The Lagos State Government has revoked all existing building permits and ordered builders to reapply for validation to continue construction. 
The Special Adviser to Governor Babajide Sanwo-Olu on e-GIS and Urban Development, Dr Olajide Babatunde, said this during a visit to the collapsed building site in Maryland, Ikeja, on Saturday.
Mr Babatunde was accompanied by Gbolahun Oki, the General Manager, Lagos State Building Collapse Agency, LASBCA, and some executive members.
A building under construction collapsed on Thursday at 13, Wilson Mba Street, Arowojobe Estate, Maryland, Lagos, killing five workers.
He said: “All commencement certifications in Lagos are revoked effective immediately. This applies to everyone with a construction site, including those in the big five category.
“Return to the LASBCA office to revalidate that document, if you decide not to go for the revalidation of that documentation, we are going to seal that site.’’
He expressed deep sorrow over the incident and emphasised that such occurrences should not happen.
Mr Babatunde who acknowledged government’s responsibility in preventing building collapse blamed property owners and developers for negligence and for violating building regulations.
He stressed the importance of obtaining a Certificate of Completion or Fitness for Habitation before occupying a building.
Mr Babatunde added that the government would prosecute anyone found violating this rule.
He noted that the government had strict regulations regarding building construction and occupancy.
Mr Babatunde said that buildings must be certified by LASBCA before habitation and failure to comply, a criminal offence.
He disclosed that LASBCA would increase enforcement, including using private consultants to inspect buildings.
Mr Babatunde said that the agency had taken steps to enforce building regulations, including issuing stop-work orders and sealing of buildings.
He said that the agency was still faced with some challenges due to limited resources and hostile developers.
He called on private professionals to collaborate with the government to strengthen building regulation enforcement in the state.
The General Manager of LASBCA, Gbolahun Oki, outlined the agency’s response to the recent building collapse and its plans for preventing future incidents.
Mr Oki said that LASBCA would conduct comprehensive inspection of buildings in the affected estate, marking and demolishing those deemed unsafe.
He explained that the area affected by the collapse had poor soil conditions, emphasising the need for rigorous building inspections and approvals.
He said that all construction sites must have a full team of professionals (architect, structural engineer, electrical, mechanical, and builder) to ensure adherence to building codes.
Mr Oki said that the agency would strictly enforce construction hours (7 .00 a.m. to 7.00 p.m.) and prohibit on-site sleeping to improve worker safety.
He said the agency would expand its capacity through a public-private partnership to enhance building control and inspection.
Earlier, Florence Agbaye, Director Inspectorate and Quality Control, Ikeja Division, highlighted the role of the department and the challenges faced in ensuring building safety in Lagos.
Mrs Agbaye said that developers often continue work illegally despite serving of notices and sealing of construction sites.
She said a case in point was the present collapsed building which had received notices and seals, but construction continued illegally.
She said that many developers failed to invite the department for required stage inspections.
“We are supposed to inspect every construction at every stage of work but to our amazement, most construction don’t invite LASBCA for stage inspection, like the sites that we are on today,” Mr Agbaye said. https://dailynigerian.com/lagos-govt-revokes-existing/

The Minister of Works, Senator David Umahi, has said that if not for President Bola Tinubu, Nigeria would have been a failed country.  Umahi, who stated this while reacting to the outcome of the local government election, he described as peaceful and successful, also warned any Igbo person or Nigeria planning to protest against the administration to be mischievous. He also advised Nigerians to change their level and hour of productivity to improve their standard of living.  “Protest has never favoured an Igbo man. Igbo man needs to be busy twenty-four hours. You do not get involved in something that you do not know anything about. By the way, what are people protesting about? Without the coming of President Tinubu, we would have had a failed country. “The job is cheap when you are not the one doing it. When people say there is hunger, tell us the solution to hunger. It is not just to be talking, talking and talking. I was going around talking to my private workers. “I say yes, you are doing this and you are being paid seventy thousand naira, but I said with this seventy thousand, you cannot marry a wife with it, you cannot send your children to school with it, so you need something extra to do. And this place you are working, you are not doing more than three hours of work in a day, which means the effort and productivity in this country are very low. “There is no way we can improve our standard of living if we do not improve on our productivity and hours we put in. Look at the Chinese, we should be able to tell ourselves the basic truth. When I was Governor when Saturday and Sunday were coming, I was always very angry. If the rain should start falling so that agriculture can prevail, I will be happy. “I can remember when I was in the private sector, I was pushing for more productivity hours. One day there was rain falling and that worker was late now, from Isu, he said rain is falling he said yes what do I want him to do; he was very happy, but the person that was paying was in pain when the work was not being done, but the person that is working is happy that he is collecting money. “Today, we can grow yam in bags, we can grow tomatoes, we can grow pepper. Sometimes, I feel like coming back home because of my greenhouse. If you go there, I cultivate a lot of yams. Now, I want to start growing rice in bags. Everybody has something to do. We should not as a people be buying pepper. We should not be buying tomatoes. We should be able to get bags and fill them with manure and plant these things in front of our houses.“So, I am advocating, when we say we are protesting, when we say there is hunger, it is the responsibility of everybody. No matter how much the federal government injects into the system and palliatives, we must change our working hours. We must change our level of productivity because if we have all the working tools and you do not deploy them, there will be no result. “I support what the President is doing. The CNG buses, a lot of palliatives, trade monies, monies to the vulnerable families, agricultural inputs, giving out rice and fertilisers to our farmers, to indigent women and men. These are very important. But we must be committed and faithful to it. “We must change the narratives. The government cannot do everything for you, but you have to leverage the magnanimity of Mr President to change the course of things. This is my position.
