Ugwuanyi inaugurates state water corporation board to drive government’s turn-around programmes
Governor Ifeanyi Ugwuanyi of Enugu State, on Thursday, inaugurated the newly constituted Board of the State Water Corporation, headed by a foremost consultant in the water industry and the first Managing Director of the corporation, Engr. Innocent O. Diyoke, to vigorously drive the state government’s sustained programmes towards ensuring adequate supply of potable water in the state.
Inaugurating the board, Gov. Ugwuanyi, represented by his deputy, Hon. Mrs. Cecilia Ezeilo, disclosed that his administration, since its inception, has made concerted efforts in tackling the challenge of water supply in the state.
Some of the efforts, according the Deputy Governor, include the initial injection of N100 million to increase the output of water supply to Enugu metropolis as well as the N170 million used for the maintenance of water facilities at Ajali and Oji River water schemes, to further boost supply.
Mrs. Ezeilo who stated that Gov. Ugwuanyi’s administration captured the rehabilitation of the 9th Mile Crash Programme Water Supply Scheme with solar powered boreholes, in the 2021 budget, disclosed the state government recently awarded a N600 million contract for the project, aimed at boosting potable water supply from Oji River, Ajali and Iva Valley water schemes to Enugu metropolis and environs, when completed.
Revealing that the state government targets production of 40,000 cubic meters of water, the Deputy Governor highlighted other efforts of the present administration to also include the commencement of AFD-funded 3rd National Urban Water Sector Reform Project, the integration of Adada Water Scheme and rehabilitation of other water schemes as well as reticulation, drilling of new boreholes with storage facilities across the state.
“His Excellency, Rt. Hon. Dr. Ifeanyi Ugwuanyi, sometime in 2019, while receiving the humanitarian arm of The Church of Jesus Christ of Latter-day Saints, donated the sum of N5 million to ten communities in the state, representing N500,000 each, as their counterpart funding for water projects”, she added.
Mrs. Ezeilo also hinted that the state government has commenced processes for the new Okwojo Ngwo boreholes augmentation in Udi Local Government Area to Enugu metropolis, a network of ten (10) solar powered boreholes and a newly conceived design that would help boost water production and distribution to Enugu metropolis and environs.
“These laudable ideas and innovations of our governor are what we must not allow to be swept away. Hence, the need arises for the board to preserve these legacies for the benefit of Ndi Enugu as it relates to the provision of potable water supply.
“May I, therefore, on behalf of His Excellency, the Governor, Rt. Hon. Dr. Ifeanyi Ugwuanyi, inaugurate you into the Enugu State Water Corporation Board to facilitate and implement these innovations geared towards provision of adequate water supply in the state”, she said.
Responding on behalf of other members of the newly inaugurated board, Engr. Diyoke expressed their gratitude to Gov. Ugwuanyi for finding them worthy to serve the state in such a tasking responsibility, and assured him that “we will do our best to meet the requirements and expectations of the people of Enugu State with respect to water supply”.
Other members of the board are Engr. Sam Ugwuanyi, Engr. Chibuzo Luke Aka, Engr. (Mrs.) Chinwe Mbah, Engr. Eugene Okwu and Mr. Nonso Nnamani.

Politics › Enugu Governorship: To Rotate Or Not To Rotate? by OEPHIUS(op): 2:04pm On Feb 10, 2021 |
Enugu is heating up politically as 2023 looms. With Governor Ugwuanyi in his 2nd and final term, the coveted seat at Lion Building, Enugu is up for grabs. Who gets it?
Well, it depends on who you ask!
There are claims that a rotation exists among the three Senatorial Zones – Enugu North, Enugu West, and Enugu East – for the Governorship slot which should be maintained. While some deny the existence of such rotation and that any capable person from any part of the state should be allowed to run.
What is clear, from historical analysis, and anecdotal interviews with several political players in the Coal City state, some kind of unofficial rotation is in existence, at least since the return to civilian democracy in 1999.
As with anything politics in our climes, there is no written Memorandum of Understanding (MoU) about this anywhere. But it has been in play, at least among the political godfathers of the state, especially in Peoples Democratic Party (PDP), at each given transition.
