One time Member of the Federal House of Representatives, Hon ThankGod Ezeani, has frowned at the Imo State government's treatment of civil servants in the State, even as he dismissed Gov Rochas Okorocha’s administration as a total failure.

Hon. Ezeani made his feelings known while fielding questions from newsmen in Owerri the Imo State capital, Tuesday, on the condition of Imo State workers as the nation observed Workers Day last Monday.

Ezeani, who was the All Progressive Grand Alliance (APGA) Senatorial candidate for Imo West Senatorial district in the 2015 general elections, said that he was perturbed and unhappy about the plight of workers in the State.

"How can I be impressed? He asked, when asked if he was impressive on the welfare of Imo workers. "I am not impressed with the State government's handling of workers welfare, because I am an employer of labour, I know what it is to engage a staff and what it means when at the end of the months they don't get their remuneration."

"I can't be impressed when Imo workers are paid 40% of their salary. It's unfortunate that Imo workers are grossly exploited. Even with the high rate of inflation, the minimum wage is still 18,000. I think the reason for governance should be to cater for the welfare of the citizens," he reasoned.

The economist and academician, however, advised Imo workers to be careful before electing who rules the State in future. He urged them to thoroughly assess the governorship candidates with special attention to their pedigree and antecedents. According to him, this would help avert a repeat of what he feels was a mistake in 2011, which enthroned the present Okorocha administration in the Eastern Heartland.

Commenting further, the PDP stalwart opined that the opposition party remains the one to beat in 2019. He posited that PDP is a party made up of experienced people with better ideologies. The former lawmaker stated that PDP, now the opposition party catered for the need and entitlements of workers when in power, unlike the ruling party, APC, which he said was an emergency party consisting of inexperienced politicians that are bereft of clear cut ideologies and the ability, as well as will power to perform creditably.

Hon. Ezeani however called on the Gov Rochas Okorocha led Imo State government to as a matter of necessity and responsibility start showing sensitivity to the plight of workers and pensioners, by paying them their salaries and pensions in full, and promptly too.

The current Queen of Miss United Nations World Habitat, Queen Chikezie Stella Ijeoma has been extolled by several aid providers in Abia state, following the success of her penchant programme named #WashYourHand. The tireless humanitarian, recently launched a mega programme named #BackToClass programme. The #BackToSchool programme is targeted at arresting abysmally, the growing number of children out of school.
The current Queen of Miss United Nations World Habitat, in an @Instagram post this morning revealed that she has distributed school bags, school uniforms, sandals, shoes and writing materials.

“My Passion have always been to see that every child gets quality education, good health care and equal rights. This I had promised myself that at any point I get the opportunity to improve on the well being of any child in terms of health and education, I will do so wholeheartedly. I want to specially thank our partners who supported us actualizing one of my greatest desires to EACH ONE AID ONE FOUNDATION, on behalf of myself and the organising committee of the Miss UN-World Habitat, I say thank you for providing the school shoes, school bags and other school materials used to put smiles on the faces OF these kids. After my last visit to Ekenobizi Umuopara primary school, in Umuahia South LGA, i discover that not only did the school lack basic amenities for a conducive learning environment, the pupils also lacked items like school shoes and bags. The pupils wore either worn out shoes or no shoes at all and carried their learning materials in their hands and some in nylon bags, and this PROBLEM HAS MADE MOST OF THEM DROP OUT OF SCHOOL, SOME JUST COME TO SCHOOL ONCE IN A WHILE....This was indeed very sad to me, and that was how this passion was birthed, and the project named as "BACK TO CLASS PROJECT" We are not stopping in this school, we will continue to reach out to thousands of impoverished children because indeed this is a life changer to most of them, their families and communities at large.... You too can be a part of this project.. This project can be done in your village, or in a primary school close to You. We need all hands on deck to reach as many children as we can. Hon. Engr. Obinna Kingsley Onwubuariri, MHR, representing Isiala Mbano/Onuimo/Okigwe Federal constituency in the hallowed chambers of the National Assembly, yesterday being the 1st day of February 2017, emerged the winner as the most YOUTH FRIENDLY LEGISLATOR, defeating his counterparts such as Hon. Bede Eke and Hon. Hon Henry Nwawuba.

