Contenders in the governorship race of Lagos state, under platform of All Progress Congress (APC), against former Commissioner for Establishment, who is also an aspirant, would have to battle their ways through an association of 57 chairmen from 20 Local Government Areas (LGAs) and 37 Local Council Development Areas (LCDAs) who had just officially endorsed Sanwo-olu as their preferred candidate ahead of gubernatorial direct primary in the state.

The councils’ chairmen, under aegis of conference 57, unanimously said that they were solidly behind the governorship aspirant, just as they assured that there ware no going back on their actions.

The Chairman, Mainland Local Government, and Chair of Chair, Conference 57, Rasheedat Essien, stated that the members of the association approved the endorsement of Sanwo-olu and that the decision reached was after proper consultation from the state power house.

Speaking during the endorsement of Sanwo-olu on Tuesday in Lagos, Essien, assured the governorship aspirant of unconditional support of the council chairmen during and after the primary election.

She indicated that the struggle to work Sanwo-olu through the direct primary was a fight of the councils’ chairmen since they were the ones in the charge of grass root politics.

According to her, there was no other option other than Sanwo-olu and the governorship aspirant is the chairmen choice of candidate for the state seat of power.

“We members of conference 57 are reaffirming that we are committed to the project and by the grace of god we are going to deliver the state on Saturday, the day fixed for the governorship primaries”

Besides, a group of sole administrators, 57 in their numbers, also joined the train and rallied their support for the governor to be who would be going through the direct primary along side other contenders including the state’s incumbent Governor, Akinwumi Ambode.

Responding to the 57 councils’ chairmen, Sanwo-olu, who commended the association over their support, assured the group that he would run a government that would not leave any group behind and that he would make welfare of Lagosians his priority.

He urged the chairmen to mobilize members of the APC in their various local governments and councils for the direct primary and work more to ensure that he comes victorious in the election.

“I must commend you all for your sacrifice and believe in me, promise you better Lagos and good life once i come into power 2019 but before then, Saturday, the primary election day, is important.

“Saturday is for direct primary for all card carrying member of our great party, APC, lets us all come out, and make your own Sanwo-olu the APC’s governorship candidate in Lagos”.

Fifty seven Local Government Areas and Local Council Development Areas Chairmen may have to sacrificed their seats for going against Lagos State Governor, Akinwunmi Ambode, on his second term ambition, should the governor succeeded with a his leaked sacking plan of the council’s chairmen, which he had planned to carried out by Friday.

The governor has been suspected of sinister move immediately his second term plan was rejected and became public discussion, particularly after decision makers of his party, All Progress Congress (APC), cut down his hope on 2019 governorship election that may have had him return to office.

From The Guild finding, there was strong indication that the governor’s hope had all been exhausted, and that that could be the reason for his alleged plan to go down with set people believed to had caused his misfortune, making interventions from top members of the society not to prevail over the matter.

Should Ambode carry out the leaked sack plan of the 57 councils’ chairmen, their only crime would be because they were against their principal’s second term agenda and for also endorsing another anointed aspirant, Babajide Sanwo-olu, while he is still in power and plan to spend another term in office.

However, sources among the chairmen alleged that the governor was on sinister move which could have them go down with him since the party leaders do not want him to have another term in office.

They claimed that part of Ambode’s plan was to deprive them of the new month allocation, often comes through into into Join Account Allocation Committee (JAAC) and that the governor could lay them off before Friday.

One of the sources who spoke to our media organisation disclosed that the entire 57 chairmen had started reaching out to leaders of APC over the Ambode’s plan on learning of the move and that the action could be disastrous to democracy if he was not been called to order.

It would be recalled that the 57 councils’ chairmen were among first set of people who recently endorsed Sanwo-olu to be governor against Ambode whom they claimed had refused to run an all inclusive government.

Meanwhile, a close associate from the state house told The Guild that there was suggestion that the councils’ chairmen should be sent packing from office since they were against the governor.

He disclosed that, during a meeting at Astra Hotel in Ikeja on Monday, the the governor was advised to let the chairmen pay heavily for their actions and also be replaced by caretakers.

According to him, the governor might not go down alone since there is nobody on his side and had tried had to salvage the situation but failed.

“Ambode is facing re-election trouble and he has been told to go through primary alongside other contenders to test their popularity.

“Time has gone against any plan he has at hand because the primary election is just in five days and i do not think Ambode needs the sacking of those men at this time”.

With five days to governorship primary election in Lagos, 57 councils’ chairmen, 57 councils’ vice chairmen, 57 party chairmen, 377 wards chairmen, 377 councilors, 57 sacked executive secretaries, among others, had in the last two weeks endorsed Sanwo-olu, while Ambode was left unrecognized, with Governor Advisory Committee (GAC) members’ directive that all aspirants should go through primary election and test their popularity.

It was a very short session at the Governor’s Advisory Council (GAC) meeting held over the weekend in Lagos.

The Council which was supposed to deliberate on the current impasse in the ruling All Progressives Congress (APC) over the decision of two aspirants to contest the gubernatorial primary with incumbent governor, Akinwunmi Ambode, briefly held but not after members had ejected Hon. Adeyemi Ikuforiji former Speaker of the Lagos State House of Assembly from the meeting.

A reliable source privy to discussions at the meeting disclosed that members had accused the Epe born politician of surreptitiously working with Governor Ambode to undermine the party. The source who craved anonymity said, “Ikuforiji was accused of secretly purchasing the gubernatorial nomination form of the Action Democratic Party (ADP) for Governor Ambode”. The source further said this was just one of the alternative steps being taken by the camp of the embattled governor in the event that he failed to receive the endorsement of the National Leader of the APC, Asiwaju Bola Tinubu.

Meanwhile, the council rising from the meeting on Saturday insisted that Governor Ambode and indeed all other aspirants in the party must go through the primaries.

The Lagos state governor is facing an uphill task of securing a second term ticket owing to the decision of two former commissioners in the state – Babajide Olusola Sanwo-Olu and Obafemi Hamzat to jostle for the ticket with the government.



The APC governorship primary election is scheduled to hold on September 29th across the country.

Ahead of All Progressive Congress (APC) primary elections across Nigeria, no fewer than 377 Lagos State wards’ chairmen have signified that both their votes and that of entire members under them would be cast for one of the state’s governorship aspirant, Babaji Sanwo-olu, the decision of which may not favor the incumbent Governor, Akinwumi Ambode, whom Governor Advisory Committee (GAC), advised, on Saturday, to go through direct primaries, alongside other contenders.

In their unanimous voice, they agreed that Sanwo-olu posses quality of leadership needed in Lagos, since he had previous served under two governors, special assistance and commissioner, and that his gathered skills and experience, both in government and private sector, would assist the state’s economy.

However, The Guild gathered, through a strong source from the APC’s national leader’s resident, that GAC directed Ambode and others who were in the governorship race of the APC in Lagos to go through primary election and test their popularities.

The source told The Guild that ground of the governing advisory committee were that decision had been made on the pronounced direct primaries and that such statement cannot be reversed in favor of any aspirant.

He said that the committee, during a meet in Bourdillon on Saturday, decided that Ambode must go through the primaries of APC if chooses to remain in office in 2019.

