It took careful planning, excellent implementation, and—most importantly—new financing sources to improve security and foster physical and economic growth.

The federal government of Nigeria, which was governed by a rival political party, was given enormous authority by the constitution, and Tinubu must function in a democratic context. The central government exercised sole control over all national police forces and dispersed the federal funds that supported state budgets at its "discretion".

And in the case of Lagos an allocation freeze. Any effort to impose extra taxes or create new security units was met with political and legal barriers.

Just a few months after taking office, Tinubu worked with the state division of the national police to create the Rapid Response Squad in order to halt bank robberies and other significant crimes that endangered public order and resulted in a number of casualties. The government partially funded the squad's additional training and acquisition of equipment.

Traffic and environmental rules are enforced by officers from LASTMA and KAI, respectively. In 2000 and 2003, respectively, Tinubu founded LASTMA and KAI.

Lagos also had to deal with an under-resourced, under-trained, and demoralized police force as a result of the widespread criminality. In broad daylight, violent thugs robbed banks and criminals ransacked ships in Lagos harbor.

Gangs dealt in illegal substances, robbed people, and demanded money from businesses.
The populace frequently mistrusted both the police and the courts, and frequently regarded the local judicial system as being allegedly corrupt and helpless.

Area boys from the neighborhood may be deemed unpleasant and detrimental to the idea of a megacity. By channeling the energy of area boys toward activities that are more constructive, the Tinubu administrations tried to reduce the "commotion" they cause.

The state offered employment opportunities in sectors including traffic and environmental policing. The focus of Tinubu's strategy for the local lads was on job creation and training. Capacity building and moral reawakening. In effect restoring the Dignity of youths.

Because of his backing for these groups, he was occasionally referred to as the "Area Boy Governor," as Kaye Whiteman has remarked. And now the #citiBOY.

Tinubu is quoted by Whiteman as saying, "These are my boys: I care for them." During the Tinubu administration, many area boys started working at jobs that resembled their earlier unpaid pastimes, such keeping an eye on parking lots.
Additionally, the Lagos State Traffic Management Authority and the Kick Against Indiscipline (KAI) Brigade both employed area boys.

The Area Boys are young, unemployed groups that patrol public areas and use frequent, weak kinds of coercion in exchange for services such as watching after cars or simply ensuring that people got through traffic.

Because they are common in commercial settings, they prey on business owners and traders. Area Boys have taken part in riots and thefts even though they typically don't commit violent crimes.
