Households under pressure as new electricity tariff due July 1

New electricity tariff takes effect from July 1, 2023

• Tinubu, NERC at crossroads as naira floating, inflation disrupt MYTO
• Energy cost may push households, SMEs’ spending to 70% amid unavailable electricity
• Stakeholders raise concerns over impacts on economy, poverty


Nigerians may need to brace up for tougher times as electricity tariff is set to increase by over 40 per cent in the coming days, a development which may eventually end all forms of energy subsidy in the country.

With a monthly subsidy of about N50 billion still in the electricity sector owing to revenue shortfall, the tariff hike due from July 1, may be another acid test for the President Bola Ahmed Tinubu administration’s market reform.

The administration has already removed subsidies on Premium Motor Spirit (PMS) and floated the naira, decisions that have complicated the price-setting of the Nigerian Electricity Regulatory Commission (NERC) 2022 Multi-Year Tariff Order (MYTO).

Although the power sector players have been unable to meet the threshold of supplying at least 5,000 megawatts a year after signing contracts with NERC, NERC’s current Service Based Tariff (SBT) was benchmarked on an exchange rate of N441/$ and inflation of 16.97 per cent.

Going by the NERC’s orders, in 2015, the average tariff across distribution companies (DisCos) and classes of end-users was N25 kilowatt, in order of 198/2020, which came into effect on September 1, 2020. The average tariff went to N60 per kilowatt; in the MYTO for 2022, the average tariff was N64 across classes of customers.

The foreign exchange rate used in determining the 2015 tariff was N198.97/$, N383.80/$ was used in 2020, while N441.78/$ was used in 2022. The inflation used in the 2015 MYTO was 8.3 per cent, 12 per cent was used in 2020 and 16.97 per cent in 2022.

Currently, the inflation rate is 22.41 per cent and some experts have projected that it would hit 30 per cent by the end of June given the floating of the naira and subsidy removal on PMS.

Coming as the metering gap remained at over seven million, gas prices, losses and actual generation capacity are other elements in determining the tariff.

While NERC’s projected tariff for July 2023 was expected to remove subsidy and increase the previously frozen tariff band D and E, increasing the bands from N54.59/kilowatt to N62.16 for band D and N48.37/kilowatt to N61.16 on average with an average increase across the bands moving to N67/kilowatt, the prevailing floating of the naira and spike in inflation is projected to move the new average tariff to about N88/kilowatt for the sector to recover the cost.

Most stakeholders told The Guardian that while the increase is unavoidable due to the changes in the parameters, households and small businesses, which should power the economy, may head for serious problems with energy costs alone rising to over 70 per cent as purchasing power remains a challenge in the face of unemployment and poverty.

At the time of filing this report, available electricity on the grid stood at 3,057.7MW from 17 power plants. The average load intake of all the DisCos in the last four months averaged 3,000MW, a development that follows the persistent push to make the DisCos meet up with 100 per cent of their remittance orders.

With the question of affordability emerging as a major consideration as the grid remains unreliable, forcing it to make losses, stakeholders have expressed fear that Nigerian Electricity Supply Market may face tougher times managing outlook due to apathy that may come from consumers who are losing hope in the system and resorting to alternative energy.

Energy expert, Prof Wunmi Iledare, said the restructuring of the forex market creates worries as it appears as a devaluation of the naira, adding that he’s not comfortable blaming subsidy removal and paying the right tariff for decoupling Nigeria’s economy from forex instability.

According to him, people must support the government in its effort to stop the dollarisation of its economy even if electricity tariff and petroleum products prices rise to a not-too-comfortable market-clearing price.

Iledare, however, questioned the current energy pricing in the country, adding that the PMS pricing which stayed after the NNPC announcement is anticompetitive based on the dominant firm market structure.

“Price hike cannot just depend on forex in the electricity market. Market fundamentals are key to rate determination in a decreasing cost industry producing essential commodities, like power,” Iledare noted.

Energy lawyer, Madaki Ameh, said the never-ending upward reviews of power tariffs have become some sort of blackmail on electricity consumers and should be addressed through the Consumer Protection Council or an organized body of electricity consumers.

“Indexing the cost of electricity on the dollar is a huge mistake because most of the inputs for electricity supply are local. The DisCos are also holding Nigerians to ransom by failing to increase the supply base, thereby spreading the tariffs across a broader spectrum of consumers to reduce the unit cost of electricity,” Ameh said.

