If teachers were United there should be at least a benchmark for renumeration. But they fire and hire at will. In short some don't have standardized structure of payment for qualifications. A B.ed graduate who is supposed to be collecting much more in terms of payment in his/het own sector may be receiving less than a B.eng that is operating in the educational sector

Since you have gotten an apartment, park your belongings and charge him for assault, battery and constituting nuisance.