Interestingly, a source from government house who spoke to The Guild through phone, maintained that there was high chance that Ambode may concede faith and endorse Sanwo-olu latest by mid-week.

He said that door was still open for the embattled governor to reconcile with the party’s aggrieved leaders but that the power house was not ready to bend neck to favor any aspirant.

Meanwhile, the Chairman, Ward J, Mushin Local Government, Sola Osobajo, expressed confidence of all entire wards and their members on quality of Sanwo-olu personality, just as he assured that the entire party would work tirelessly to ensure that the aspirant comes in victory color during the primary election slated 29th of September.


Speaking on-behalf of entire wards during a meeting with the governorship aspirant and party leaders on Saturday in Lagos, Osobajo assured Sanwo-Olu of APC’s members votes during the primary.

He urged the aspirant not to neglect the party’s members should he emerge as the flag bearer of APC even after governorship election in 2019.

“We are the foot soldiers to every political offices’ seekers and we should not be use and be abandoned once aspirants get to seat of power”.

Responding to wards’ chairmen, Sanwo-olu assured that his government would be more of listening administration and that he would run an all-inclusive government in favor of both Lagosians and party men.

He said that Lagos APC stakeholders, from grassroots, deserve better dividends from every government since party members were foot soldiers who put their lives on line to defend mandate.

According to him, APC members in Lagos have sacrifice more than enough not to enjoy from their labors and the new government will ensure interest of the party house is recognized once we come in by 2019.

“Our government when come in 2019, i assure you that we would do more of listening and ensure members of APC benefit from the administration.

In keeping with its determination to ensure speedy intervention on the safety of the Akanu Ibiam International Airport, Enugu, by the federal government, Governor Ifeanyi Ugwuanyi’s administration, yesterday approved the immediate relocation of the transmission mast of the Enugu State Broadcasting Service (ESBS) located at Ngwo, Enugu North Local Government Area.

The state government also announced Wednesday, September 26, as the date for the inauguration of the recently constituted stakeholders’ committee saddled with the responsibility of resolving all issues around the expansion and upgrade of the airport facilities.

Briefing newsmen after the meeting of the State Executive Council (EXCO), the commissioner for information, Mr. Ogbuagu Anikwe disclosed that the relocation of the mast was in fulfillment of one of the requests made by the Ministry of Aviation as part of the measures to enhance the safety of the international airport.

Mr. Anikwe, who stressed that “all hands must be on deck” to make sure that the airport was rehabilitated to standard, explained that the issue of obstruction by the mast was very dear to the state government, saying: “The Managing Director of ESBS has been summoned to return from his meeting in Abuja to start relocating the mast at Ngwo”.

The information commissioner added that the action committee that will be inaugurated next week, would deal with other issues or encumbrances militating against the upgrade of the airport.

Mr. Anikwe pointed out that Gov. Ugwuanyi has assured that the state government would carry out every other thing that the federal authorities require to upgrade the airport, “because it is not just the Enugu State government, but all the South East Governors have been united in their eagerness and support to ensure that the project is completed”.

He also maintained that the state government places high premium on the safety and effective operation of the Enugu international airport because of its socio-economic and political benefits to the people of the South East geo-political zone.

Shedding more light, the Commissioner for Enugu Capital Territory Development Authority (ECTDA), Barr. Chidi Aroh stated that Gov. Ugwuanyi, who is “totally committed to protection of lives and property”, has adjusted back the time-frame for the inauguration of the intervention committee to Wednesday because of the urgency of the matter.

According to him, “Gov. Ugwuanyi is committed to ensuring the rehabilitation of the airport because of his love for the people and the vital role Enugu is playing as the capital of the South East, and indeed, Southern Nigeria.

“The governor is not waiting for the federal government to do a few things there. He is committed to do most of the works he can do. It is on record that he has mobilized South East Governors to intervene on the issues of the airport as a South East project”.

It would be recalled that the Enugu State government had constituted a stakeholders’ committee that would look into and resolve all issues around the expansion of the airport.

The committee, which comprises officials of the Federal Ministry of Aviation, Federal Airports Authority of Nigeria, and the Nigeria Export Processing Zones Authority, also has the State Ministries of Lands & Urban Development, Commerce & Industry, and Enugu Capital Territory Development Authority, as well as the management of the ENPOWER Free Trade Zone.

The stakeholders, according to the state government, would have to unravel what appeared to be a disagreement among federal agencies operating in Enugu State regarding ownership of vast hectares of land that the state government has so far approved around the airport for their use.

The Enugu State government has denied the allegation that it directed hospitals and churches to stop issuance of birth certificates, saying that it is untrue and should be disregarded.

A statement by the Commissioner for Health, Dr. Fintan Ekochin, stated that there is no official statement from his ministry or the state government to that effect.

He stressed that the Enugu State government has never directed any hospital or church in the state to stop issuance of birth certificate for whatsoever reason.

While apologizing for the inconveniences such unauthorized report must have caused the public, Dr. Ekochin reiterated the reverence the state government has for the religious and medical institutions.

The health commissioner therefore, reassured the revered institutions of the state government’s willingness to continue to collaborate with them towards the effective delivery of democracy dividends to the people of Enugu State, urging the public to discountenance the said allegation in all its ramifications.#amokelouis

“The two are powerful and rolling in billions of cash and real estate and have being unsparing of anyone perceived as an enemy. They have single-handedly led Ambode on the road to politcal golgota”.

Meanwhile, another source also close to the matter and also from the state house, hinted that Kazeem was Ambode’s alley and that both the Attorney General and Ariyo were the governor’s booster.

The source credited Kazeem of being the brain behind an alternative political structure for Ambode, A plus, and that of plan to totally isolate and jettison the national leader from the party structure.

He said that the political plan was that Kazeem would be taking over after Ambode’s eeigh years and that the move had been hatched.

The source revealed that the Kazeem lobbied to become Attorney General, even though the Lagos APC’s leadership and Tinubu had other more experienced party faithfuls for that position.

He claimed that the Attorney General started attacking Tinubu months after Ambode persuaded the leader and securing his current position and that the Kazeem regards the Lagos state former governor with disdain.



“Kazeem brags of being a true Lagosian and that not even Tinubu can stop them”.

The Guild found out that common boast among the governor’s circle was that of move to retire Tinubu from politics once Ambode secure second term victory, but the alleged isolation and exclusion of Tinubu loyalists and core party leaders and dis-empowerment of thousands of APC mobilizers, being the Ambode agenda, became thwarted after the leaders got hint of the plan.

There were allegations that Ambode kitchen cabinet were awash in money and that billions of funds available to both kazeem and Ariyo came from contracts being awarded exclusively by the governor.

Sources from the state house said that Ariyo was a defacto deputy governor and that commissioners practically worship the PA so that they could be saved from the governor’s bad list.

One of them told the Guild that the Ambode’s PA acts as deputy governor and that the state’s executives bend to his demands and threats.

“He does not pick calls or returns calls after several weeks. He has become a recluse. Constantly plotting behind the scenes he is one that has stepped on so many toes. He describe Tinubu as a money monger.