Those who say that there’s no rotation, or zoning, point to history too!
For instance, in 1999, despite the position of the supposed godfather of Enugu politics, Gov. Jim Nwobodo of PDP, who supported the roster Enugu East candidate, Dr Chimaroke Nnamani, other aspirants from the PDP party ignored the “zoning” and contested.
In the then PDP primaries, Nduka Agu and Silas Ilo, both of Enugu West and Dr Godsmart Ugwu of Enugu North, contested. Of course, they lost to the “anointed” candidate, Nnamani.
As Gov. Nnamani was concluding his two terms of office in 2007, he seemed to have supported the zoning formula, as it was the turn of Enugu West. Despite strong oppositions, he “anointed” Barrister Sullivan Chime, his Chief of Staff, from Enugu West.
Still, from those opposed to the zoning arrangement, the Deputy Governor, Okey Itanye, and Okey Ezea, both of Enugu North contested the PDP primaries, in disregard of the zoning.
According to anti-zoning groups, if there was really an agreed rotation plan in place, these party loyalists would not have ignored it.
However, it can be argued that it was due to the zoning, that the chosen candidate, Chime, won against such strong opposition within the party.
Nevertheless, by 2015 it had become clear that the majority of the power groups in the state had come to accept the unofficial rotation/zoning policy.
This was evident in the PDP primaries of 2015 when the strongest candidates came from Enugu North, the zone favoured by the rotation arrangement and allowed Gov. Ifeanyi Ugwuanyi of Enugu North, emerge victoriously.
With Gov. Ugwuanyi billed to complete his final term in 2023, the talks in the political scene have pivoted back to zoning.
According to those in favour of the rotation, now that the three zones of the state have all had a shot at two Governorship terms, it is time for the zoning to begin afresh from where it started, that is Enugu East.
No, cries the anti-zoning groups! Let the best emerge from any zone.
However, a careful analysis of the Enugu political system shows that much of the peace existing in the political spectrum of the state is due to Enugu politicians’ unusual capacity to agree to decisions by their leaders.
In this case, since 1999, the strongest leaders of the PDP, at any given time, had always propagated the zoning arrangement and majority of party folks accepted the plan.
The value of such consensus for peaceful outcomes of party politics cannot be over-emphasized.
One only need look across the borders to neighbouring states and compare their cantankerous, violent politics to Enugu’s largely serene outcomes. This peace needs to be maintained.
Besides, it can also be argued that PDP’s long dominance of the state can be largely attributed to the zoning arrangement which guarantees that all senatorial districts get a shot at having their kindred bestride the Lion at Lion Building.
This grants a sense of inevitability that generates patience and active participation in the political process.
If the zoning arrangement becomes disrupted, the usual vicious fight for power would likely become the staple of life in Enugu as it is in many Nigerian states.
For instance, if the zone that feels that it is its turn to get power, is sidelined, what is to stop them from supporting another party en masse?
PDP would do well not to risk a split as the APC tries to rebuild its ranks in the state.
Former President Goodluck Jonathan likely lost the support of the north and thus his presidency because the northern elite felt he negated the unofficial agreement of rotation, especially since their kinsman, President Yar’Adua died in office, without completing his possible two terms.
There were reports that Jonathan either ought not to have contested or should have served only one term, to enable the north to continue the unfinished two terms of the late President Yar’Adua.
If the People Democratic Party wants to remain the stronghold in Enugu, there needs to be an agreement among its stakeholders to formalize the zoning arrangements. It can be even detailed to the extent of rotations existing at the different local government areas for any zone in power.
Although it is unfortunate that the state of our political development has not outgrown the need for zoning. Until that political maturity arrives it can be projected, that the political cycle should begin again with Enugu East.
The zoning roster helps appease marginalized groups, ensure equity and keep the peace. All stakeholders who genuinely support Enugu State must agree with it.

Crime › Sure-P: Court dismisses Charges against UK Based Medical Doctor, Obaro, Wife by OEPHIUS(op): 5:27pm On Feb 04, 2021 |
A High Court sitting in the Federal Capital Territory, Nigeria, has cleared a UK renowned medical doctor, Dr. Reuben Olu Obaro, and his wife, Ayodele, of corruption charges, falsely levelled against them by the Independent and Corrupt Practices Commission (ICPC).
