I speak Igbo,English,Pidgin English(if u're taking it seperate from English),French,Bisaya/cebuano(though not as fluent as i speak the others but understand a lot of it and am still learning it),understands little spanish & portuguese.

I haven't heard of unemployed persons paying tax, but if such is been done in some states especially lagos(as you said) then the government should be queried.
