PEACE CORPS ENGAGES CALABAR GARMENT FACTORY TO PRODUCE 100,000 UNIFORMS The massive investment made by the Cross River State government with the establishment of the Calabar Garment Factory has started yielding fruits as the Peace Corps of Nigeria, weekend, engaged the garment outfit to produce one hundred thousand pieces of uniforms for its officers and men. Under the terms of the contract, the Calabar Garment Factory is to produce 40,000 pieces as the first consignment, with an additional 60,000 thousand to be produced later. The Peace Corps of Nigeria is currently being legislated into law by the National Assembly. Speaking while on a facility tour of the factory and delivery of materials by the corps for the production of the uniforms, the deputy national Commandant in charge of Administration, Mr. Edet Ekpenyong, expressed satisfaction with the fully automated factory and assured of the corps' readiness to synergise with the state government to ensure that the factory performs within its install capacity. Ekpeyong particularly commended Governor Ben Ayade for his industrialisation drive as well other transformation initiatives currently going on in the state. His word: "We are here to deliver our materials to the Calabar Garment Factory to commence production of one hundred thousand uniforms for us, but starting with forty thousand units. I am very excited and proud with what I have seen here at the factory. It is very clear that Governor Ayade is doing everything to move the state from a civil service state to an industrial hub. We have been monitoring the activities of Cross River and it has been a beehive of industrialisation activities since Ayade came to power. The state has never been in the media the way it has been since the coming of the present government. Honestly, l am overwhelmed and we are very proud we would be working with the state." In his response, Governor Ayade said the state government will do everything to help the corps succeed. |

She said even though the factory, one of the three signature projects of Gov Ben Ayade’s administration, is yet to be officially commissioned, different organisations have begun to benefit from the factory. She said: “We have received orders from two major federal government agencies, including the Nigeria Police and Nigerian Peace Corps to manufacture their uniforms, stockings and other materials. Such orders will save federal government from expending foreign exchange to have the uniforms brought in from abroad thereby enriching foreign firms. “Such orders from such agencies lend much credence to the Gov Ayade’s project, which many did not give a chance”, said the commissioner. She said the factory, like the deep sea port and the 260 kilometres superhighway projects, have created jobs for the people. She appealed to the federal government to give approval to these projects as they will certainly boost economic fortunes of the state, and also take many out of unemployment. |

HOMETOP NEWSSenate pushes to scrap PPPRA, DPR, others Senate pushes to scrap PPPRA, DPR, others February 18, 2017 Ayodele Adesanmi - Abuja The Senate on Friday, made it known that the Petroleum Industry Bill (PIB), currently before it will give room to the creation of a new commission, which is expected to administer and enforce policies relating to all aspects of petroleum operations in the country. The new commission, according to the lawmakers, will be called Nigeria Petroleum Regulatory Commission (NPRC), and would take over the responsibilities of Petroleum Inspectorate (PI), the Department of Petroleum Resources (DPR) and the Petroleum Products Pricing Regulatory Agency (PPPRA). This is one of the outcomes of a four-day retreat on the Petroleum Industry Governance Bill (PIGB), held in Uyo, Akwa lbom State by the Senators who also proposed moves to reduce the powers of the President and the Minister of Petroleum Resources. The bill, if passed into law, will give more powers to the commission, rather than the President or the Minister. However, they were sharply divided on the powers vested in the President and the Minister to take certain decisions on issues relating to the petroleum industry. Chairman of the joint committee on Petroleum Industry Reforms, Senator Tayo Alaosoadura, insisted that every action taken must be in tandem with the provisions of the constitution. According to him, “We cannot go outside the constitution. If we cannot do that, we must ensure that whatever we do is in tandem with the provisions of the constitution. We must be careful about semantics. A ministry was created to supervise the oil industry. We must not take away the entire powers of the ministry.” His position was countered by his co-chairman, Senator Bassey Albert Akpan. He warned against arrogating too much powers to the President or the Minister. Senator Akpan who chairs Gas committee of the Senate, maintained that the new bill must come up with ways to guide against abuses and protect the collective interest of Nigerians. He said “You cannot commit the country to any treaty without the approval of the Senate. Every treaty must be domesticated. Even if it is in the constitution, we still need to include it in this bill. We are trying to come up with this bill because of the inefficiencies in the industry. “We must be conscious of the kind of powers we give to the Minister. Tomorrow, we may have another Minister there. As a Senate, we have the power of control. Let us not be biased. We have to protect the interest of Nigerians.” Senator Kabiru Marafa, who co-chaired the committee, urged his colleagues to agree on areas that will not be rejected by the entire Senate when the report is submitted. Marafa said: “At the end of the exercise, we will still have to face the Senate. It is necessary that we decide well here.” One of the recommendations of the committee stated that the Minister of Petroleum Resources shall “be responsible for the determination, formulation and monitoring of government policy for the industry; exercise general supervision over the affairs and operations of the petroleum industry subject to the provisions of this Act; report developments in the petroleum industry to the Federal Executive Council; advise the government on all matters pertaining to the petroleum industry and promote the development of local content in the Nigerian petroleum industry. “The Minister will also represent Nigeria at international organizations that are primarily concerned with the petroleum industry; negotiate and execute international petroleum treaties and agreements with other sovereign countries, international organizations and other similar bodies on behalf of the government, subject to the approval of the Senate.” Lawmakers proposed that upon the recommendations of the new commission, the Minister can grant, amend, renew, extend or revoke any licence or lease required for petroleum or production pursuant to the provisions of this Act or any other enactment. The bill is proposing that when the commission is created, it shall be vested with all assets, funds, resources and other movable and immovable properties which immediately before the commencement of operation of the new commission, were held by the PI, DPR and PPPRA. The new commission, among other things, will also administer and enforce policies, laws and regulations relating to all aspects of petroleum operations which are assigned to it under the provisions of the Act. In a similar vein, two new entities will be established by the new bill, when signed into law. The new companies, Nigeria Petroleum Assets Management Company and National Petroleum Company, will be vested with certain assets and liabilities of Nigeria National Petroleum Corporation (NNPC). The National Petroleum Company for instance, will operate as a full independent commercial entity. In another move, the PIGB is proposing that the Ministry of Petroleum Resources be renamed as Ministry of Petroleum Incorporated. These bold moves, according to lawmakers, are geared towards unbundling the NNPC and the petroleum industry. Consideration of some sections of the proposed bill, were suspended, following the inability of lawmakers to agree on certain grey areas. 1 Like |

