providing support to enable them unleash their talents and contribute more to Nigerian economy.

There are so many good things to say about Fowler. So many to fill volumes.
He hugs public, the Organised Private sector, OPS, the Small and Medium Scale entrepreneurs in a manner no head of the federal tax agency has done.

There is huge improvement in Audit circle from 90 to 63 days. FIRS and JTB are trying to do away with multiplicity of audits from state and federal tax authorities audit teams; there is predictability in Transfer Pricing codes, regulations and administration. Taxpayer population countrywide has grown from under 10 million, since Fowler became the Chairman Joint Tax Board, JTB,
to over 20 million. Just last week, Fowler, promised that the national tax roll will hit 45 million before the end of the year.


There is improvement in Nigeria’s rating in the World Bank global ranking on the Ease of Doing Business. Fowler’s efforts on Ease of paying taxes, Nigeria moved up 14 places in one year alone.

From within and without the shores of this continent, Fowler is accumulating landmark plaudits on the international plain: He is the Chairman African Tax Administration Forum, ATAF. So confident about his leadership were heads of tax authorities in Africa were, that they asked him to lead African tax practitioners for a record second term as ATAF Chairman, in October last year. That was in faraway Botswana.

Fowler is also the first Vice Chairman of the United Nations International Committee of Tax Experts. There are only 25 of such tax eggheads in the world. And it is not for nothing that the United Nation Secretary General named Fowler as one of such global tax thinkers, who shape tax practice and administration on the planet!

Fowler has proven himself one of the best minds in President Muhammadu Buhari’s administration, and has justified his appointment by all standards. He is a dutiful tax collector, who has assisted the federal government in providing the funds through which elected officials could provide predictable revenue to bring dividends of democracy to Nigerians.

For those eyeing his seat, or attempting to throw spikes on the way to deter his possible promotion for other appointments within the federal system in the soon to be named cabinet of Mr. President for his second time in office, the joke of their media trial is on them. Operatives of the Economic and Financial Crimes Commission, EFCC, Port Harcourt's Zonal Office, have arrested fifteen suspected internet fraudsters in a late- evening raid on Blue Chip Hotels, Rumuigbo, Port Harcourt, Rivers State.

The suspects, who are between the ages of 18 and 30, were nabbed while relaxing in their hotel hide - out. Their arrest followed surveillance and intelligence reports on their activities and a response to the resolve of the Acting Executive Chairman of the EFCC, Mr. Ibrahim Magu to rid the nation of internet fraudsters.

Among the suspects are five young ladies and ten young men.  They are:  Tamunotonye Tolofari;  Isaac Michael;  Kingdom Ekekwu;  Daniel Uwalaka;  Godswill Agwu;  Innocent Daniel;  Prince Amaya;  Tiemo Ipite;  Nduah Gentle;  Stella Gbarakoro;  Christiana Cletus;  Anita Jane;  Best Noble,  Nduah Precious and Emeka Chibuike Emeka.

Items recovered from them are laptops and phones. The suspects have made useful statements to the Commission and would soon be charged to court.

The price of bread and other flour eatables may soon rise by 10 percent following a recent N600 increase on the price of flour.

Flour millers raised the price of a bag of flour by N600 last March, resulting in a bag selling at N10,700 and N11,900 instead of the former between N10,200 and N11,300.

Tumba Turi, the National President of the Association of Master Bakers and Caterers of Nigeria (AMBCN), told Daily Trust on phone yesterday in Maiduguri. “Our members constitute 80 percent of the consumers of the flour produced by the millers, but they increased the price of the commodity without consulting us,” Sir Dominic stressed his lamentation. 

“Most bakeries across the country are closing down now as a result if the price increase,” he said, calling on the federal government to prevail of the flour millers to reverse the price increase, warning, “if the increase is not reversed, we may be compelled to raise the price of bread and other baked-flour eatables by 10 percent.” The AMBCN president complained: “When the USD exchanged for N500 a bag of flour was N11,300; yet now with the USD exchanging for N360 a bag was still N11,300 even before the recent N600 increase.”

Bukar Mustapha, the Borno State Chairman of AMBCN said: “We know that the consumers of baked products will protest nationwide if we raise the price of our products, but we may have to do so if government does not prevail on the millers to reverse their increase.

The administration of Governor Ben Ayade has transformed the Department of Public Transportation, (DOPT ) and made the agency more meaningful to the lives of Cross Riverians.

Under Ayade, DOPT is producing results that have made its relevance more glaring to the socio-economic development of the state.

DOPT in the past five months under the leadership of Comrade Godwin Nyiam initiated and implemented several measures in safeguarding lives and transforming the physical outlook of Calabar to an enviable status which has made the department's existence relevant.

The department under the present dispensation, since assuming office on 1st December 2018, has risen to its responsibility as the watchdog for safety of lives and smooth traffic on the roads in the state.

Within this short time frame, Comrade Nyiam as the Director General of the department has introduced many changes and innovations to the management of traffic on major streets and highly populated areas earning accolades and commendation from residents and visitors alike.

The DOPT within this period ensured the removal of garbage clogging drains on major streets and markets to ensure smooth traffic flow of rain water. Also, traders who turned roadside and median kerbs to stalls and shops on which they display their wares have been dislodged making way for free flow of traffic. Areas like Watt Market, Calabar road, Bedwell street, Goldie, Marian Market, University of Calabar mini gate which usually experience chaotic traffic scenes are now orderly and makes for smoot traffic.