He insisted that as long as there remain many unmetered consumers and many others not connected to the grid at all, the few consumers on the grid would continue to be subjected to unjust tariffs, which are not reflective of the quality of service delivered.

Ameh hoped that the signing into law of the new Electricity Act would mark “the beginning of light at the end of the long tunnel of inefficient and epileptic power supply in Nigeria.”

President of Nigeria Consumer Protection Network, Kunle Olubiyo stated that while the last major review of electricity tariff was benchmarked at $1/N400, the floating of Naira and harmonisation of the exchange rate put the exchange rate at about N750/$.

“It will affect the tariff template and result in an upward review of electricity tariff.

“As important as this may be, two things are quite imperative to help in achieving a win-win for the demand and supply side of the coin.

Moving forward, governments through relevant regulatory institutions should liberalize end users’ customers ‘ access to effective metering and mass metering to help in drastically closing the ever-increasing huge metering gaps,” Olubiyo said.
He asked the government to look into gas pricing and align it with domestic gas obligations.

“Gas to power generation plants/ thermal plants should be allowed to access gas which should be traded in local currency,” Olubiyo said.

Electricity Market Analyst, Lanre Elatuyi said the new tariff rate would have an impact on the tariff, stressing that the “naira devaluation is a big challenge to companies with dollar loans to pay,” a development, which he said, would affect the power generators who have dollar loans repayment obligations.

“They will need more naira today to buy a dollar. They need to manage their exposure to foreign exchange risk. Even operators of hydro plants pay their concession fees in dollars. So, wholesale electricity price will be adjusted upward and this will get to the end users’ tariffs too,” Elatuyi said.

Executive Director at PowerUp Initiatives For Electricity Rights (PowerUp Nigeria) Adetayo Adegbemle said while increasing tariff appears normal due to the prevailing situation, there is a need to review the whole process and encourage basing the electricity tariff against the naira going forward.
“We have seen changes in the review yardstick before, and this could be an opportunity to review our tariff process,” he stated.

Former President of the Chartered Institute of Bankers of Nigeria (CIBN) and professor of Economics at Babcock University, Segun Ajibola, said there is still a disconnect between the cost of electricity and the value exchange.
“Nigerians are still struggling to keep pace with the cost of energy for business and household use. If the electricity tariff goes up as envisaged, the question remains if there will be value for the quantum of electricity so paid for.

“The truth remains that if electricity supply is constant, of the right quantity and quality, the envisaged upward review in the tariff will be gladly absorbed by the populace,” he said.

Ajibola disclosed that the positive multiplier effects of a regular power supply in a country like Nigeria would more than compensate for the anticipated increase in electricity tariff when the increase is compared with the cost of alternative sources of energy to SMES, other businesses and households.

He noted that in the long run, the costs of some of the public infrastructures to the populace are expected to in the short run rise to the peak, then flatten and decline subsequently.

“I believe the short-run pains of the higher cost of hitherto subsidized public infrastructures will turn to long-run joy for the generality of Nigerians with improved quality of management and accountability in our government-owned suppliers of those services.

“The move to open up the production and supply of those items and services such as fuel, electricity and transportation is designed, I believe, to promote economic efficiency and accountability in making the products and services available for the generality of Nigerians.

And if the current efforts at driving such public sector accountability are sustained, which I believe the new administration has the wherewithal to do, then Nigeria is on the march towards greater greatness,” Ajibola said.

Ondo communities protest incessant killings, kidnappings by herdsmen

Residents of Ose Local Council Area of Ondo have cried out to the state government to protect them from incessant attacks, killings, destructions and abductions by suspected herdsmen.

The aggrieved residents in a “save our soul” protest to the state secretariat of the Nigerian Union of Journalists (NUJ) in Akure, on Thursday, decried how the suspected herdsmen have been terrorising their communities.


They identified the communities as; Ijagba, Imoru Arimogija, Ute, Molege, and Okelusi, among others.

Sunday Ogoh, a spokesperson for the protesting communities, revealed that the unwholesome activities of the armed men have become worrisome.

Mr Ogoh described the attackers as terrorists, saying the residents of the communities, who are mostly farmers could no longer sleep.

