You talk about salaries, can you honestly say that all Abia civil servants are owed salaries. ADP, Board of internal revenue, ministries,Abusu,Primary schools,APMIS,ASOPADEC,ASEPA are they being owed?

He have no reason to abandon so many road projects everywhere more especially Aba road in umuahia that is less than 2km at most .
