you are handling fct as a single case. they said fct doesnt mean it to be single they are adding it up as an appendage to other states as people normally do. so what this means os thT he needs to have 2/3 of votes casts in all states FCT included.. not FCT alone. so even if he doesnt win FCT he can still be president with 2/3 of votes cast in all states.

You can't just compare Lagos with Kwara in terms of infrastructural development, structure, laws and order, planning, economy. Kwara has dearth of structure, development, infrastructure.