“As we speak, we can’t even visit our farms because of these attacks. These gunmen who are herdsmen have taken over everywhere. They always hide by the farm road and swap on our people and abduct them for ransom,” he told reporters.


According to him, their protest was triggered by a fresh attack on one of the residents of the community.

He said the victim, Ohiremen Isaac Odeh, a local farmer in Ijagba, was waylaid and kidnapped by the gunmen and later killed after ransom of four hundred thousand naira.

While stressing that the sad incidents have destabilised the community, Mr Ogoh noted that many residents now live in palpable fear due to threats from the attackers.

“In the last two years, we have lost over 20 community members to the incessant attacks. Aside from Mr Odeh, we lost one of our brothers, Bola Adelegbe to the attacks by the gunmen.

“As a result of this, we are appealing to the state government to give urgently come to our aid. They should give us a strong military base that would be manning our roads to reduce this incessant kidnapping and killings in our communities,” he added.


He further noted that there was a need to allow the state government and the whole world to know what was going on in the affected communities.

Mr Ogoh, however, revealed that the incessant attacks and kidnappings by the gunmen have forced the farmers to abandon their farmlands.

“We have written the state government on several occasions but we are not getting the response we want. So, we want security provide for us because we are tired.

“And one of their hideouts is the tick forest in Okeluse, which they use as their den.”

He added, “Anytime they are kidnapped, they will always ask for ransom and if you don’t give them the money within two days, they will kill the victim. We have been experiencing this for the last two years now.”

Funmilayo Odunlami-Omisanya, the spokesperson for the police in Ondo, confirmed the attacks on the residents of the communities.


Mrs Odunlami-Omisanya said that the police had been after the perpetrators, vowing that “they would be brought to book soon.”

21 Persons Killed In Plateau State In Fresh Crisis

No fewer than 21 persons including a clergyman were killed in Plateau State communities during an attack on Sunday night in Rim, Jol, Kwi communities of Riyom Local Government and Gana-Ropp community in Barkin Ladi LGA.



The latest incident is coming hours after two herders who were returning from rearing were shot dead in Fas community of Riyom LGA on Sunday evening.



The spokesperson of the state police command, DSP Alabo Alfred, confirmed the two incidents, adding that the security personnel were on top of the situation.


The police said “The two Fulani were killed first while the second attacks were launched later in the night. The commissioner of police has visited the scene of the incident. We are investigating the cause of the attack.”

Daily Trust reports that the gunmen invaded the villages when the residents of the affected communities were sleeping.



Rwang Tengwong, National Publicity Secretary of Berom Youth Movement who also confirmed the incident narrated that “Two persons were killed in Rim village of Riyom Local Government Area, seven killed in Jol, eleven in Kwi while a clergyman, Reverend Nichodemus Kim was killed in Gana-Ropp Barkin Ladi LGA.”



The YBM called on the federal and state to come up with new strategies to address the security situation in the country and particularly in Plateau State.



Meanwhile, the Governor of Plateau State, Barr Caleb Manasseh Mutfwang has approved the appointment of Brigadier General Gakji Goshwe Shipi (Rtd) as his Special Adviser on Security and Homeland Safety.



The state has been experiencing ethno-religious conflicts for more than two decades, in which hundreds of people have been killed.

Recently, more than 150 people were killed in the villages of Mangu LGA, including women and children. Gen Shipi, until his appointment, was teaching security studies and strategy at the Army War College, Abuja.



A statement by the governor’s Director of Press and Public Affairs, Gyang Bere, said the security adviser was expected to bring his wealth of experience to bear in his new assignment by piloting and implementing the security dimension of the governance vision of Governor Mutfwang for a stable and prosperous Plateau State.

