So for me, i think this livestock reform is a positive move in the right direction. PO would have evendone more considering his passion for agricultural reform. The move by the ilegal president is good and encouraging. However, just as normal Nigeria policies, the problems are the people driving and executing the policy or reforms. This current adminisration will still fail with this good reform, reason is that same old thieves, politicians

So at the end, nothing good wll come out of it rather than embazzeling more money.With PO, the reform may be the same but the dynamics would be different.