The award, which is billed to take place on the 25th of February 2017, is an award recognizing the political class of IMO crop of politicians to which Hon. Obinna belongs to. The award was initiated in 2014 by notable IMO sons and daughters to recognize, award and congratulate the lawmakers in the poise to better the life's of youths through their roles in youth building activities.

This prestigious award which led the light in the South East Geo political zone before sister awards came into existence, such as the Anambra's award which came onboard in 2015 and City People's Magazine which was birthed in 2015. It has gone thus to become a household name amongst the popolulace, as everyone showed eagerness to exercise his/her own franchise.

This years award saw a total number of over 262,000 votes. Notably, 70% of Imolites are on various Social Media platforms, so the votes came from multiples Platforms such as Facebook, WhatsApp, Email, Text Messages, Eskimi, Twitter Etc.

February is the second month of the year. Its name is derived from 'februa' a festival of purification in Rome; therefore according to Rev.21:5 it shall be your month of renewal; everything about you shall be made new in Jesus Christ name. Amen.

In the 2nd month of 600th year of Noah's life; the deep were broken and windows of heaven opened to lift up his Ark; I decree according to Hag.2:6 all things will work together to enhance your progress in Jesus Christ name. Amen.

Conversely, it was also in 2nd month of 601st year of Noah's life, the flooded earth was dried up enough for Noah to leave the Ark; as you step into February you step out into normalcy; lines will fall for you in pleasant places in Jesus Christ name. Amen.

It was in the 2nd month that the children of Israel got to the wilderness of Sin according to Exo.16:1, a place of divine provision and super abundance; therefore I decree February your month of no lack, all your needs shall be met in Jesus name. Amen.

SINGLE PARENTING AND CHILD ABUSE. (Part 1)

Yesterday morning, around thirty minutes gone pass the hour of seven, your sincerely was heading to world bank, to a friend's house. I was in a tricycle(keke) and all was going smoothly until we came to Control; Assumpta cathedral junction, I saw a group of people struggling with themselves to catch a glimpse of whatsoever the object was, my curiosity grew and I decided to alert from the three tyred vehicle, I went closer to the arena and behold I saw a beautiful new born kid, carefully wrapped in a wrapper and placed beside the gutter, I couldn't believe my eyes, yes I have heard stories of such barbaric and inhumane jingoism but never had i witnessed its occasion.

I stood there watching the innocent angel, who appears to be enjoying the cool morning air with the beams of smile on her/his face, i asked people around and they told me that they have contacted a motherless babies home, with the news i left to my initial location.

When I boarded another keke, My co passengers were raining curses on the lady and the mother of the baby for being wicked and evil, but i was engrossed with the thought of what the supposed lady passed through as a single parent, I thought about the bastard whose sperm fathered the child and his stupidity and cowardice not to stand and be counted when it mattered most.

Yes, I for one think that if the guy had not presumably ran away, if he had sticked around the lady and helped her to carry the cross, things wouldn't had degenerated to wishing the baby death by exposing him/her to dangers associated with the streets. I wondered within me what made the lady to do away with a child she harboured for nine solid months, so many questions bothered my mind, but to my mind, i believe that the societal fear of being mocked as a single mother and the ignominious and erroneous tagging of her baby, a bastard, overwhelmed her and herein I write to support all single and proud parents. Killing is an offence against Nature, Child abuse is a crime.

My friend, Akin asked how sweet is it to hold a new born
baby and feel the pride and joy it
brings?

A joyous time it is when a child is
born but to some it is not.
Remember, whether you're happy or
not, this is the beginning of another
task filled journey, a journey that will
take your time especially, to impart morals,
discipline and values.

