The BBC World Service Trust in Nigeria uses BBC skills, talent, values and resources to improve lives by reducing poverty and promoting equalities in Nigeria, targeting all levels of society. The work informs and enables citizens on issues of governance, health, education and the environment. This is done through producing programming and building the capacity of the media to mirror Nigerian society back to itself, improve community dialogue and encourage action. Delivering radio, television, film, educational products, training and capacity building, the BBC World Service Trust (the Trust) has built and developed one of its largest operations in Nigeria with over seventy members of staff and a further one hundred and twenty freelance actors, journalists, writers, directors, editors and crew members - 95% of this total team is Nigerian. To date, the combined budgets of the three major initiatives the Trust has been delivering in Nigeria total over £12m. The Trust’s radio programming is amongst the most listened to in all of Nigeria and currently can be heard on over 80% of broadcast stations

Overall Purpose of Job

To provide the leadership to deliver the Trust’s agreed mission and strategy for Nigeria. To assume overall responsibility for the Trust’s work in Nigeria and the management of all its activities and operations.

To ensure that agreed targets and objectives are met, on time and on budget and in full compliance with the BBC’s values and procedures, the formal requirements of funding agencies and the regulatory frameworks of Nigeria and the UK. This will be done in close consultation with the Trust’s team in London.

To provide direct management and support to each of the members of the senior management team in Nigeria; to enable them to lead teams that create, provide and deliver production, training, products, research and learning, finance and operations. Critical and integral elements of this role will be a commitment to staff development and effective internal communications; clarity of procedures and decision making between all the staff in Nigeria and with the support team in London. .

To have lead responsibility for strategy and to refine and update the country strategy for the Trust’s work in close consultation with staff both in Nigeria and London. This will entail ensuring that the strategy is implemented and that all discrete programmes of work complement each other to support the delivery of the country strategy.

To lead the business development process and ensure good relations and full accountabilities are developed and maintained with key funding sources and potential investors.

To represent the Trust in Nigeria to key stakeholders and ensure that there are effective relationships and partnerships with funding agencies, media agencies, government, NGOs, academic institutions, international development agencies and others. This public facing work is delivered together with members of the senior management team in Nigeria.

Main Duties

1.To be directly responsible to the BBC World Service Trust in London, via the Director of Africa, for upholding BBC values and editorial standards for all outputs in Nigeria and that the development and execution of all project plans deliver against the agreed mission and strategy for the Trust in Nigeria
2.To ensure all initiatives are delivered within agreed standards, timescales and budgets.
3.To ensure all the accountabilities and reporting requirements of funding agencies, stakeholders, partners, investors and the BBC are met
4.To have direct line management responsibility for each member of the senior management team in Nigeria and to lead and support its work as a team
5.To ensure excellent internal communications are in place and maintained for all staff
6.To ensure that all those working for the Trust in Nigeria (whether on staff or contract) understand and uphold all the BBC values
7.To ensure staff development plans are developed, supported and delivered for the all the core staff team in Nigeria
8.To ensure the effective management arrangements for the Trust office and resources are in place and delivered and local contractual compliance maintained. This includes, accurate staffing records, design and operation of locally appropriate financial and administrative policies, adherence to local regulatory requirements (legal and taxation), effective financial decision-making, full health and safety policies are in place and implemented and supervision of personnel (international and local)
9.To lead the strategic, business development process, in order to secure the future for the Trust’s operation in Nigeria, to be done in close working with the Trust in London. This will be delivered together with members of the staff team and to include other appropriate partners and stakeholders
10.To ensure the Trust branding, synergy and promotion is effective and appropriate.
11.To represent the Trust in Nigeria and the region and to work with stakeholders to develop strong, appropriate and cordial relationships
12.To maintain a close and good working relationship with other BBC staff and operations in Nigeria, ensuring that other members of the BBC are kept up to date with the Trust’s progress in Nigeria

PRIMARY RESPONSIBILITIES

Under the direct supervision of the Programme Coordinator and Finance Officer, the Admin/Finance Assistant will perform the following duties:

Overall Responsibilities
The Technical Advisor for HIV/AIDS Prevention and OVC will strengthen the capacity of LMS client organizations in Nigeria to provide high-quality services in the communities where they are working, with support from PEPFAR. LMS is a USAID-funded program of Management Sciences for Health (MSH), a private non-profit international health organization. The LMS Program assists organizations to effectively lead and manage their own programs to achieve widespread improvements in health.

The Technical Advisor will support PEPFAR-funded civil society organizations (CSOs) in applying proven practices for the delivery of quality prevention and OVC services. Technical assistance in prevention will focus on abstinence and be-faithful strategies, as well as other prevention methods (e.g. condom usage for high-risk groups); assistance in OVC care will encompass the full range of psychosocial and material needs, with OVC participation in defining those needs. The Technical Advisor will take the lead in meeting the project’s PEPFAR targets and will integrate his/her work into LMS Nigeria’s overall capacity building plan for the CSOs.

The candidate will have extensive experience working in Nigeria; specialized training and experience in HIV/AIDS prevention and OVC care and a strong track record in technical assistance to non-governmental organizations (NGOs), faith based organizations (FBOs), and community based organizations (CBOs). Familiarity with the expectations and demands of USAID/USG, particularly PEPFAR, are also central to the Technical Advisor’s success.

The OVC and Prevention Technical Advisor will report to the Senior Technical Advisor and will work closely with her, as well as with other colleagues in LMS Nigeria’s Abuja office. S/he will support the effective operation of the Nigeria team by contributing to workplanning, monitoring and evaluation, and communications with internal and external stakeholders. The Technical Advisor will demonstrate impeccable professional ethics, and will be aware of and adhere to MSH’s procurement integrity standards in all activities.


Specific Responsibilities
1. Provide technical support to LMS Nigeria’s client organizations in OVC care and prevention activities, in order to strengthen their capacity to implement and scale up:
a. effective abstinence and be-faithful HIV/AIDS prevention programs;
b. effective programs using other HIV/AIDS prevention strategies with high-risk groups;
c. effective care and support programs specifically related to orphans and vulnerable children, when appropriate;
d. effective linkages with other HIV/AIDS services, such as HIV/AIDs treatment sites, palliative or home-based care, and TB service delivery sites.

2. With the Senior Technical Advisor, assist clients in designing, monitoring, and evaluating prevention and OVC activities.

3. Contribute to LMS Nigeria’s overall technical assistance strategy, especially in meeting PEPFAR goals and guidelines and strengthening the CSOs.

4. Build and manage productive professional relationships with key stakeholders, and fulfill identified needs of clients and other parties. (vague?)

6. Identify and work with health and development professionals, larger NGOs, and training institutions that can also provide technical assistance to LMS Nigeria’s CSO clients.

10. Remain informed on current issues and best practices and contribute to LMS lessons learned in AB, other prevention and OVC activities.

Qualifications
1. Post-graduate degree (MPH, MD, MSW, MPA, Med. or other relevant degree) with 5-8 years experience in the public and/or private health sectors.

2. Minimum of four years experience in a senior position providing technical assistance to NGOs, CBOs, and FBOs in HIV/AIDS prevention and OVC.

3. Strong demonstrated track record working in a USAID/USG/ PEPFAR environment.

4. Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS.

5. Ability to work well with other members of the LMS team and to contribute to compatibility among project staff, subcontractors, and recipients of assistance.

6. Excellent written, oral, and interpersonal English-language communication skills. Fluency in one or more Nigerian languages is preferred.
