1. IF the Governor did not swear in the members - the Deputy must do so for it to be valid

2. IF the deputy is unavailable - the state Chief Judge must do so for it to be valid

3. If the State Chief Judge is unavailable - the Judge of the State Appellate court must do so for it to be valid

4. If none of these aforementioned personalities are unavailable - an Appointed Administrator (NOT A RETIRED CLERK) must do so to make it valid