Service to employ 6,545 personnel ― CG Nigerian Prisons Service to employ 6,545 personnel ― CG February 13, 2017 Jacob Segun Olatunji and Kolawole Daniel- Abuja The Nigerian Prisons Service (NPS) has obtained a waiver to employ 6,545 staff in different cadre with a budget of N6 billion made available for the new personnel as the Service has inadequate personnel. The Comptroller General of Nigerian Prisons Service (NPS) Jaffaru Ahmed who disclosed this yesterday during the 2017 Budget defence the House of Representatives Committee on Interior also hinted that the service was set to mechanize Agriculture in prison farms nationwide. He said that this was to enable prisoners produce enough food to feed themselves and reduce high financial burden laid on the Federal government. According to him, “the Service spends over N16 billon each year to feed about 72,000 inmates spread across all the prisons in the country. He pointed out that the 2016 Budget performance had an outstanding of N5 billion owed contractors for the feeding of Prisoners. The Comptroller General also said that on assumption of office he had to change the work schedule from three shift to two explaining that it portends danger as some personnel overstayed in a place making it easy for them to become accomplices in jail break. He stated that although Prison was not a revenue generating agency, yet the service was able to generate about N40.1 million in 2016 which had been paid into the national treasury. He said that the service was not allowed to retain any of its revenue unless it was generated from the Prison Industry workshop where the inmates directly involved in the production were given one third of the revenue while the rest goes to government. The Prison boss disclosed that about 27,992 work force of the service could not be paid their salary as at when due in 2016, adding that only N27.9 billion was released out of N34.9 proposed for personnel. He added that additional N3.9 billion intervention fund was later released by the Ministry of Finance. He said that out of N14 billion appropriated for 2016 Capital expenditure, only N3.6 billion was released, the service purchased only 117 vehicles out of 350 vehicles proposed while projects are at various levels of completion in 91 projects site out of 121 projects recommended in 2016 Budget. The CG reiterated the need to relocate prisons from urban centres while massive rehabilitation is urgently needed in most of the prisons to avoid jail breaks, saying that out of 241 prisons in the country, about 200 were constructed in the colonial days dating back to 1896, and about 139 sandwiched in the metropolis. According to him, “we need enough money and massive money to rehabilitate prisons, build new prisons and get away from urban centers “There is need to move prisons out of urban centers because there is no room of expansion, to site industries and install equipment for food processing and reduce the burden on government, some of them are over 100 years” Ahmed said. On the 2017 Budget the Comptroller General said that N72.3 billion was proposed out of which N37.5 was marked for personnel, N19 billion for overhead, fedding of prisoners N16 billion, feeding of dogs, vulnerable groups and duty staff N3 billion, N4.1 billion for fuelling of Mini maria. The House Committee Chairman on Interior, Hon. Jagaban Adams Jagaban who called for an executive session with the management of NPS, advised them to be fair during the recruitment process just as they acknowledged the efforts of the new prison management to prevent new occurrences of jail break. 1 Like |

Nigeria Security and Civil Defence Corps NSCDC does not recruit through social media or consultant -CG The Commandant General of the Nigeria Security and Civil Defence Corps, NSCDC, Abdullahi Gana Muhammadu, has said that, the Corps does not recruit through social media or consultant. In the same vein Gana said that, the Corps will not condone fraudulent social media adverts, made on its behalf to defraud applicants. He explained that modalities have been put in place to clamp down on such perpetrators. A statement from the corps spokesman, Emmanuel Okeh, stated that the CG has directed the intelligence, Anti-Fraud and ACTU units of the Corps to re-strategise and redouble their intelligence network in clamping down on employment racketeers. The action became necessary as a results of several fraudulent job racketeering schemes fronting as the NSCDC. He said" The was necessitated by the proliferation of the social media platform where desperate applicants are deceived into filing forms online and some were made to pay money." *Abdullahi cautioned applicants to be wary of websites that presents themselves as conducting "recruitment and underground replacement exercise of 10,000 (personnel)"* . He also called on all those who chooses to patronise the online platform for the purported recruitment to desist, as the Corps recruitment pattern is neither through social media nor through any consultant. He however assured Nigerians that at the appropriate time the Corps will advertise for recruitment through reputable electronic and print media when the approval is given. |
