Dirty fight to be Nigeria’s army chief triggered theft of ‘billions’ by soldiers – General A military court-martial for the troubled Nigerian Army major-general, Hakeem Otiki, opened on a very personal note in Abuja on Tuesday, with the defence team labouring to cast the case as springing from a protracted resentment rather than merely another manifestation of endemic corruption in the military. The defence argued that a bitter rivalry was at the root of the scandal and the man appointed to lead the court-martial, Lamidi Adeosun, a lieutenant-general, was not suited for purpose because of a conflict of interest. Although the defence did not elaborate on the cause of the rivalry, a senior army officer close to the two officers involved said it was over who would take over from the current Chief of Army Staff, Tukur Buratai, a lieutenant-general. Mr Otiki is the army chief at the heart of the large cash heist executed by Nigerian soldiers in July. He was the general officer commanding of the Nigerian Army 8 Division in Sokoto when he sent five soldiers in his detail to haul some cash from Sokoto to Abuja via Kaduna. PREMIUM TIMES broke the story of the embarrassing development mid-July. Military sources said at the time that the money was in billions. Although the Nigerian Army has not publicly commented on the theft or disclosed the amount involved, some news reports have put it at N800 million, while some went with N600 million and others cited N400 million. The soldiers were asked to convey the mysterious cash by road from Sokoto to Kaduna, where a military jet had been prepared to transfer the cash to Abuja from an airfield. It was during the stop in Kaduna for the transfer that the five soldiers accompanying the money, whose source remained unknown, plotted to steal it and desert military service instead. The soldiers had remained at large, and it was unclear whether or not any of them had been taken into custody. Mr Otiki was summarily arrested after the theft and kept in a house arrest, where he was interrogated by the military. The Tribunal Sitting Mr Adeosun was appointed to preside over the general court-martial. Other members include A. Tarfa, major-general; F.O Agbugor, major-general; F.A. Nadu, major-general; N. Mohammed, major-general; C.T. Olukotu, major-general and C.C. Okonkwo, major-general. But as Mr Adeosun gave his opening remarks and asked whether all parties were comfortable about the constitution of the panel, a dramatic objection broke from the defence team of Mr Otiki. Femi Oyebanjo, a retired major and one of Mr Otiki’s counsels, said the major-general was in trouble because of a bitter rivalry between both parties. He warned that Mr Otiki may not get a fair hearing due to the brewing rivalry, according to Daily Trust which monitored the trial with other media houses before journalists were later sent out as the exchanges became heated. “We have it on good authority that you bear grudge against our client,” Daily Trust cited Mr Oyebanjo as saying to Mr Adeosun, who heads the Nigerian Army policy and plans department. “We have this deep feeling that he may not get a fair trial under your leadership.” “The reasons are as follows: it is a known fact that General Otiki got into Nigerian Defence Academy on 10th January 1983 while you got in on 4th July 1983. He got in there before you. It is a fact that General Otiki actually pitied you, established and trained you”, he said. “We have this feeling that that grudge is still there. More so that General Otiki took over from you as the Corp Commander, Infantry,” the lawyer said. “We still believe that because this grudge has been there since then and because of this grudge, when you were promoted, Lt General, he sent you a text message to congratulate you but you did not respond.” “In addition to that sir, it is a fact that by the time we go into this trial proper, certain issues will certainly come up and these are issues that affect your office as Chief of Operations, Nigerian Army which you left before you got to where you are presently. “What am I staying sir, it is a fact, sir, that General Otiki as the GOC commanding 8 Division of the Nigerian Army conducted Operation Sharan Daji. He also conducted Operation Harbin Kunama III.” Mr Oyebanjo further stated that “these were offices directly under your command as chief of operation. And these are operations that are going to come up in the course of this trial. So, sir, you are actually an interested party.” Mr Oyebanjo also suggested that the soldiers that stole did the money did so with the support or encouragement of Mr Adeosun. “Finally sir, it is also a known fact, that as at the time General Otiki took over from you as the Corp Commander Infantry Brigade, he inherited your security personnel, your soldiers that formed the inner security of General Otiki,” the counsel said. “These are the same personnel that formed the reasons why we are here. They are actually your soldiers, your personal aides; the soldiers he took over from you, these soldiers are the basis why we are here today. “My Lord, we say on the basis of all these, you are going to be part and parcel of this trial, we are going to to be talking and referring to you. “If you are going to do this job, there is no way you are not going to feature prominently. “There is no way we will not talk about those soldiers, they were your aides, there is no way we will not talk about operations. “Sir, on that ground, for the sake of Justice, we are saying that you should excuse yourself from this trial,” Mr Oyebanjo said. Daily Trust did not report whether Mr Adeosun responded to the charges, or how he did so. A spokesperson for the Nigerian Army did not return requests for comments about what transpired at the trial after reporters were sent out. Imo State Bags Greencity Promoters Award The government of Imo State has bagged the prestigious Nigeria Institute of Town Planners (NITP) ‘Green City Promoters Awards’ for its remarkable commitment to cleanliness, greenery, beautification, energy efficiency and smart construction in the state. The award was presented to Imo state Governor, Rt. Hon. Emeka Ihedioha during the maiden edition of the NITP National Green Cities Summit in Abuja, themed: “Brown to Green: Enhancing Wellness and Livability.” The forum, which was part of the sectorial support on the country’s resolve to tackle the menace of climate crisis attracted local and international organizations, representatives of Ministries, Department and Agencies (MDAs) of Federal, State, and Local Governments, manufacturing/industrial concerns, multi-lateral agencies, professional associations, consultants