“Bunmi is disrespectful and pompous since he is a billionaire by every right. When Tinubu did not endorse Ambode, kazeem, Ariyo, Commissioner for Tourism and Culture, Steve Ayorinde, and Commissioner for Work and Infrastructure, Ade Akinsanya, told the governor not to loose sleep” They assured him that he can fight back with the money he has power as a sitting governor.

“Not just Ambode but his kitchen cabinet are the problem of Lagos. They can no longer be trusted with power”.

The wife of Enugu State Governor, Mrs. Monica Ugwuanyi, on Wednesday took a bold step towards encouraging early resumption of school by students of the state.

Paying unscheduled visits to St. Vincent Nursery and Primary Schools, Amaigbo Ozalla in Nkanu West Local Government Area and Central School Ihe in Awgu Local Government Area, early in the morning, Mrs. Ugwuanyi rewarded students who had resumed from the long vacation with gift items.

The materials included textbooks, exercise books, mathematical sets, mosquito nets, food flasks, and school bags, among others.

While addressing the elated pupils, the Enugu State Governor’s wife noted that some of the gift items were donated by the wife of the President, Mrs. Aisha Buhari, to enhance their leaning skills.

Mrs. Ugwuanyi, who reiterated the premium her pet-project, Ugo-Touch of Life Foundation, places on the education of children, urged them to be of good behaviour and concentrate on their studies “for the betterment of your future”.

In their separate remarks, the Headmistresses of the schools visited, Mrs. Onuorah Helen and Mrs. Ngozi Chukwuani appreciated the gesture, stressing that the governor’s wife has been supportive in so many ways.

They also applauded the state government for the massive renovation and construction works going on in the primary and secondary schools across the 17 Local Government Areas of the state, praying God to continue to direct the affairs of the state for the overall benefit of the people.

The Chief Judge of Enugu State, Hon. Justice Priscilla Ngozi Emehelu has commended Governor Ifeanyi Ugwuanyi for his unrelenting efforts and unreserved commitment towards the creation and sustenance of a conducive environment for the effective administration and dispensation of justice in the state.

Justice Emehelu, who spoke during the inauguration and formal handover of the twenty five 22KVA sound-proof generators procured by the Enugu State government for use at the residences of the Honourable Judges of the state, added that Gov. Ugwuanyi has achieved tremendous feats in the provision of suitable infrastructure and essential tools and equipment for the State Judiciary.

Represented by the Chief Registrar, Enugu State Judiciary, Mrs. Martha Aroh-Onuoha, the Chief Judge also applauded the governor for the massive construction of Magistrate Courts in the 17 Local Government Areas of the state as well as High Court complexes and a number of open Registries in the Judicial Divisions in the state.

Hon. Justice Emehelu disclosed that many projects are ongoing in the State Judiciary since the inception of Gov. Ugwuanyi’s administration, maintaining that the third arm of government has not had it so good before.

“We have never experienced this since the coming into power of civilian government. Since 1999, Enugu State Judiciary had been side-tracked and we had no infrastructure and many other things.

“Rt. Hon. Dr. Ifeanyi Lawrence Ugwuanyi has shown us a new phase and we are now breathing fresh air. We want to thank him and reassure him that the Judges of Enugu State would continue to do their very best to make Enugu State proud”, she assured.

Presenting the generators, Gov. Ugwuanyi, who was also represented by the state’s Attorney General and Commissioner for Justice, Chief Miletus Eze, reiterated his administration’s commitment “to do whatever is necessary to ensure that the Judiciary in Enugu State is suitably equipped and empowered to deliver its mandate as an independent arm of government”.

Former Commissioners in Enugu State under the auspices of Forum of Enugu State Former Commissioner (FEFCOM), on Monday unanimously endorsed Governor Ifeanyi Ugwuanyi for a second term in office.

Members of the forum, who conveyed the message to Gov. Ugwuanyi when they paid him a solidarity visit at the Government House, Enugu, stated that the decision was in appreciation of his administration’s giant development strides, peace and security initiatives, and all-inclusive policy.

They said they were highly impressed that Gov. Ugwuanyi has kept faith with “his promise of seamless transition by continuing with most of the developmental policies of his predecessor especially the Visit Every Community (VEC) initiative which His Excellency has expanded by creating a full directorate with one of us as the head”.

The elated group, which has the immediate past Commissioners for Local Government Affairs (Hon. Barr. Okey Ani) and Rural Development (Hon. Dr. Eric Oluedo) as conveners, added that the governor has been ensuring prompt payment of workers’ salaries and retirees’ pensions “resulting in the payment of one extra full month salary to every Civil/Public Servant in Enugu State to celebrate the 2017 Christmas”.

The former members of the State Executive Council disclosed that Gov. Ugwuanyi’s administration has completed the Enugu State Diagnostic Centre and has also commenced the construction of 200-bed Igboano Specialist Hospital, Enugu, noting that “the initiation of the International Medical City Agu-Ekwegbe is very impressive”.

On peace and security, the forum commended Gov. Ugwuanyi for ensuring that “Enugu State continues to be ranked as the safest state in Nigeria as recently pronounced by the Inspector General of Police”.

They maintained that “the recent provision of Hilux Vans, equipped with sophisticated security gadgets is a proof that the life and security of every resident of Enugu State are the primary concern of Governor Ifeanyi Ugwuanyi’s administration”, stressing that “businesses are springing up simultaneously in the three senatorial districts of the state”.

The former cabinet members also applauded the governor for constructing five ultra-modern fire service stations across the three senatorial districts of the state, after 56 years, as well as the unprecedented employment of over 4000 primary and secondary school teachers.



On politics, the ex-Commissioners said: “Governor Ifeanyi Ugwuanyi has through his political sagacity brought stability in the polity of Enugu State and has gone ahead to reach out to other political parties other than his party, the Peoples Democratic Party (PDP), in his firm belief that governance is about the people and not based only on political leanings”.

According to them, “the grant of N10 million to each of the 450 autonomous in Enugu State for the execution of projects that are dear to the hearts of their people and the immediate release of the sum of N5million as part of the grant, is in consonance with Governor Ugwuanyi’s development thrust”.

The wife of the Enugu State Governor, Mrs. Monica Ugwuanyi has reiterated her commitment towards the provision of adequate healthcare delivery to women, newborn and children of the state through her pet-project and the state government’s Free Maternal and Child Health Programme.

Mrs. Ugwuanyi, who spoke while declaring open, the three-day South East Zonal Advocacy Training Workshop for women from the zone, on reproductive, maternal, newborn, child adolescent, health and nutrition, declared that their healthcare was one of the fundamental priorities of the present administration in Enugu State.

The Enugu Governor’s wife emphasized the prominence that the administration gives to women and children, maintaining that the state government has continued to provide enormous support and assistance to them, especially the pregnant mothers and newborn.

She stressed that the state will remain focused and steadfast “in championing this advocacy” for the good of the people.

While commending the wife of the President, Mrs. Aisha Buhari for mapping out the programme aimed at enhancing the welfare of women and children in the country, Mrs. Ugwuanyi urged all the stakeholders to collaborate to ensure that every woman and child has access to good healthcare service, which she said should be “our fundamental priority”.