Parenting itself is not an easy task,
and if you are a single parent, it becomes
tougher to raise your
child alone.
Bringing up children alone can be
very stressful I must admit.
If you are going through such now,
then I think you will find this article helpful.

There are several reasons why one
can become a single parent: death, divorce,
rape, ignorance, exuberance, sinful pleasure,
abandonment and
so on.
My dear single ladies, you need to
close up now or be left alone to
dance to the music of raising a
child alone.
Most men are after you for sex so
use your head.
If you see a Man/Woman that's
ready to be serious with you, don't
take them for granted.

Not every woman who is a single
parent is as a result of sinful
pleasure! Have you thought about rape?
And even if it is sexual pleasure, is
she not worthy to receive even if its
a little praise for keeping the baby rather
than terminating a life?

Christians should please take note,
this is common in the household of
faith, stigmatization I call it! Our Lord Jesus
Christ it in Luke 5:32 and Mark
2:17 that "I have not come to call
righteous people, but sinners, to repentance."
So? Why not get close and help the
little woman or even hear her out
than to pass judgment and criticize!

Let me quickly say kudos to the ones
that were abandoned during pregnancy,
raped or became a single mom as a
result of ignorance or fornication
(but now repented).
I want to let you know you’re the
strongest woman living, because
you had the opportunity to abort or
terminate the baby but you didn’t,
you decided to give life to that fetus
and bring him/her to the world to
make impact too, I really celebrate
you so much, you are a role model.

Stop seeing yourself as an outcast,
you are a role model, a strong, bold
and beautiful woman, take time to celebrate
yourself.
Love and celebrate yourself:
This is the very first step, you have
to stop seeing yourself as a minor
but a major, a victim but a victor.
Appreciate every bit of yourself,
settle with God, give yourself a treat,
occasionally take time to relax
especially to sleep and eat good food.

Do some physical exercises, hang
out with friends that still cares and
if none go alone and enjoy yourself.
All these is to reduce the mental
stress and avoiding some health
issues that comes with depression
and sadness.
Make new friends if need be and
take time to practice your hobby,
do what makes you happy.

Remain Positive To Yourself.:
Do not because of the situation
lose hope of rising again and also speak
negative words into the life
of your ward. 'The thief comes only
to steal and kill and destroy; I have come
that they may have life, and
have it to the full.' John 10:10.
Be positive even when all things around are
negative, your child is watching you.

Never raise your child with anger or bitterness
lest you transfer that trait
into their life permanently.
This will terribly affect their life and
future.
Be honest with your kid(s), look
beyond the present situation to a
better future.
In case you are incapable of doing
all these, please feel free to ask for help
from people who has passed through such
stage, it will help
more.

Wednesday, 17th January 2017, the House of Representative; House Committee Chairman on Nigeria - Serbia Relations; Hon. (Engr.) Obinna Kingsley Onwubuariri MHR led his committee members to an interactive session cum courtesy visit to the Embassy of the Republic of Serbian Ambassador, Mirko Manojlovic -Charge d` Affaires a.i.

This is a House Committee charged with the responsibility of strengthening and consolidating the bilateral relations between our two Countries; Hon. Chairman of the committee said in his opening speech.

Serbia in the past offered technical assistance in the area of training of some Nigerian Pilots under capacity building agreement and also offering about 20 Nigerians students scholarship under Serbia's international scholarship scheme.

The committee emphasized to the Ambassador about the seven (7) outstanding treaties/agreement's to be ratified by both counties such as Draft Agreement on improvement of Trade relations; Draft Agreement on Avoidance of double taxation, etc demanding that this bilateral agreements be ratified.

Mirko Manojlovic the Ambassador expressed his joy for the August visit, stating that the two countries can harness many opportunities and untapped potentials in sectors of the economy like Agriculture, Education, Technology, Sports, Medicine etc, and promised to revive the trade relations.

Cities are, in many ways, like living organisms. Each citizen is like a cell, each institution is like an organ, and the entrepreneurs, like commuters responsible for connecting the parts of the city and moving goods and people from one place to another, is like the circulatory system. This system is so crucial to an organism that one single blockage can render the entire body incapacitated.