In a recent 33-page ruling on the ‘No-Case Submission’ submission, Justice A.O. Ebong dismissed all the charges against the couple stating that the case was ‘frivolous’ and “unfair to the defendants, that a charge of this nature, unfounded in all ramifications, should have been brought against them.”
ICPC had, in an eight-count charge, accused the prominent radiologist and his wife, a practising nurse in the UK, of misappropriating part of the funds provided as a seed grant by SURE-P to support the setting up of a specialist stroke management hospital in Nigeria. Like all major grants, contracts, and transactions that were awarded prior to the current political administration, the couple’s project also became a subject of suspicion
Right from the beginning, questions abounded as to the real motive behind ICPC’s investigation when the couple had just hit the ground running with this gigantic project- first of its kind in Nigeria.
ICPC however, commenced a two-year investigation followed by a full-blown trial, which dragged on for another two years. During the trial, indications began to emerge that the prosecution had withheld important information from the court to nail the couple at all cost. For instance, the ICPC Prosecutor had gone to extreme length to conceal the couple’s personal significant financial commitment to the project by doctoring the bank statements presented as evidence.
It was later established that the grant advanced had been used solely for the project, in addition to personal funds provided by the couple. Also, evidence unravelled during the trial indicates that neither the CEO (Dr Obaro), nor the COO (Mrs Obaro) had drawn any salaries from the project.
However, upon examining all the evidence and listening to all the witnesses against the defendants, Justice Ebong dismissed the case in totality, declaring that, “Having scaled through all the eight ( counts of the charge, the three defendants are hereby discharged and acquitted.”
Dubbed the Stephen James Stroke Centre of Excellence, the awarded seed grant was to complement personal funds of the promoters for the development of a world-class specialist hospital for treating stroke patients and managing the rising incidence of stroke in the country and thereby reducing the number of persons travelling outside Nigeria to seek medical help.
The project was designed to be built by funding from personal contributions, investors and both domestic and foreign loans with technical support well established abroad.
In setting up the project, the couple had leveraged on their extensive connections with overseas technical partners. According to Stroke Action Nigeria, stroke continues to affect about 200,000 people annually in the country. The successful setup of the stroke centre would not only have provided critical healthcare to thousands of stroke patients but would have also provided numerous jobs for Nigerians. Also, the centre would have contributed immensely to local capacity building by training personnel to manage the disease in Nigeria.
In his closing remarks during the judgement, which was delivered on the 21st of October 2020, the honourable justice reprimanded the prosecution for the potential damage this kind of frivolous trials have on the country and its citizens. “It is common knowledge that at various times the Federal Government has made efforts to rebuild the negative image of our nation in the international arena.
This sort of dubious and frivolous attack on the character and reputation of citizens as exemplified in this trial, cannot aid that effort,” said Justice Ebong, “I believe it is high time for our investigation and prosecuting agencies to have a rethink on how they go about exercising their mandates. They should refrain from exercising their powers in a manner that inflicts on the citizens, what could only be described as malicious damage.”
The court also ordered that the land documents and funds arbitrarily seized from the couple by the ICPC during the investigation, should be returned. However, as at the time of writing this report, the prosecuting agency has not obeyed that order.
Reacting to the judgement, lead defence counsel, J.N. Egwuonwu (SAN), expressed his delight that the innocent couple has finally been exonerated and vindicated after being subjected to two years of sheer horror. According to him, “this ruling shows that justice is still being served in Nigeria.
I congratulate Dr Obaro and his hardworking wife, who were planning to support the healthcare system in Nigeria with a laudable initiative, but instead had a harrowing two years defending themselves against frivolous and baseless charges. Hopefully, their travails will not discourage other well-meaning Nigerians in the Diaspora, that have plans to help develop the nation.”
Together, the couple run MACT-BRIDGE THE GAP, a family funded charity registered with the Charity Commission, UK. Through their charity, Dr and Mrs Obaro have run medical missions across Nigeria, sent medical equipment to medical facilities, books and computers to schools and awarded scholarships as well as supported orphanages over the years.