She also called on the stakeholders to continue to work hard to advance the cause of quality healthcare delivery for women and children to save them from “unacceptable mortality”.

“I want to call on all of us, all the stakeholders to work closely together and to do all we can to save our women and children from
needless deaths. We must work in close collaboration to ensure that our messages get to the right quarters, with a view to getting all hands on deck in tackling this high and unacceptable mortality rate.

“We should also ensure that every woman and every child has access to good healthcare which should be our fundamental priority”, she advocated.

Mrs. Ugwuanyi therefore, noted that “as wives of Chief Executives of various states”, there was urgent need for effective coalition and advocacy platforms to address various health challenges facing mothers and children.

Also speaking, the wife of the President, Mrs. Buhari statedthat the advocacy was necessitated by the current high prevalence of
maternal and mortality in the country, which according to her, calls for
concern by all well meaning Nigerians.

The President’s wife, who was represented by the wife of the former Military Administrator of Katsina State, Mrs. Grace Chiama, pointed out that “the welfare of women, newborn and children is dear to our hearts”, expressing optimism that the inherent benefits from the training would be fully actualized for the overall interest of the country.

According to her, “I pray that this training we receive is going to be translated into something concrete so that we go back with the determination to practicalize what we have learnt”.

In his own speech, the state’s Executive Secretary of Free Maternal and
Child health Programme, Dr. Hilary Agbo commended Governor Ifeanyi Ugwuanyi and his wife, for their special interest in the wellbeing of women and children in the state.

Dr. Agbo disclosed that the ongoing construction and rehabilitation of health centres in the state have gone a long way to improve maternal and child healthcare, which he noted has reduced mortality to its barest minimum.

Governor Ifeanyi Ugwuanyi of Enugu State has charged his Executive Assistants (EAs) in all the electoral wards of the state to assume responsibilities and work assiduously towards sensitizing and enlightening the rural dwellers on the numerous programmes, policies and vision of his administration.

The governor also asked them to be an instrument of peace and reconciliation in their respective wards to ensure continuous delivery of democracy dividends to the people of the state.

Gov. Ugwuanyi, who spoke during an interactive meeting with the elated Executive Assistants, emphasized the importance his government attaches to them as his representatives at the grassroots, stressing that the position is sensitive and vital to the success of its rural development agenda.

The administration of Governor Ifeanyi Ugwuanyi of Enugu State, in keeping with its concerted efforts to encourage speedy intervention on the Akanu Ibiam International Airport, Enugu, by the federal government, yesterday announced its plan to constitute a stakeholders’ committee that would look into and resolve all issues around the expansion of the airport.

The committee members, according to a statement by the Commissioner for Information, Mr. Ogbuagu Anikwe, will comprise officials of the Federal Ministry of Aviation, Federal Airports Authority of Nigeria, and the Nigeria Export Processing Zones Authority.

The State Ministries of Lands & Infrastructure, Commerce & Industry, and the management of the ENPOWER Free Trade Zone will join the committee, the statement added.

The state government, which noted the importance of the International Airport to the people of the South East geo-political zone, reiterated its commitment to continue to support “every effort required to be made in order to get it functioning at optimum capacity and efficiency”.

The statement explained that the stakeholders would have to unravel what appeared to be a disagreement among federal authorities operating in Enugu State regarding ownership of vast hectares of land that the state government has so far approved around the airport for their use.

It said: “If at the end of the meeting, it is established that any of the parties still needed more land, especially for the airport project, the Enugu State government will promptly attend to this need.

“At the moment, it is important to emphasize that Enugu State has donated vast tracts of land for the airport expansion project and is also working to relocate further identified encumbrances such as a local market, in order to encourage the federal authorities to speedily complete the project”.

It appears the Attorney General of the federation, Abubakar Malami, has an ulterior motive over pursuing the actions that led to the N5.87 billion fines slammed on four Nigerian banks by the Central Bank of Nigeria (CBN). Sources yesterday said that Malami sent a letter instructing the banks to pay the fine into a so called ‘ASSET RECOVERY ACCOUNT’ different from CBN’s, despite this act being outside its regulatory purview. “There is a conflict between the Attorney General and the Central Bank as to where the fine imposed on the four banks by the latter will be paid,” one source with knowledge of the matter said.

Sources say that in the past when Banks paid fines imposed by the CBN it never went into any strange bank account. It would also be codified and explained clearly to the affected financial institution. “It appears that they are making this up as they go and it is very embarrassing for the nation, in addition to being quite dangerous for the stability of the financial system,” the source said. Sources tell BusinessDay that the letters sent out by the attorney general’s office to the banks had numerous errors and wrong details. Some had wrong figures, wrong bank addresses, confused the titles of those it was addressed to in some cases, and in one case mixed up Stanbic IBTC, with Standard Chartered Bank. BusinessDay has learnt this is all happening to protect the fees the lawyers used to ‘investigate’ the new MTN CCI allegations will ultimately earn.

“There is complete shock and consternation in the financial services industry,” the CEO of a major securities firm says. The CBN yesterday debited the accounts of the banks for the sum of N5.87 billion as payment for the imposed fines. Stanbic IBTC said in a statement published on the Nigerian Stock Exchange (NSE) website that the CBN deducted the sum of N1.886 billion from the account of its bank subsidiary, stating “that the bank has done nothing illegal and accordingly the bank will continue to provide CBN with documents and details in support of contention that our actions in relation to these transactions were not illegal.” BusinessDay also confirmed that the CBN has debited Standard Chartered N2.4 billion ($7.86 million), and CitiBank N1.2 billion, after it fined the lenders for what it claims were illegal movement of a total of $8.1 billion abroad with improper certificates for telecoms giant MTN. Daniel Okezie, the Vice Chairman, Lagos Chamber of Commerce & Industry (LCCI SME group) said CBN is the regulatory agency for the banks and in this case it should not involve the AG of the federation as the problem arose due to lack of agreement (between the CBN and the Banks).

“The CBN regulates the deposit money banks and has nothing to do with the AG as the duty of the AG is to advice the executive arm of government on any legal issues if the CBN needs clarification on any legal matters, it will definitely send it to the office to interpret. It is not the duty of the AG or the ministry of justice at the Federal levels to give such instructions to counter what the CBN has done,” Okezie said by phone. The Vice Chairman, Okezie concluded by saying “we are carrying on with our advocacy work to protect the interest of the organized private sector and Nigerians, and at our next council meeting, the committee that is in charge of this matter would have given us a report which we would look into and make recommendations to the presidency and all the stakeholders involved.” Responding to the banks’ being debited by the apex bank, Bismarck Rewane, MD of economics consulting firm Financial Derivatives said “it is just a sign by the CBN to show that they are serious, although penalties can always be refunded after the case has been resolved.”

The administration of Governor Ifeanyi Ugwuanyi of Enugu State, since inception, has transformed the development narrative of the state, both in the political and socio-economic realms.

Despite the nation’s economic crunch, the administration has continued to vigorously take innovative measures aimed at addressing the needs of the masses - the lowly and long neglected - to ameliorate their sufferings and give them a sense of belonging as the true heroes of democracy.