In Nigeria, a country of approximately 173.6 million people and the financial center of Africa, there is high need for entrepreneurs. The financial institutions are deeply flawed, and, like an unhealthy circulatory system, this causes specific problems that make the city less sustainable, safe, and inclusive. If the economic system is overhauled with a focus on expanding the entrepreneurship networks, it can address these specific problems and make progress toward achieving the goal of a stable economy.

By the past years, it has been discovered clearly that the government is hindering Entrepreneurship and this has created a big menace, as 70.5 percent of the country's population largely depend on white-collar jobs; reason being that the government isn't supportive.
With millions of job seekers on the streets of Nigeria, the dominance of the white-collar job as a means of livelihood poses a sustainability and safety threat that can be alleviated with an entrepreneurship network. The dependence on white-collar jobs for livelihood is so great that the biggest job seekers ever recorded in a test - 45,000 - which needed only 150 people occurred in Nigeria. This can make daily living very difficult.

My School, for example, provides at least 3,000 graduates every year. Considering that the population of the country continues to grow by the mmday, reliance on white-collar jobs is simply unsustainable and will lead to increased poverty and economic meltdown.


Furthermore, the millions of job-seekers in Nigeria constitute an immense threat to the economic sustainability of the country. They contribute to the increasing crime rate as "an idle man is the devil's workshop". Thus the dependence on graduate jobs must be reduced in order to promote sustainability and security, How? With an Entrepreneurship Programme.


A survey held by a Nigerian statistical organization revealed that 59 percent of Nigerians were of the view that the surest way to reduce poverty is to increase Entrepreneurship studies and skills acquisition. With the economy as frustrating as it is in Nigeria, many citizens would certainly be eager to undergo entrepreneurship programmes if they could, but they have no choice but to rely on white-collar jobs because the programmes don't have centres in their neighbourhoods.

The heavy dependence on white-collar jobs can be reduced by building more skill acquisition centres and adding entrepreneurship studies to the current academic curriculum and making it compulsory for both high schools and colleges, thereby making a more accessible network. If the Government of Nigeria takes these actions to expand the entrepreneurship programme for all, it could contribute to a safer and more sustainable future by minimizing the current reliance on government jobs for livelihood.
Not only would an introduction of entrepreneurship studies increase the economic growth and sustainability of the country but it would also address social inequality.
Since 2014, massive demonstrations that began as protests have rocked Nigeria about the minimum wage. These protests reflect the disparity between the rich and poor in terms of living.
For millions of Nigerian residents who could not get the much over hyped office jobs, has taken to taxi and keke driving to make ends meet, the richest of Nigerians, on the other hand, can afford good houses with their mouth watering salaries. This means that the rich and poor Nigerians are segregated from each other. Nigerian society is already marred by classism and social segregation, and this is reinforced by the segregated economic system.

These problems must be addressed for Nigeria to achieve the financial freedom of her citizens and
There is no better time and era to speak about entrepreneurship than now that the country is currently in recession. No doubt this is one of the worst times to be a Nigerian or live in the country. Prizes of goods have inflated tremendously and there seems to be no solution in sight. The government at the federal level seems incapacitated to provide solutions to the much raising economic situation of the country, Hence the pertinent need to embrace entrepreneurship. entrepreneurship is simply the ability of citizens to diversify their sources of income and equally the government’s ability to create a healthy and conducive environment upon which entrepreneurs would exploit to their benefit and profit. At a time when many are being relieved of their “office” duties and salaries slashed by government, one will not but agree that a single channel of income is not just advisable but risky as well.
It has become clear that an expansion to Nigeria's entrepreneurship network would make the country safer, more sustainable, and more inclusive. But because such an expansion would be so expensive, it is unlikely that the government would be willing to embark on such a project.