In addition to the aforementioned, the DOPT has sought and received the approval of our dear Digital Governor, Senator Professor Ben Ayade for the construction of a central motor park on the outskirts of the city with well equipped facilities like medical centre, police post and chalets to provide accommodation to travellers and motorists who arrive the city late or whose businesses end at the park.

Within this same five months, despite not having any revenue collection subhead, the DOPT has introduced special mayors to carryout specific traffic duties in the Vehicle Inspection unit of the department. This is alongside opening a new VIO office in Akpabuyo Local Government.

The department has also ensured the regular removal of abandoned trucks and vehicles on our roads by towing them away to make for free traffic flow.

These numerous achievements have endeared the department to the hearts of many and earned the state governor and its DG some accolades. Only recently, the Hausa community in Calabar commended him for making Bogobiri free from traffic congestion and the Chairman of Private Park Owners, Mr Archibong Orok and Highway Drivers Union secretary, Mr Mike Togun have also expressed their joy with the work of the department whom they call, "new DOPT".

The department has extended its closing time to 7 pm conscious of the fact that peak traffic hours are in the evening. This is alongside working at weekends.

With all these strings of achievements, within such a short period, it will be fair to say Ayade is working and the DOPT has made more efforts towards fulfilling the mandate it was created for in its over twelve years of existence.

The governor of the state deserves encomiums for the support he is offering the department, especially, by appointing a workaholic administrator, Comrade Nyian as its head. Governor Ayade is a man who is ever ready to do his best for Cross River and has the capacity to identify individuals to help him actualise the vision of making Cross River great.

A lady identified as Latoshia Daniels, has been charged with first-degree murder, attempt first-degree murder and possession of a firearm during the commission of a felony, assault of a police officer and resisting arrest after a love affair went wrong.

She opened fire on Brodes Perry, a pastor of assimilation at St. Mark Baptist Church in Little Rock, and his wife, Tabatha, at their home outside of Memphis, U.S, killing Brodes and injuring the wife.

Tabatha told police that they met Daniels while living in Little Rock, Arkansas, and that she thought the unannounced visit from her was "strange." .
"Tabatha stated she was unaware of Brodes having an affair, but Latarshia‘s actions and statements led her to believe that she was possibly having an affair with her husband," the incident report said.
In the affidavit of complaint, Tabatha said Daniels was at their apartment for about 30 minutes before Brodes came home. The three talked for about 10 minutes before Daniels got up to leave.


The wife told the police that she had opened the front door and stepped outside when she turned and saw the suspect remove a handgun from her jacket and fire several shots at her husband.

As she was shooting, Daniels repeatedly said, "You broke my heart," according to the affidavit. She was reloading the Ruger 9 mm handgun when police arrived.

EFCC has arrested the Chief Executive Officer of Galaxy Transportation and Construction Services Limited, #Babagana Dalori, who allegedly defrauded 27,400 Nigerians to the tune of about N7billion through fake promises of mouth-watering returns on their investment in his companies.

Dalori had incorporated the firm in 2012, with one tricycle (Keke NAPEP), which, through pool investments by members of the public, later boasted of 50 tricycles. .

The entrepreneur later diversified into other business ventures while promising mouth-watering returns to investors. The Commission’s investigators discovered that Dalori initially paid 200% interest on investors’ deposits in the firm and later reduced the interest to 135% before the scheme crashed in 2018.


To suck as many unsuspecting victims into his ponzi net, Dalori engaged in massive advertisements on radio and television, including a production of a movie by A-list Nollywood actors, which aimed at convincing members of the public to invest in his companies. .

He specifically organized some actors and actresses in Kannywood to act in a movie called “Zero Hour” to show the need for people to invest in Galaxy.

“Unfortunately, his gimmicks paid off as different people took their hard-earned savings, inheritance, pensions and other source of income and invested in Galaxy. Now, the scheme has crashed and investors can no longer get their money.

He used the investors money to incorporate different entities without getting their consent. He now has Galaxy Global Energy Concept Ltd, Galaxy Miners Concept Ltd, Galaxy Global Farms, Galaxy Computers, Galaxy Block Making Factory, Galaxy Hospital and Galaxy Hotel.”

Dalori’s modus-operandi is typical of those of Nigerian wonder banks, by accepting deposits from members of the public when his company is not a licensed financial institution, the suspect and his company have committed a criminal act punishable by the Banks and Other Financial Institutions Act.

At the moment, all bank accounts belonging to Galaxy have been frozen in order to prevent further dissipation of investors’ funds.

The Minister of Labour and Employment, Dr. Chris Ngige, says doctors who feel they want to relocate in search of greener pastures are free to do so as the nation has enough medical personnel.

Ngige said this on Channels Television’s Sunrise Daily on Wednesday. 
The minister was responding to a question on brain drain and the deliberate recruitment of Nigerian doctors by foreign embassies in Nigeria to the detriment of the nation’s health sector.

In his response, however, Ngige, who is also a medical doctor, said there was nothing wrong with doctors leaving the country as they would continue to send foreign exchange home which could, in turn, grow the economy.

He said, “No, I am not worried (about doctors leaving the country). We have surplus. If you have surplus, you export. It happened some years ago here. I was taught chemistry and biology by Indian teachers in my secondary school days.