This sound vision was borne out of the governor’s humble disposition, passion and uncommon zeal to build a peaceful, secure and prosperous Enugu State of the founding fathers’ dreams.

In Enugu State today, it is on record that a lot has been achieved with the lean resources at the disposal of the man at the helm of the government - the Rt. Hon. Ifeanyi Ugwuanyi (Gburugburu).

The landmark feat recorded so far ranges from provision of massive roads infrastructure across the length and breadth of the state, covering over 300 kilometers to other remarkable achievements and sundry interventions in the areas of health, education, empowerment, workers’ welfare, security, agriculture, investment promotion and socio-economic rebirth, among others.

For instance, Enugu State under Gov. Ugwuanyi has become a reference point in the efficient management of resources and security operations in the country. Through the governor’s reforms in the Enugu State Internal Revenue Service, his administration has witnessed an unprecedented growth in the state’s Internally Generated Revenue (IGR), exceeding the 15 percent tax revenue to GDP benchmark suggested by the United Nations for the funding of budgets.

Recently, Ugwuanyi’s proficient and unparalleled tax regime earned Enugu the enviable status of a solvent state which made it possible for his administration to pay workers’ salaries for June and July without the receipt of the Federal allocations then for the said months.

The recent scholarship extended to 680 indigent students of engineering in Enugu State Polytechnic Iwollo and Institute of Management and Technology (IMT), Enugu, respectively, which was ideologically conceived by the governor to promote the harnessing of the beneficiaries’ potentials for knowledge transfer, economic growth and self-reliance, will ever remain legendary and unparalleled in the annals of the state.

In spite of the draught in the nation’s economy and the state’s lean resources, Gov. Ugwuanyi has continued to advance the course of development in the state, providing and maintaining the existing infrastructure to enhance the living standard of the people.

The 'One Community One Project' programme, which was recently launched with the sum of N10 million each for all the 450 autonomous communities in the state to execute priority projects of their choice, has continued to yield the desired results, as communities that had never experienced any form of government presence now benefit, accordingly.

Long neglected areas and communities, such as Amurri, Ngenevu, Eha Amufu, Iva Valley, Abakpa Nike, et cetera, have today being remembered with provision of quality road infrastructure and other facilities. Civil servants and pensioners of the state have continued to receive their salaries and pensions regularly on 23rd of every month, even without the receipt of federal allocation.

All these, too numerous to mention, were in keeping with his campaign promise to “deploy government services to create fair and equal opportunity for every willing citizen to make a living and create wealth, educate our children, and enjoy life in a peaceful and secure environment”.

Interestingly, the governor has maintained a close relationship with God and the people, entrusting Enugu State to His hands and ensuring unequalled rapport with political leaders in the state, both past and serving, irrespective of their political leanings.

Ugwuanyi’s uncommon leadership style, which is unbeatable, is also extended to leaders of the religious and traditional institutions as well as residents of the state, both indigenes and non-indigenes, the lowly and neglected, who have continued to enjoy top cordiality with their unassuming governor.

Consequently, the governor’s strength of leadership has undoubtedly endeared him to the people, sky-rocketed his swelling popularity and acceptability and also rejuvenated the fabrics of unity and harmony among political leaders to forge a common force for the rapid development of the state, in spite of their political differences.

Ugwuanyi’s open door policy and humble disposition have indeed offered residents of the state, both the lowly and highly placed, unlimited access to him, “anywhere, anytime”, prompting mass solidarity visits to the Government House by indigenes, non-indigenes, and various support groups.

This deep-rooted kinship ultimately is responsible for the avalanche of tremendous support, solidarity and goodwill the governor has continued to enjoy from the people of Enugu State, as well as the gale of commendations and endorsements for his re-election in 2019 from virtually all spheres of the society, including the religious and traditional institutions.

First to endorse Gov. Ugwuanyi’s re-election were traders in the state, who delightfully applauded him for introducing the monthly Traders Empowerment Scheme, which assists them with the sum of N50,000 each to grow their various businesses, irrespective of their state of origin, religion and ethnicity. It is worthy of note that a total of 2400 traders have so far benefited from the scheme since its inception in 2017 through open raffle draws.



His political party, the Peoples Democratic Party (PDP), at all levels in the state has also unanimously endorsed his re-election, describing him as “a worthy leader, who has done us proud”.



Notable leaders of the major opposition political party in the state, the All Progressives Congress (APC), such as Senator Ken Nnamani, Senator Jim Nwobodo, Chief Osita Okechukwu and the party’s South East National Vice Chairman, Hon. Emma Eneukwu, among others, had on different occasions applauded Gov. Ugwuanyi for his political maturity, bi-partisan disposition and respect for everyone irrespective of political leanings.



Senator Oluremi Tinubu, an APC chieftain and wife of Asiwaju Bola Ahmed Tinubu, during her visit to Enugu for an official engagement, was convinced of Gov. Ugwuanyi’s outstanding leadership qualities, when she described him as “a very good and humble man”, who she would wish to see return to office in 2019.



Expressing delight at the peaceful atmosphere in Enugu State, Senator Tinubu told Gov. Ugwuanyi that “the people of Enugu State are very lucky to have you as their governor”, saying: “God has already ordained your re-election. I wish to see you back on the seat in 2019”.

Another notable chieftain of the APC, Dr. Orji Uzor Kalu, equally lauded Gov. Ugwuanyi for the respect he has continued to accord President Muhammadu Buhari and other leaders in the country irrespective of political affiliations. The former Governor of Abia State, who visited Gov. Ugwuanyi at the Government House, Enugu recently, disclosed that President Buhari also takes the governor as a family, declaring that “we cannot quarrel with anybody who is not quarreling with us”.

Few weeks ago, the Apostolic Nuncio to Nigeria, Archbishop Antonio Filipazzi, during his visit to Enugu for an evangelical duty, commended Gov. Ugwuanyi for “his closeness to God and exemplary leadership style, which has brought peace and good governance to the state”.

The Apostolic Nuncio - Pope Francis’ representative in Nigeria- told Ugwuanyi that he is “a good governor” and a father to all, who has “faithfully served the church” and residents of the state, irrespective of religion, state of origin and ethnicity.

According to him, “You (Ugwuanyi) have faithfully served the church; you are a good governor; you are a governor for everyone living in this state, Catholic and non-Catholic; from every group you are the father of the family for everybody and of course things are not separated. I think you have found inspiration in your work as a governor; I also feel you belong to the Catholic Church”.



The Anglican Communion, through the Archbishop of Enugu Ecclesiastical Province, Most Rev. Dr. Emmanuel Chukwuma has at various fora endorsed Gov. Ugwuanyi for a second term in office for his commitment to peace and good governance as well as the development of the Church and love for the poor masses.



The climax of the endorsements was during the recent visit of Vice President Yemi Osinbajo to Enugu for the 30thNational Biennial Conference of the Student Christian Movement of Nigeria (SCMN), where the outspoken Archbishop told the Vice President that “there is no vacancy in Enugu Government House”.



He stressed that “the people of Enugu State are at home and happy with the good works and uncommon leadership style of Governor Ifeanyi Ugwuanyi”.



