Yes you can talk to them without money, in fact you might get yourself into trouble trying to give money to SARS, you can buy them drink if you have the opportunity or in position but money is another talk. even when they ask at the counter, you can explain to them that you don't have and you will not be harassed, and they will even allow you to go and come back with the fee later, I call it fee because going and coming back is not a bribe anymore but a fee, a bribe is the one that will collect at all at all even if it is not complete, remember that is if they ask which I am not sure, and please don't take a childs play case to them, go to them if the situation is serious. You wonder why it is very difficult to bail one from SARS, there bail fee is from 100/250k and even upwards depending on the case, I have even seen 500k bail and if the money is not complete you won't be bailed, and please don't take an innocent person to SARS if the person did not do you anything, cultist dread them, I have not seen anyone that enters SARS that did not loose some kilo, even the fattest will slim down by force