Terrorists Attack Niger State Communities, Kill 15 Farmers, 13 Vigilantes, Abduct Scores Of Residents

At least 15 farmers and 13 vigilante members have been killed while scores of people including women and girls were abducted from various communities in Rafi Local Government Area of Niger State by armed bandits.
The farmers were killed on Saturday, just a day after 13 vigilante members were killed and many villagers abducted in Kusharki village.
A community leader in one of the villages who confirmed the attack but preferred hidden identity for security reasons, claimed that the bandits have resumed attacks with full force in some villages in the local government.
Speaking with Channels TV, the community leader who called on the state government and security agencies to come to their aid to ameliorate their hardship, said that the community had been under siege by bandits in the last two weeks as the situation had worsened.
The Senator representing Niger East Senatorial District, Mohammed Sani Musa, also confirmed the attack on Sunday, and expressed concern that the bandits had resumed attacks in four local government councils of Rafi, Paikoro, Munya and Shiroro that form part of his constituency.
However, Senator Musa expressed confidence that President Bola Tinubu administration would soon deal with security challenges in the state and Nigeria at large.
The Niger State Police Public Relations Officer, DSP Wasiu Abiodun, who also confirmed the attack, however could not confirm the exact casualty figure, rather, he said that the police in collaboration with the military have been dispatched to Yakila, Tegina, Kagara, Pandogari, Kusherki and other villages to restore normalcy in the affected areas.

Nigerian and New Zealand professional mixed martial artist Israel Mobolaji Adesanya has given his perspective on religion and God.

The Last Stylebender, who is the reigning Ultimate Fighting Championship (UFC) middleweight title holder, has a unique perspective on God.

He appeared on the ImPaulsive podcast recently with presenters Mike Majlak and American social media personality, actor, and professional wrestler Logan Paul.

Israel Adesanya on Sunday School and God

Adesanya on the podcast was asked by Logan Paul about his spirituality, and his response was fascinating.

He went into a detailed description of his journey with religion over the years.

According to Adesanya, he began to question God as the sovereign creator of the world based on who created him.

Adesanya, who recently reclaimed the UFC middleweight title from Brazilian Alex Pereira, detailed that his questions about God started when he was about seven.

He explained that it started in Sunday school, where his curiosity about who created God came from.

Adesanya responded with a detailed breakdown, he said, "I'm spiritual. I love LA and Vegas.

“I love those places, but actually, if even in Vegas, I just have to live off the strip same way.

"I'm human at the end of the day I'm regular I'm just another dude but I do extraordinary.


"I grew up in a religious household, but when I was young Sunday school.

“I remember asking like my Sunday school teacher well if God made the world then who made God and no one had an answer for me.

"I asked my parents and then what I asked my housemates and one of my aunties remember.

“I kept on asking for like a whole week and she goes if you keep asking that question you go mad.


That was when I was like okay I don't think these adults really know what's happening I think because I was probably like seven eight.

Adesanya also on the Impaulsive podcast with Logan Paul, detailed a comparison with NBA great Michael Jordan.

In addition to his view about God, he continued, "I remember thinking like no one has it like because it's a simple question.

“I was like all right God made the world in seven days he created let they be like boom Genesis you know whatever verse that is.

"Then I remember just like asking like well if God made the world who made God and then knowing how to answer for me.

"I now over the years I've gone through our Renaissance with religion in a sense where like I know how many people wrote the Bible.

"I know it's written by so many different men it was misconstrued, and then there's the new Kim Kings James version."

Adesanya is now expected to return to action later this year to face the winner of the eliminator between Dricus du Plessis and Robert Whittaker.

The assailants abducted the travellers in Isua, Akoko South-East Local Government Area of Ondo State.

The victims were in transit from Lagos to Abuja in an 18-passenger bus when the gunmen attacked their vehicle.

A source who confirmed the incident to Daily Trust in Akure, the state capital, said the attackers whisked the travelers into the bush.

The source, who preferred not to be named for security reasons, said the incident had been reported to the security agents.


The gunmen waylaid their bus and marched them (victims) into the forest leaving only three of the passengers behind,” he said.

It was gathered that operatives of the Nigeria Police Force, Amotekun Corps, Army and Nigeria Security and Civil Defence Corps (NSCDC) immediately swung into action and rescued some of the victims.


Confirming the incident, Police Public Relations Officer (PPRO), in the state, Funmilayo Odunlami-Omisanya, said one of the kidnappers was shot dead when the security men engaged them in a gun battle.

In Kwara, gunmen abducted four persons, including a vigilante in Asa Local Government of the state.

Hon Aliyu Wahab Opekunle, who represented the district in the 9th Kwara assembly said “Four captives are still with the kidnappers and we have not heard from them yet.”

The Police Public Relations Officer (PPRO) of the state police command, Okasanmi Ajayi, who also confirmed the incident, said that the command was on top of the situation to rescue the kidnapped victims.