Archbishop Chukwuma described Gov. Ugwuanyi as “a non-discriminating” politician, who “respects elders” and “gives respect to whom respect is due”, and also maintains cordial relationship with leaders of other political parties.



His words: "Mr. Acting (Vice) President, Enugu State is in the hands of God. Ugwuanyi is not a governor that discriminates against anybody and so no vacancy in Enugu Government House, because Enugu State is in the hands of God".



Similarly, the Spiritual Director of Adoration Ministry Enugu Nigeria (AMEN), Rev. Fr. Ejike Mbaka, had earlierdeclared that there is no vacancy in the Enugu State Government House in 2019, stressing that Gov. Ugwuanyi has done excellently well in office and deserves a second term.



Fr. Mbaka, who spoke during the Thanksgiving Mass for Gov. Ugwuanyi’s recent electoral victory at the Supreme Court, also poured encomiums on the governor, describing him as "a good, kindhearted, humble, peace-loving and God-fearing leader", who has judiciously managed the lean resources of the state for the benefit of the people.



The Catholic priest also described Ugwuanyi as "the best governor so far in Enugu State", adding that he is "an epitome of peace; a sanctuary of conflict resolution and model for rural and urban development".



While applauding the governor "for managing the public wealth judiciously and Godly" for the equitable development of the entire state, the outspoken priest prayed against any plot over the governor's re-election in 2019, saying: "I pray to God that this good man with intimidating humility will continue to govern Enugu State till 2023”.



He said: "Our governor, God has opened doors for you, no man can close it. Those who are following him should continue to follow him, he is a good man. We have one candidate for the governorship seat in 2019 in Enugu State in the name of Gburugburu (Ugwuanyi).



“We are begging him to come and complete the good works he has started in Enugu State. Enugu State is behind him. The church, students, teachers, traditional rulers, Adoration Ministry, many others are also behind him. I therefore, advise those who want to contest against him to please consider other elective positions".



In a related development, the Prelate of the Methodist Church of Nigeria, His Eminence, Dr. Samuel’ Emeka kanu Uche, at the recent Thanksgiving Service for the family of Senator Ken Nnamani, had declared Gov. Ugwuanyi’s re-election in 2019 as sacrosanct, stressing that he deserves a second term because of “his outstanding performance and judicious utilization of the state’s lean resources to impact positively on the lives of the people”.



According to the Prelate, “I welcome Gburugburu (Ugwuanyi) the performing governor of Enugu State. This man is using the resources given to him very well to develop the state. You have done very well that even those in the graves, if they are allowed to vote, will vote for you”.



In what could be described as a mother of all endorsements, the Christian Association of Nigeria (CAN), Enugu State Chapter, during a mega prayer rally tagged “Enugu State is in the hands of God”, which was attended by the leaders of the association’s five blocks, fervently prayed for Gov. Ugwuanyi’s re-election in appreciation of his good works and commitment to God.

They told the governor that “your second tenure is in the Hands of God” and “it is safe with Him because you have acknowledged Him”, adding: “Be assured of our support and supplications to God for a successful, peaceful transition and fulfillment of your heart’s desires for Enugu State”.



The recent record-breaking unanimous endorsement of Gov. Ugwuanyi’s re-election by all the traditional rulers in the state cannot be easily forgotten, especially when the venerable folks aptly captured their heartfelt verdict and enthusiasm with a deeply-felt: “Let the good works continue!”



The Sultan of Sokoto, Alhaji (Dr.) Muhammad Sa’ad Abubakar III, during his historic homecoming to Enugu State expressed delight at the level of popularity Gov. Ugwuanyi enjoys from the people of the state including non-indigenes, noting that the governor is widely celebrated because of his humble disposition, closeness to the masses and commitment to peace, security and good governance.



Politically, the state chapter of Inter Party Advisory Council (IPAC), the umbrella organization of all the political parties in the country, had recently commended Gov. Ugwuanyi for his effective leadership, which it said has engendered peace and good governance in the state “at a time when recession has become a ‘customized excuse’ for elected leaders for non-performance”.



The body in a statement by its state chairman and secretary, Barr John Nwobodo and Mr. Ken Onyekaonwu, respectively added that the governor has “managed with prudence, integrity, transparency and accountability the state’s lean resources” to pay workers’ salaries and retirees’ pensions and the 13th month salary to civil servants as Christmas bonus”.



They expressed delight that Gov. Ugwuanyi’s administration has executed numerous capital projects across the state, and judiciously and transparently utilized the Paris Club refunds to the state for the wellbeing of the people, among others.



The state’s pensioners during their latest solidarity visit to the governor reassured him of their “absolute loyalty and support” for his commitment to their welfare, in spite of the nation’s economic challenges”. The retirees disclosed that the governor has “continued to pay us pensions regularly”, which they noted “is vital for our existence”.

Also in the commendations and endorsements list are the state workers through the Organized Labour; public and private school teachers and proprietors; the local government workers (NULGE); students; tricycle, okada and taxi operators (NURTW); artisans, market women and various support groups, among others.



All these are a tip of the iceberg of the numerous heartfelt commendations and endorsements from the people, confirming the governor’s ascendency, and the popular view that “virtually every living thing in Enugu State” has agreed that Gov. Ugwuanyi should continue to lead them till 2023. Enugu State is truly in the hands of God.

There is a consensus that President Buhari’s administration has failed but what bothers the minds of millions of dissatisfied Nigerian citizens remain which politician can displace Buhari given his political base. There is no gainsaying that the Buhari government has shown its incompetence in handling issues. It is pertinent to note that at the celebrated meeting of Buhari with President Trump of the United States, he was reportedly dismissed as lifeless by Trump, a reference which is a bitter truth which summarizes the entire leadership of his administration. If the president of the United States, the leader of the free world and most powerful man in the world adjudged the president of Nigeria as lifeless, it calls for deep introspection and sober reflection.


Consequently, the two major political parties that would most likely produce the next president of Nigeria are the PDP and APC. In recent times the PDP has had its political fortunes enhanced by the defection of prominent members of APC who moved from the PDP prior to the 2015 elections. Comparatively, it has a pool of candidates who possess the leadership acumen to unseat Mr Buhari and has gone into a coalition known as the Coalition of Coalition of United Political Parties (CUPP) to wrestle power from the APC. It is no gainsaying to unambiguously propose that PDP has a better chance of winning the presidential election in 2019 than APC but its choice of presidential candidate is a crucial variable in this political permutation.


Without doubt in the PDP, the battle is between Saraki and Atiku; and for the PDP and APC, it is Saraki or Atiku versus Buhari. However, the Senate president embodies a fresh perspective to leadership, which is imperative at this juncture in the journey to development of Nigeria and set it on the path of progress. He has tagged his campaign #GrowNigeria. And I intend to advance the premise on which I believe Saraki appears most likely to be at the helm of affairs of Nigeria in 2019 with a victory in the presidential elections provided the PDP gives him the ticket.