But there is one more solution that could see the proper investment come to light, and it is based on the systems in place in Tokyo and USA. Both Tokyo and USA have already taken her stand for Entrepreneurship's programmes and have made it compulsory in the teaching curriculum of the schools, and their need to turn a profit makes them some of the most efficient systems in the world. In a country like Nigeria whose government is inefficient and poorly funded compared to the governments of Tokyo and USA, privatization of the entrepreneurship programmes would allow a comprehensive expansion of the system to avoid becoming stuck in a hole of government bureaucracy. It would provide the incentive to expand the system and make it efficient enough to turn a profit. It could hold the solution to building the financial freedom which her citizens deserve.


An expansion of the Nigerian entrepreneurship system has the potential to alleviate some of the greatest obstacles to achieving the goal of financial freedom and empower the youths both educated and non-educated. If the country prioritizes the entrepreneurship sector, like I stated earlier, it will become more sustainable, more inclusive, and safer by working to reduce institutionalized classism and the dependence on white-collar jobs.

While the country considers the need to reform its entrepreneurship system to meet the desired needs of the citizens, it cannot meet the goal without reforming its financial system. Like in the human body, the country's well-being will always be at risk if its circulatory system is unhealthy, and, consequently, so will its efforts to achieve the goal of financial freedom for all. Therefore, Nigeria should be wise not to spend the next fifteen years adding temporary repairs to an ailing system, but building a healthy network of veins and arteries that will allow the country to thrive for decades to come.

ACHEBE REMAINS FINEST NIGERIAN NOVELIST.

Since last week, I Had been engaged in an intellectual argument, here on Facebook, with a friend from Lagos state, who did and is still doing everything possible to make me see reasons why Chinua Achebe shouldn't be honoured so greatly, According to this young mind, he was of the view that people like chimamanda Adiche, Onyeka Nwelu and others have written more 'better' books than the iconic Achebe.

He told me that Things fall apart was dwelling in past glory, but what my dear friend failed to understand is that Literature is judged or analysed based on its ability to capture the socio-cultural, political and economic stand, strength and trend of the period it was written. This, I think is one of the reasons why Things fall apart will always be in the highest ladder of Literature even in years to come.

Achebe succinctly captured the political nay Religious battle between the whites and Africans, using his igbo tribe of Nigeria as a point of contact, the book revealed alot of things Africans need to know, especially in drawing a line between Civilization and modernization. It was at a time when few had the privilege of attaining higher education and also a time when infinitesimal number of persons had the energy and mental Discipline to romance the pen and paper, there came things fall Apart to quench the literary and expository hunger of many, little wonder, the novel has been translated in many other national and international languages with many awards to his credit , it is not just a novel for African but also a novel of African.

I read things fall apart first as a post-primary school student,and two years ago as a literary student and I am still reading it, on each occasion, I saw creativity and ingenuity defined through the book.

Apart from the fame and acclaim it got like a chartburster movie among youths, I still relish a book with gripping stories and powerful narration.

I couldnt have imagined another author with such profound story-telling prowess,larvish analytical power,creativity and sense of details. It is a book with such depth and layered creativity that you will always find a level slightly higher than yours, whether as a teenage reader or a full-grown greying man.

The genius and originality of the book makes it stand out and you cant help it.I have read many books but I give credit to the man,Achebe for making Africa proud as a pioneer Author.

I must say that Chimamanda is a fine writer in her own rights.I have read many of her far voluminous books as against Achebe's 126-page 'things fall apart' novel and she has similar style of 'story-telling power' but one can easily see that the eagle is always an eagle.

Achebe is an all-time best and simply in a class of his own. Writing is a very difficult endeavour and trying to publish a work myself, I realise how tedious it is to write a novel and I give it up to those who have travelled that road.

Comparison does no good to literary world. Every writer has a unique style and it should be Respected.

As the year winds up, the good people of Okigwe North Federal constituency, Extols their son, Hon. (Engr). Obinna Kingsley Onwubuariri for his legislative trivials, Mass Poverty alleviation programmes and different empowerment programmes targeted to solve the age-long lacuna, hunger.

