By getting Ibos to exchange their Nigerian Pounds for Biafran Pounds, Ojukwu was able to build a war chest of sort because no one would've accepted his Biafran note.

This is evident with how Ojukwu gave direct orders for the looting of Banks in the Midwest and occupied parts of present day SS states that were trapped in Biafra. As Biafran troops withdrew to their ancestral hinterland , the order was given to loot banks of Nigerian Pound notes.

The only reason Ojukwu hated Awolowo with deep passion, was because after the Biafrans surrendered, it was discovered that Ojukwu had fled with the remaining loot.