At the level of state government politics, as a politician with conscience, he opposed his father’s decision for his sister Rukiyat to succeed him as governor. That singular act endeared him to the people of his state who rewarded him with their votes as he was elected a senator after serving two terms as governor. Dr Saraki is accorded recognition as the father of modern governance in Kwara State given his type of politics which is devoid of rancor and acrimony.
Based on a PPP model with 13 large scale Zimbabwean farmers, the Shonga Farms project was initiated and today is a major supplier to Nigerian Starch Mills Limited, WAMCO, Kentucky Fried Chicken (KFC) and Shoprite stores.


On education, HE Saraki established Kwara State University (KWASU) a state-owned university which did not exist despite Kwara being one of the oldest states in Nigeria. Saraki’s leadership envisioned an egalitarian Kwara state where citizens are educated to the highest level.
In furtherance of that grand goal, the Ilorin Aviation School is one of the laudable projects initiated and completed by his administration which afforded indigenes of the state to acquire high tech knowledge in aviation.


To be vindicated in his area of education as a medical doctor, he established Kwara Advanced Ultramodern Diagnosis Centre. On the nagging issue of electricity, the Ganmo Power Generation Plant, hundreds of ordinary power substations and some injection Substations were built.
On the national scene, the victory of the APC in the National Assembly and presidency brought yet another era of insight to the political enigma and colossus Saraki is. The election of the opposition to the presidency instead of unifying the opposition threw up a leadership tussle, which required a great deal of wisdom and maturity to handle.


He brought coalition politics into the senate where he made concession to the opposition party PDP, garnered their block votes, with some loyal APC senators, he was elected the Senate president. Nigerians were relieved. The PDP which was wallowing in bitter election defeat heaved a sigh of relief while the South East which was almost schemed out in this dispensation got a top position in Senator Ike Ekweremadu as Deputy Senate (PDP) and it helped quell dissenting voices. It is no gainsaying to call HE Saraki the unifier, a bridge builder and a man who radiates the true meaning of one Nigeria.


The 8th Senate under HE Saraki has been the most successful of the fourth republic with groundbreaking bills and amendments passed while working harmoniously with all and sundry to ensure that our democracy is protected.
The Senate under Saraki has passed over 200 bills in all facets of Nigeria as a country such as the Petroleum Industry Governance Bill (PIGB) and Electoral Amendment Bill. Specifically, as at its 3rd anniversary, on June 9, 2015, it passed 213 bills, cleared 138 petitions from members of the public.


In all the consternations, which have simmered in recent times, he has emerged as the face of democracy recognized by world powers most recently, UK and European Union during the recent siege by Nigeria’s Secret Service on the National Assembly. After the recent siege on the Senate, he addressed a world press conference to assure the rest of the world that Nigeria is still committed to democracy and rule of law despite cynical forces that are bent on torpedoing progress.


Dr Saraki is the link between the old and the new generation. He best captures the aspirations of millennials and is an embodiment of modern governance. Nigerians are disillusioned with the current administration but what is missing is the linkage who will harness and galvanize the dreams of many most Nigerians to actualize a progressive country.


He was instrumental in ensuring the #NotTooYoungToRun bill which lowers the age for several elective positions was passed into law. He is Youth eccentric, one of his major trademarks.
The other two leading candidates, Atiku, PDP (71) and Buhari, APC (75) are septuagenarians and the desire for a paradigm shift for fresh leadership has never been more than today. Saraki will be 56 in 2019 and fits into the picture Nigerians desire.


One argument President Buhari’s supporters advance is Buhari’s experience but that experience is tainted by involvement in military juntas one of which he headed in the 80s which affected his views of democracy. In clear contrast, Dr Saraki is accomplished, having been a governor for 8 years, Senator for 8 years, Senate president for 3.5 years Rule of Law. Dr Saraki is his direct opposite who has continued to uphold the Rule of Law and advocates deepening democracy. Dr Saraki’s sterling leadership at the NASS gives credence.


Dr Saraki’s acceptability across the length and breadth of Nigeria, across geopolitical zones and ethnic groups as seen from his consultations with prominent personalities and visits to several states where the masses have trooped out to welcome him. Despite the barrage of attacks on his personality, ordinary Nigerians are aware of his contribution to advancing democracy and progress of the country.

The Chairman of the South East Governors Forum and Governor of Ebonyi State, Engr. David Umahi has commended Governor Ifeanyi Ugwuanyi of Enugu State for his effective leadership that has brought huge infrastructural development to the state.

Gov. Umahi, who made the commendation while delivering his welcome remarks during the meeting of the South East Governors Forum held at the Government House, Enugu, on Sunday, also thanked Gov. Ugwuanyi “for constantly hosting the Forum meetings”.

Presenting the communiqué after the meeting, which was also attended by Governors Ifeanyi Ugwuanyi (Enugu) and Dr. Okezie Ikpeazu (Abia), the Forum’s Chairman, while appreciating the federal government for its intervention on the Akanu Ibiam International Airport, Enugu, also drew its attention to the deplorable state of the runway, the runway lights and the tarmac, calling on the Hon. Minister of State for Aviation to visit the airport for on-the-spot assessment and urgent intervention.

The forum also requested that urgent steps be taken for reactivation of the cargo section of the airport, requesting that the Minister visits the airport with experts, as a matter of urgency, for the restoration of the runway lights and other facilities.

Gov. Umahi disclosed that the forum received an interim report from the South East Consultative Committee on Health, recently inaugurated to facilitate the establishment of world class health facilities in each state of the South East Zone, and commended members of the committee for “the progress so far”.

The governors noted with delight the caliber of health and other professionals in the committee, urging them to work assiduously towards ensuring the transformation of the zone into a medical tourist destination in Nigeria.

The forum also disclosed that it received presentation from the South East Nigeria Development Fund (SENDEF), a financial arm of SEREDEC and urged them to channel all development plans in the South East region through the secretariat of the forum. #amokelouis

The Apostolic Nuncio to Nigeria, Archbishop Antonio Guido Filipazzi has applauded Governor Ifeanyi Ugwuanyi of Enugu State for his closeness to God and exemplary leadership style, which has brought peace and good governance to the state.



The Apostolic Nuncio - Pope Francis’ representative in Nigeria - spoke in Enugu, when he led a delegation comprising a Cardinal, Archbishops, Bishops and Priests of the Catholic Church to pay a courtesy visit to Gov. Ugwuanyi at the Government House.



The clerics were in the state for the Episcopal Ordination of Most Rev. Ernest Obodo as the Auxiliary Bishop of Enugu Diocese, which took place on Friday at St. Paul’s Parish, Ozalla, Nkanu West Local Government Area.



Most Rev. Filipazzi, who was warmly received by Gov. Ugwuanyi, informed the governor of the purpose of his visit and also commended him for his faithful service to the church and to the residents of Enugu State, irrespective of religion, state of origin and ethnicity.



The Pope’s representative described Gov. Ugwuanyi as “a good governor” and “a father of the family”, adding that he is inspired by the governor’s good works in the state and his commitment to the development of the church.

His words: “You (Ugwuanyi) have faithfully served the church; you are a good governor; you are a governor for everyone living in this state, Catholic and non-Catholic; from every group you are the father of the family for everybody and of course things are not separated. I think you have found inspiration in your work as a governor; I also feel you belong to the Catholic Church”.