Sources have it that the couple is presently part of a volunteer group building a multi-million-naira Hospital project in Dr Obaro’s hometown- Aiyetoro-Gbede, Kogi State that will not only benefit his people but the whole of Kogi State. https://www.vanguardngr.com/2021/02/court-dismisses-frivolous-case-against-nigerian-uk-based-doctor-wife/

With recent economic and technological growth, the current challenge with employability will increase as more than 75% of new job opportunities are expected to be skill-based.
Realising the significant need for a skilled workforce to boost employment and economic growth, the Enugu State government, through the Enugu SME Centre is partnering with iCreate Africa to launch the Enugu Skill-Up Project— a technical and vocational skills training that will empower over 500 youths in the state.
The Enugu Skill-Up Project will focus on delivering, among other things, skilled training in welding, carpentry, tiling, plumbing, electrical installation, drywall and painting, solar inverter installation and maintenance, wallpaper installation, POP installation and wall screeding, and concrete construction work.
The project will be executed through the iCreate skill-up platform, a unique feature on http://www.skillers.ng, designed to reform and modernise skills training through apprenticeships under experienced Master Craft Persons (MCPs).
Bright Jaja, chief executive officer of iCreate Africa, stated that the platform will match selected applicants with highly qualified MCPs to deploy competency-based training techniques during a three months-long apprenticeship. Assigned MCPs will use a combination of theoretical and practical training approaches to train apprentices, helping them gain hands-on experience and adapt quickly to working environments.
The Special Adviser to the governor on SME Development & Head, Enugu SME Center, the state agency charged with job creation, capacity development, and access to capital for SMEs in Enugu State, Arinze Chilo-Offiah, intimated that the goal of Enugu State government is partnering with a competent organisation like iCreate Africa to create a mutually-beneficial ecosystem that positions and encourages MCPs to lead and provide industry-relevant training that will guarantee employment for interested youths.
After the training, each apprentice is assessed, onboarded on the Enugu Skillers platform, and matched with employers/clients within Enugu State and across the country. This initiative has been driven via the flagship loan product of the agency— the Human Capital Development Loan (HCDL) Programme. It is a zero-interest loan used solely for upskilling and training with access to jobs and entrepreneurial support provided upon completion to support loan repayment. https://www.vanguardngr.com/2021/02/enugu-sme-centre-partners-with-icreate-africa-for-youth-empowerment/

Politics › Rural Development: Ugwuanyi Inaugurates 12Km Ugwuomu Nike-Go Uni Road by OEPHIUS(op): 6:21pm On Jan 12, 2021 |
…Governor has wiped our tears - Community Governor Ifeanyi Ugwuanyi of Enugu State, on Tuesday, reiterated his administration’s continuous support for development of the state’s rural areas, in keeping with the solemn promise in his inaugural address, in 2015.
Stressing that “the major interest of government should be in the rural areas,” Gov. Ugwuanyi maintained that he purposely captured rural development in his inaugural address to ensure that the dwellers are given a sense of belonging.
Speaking during the inauguration of the 12km Ugwuomu Nike-Godfrey Okoye University road, in the outskirts of Enugu East Local Government Area, the governor stated that the project, which traverses the two communities of Emene and Ugwuomu Nike will not only provide easy access, pleasant commuting experience but will also considerably reduce in travel time.
He also stated the road will stimulate local commerce as well as economic expansion with its associated enhancement of quality of life of the populace “who had never known asphaltic concrete road before this intervention”.
Gov. Ugwuanyi recalled that the construction of the road commenced in 2018 following his administration’s release of funds to Godfrey Okoye University to execute the project on direct labour basis, under the superintendence of the University’s Physical Planning Department.
Stressing that alleviating the suffering of the people of the state, especially in the rural areas, through the provision of critical infrastructure and expansion of economic opportunities has been a major plank of his administration, the governor expressed profound gratitude to God for the enablement afforded the state government to undertake the massive project, among others, in spite of the nation’s economic, security and public health challenges.