Marshalling out the achievements of this green horn as a legislative overtook some executive office holders, this proves that the young and vibrant lawmaker is poised for nothing but the best.

His penchant for good and quality representation has seen the light of many beams, as many feats has been recorded under his watch. Just recently, his doggedness fetched him the Nigerian-Serbia envoy flagship. This implies that he's a major stakeholder in deciding the relationships, Momerandum of Understanding, and Market deals between Serbia and Nigeria.

SOME NOTABLE ACHIEVEMENTS OF HON. OBINNA IN 2016.

1. Motion requesting the revitalisation and operation of NTA channel 27 Okigwe.

In this Motion, the young and dogged lawmaker rose from the floor of the house of representative to plead with the house, to revisit the documents of the Nigerian Television Authority, Channel 27 in Okigwe, IMO state, which is now in moribund.

This project was sited in Okigwe LGA in 2002, under the presidency of H/E, Dr. Olusegun Obasanjo. The project couldn't be completed due to proper funding and manpower.

Hon. Obinna, who through his office is doing the needful to make sure the first indigenous NTA station in Okigwe starts work/transmission before 2017, has thrown all his weight towards making it a success.

2. Motion for the completion of the silo project at Okigwe

Hon. Obinna Onwubuariri has made the house of Representative, through persistent display of charisma, to look into the Ezinnachi Silo project by enumerating the vitalities and realities the project will bring to the indigents of the South East Zone when the Silo will be completed, as well as the number of Jobs it will create.

A Silo storage project, which store about 100 Metric Tons of grains. The said project was started by H/E Musa Yaradua, who died before the project could be completed. This project can take as much as 4.7billion and 2.6billion has been disbured to the Company operating it

The young, development hungry House of representative member, Hon. Obinna Onwubuariri, promised to bring up the issue of this abandoned project to the proper channels of the Federal government,and has never failed to bring the project to the light of the day.

3. Motion urging the federal government to cause the South African government to investigate the remote and immediate cause of the death of an lsiala Mbano LGA son in South Africa, with a view to seeking redress and properly compensating Nigeria and family of the deceased.

Just like we witness the cruel way our armed men murder our young youths because of reasons that doesn't hold water, so has the armed me of Pretoria, South man caused the death of one Mr. Ichaka, of Umunnuma, Okohia, Isiala mbano, IMO state.

The deed, which looked like a XENOPHOBIC murder saw to the rise of the Hon. Member representing the people of Okigwe north move a motion to bring to book, the killers of this man, Ichaka.

In his request, the Vibrant Hon. asked the House to recognie the lives of Nigerians in South Africa,, especially during the season of unrest such as riot, xenophobia etc.

4. Motion urging the Government to call the contractor handling Aku-Okigwe road contract to order and cause him to return to site with immediate alacrity.

Good roads has been the dream of this young astute Hon. He stopped at nothing in praying the house to cause the contractor handling the Aku-okigwe road to return to site. The road, which was gradually becoming a death trap for travellers received immediate attention after the Hon. Member went extra miles to pursue it's cause.

5. Motion requesting government to call the contractor handling Ajabor-Umuna-Onuimo rural electrification project to order and having him return to site forthwith

Power they say is a major factor in the development of a nation, state or community. Hon. Obinna in several fronts have called unto the Government to look into the rural electrification of his Constituency.

Not quite long ago, he requested the immediate return of site and assumption of duty by the contractor handling the rural electrification of Ajabor-Umuna-Onuimo lines to expedite the process, so as to enable his constituents enjoy the dividends of democracy.

6. Motion asking NCC to compel GSM providers to come up with a uniform, simple, easy to remember emergency code for people under distress, among others he supported

In his witty and unalloyed commitment to better the life of the common man, the Hon. member has asked the Nigerian Communication Commission to direct the service providers (MTN, GLO, AIRTEL, ETISALAT) to create a toll-free line that with serve as a live wire to those in distress.