Archbishop Filipazzi, equally appreciated the collaboration between the governor and the Bishop of Enugu Diocese, Most Rev. Callistus Onaga, stressing that the emergence of the first Auxiliary Bishop of the diocese would enhance the evangelical duties of the church in the state.

In his goodwill message, Gov. Ugwuanyi thanked God for the success of the event and equally expressed gratitude to Pope Francis for finding Most Rev. Obodo worthy of elevation to “this important position”.

The governor, who welcomed the Apostolic Nuncio to Nigeria and other revered clerics of the Catholic Church to the state, expressed joy that the Episcopal consecration was one of “the most glorious and significant” of all the many outstanding events that have happened in the state, saying that the reason was because “it is all about God”.

“As a Catholic and a member of the laity, I feel personally honoured and inspired that this event is taking place under my watch as the Chief Servant of the people of this state and it actually goes to strengthen our conviction that Enugu State is truly in the hands of God”, he said.

Congratulating Bishop Onaga and the entire Catholic Diocese of Enugu on this milestone achievement, Gov. Ugwuanyi stated that it “is another testament to the remarkable growth and progress that the diocese has made since its creation in 1962”.

He therefore, thanked the Catholic Church in the state for the spiritual support, wise counsel, encouragement and leadership that it has offered his administration since inception, pledging to continue to rely on the prayers, solidarity and goodwill of the church “as we work to fulfill the mandate graciously given to us by our people”.

The Chairman of the newly inaugurated Police Service Commission (PSC), Mr. Musiliu Smith has applauded Governor Ifeanyi Ugwuanyi of Enugu State for the support and assistance his administration has been giving the Nigerian Police Force in the state to effectively discharge its duties.

Mr. Smith stated that the governor’s supportive role to the police has resulted to “a considerable drop in crime rate in this state”, adding that it has also gone a long way in lifting the moral of the officers and men of the force, ensuring positive results.

The former Inspector General of Police, who spoke through the Commissioner representing the South-South geopolitical zone in the Commission, Hon. Austin Braimoh, during a courtesy visit to the Government House, Enugu, told Gov. Ugwuanyi that “the Police Service Commission has been informed of your generous efforts and assistance”.

The Chairman applauded the governor “for accepting to set up operational offices for our zonal operations”, disclosing that it would ensure effective control of the community policing in the state.

He maintained that it was because of the governor’s huge investment in security that Enugu has become one of the most secure and peaceful states in the country.

His words: “We came today as the first state to receive this body in this country because we have been told all that you (Ugwuanyi) have been doing to support the Nigerian Police Force. This has gone a long way in uplifting the moral and ensuring that the police force is properly managed. We appreciate you for this”.

Responding, Gov. Ugwuanyi, who thanked President Muhammadu Buhari for finding the members worthy of appointment into the important office, also congratulated them “on their well-deserved appointments”.

The governor pledged his administration’s cooperation and support to the commission towards the effective discharge of its responsibilities “as they relate to Enugu State”.

Government encouraged by growth in non-oil sector - Udoma

Following the release today of the latest GDP Growth numbers by the National Bureau of Statistics (NBS),the Minister of Budget and National Planning, Senator Udoma Udo Udoma, says government is encouraged by the continuing growth recorded in the non-oil sector, which grew by 2.05% in the second quarter of 2018. This he noted was evidence that the implementation of the targeted policies and programmes of the Economic Recovery and Growth Plan (ERGP) is yielding positive results.

The Minister, who was reacting to the NBS Report, said that he was happy to see that the Nigerian economy has continued to register positive growth in the first and second quarters of the year in spite of the security and other challenges faced by the country.

He emphasized that the focus of the ERGP is on diversifying the economy away from dependence on the oil and gas sector and was encouraged that efforts are yielding fruits by the continuing growth in the non-oil sector..

The Minister noted that this 2.05% growth in the non-oil sector represents the strongest growth in the non-oil GDP since the fourth quarter of 2015.

The NBS Report indicated that the non-oil growth was driven by Transportation (road, rail water and air) which grew by 21.76%, supported by Construction 7.66% and Electricity 7.59%. These three are priority areas of the ERGP. Other non-oil sectors that drove growth in the second quarter include Telecommunications which grew by 11.51%, Water supply and Sewage 11.98% and Broadcasting by 21.92%.

The Minister regretted that there was a slight drop in real GDP growth rate for the second quarter principally as a result of the contraction in the oil sector. The Oil and Gas sector contracted by -3.95% in the second quarter of 2018 compared to a growth rate of 14.77% recorded in the first quarter of 2018 and 3.53% in the corresponding period in 2017. However, the Minister noted that the contraction in the Crude oil and Gas sectors is attributable to some production issues which are being addressed by NNPC. For instance, average crude oil production was only 1.84 million barrels a day in Q2 2018 as opposed to an average production of 2 million barrels a day in Q1 2018. He is optimistic that once these issues are addressed we should be able to, once more, achieve positive growth in the oil and gas sector. As he has repeatedly emphasised, the Nigerian economy needs growth from both the oil, as well as the non-oil sectors, to achieve its ERGP growth targets.

Another area of concern for Government was the slightly weaker growth in the Agriculture sector which slowed to 1.19% in the second quarter in 2018 compared to 3.0% in the first quarter of 2018.This is partly attributable to security challenges mainly in the North East and North Central zones.

These security challenge affected activities of farmers with the resultant impact on commodity output; but he indicated that the various measures being taken by government to tackle the situation is already reducing incidents of violent conflicts and other disruptions to farming activity. He therefore expects to see a rebound in growth in the Agriculture sector in subsequent quarters.

He was happy to see that Industry has continued to maintain a positive growth rate as a result of the performance of Manufacturing and Solid minerals which retained positive growth of 0.68% and 5.24% respectively in the second quarter of 2018; while the Services sector recorded its best GDP performance in nine quarters, growing by 2.12% in the second quarter of 2018 compared to a contraction of -0.47% in the first quarter of the year and of -0.85% in second quarter of 2017.

The Minister was encouraged by these GDP growth results which he said is also consistent with improvements in other indicators including inflation and capital inflows, amongst others.

The NBS Report shows that headline inflation has consistently declined every month since January 2017 through July 2018 from 18.72% to 11.14%. The consecutive disinflation year on year, which is the eighteenth in a row, has resulted in the lowest rate of inflation since June 2016, he stated.

He was also happy to note that the Nigerian economy has continued to attract significant capital inflows.“The total value of capital importation into Nigeria stood at $ 5.5 billion in the second quarter of 2018, representing a 207.62% increase compared to the second quarter of 2017”.

While capital importation declined slightly in the second quarter of 2018, the total for the first half of 2018 at $11.8billionrepresents the highest half year capital importation since 2014, indicating increasing confidence in the Nigerian economy, he pointed out.

He was optimistic that as Government intensifies its activities in the implementation of the Economic Recovery and Growth Plan the economy will sustain this growth momentum. The Minister conceded that, whilst we still have some way to go to achieve the target growth rates of the ERGP, these continuing positive results are signs that we are moving in the right direction.