and civil society organizations. The chairman, National Green Cities Summit, Moses Ogunleye, said Ihedioha has shown substantial commitment to the promotion of greenery in major cities of the state since his assumption of office few months ago. Ihedioha who was represented by his Special adviser on Sanitation and General Manager, Imo State Environmental Transformation Commission - ENTRACO, Hon. Alex Emeziem Jnr, said the major focus in Imo state is to reclaim the green land by planting 25 million palm and trees, 20 million palm and 5 million trees respectively. He said plans have been concluded to develop its nursery so that they would not be buying trees and seedlings. “We have planted 7,000 trees in less than 100 days in office and we are still planting. We are focused on what we want to achieve and we have employed not fewer than 350 gardeners to carry out this task,” he said. Emeziem who was one of the discussants alongside the revered environmentalist that planned Abuja’s tree planting noted that rapid urbanization, expansion of manufacturing, and the consumption of an emerging middle class has led to an increase in material demand. Though six cities won the award, but Owerri the capital city of Imo state came first as shortlisted. IMO: GOVT TO PROVIDE 1000 HOUSING UNITS FOR LOW INCOME EARNERS By Obiaku Lancelot Ifeanyi The Board Chairman of the Imo State Housing Corporation (ISHC), Hon. Raymond Emeana, has stated the readiness of the state government to providing affordable housing for the middle class and low income earners in the state. Emeana, who spoke in Owerri while inaugurating various task and fact finding committees set up by the corporation, recently, revealed that the state governor, Emeka Ihedioha, would soon flag off the construction of 1000 housing units across the state. The committees include, Staff Audit Committee, Income and Expenditure Committee (2011 to date), Schemes and Layout Committee, Imo Housing Corporation Estates and Layouts Review Committee. Others are, Imo Housing Corporation Law Review Committee and Committee on Ground Breaking Ceremony for 100 days of the governor. The chairman who said that ISHC had been nonfunctional, assured that under its present leadership, the corporation will be transformed into one that will live up to the law that established it. Emeana bemoaned the lack of documentation and records of private and government owned estates in the state, a situation he blamed on the last administration. He revealed that the management of ISHC inherited fifty million naira (N50m) debt profile, five month workers' salary arrears, and over 70 court cases leading to the garnishing of the corporation's account. "We inherited a corporation that has no record whatsoever as to who owns some of the completed and uncompleted estates in Owerri and environs. We had a situation whereby lands are acquired, estates built and sold out without a dime being paid into the government's coffers through the corporation", Emeana said. "The corporation was run from hotel rooms. As we speak, the last general manager has not handed over vital documents to the new one. "The corporation was nonfunctional. We met five months salary arrears, 50 million debt profile and over 70 court cases. The corporation's account which had only about 1.2 million naira was also garnished by the courts. "It is a daunting task but we will create a corporation that will live up to the law that established. We have the mandate of the governor to provide affordable housing for the middle class and low income earners", he concluded. The general manager of ISHC, Arch. Chidi Okoli, said a lot of work has to be done to revive the corporation.

Philandering part-time church pastor Sam Kayode, 61, was jailed in 2016 for nine years for taking £4million from the Haberdashers’ Aske’s state school chain. The married father of four, who had three mistresses, tried to blame the theft on his late wife Grace and a young assistant, claiming they had transferred money to his account in a bid to smear him over his adulteries. Now his sentence has been almost doubled after barrister James Thacker, acting for the Crown Prosecution Service’s specialist fraud division, told a proceeds of crime confiscation hearing that he had spirited away around £3million, probably to Nigeria and Dubai. The lovers he showered with gifts might also face legal action. The hearing at Woolwich Crown Court earlier this month was told that after Kayode joined Haberdashers’ Aske’s in 1997, it expanded enormously and embraced ‘academy’ reforms that gave schools more control over their finances. Judge Nicholas Heathcote Williams said in his new judgment: ‘Over nearly seven years Kayode stole and defrauded over £4million from Haberdashers’ by transferring money from their account to his and his wife Grace’s.’ His boss, chief financial officer Paul Durgan, failed to notice any money was missing. Kayode was caught only when a school cleaner spotted bank account statements in his office. The accountant earned £57,000 a year for his work at the chain’s south-east London schools, but drove a fleet of cars including several Mercedes, an Audi TT and a £40,000 Infiniti, carried a £1,500 Louis Vuitton briefcase and wore £500 Gucci shoes. He has stopped claiming that his crimes were carried out by his late wife, who died of cancer in 2013 aged 53, and a junior employee. Haberdashers’ has recovered £571,000 from the sale of flats and houses he owned, but at least £2.75million remains potentially recoverable. Kayode was told that if he does not pay it all back by the end of this month he will be given an extra eight years. The judge said: ‘The defendant is a very selfish, greedy and dishonest man. His evidence has been characterised by pauses – while he is clearly calculating, not always accurately, what answers will help him and he may get away with – and by grudging, evasive replies.’ The court heard more than £1million of the missing money was funnelled to Nigeria, where his ‘second wife or girlfriend’ Olubunmi ‘Bunmi’ Halima, 35, managed his business. He gave £266,000 to Halima, more than £77,000 to a second girlfriend Yetunde Turtak in Dartford, Kent, and hundreds of thousands more to relatives and friends in Nigeria. Judge Heathcote Williams said he doubted every word but it ‘provides a clue where some of the hidden assets are’. A third alleged mistress, Toyin Lawal, 52, of Northfleet, Kent, told the Daily Mail they were not lovers and Kayode simply paid a month’s rent for her when he was a church pastor. Police took almost three years to charge Kayode after he was caught, giving him plenty of time to hide his fortune.