The motion resounding applause from the house and other stakeholders in the country. The implication of this motion when adopted will allow the common man, access to their service provider, to report issues of security, uncommon happenings, natural disasters, rare occurrence and life events etc.

In his unsatisfied quest to better his people, the young lawmaker has many other good ideas and ideals which are brewing in his heart.

The entire Faculty of Health Sciences of Imo State University owerri has been thrown into mourning following the death of two of its medical laboratory science students while on their way to a national conference in Jos.
The students who were travelling from Owerri to Jos to attend the the National conference of National Fellowship Of Christian Medical Laboratory Science Students were attacked around the border between Kaduna and Jos.

Though it is not yet clear if they were attacked by Herdsmen, Boko Haram or robbers as at this moment, two of the students were shot dead at the spot while many are seriously injured and battling for life.
The students who are dead are( Names withheld) both in 400 and 200 level respectively, while another student (Name Withheld ) is said to be seriously injured.

We bring you more details when we investigate more.
May their souls rest in peace as we pray for those injured to make a miraculous recovery

Medical malpractice and negligence
-Appropriate compensation commensurate with the degree of injury or damage – Hon. Obinna Onwubuariri, MHR

A patient approaching a doctor expects medical treatment with all the knowledge and skill that the doctor possesses to bring relief to his medical problem. A doctor owes certain duties to his patient and a breach of any of these duties gives a cause of action for negligence against the doctor.

The medical profession is considered a noble profession because it helps in preserving life. We believe life is God given. A patient generally approaches a doctor/hospital based on his/its reputation. Expectations of a patient are two-fold: doctors and hospitals are expected to provide medical treatment with all the knowledge and skill at their command and secondly they will not do anything to harm the patient in any manner either because of their negligence, carelessness, or reckless attitude of their staff.

Though a doctor may not be in a position to save his patient's life at all times, he is expected to use his special knowledge and skill in the most appropriate manner keeping in mind the interest of the patient who has entrusted his life to him.

“Failure of a doctor and hospital to discharge this obligation should attract appropriate compensation commensurate with the degree of injury and damage”. Hon Obinna Onwubuariri, MHR 10/03/16 at the green Chamber, National Assembly Abuja.

Find below the Explanatory Memorandum: a bill for an act to amend the medical and dental practitioners act, cap m8, laws of the federation 2004, to make provisions for compensation for medical malpractice and negligence and for connected purposes thereto 2015.

Explanatory Memorandum

A BILL FOR AN ACT TO AMEND THE MEDICAL AND DENTAL PRACTITIONERS ACT, CAP M8, LAWS OF THE FEDERATION 2004, TO MAKE PROVISIONS FOR COMPENSATION FOR MEDICAL MALPRACTICE AND NEGLIGENCE AND FOR CONNECTED PURPOSES THERETO 2015

Mr Speaker & honourable colleagues, the Medical and Dental professions in Nigeria are regulated by the Medical and Dental Practitioners Act, Cap. M8, Laws of Federation of Nigeria, 2004, which sets up the medical and Dental Council of Nigeria. Under the Act, medical and Dental practitioners are subject to practice under certain rules and responsibilities.
These Rules of conduct are made to enable doctors and dentist in Nigeria maintain universally acceptable professional standards of practice and conduct. They serve as standards in relationship of medical and dental practitioners with the profession, their colleagues, patients, members of allied professions and the public.

In sum, the Rules provide that all registered doctors and dental surgeons shall, in all areas of their professional conduct, practice and comportment, in professional and other relationships with their patient and other persons, be guided and bound by the rules contained in their medical practice codes; that any registered practitioner accused of professional misconduct, shall have his case investigated and thereafter summoned to defend himself before the Disciplinary Tribunal of the Medical and Dental Council of Nigeria and if found to have contravened the Rules, shall be guilty of professional negligence or misconduct. In which case, the Council may impose any of the following penalties for the professional misconduct:

a. Admonishing the practitioners;
b. Suspending the practitioner from practice as a medical practitioner or dental surgeon for a period not exceeding six months; and,
c. Striking the practitioner’s name off the relevant register.

