The ruling All Progressives Congress (APC) has accused the Peoples Democratic Party (PDP) of being responsible for the recent borrowing by the Muhammadu Buhari government. Recall that Buhari had asked the National Assembly to approve $4.054bn, €710m and $125m fresh external loans to fund critical projects in the country. But the PDP asked the National Assembly to reject the President’s request and probe the spending of all loans collected so far by the Buhari government. In a statement on Wednesday, Secretary of the APC Caretaker/Extraordinary Convention Planning Committee, Sen John James Akpanudoedehe, said the 16 years of misrule of the PDP was responsible for the foreign loans request. ![]() Akpanudoedehe added that the APC-led government is borrowing to finance the deficit in the 2021 budget and develop critical infrastructure in the country. He stated that the projects when completed will stimulate economic growth, generate jobs, reduce poverty and improve the general well-being of the citizens. The APC scribe, however, welcomes the continued and multi-partisan cooperation which exists between the executive and legislature on national issues. The statement reads: “Unlike in the brazen looting days of the PDP, the borrowings are designed to finance the deficit in the 2021 budget to enable the realisation of the Nigerian Economic Sustainability Plan that touches key sectors such as infrastructure development, boosting healthcare services, strengthening agriculture to deepen food security, more energy generation and continued tackling of the ravaging COVID-19 global pandemic. “From the forgone, it is abundantly clear that the borrowing is hinged on genuine needs and based on the necessity to strengthen the foundation of the national economy and achieve the desired primary purpose of the government of uplifting the living standard of the citizens. “It was in PDP’s era that loans to fund power generation, purchase arms and ammunition to fight a raging insurgency was misappropriated and diverted to fund PDP activities; and the borrowed money ultimately found its way to the pockets of cronies, friends and family members of administration officials. Nigeria is still servicing a $460 million loan taken from China to fund a phoney Abuja Closed-Circuit Television (CCTV) contract awarded in August 2010. “Nigerians should also reflect and recall that the PDP had in its 16 years of misrule pushed the country into a dark ditch of insolvency, and a period in which most state governments could not pay workers salaries, not even the minimum wage, or settle contractors’ bills and cater for patients in hospitals, to name a few. “In a welcome and commendable change, the Buhari-led administration through its economic management skills bailed out states to pay salary backlogs and embarked on large-scale infrastructure development projects that stimulated the economy and exited the era of insolvency and recession caused by the ineptitude of the PDP administration. “The APC welcomes the continued and multi-partisan cooperation which exists between the executive and legislature on national issues. This will ensure good governance, particularly in the area of economic development. Buhari regime to reintegrate surrendering bandits back into society: Police Minister Dangyadi Nigeria’s minister of police affairs, Mohammed Dangyadi, says the regime of President Muhammadu Buhari plans to reintegrate back into the society bandits who surrender to the federal government. Asked by Channels TV on Tuesday if the President Muhammadu Buhari regime was considering amnesty for them, Mr Dangyadi said the Buhari regime was listening to surrendering bandits and is ready to receive and reintegrate them into the society. “When you talk of amnesty, it is a relative term. What the federal government is trying to say is that let us try and see those who have surrendered their arms, let us listen to them, let us chronicle them, let us receive them. We cannot just throw them away because they are Nigerians,” Mr Dangyadi said. Citing international law, Mr Dangyadi said though bandits have committed crimes, those that surrender would be received and reintegrated into the society. “Of course, they are criminals; they have committed atrocities, committed crimes. But, according to international law, when you surrender from war, you are not killed or maimed,” Mr Dangyadi said, adding, “You are allowed to have your say.” According to the minister, the Buhari regime was “listening to them and seeing how we can integrate them into the larger society. But the question of giving them amnesty, I don’t think that is the way to go. What we are trying to do is to get them to settle in their various communities and let them have a means of livelihood.” Mr Dangyadi’s statement comes a few days after Katsina governor Aminu Masari kicked against any form of amnesty for bandits. Mr Masari, who said Fulanis are the bandits killing and abducting across the North-East, said efforts in the past to get bandits to embrace peace have failed. Last weekend, bandits struck a forward operating base in Mutumji, Dansadau, about 80 kilometres south of the capital Gusau, at about 10:30 a.m. on Saturday, killing 12 persons, Peoples Gazette reported. Before last week’s attack in Zamfara, bandits have bombed a Nigerian Airforce jet in Zamfara, attacked Nigerian Defence Academy in Kaduna, and coordinated attacks that have left scores dead and hundreds abducted across Kaduna, Kebbi, Katsina, Niger and Zamfara states. Nigeria has sent a signal that the recovery in global oil demand still has some way to go, with volumes of its next month’s loading struggling to find buyers, even among its main customers, a Bloomberg report has indicated. As much as two-thirds of Nigeria’s crude for October export were yet to find buyers, according to traders specialising in the West African market, whose volume is enough to fill 30 Suezmax tankers, each carrying one million barrels of oil. Indian Oil Corporation (IOC), Asia’s biggest buyer of Nigerian crude from the region had disappointed the market for a second week, compounding already sluggish sales to Europe, the producer’s other main market, the sources said. The news medium reported that earnings for ships hauling West African oil to that region were at the lowest level in a month. The state oil refining giant purchased just two million barrels of Nigerian oil in its latest tender, after a 1-million-barrel buy the previous week as opposed to the IOC typically buying as much as 20 million barrels of West African crude per month before the pandemic. THISDAY recently exclusively reported that India, Netherlands and Spain, according to a Nigerian National Petroleum Corporation (NNPC) document, topped over 50 countries cutting across Western Europe, Oceania/Pacific, South America, North America, Middle East, Asia and Far East as well as Africa, which are favourite destinations for Nigeria’s oil. Last year, India led the pack of buyers of Nigeria’s crude for the 2020 trading year with 107.89 million barrels, followed by Netherlands with 73 million barrels and Spain with a total quantity of 70.4 million barrels. As the United States turned its back on Nigeria’s crude because it was more expensive due to its top quality, India and other countries had upped their hydrocarbons trade with Nigeria, the data obtained by THISDAY showed. Meanwhile, oil rose to briefly top $73 a barrel at the weekend, supported by growing signs of supply tightness in the United States as a result of Hurricane Ida and as U.S.-China trade hopes gave riskier assets a boost. About three quarters of the U.S. Gulf’s offshore oil production, or about 1.4 million barrels per day, has remained halted since late August, which is roughly equal to what OPEC member Nigeria produces. Brent crude rose to settle at $1.47, or 2.3 per cent, to $72.92, while the session high was $73.15 a barrel as United States West Texas Intermediate (WTI) crude rose $1.58, or 2.3 per cent to $69.72. Both grades posted a small gain on the week, but Brent rallied 41 per cent this year on supply cuts by the Organisation of the Petroleum Exporting Countries (OPEC) and some demand recovery from the pandemic. Oil and equity markets also got a boost from news of a call between U.S. President Joe Biden and his Chinese counterpart Xi Jinping, raising hopes for warmer relations and more global trade. The United States added rigs in the latest week, energy service provider Baker Hughes said, indicating production may rise in coming weeks.