He maintained that despite his administration encountering two recessions in five years, God has made it possible for all the state government has achieved so far with the meager resources at its disposal.
His words: “Our administration has executed several landmark projects within the Enugu East Local Government Area, including newly constructed Nike Lake Junction-Harmony Estate-Amorji Nike- Adoration Pilgrimage Centre-Orie Emene Road; Eke Obinagu Junction –Onwunwenabo Akpuoga Nike Road; the rehabilitated National Orthopedic Hospital Junction –Airport Roundabout-Orie Emene –Eke Obinagu Junction (old Enugu –Abakiliki Road); two new Customary Court Buildings and the rehabilitated Abakpa Nike Health Centre.”
He acknowledged the diligent execution of the road by Godfrey Okoye University, under the watch of the Vice Chancellor, Prof. Christian Anieke as well as the support and cooperation of the traditional ruler, Town Union leadership and members of the Ugwuomu Nike community towards the project’s success.
Pouring encomiums on Gov. Ugwuanyi for the completion of the road project, the Vice Chancellor of the University, Prof. Anieke, who described him as a “loving, caring, deeply religious, indescribably generous, politically sagacious, and unwaveringly focused Governor”, pointed out that “there is more to this road that meets the human eye”.
The Vice Chancellor added that “it is therefore not just a road but life, defined and redefined, shaped and reshaped. And perhaps life transmogrified”, saying: “With this road all levels of human interactions have been smoothened like the beautiful asphalt of the road. With this road the economic life of all the communities will be improved tremendously and blossom incandescently like Flame of the Forest.
“With this road an olive branch of invitation as well as warm embrace has been given by this administration under our beloved Governor to more than 20 European companies that will be domiciled in the GO Uni-European Business Park of Godfrey Okoye University”.
Stating that Gov. Ugwuanyi has written his name in gold and in the hearts of the people of Emene, Nkwubor, Ugwuomu Nike and Godfrey Okoye University, Prof. Anieke said that the governor “has never failed to underscore the importance of a friendly handshake of the private sector and the public sector, a handshake that will be mutually benefited to both”.
According to the Vice Chancellor, “the Enugu State Government stretched its financial hand and invited Godfrey Okoye University to do this road. Godfrey Okoye University, filled with gratitude and encouraged by such deep trust and goodwill on the part of government, embarked on this project that is worth about One billion, five hundred million naira and completed it in December last year.
“Let me thank His Excellency, Rt. Hon. Dr. Ifeanyi Lawrence Ugwuanyi (Gburugburu) and his administration for making the completion of this project possible. I would also like to thank the Bishop of the Catholic Diocese of Enugu for his support and efforts to ensure that this project is completed.
“I thank the Physical Planning Unit of Godfrey Okoye University, the Enugu State Ministry of Works and Infrastructure, the Hon. Commissioner for Works, Engr. Greg Nnaji and his workers, Eketeson, Williangy, Mr. Nnamani Icheku and his team for doing the asphalting of the road and also all those who assisted us in different ways to ensure the completion of this project,” the elated VC said.
Appreciating Gov. Ugwuanyi for the road, the jubilant people of Ugwuomu Nike Community said that the governor has not only wiped their tears but has also given them a sense of belonging as human beings.
Speaking on behalf of the community, the President General of Ugwuomu Nike Town Development Union, Nnanyelugo Felix Nnamani, told Gov. Ugwuanyi that “our people have gone through hell over the years and from time immemorial but you have suddenly brought us joy”.
His words: “You (Ugwuanyi) is on record, the first Executive Governor of Enugu State that stepped his feet on Ugwuomu soil and your light is showing boldly in Ugwuomu. We can’t thank you and the State Executive Council enough for remembering Ugwuomu Nike. We therefore beseech God Almighty to hold you, your family and your government in His bold hands for greater results in service to humanity”.
One of the climaxes of the event was the conferment of a Chieftaincy title of “the Okaa Obulu-Uzo 1 of Mbuluanwuri Nike” on Gov. Ugwuanyi, by the traditional ruler of the autonomous community, HRH Igwe Dr. M.A Ogbuchi, in recognition of the governor’s good works.