Honourable colleagues, curiously, the Act made no provision for compensation in the case of medical negligence in which the patient suffers injury, damage or death attributable to the medical practitioner’s negligence while acting in his capacity as a medical practitioner or for deviating from the standard of medical practice required of a medical practitioner. In such a case the patient or victim is left to his/her of fate.
It is therefore very doubtful if, admonishing the practitioner, suspension or striking the practitioner’s name off the Register will be sufficient to assuage the injuries and damages suffered by a patient who was plain victim of a medical practitioner’s negligence. As said earlier the victim or his family are left to their fate while the medical practitioner bounces back to practice after serving his period of suspension.

Honourable Colleagues, this is quite unacceptable, I believe that a medical practitioner who is found culpable of professional negligence should be made to ameliorate the suffering of the patient whom he has put in a very precarious position by offering the patient an appropriate compensation commensurate with the degree of injury or damage the patient or his family has suffered as a result of the medical practitioner’s negligence.

The Bill therefore seeks to correct this anomaly by making provision for the Medical practitioner to be held liable for his professional negligence including that of the staff employed by him if such negligence results to injury, damage or death to a patient, thus a patient or his relatives shall accordingly be entitled to compensation from a medical practitioner when the patient’s health situation worsens due to the negligence on the part of the medical practitioner or where the medical practitioner deviates from the standard medical practice and such deviation results to serious injury or complication to the health or death of the patient.

Honourable Colleagues let me quickly add that this Bill is not out to witch-hunt medical practitioners. Instead, it merely compels medical practitioners to protect themselves from such claims by maintaining a Professional Liability Insurance cover against damages or injury attributable to his/her negligence, professional malpractice, deviation from standard of medical practice or the negligent act or omission of his employees. This is same as the law compels those who drive cars to main Third Party Insurance Policies in favour of victims of our negligent or even reckless driving.

Mr Speaker and honourable colleagues, compelling the maintenance of Professional Liability Insurance Covers by medical practitioners has its advantages: we know that insurers do not provide covers except upon evaluation of, and satisfaction by, the policy holder’s qualification, experience, proficiency, etc. This evaluation which is done at every policy renewal period engenders a high sense of care and responsibility on the part of the policy holder, ensures better healthcare delivery system and forestalls or minimizes injuries or death from otherwise avoidable circumstances.

Also, Honourable colleagues, this Bill seeks to raise, marginally, Membership Professional Fees of medical practitioners. This is to enhance the capacity required for the running of a highly sensitive professional association and ensures a high sense of commitment on the part of practitioners and healthcare providers.

Mr Speaker, Honourable colleagues, this Bill seeks to strengthen the security of human life by providing for compensation for injuries or death suffered as a result of a medical practitioner’s or medical facilities’ negligence, which compensation shall be made out of the medical practitioner’s Insurance Cover. Honourable Colleagues, I implore you to support this Bill to be read the second time.

Question:

You are driving along in your car on a wild, stormy night. You pass by a bus stop, and you see three people waiting for the bus.

1. An old lady who looks as if she is about to die.

2. An old friend who once saved your life.

3. The perfect woman (or) man you have been dreaming about.

Which one would you choose to offer a ride to, knowing that there could only be one passenger in your car?





Think before you continue reading. This is a moral/ethical dilemma that was once actually used as a part of a job application.

You could pick up the old lady, because she is going to die, and thus you should save her first; or you could take the old friend because he once saved your life, and this would be the perfect chance to pay him back. However, you may never be able to find your perfect dream lover again.


The candidate who was hired (out of 200 applicants) had no trouble coming up with his answer. I love this. I might actually use it sometimes for an interview situation.

He simply answered: "I would give the car keys to my old friend, and let him take the old lady to the hospital. I would stay behind and wait for the bus with the woman of my dream".
