The Honourable Minister of State for Defence, His Excellency Dr. Bello Muhammed Matawalle, MON, has arrived in Sokoto for the second time within two months. This visit, mandated by President Bola Ahmed Tinubu GCFR, aims to bolster efforts in eradicating banditry, kidnapping, and other criminal activities destabilizing the region.

Dr. Matawalle reaffirmed the government’s unwavering commitment to combating insecurity. “As directed by Mr. President, I am back to Sokoto state to assure the people of this great region of our commitment to achieving all necessary yardsticks in the fight against insecurity. We will never leave you alone, and I assure you, we will win this war against bandits and those supporting them to unleash terror against our people,” he said.

As part of his mission, the Minister expressed optimism about ongoing military operations in the Northwest. “I am optimistic that our gallant troops will continue to record successes through Operation "Fansan Yamma" as we intensify our fight against these criminals.”

Dr. Matawalle also called for cooperation from political leaders across all parties, urging them to support President Tinubu’s efforts. “We must collaborate with all stakeholders in this region to achieve our target. The federal government will continue to boost the morale of our soldiers and security agencies in this fight.”

Whatever Matawalle Is Doing, He Is Doing Right

On the 30th of September 2024, a video surfaced online, featuring the notorious terrorist Bello Turji—this time, not with his characteristic bravado, but in a startling display of vulnerability. The once-defiant bandit was seen pleading for forgiveness and calling for dialogue with the Federal Government, signaling his desire to end armed violence in Zamfara State. He accused the Governor of Zamfara, Dauda Lawal, and the Minister of State for Defence, Dr. Bello Matawalle, of politicizing insecurity, yet conveniently neglected to acknowledge the undeniable military gains made since Matawalle led the Service Chiefs to Sokoto.

Governor Lawal, despite his criticisms of Matawalle, has repeatedly traveled to Abuja, over 500 kilometers from his state capital, to launch a series of unfounded accusations against the Minister, blaming him for the state's security challenges while conspicuously omitting recognition of the notable victories that have been achieved since Matawalle’s intervention.

In response, Dr. Bello Matawalle delivered a candid and unyielding rebuttal, presenting the facts to the Nigerian public. He reminded the nation that he is the only political figure from Zamfara State who has taken a solemn oath on the Holy Quran, categorically denouncing any association with banditry or its supporters. In a bold challenge, he called upon his critics, including Dauda Lawal and Gen. Aliyu Gusau, to do the same—if indeed they are free from any connections to the bandits. To date, none have accepted this challenge, leaving much to be inferred about their support for the insurgency in the region.

But I digress. Let us return to the matter at hand—the sudden shift in Turji's stance. For a terrorist leader who, only weeks ago, boasted of his capacity to challenge the Nigerian Armed Forces, this reversal is no coincidence. Something significant has clearly shaken him.

Consider the context: six days before Turji’s plea, his associate, Kachalla Sani-Black—a feared bandit leader commanding over 150 loyal men—was neutralized in a precisely executed ambush by the local police in Maru Local Government Area of Zamfara State. Not only was Sani-Black eliminated, but his sons also met their demise alongside him, sending a powerful message to other criminal elements.

Before Sani-Black’s elimination, another key bandit leader, Baleri Fakai, along with 30 of his strongest fighters, was taken down in the same region. Days prior, on the 12th of September, the Nigerian Air Force Special Forces struck a decisive blow by eliminating the infamous Halilu Sububu, a terrorist whose attacks on a military base in Katsina in 2021 resulted in the deaths of numerous soldiers. Sububu had since unleashed terror across Sokoto, Niger, and Kaduna States. His demise, followed by the neutralization of another bandit, Halilu Buzu, demonstrated the coordinated efforts of Nigeria's military forces in dismantling the leadership of these insurgent groups.

Then came the elimination of Sani Wala Burki, a notorious terrorist responsible for years of violence in the Safana and Batsari Local Government Areas of Katsina State. His death on the 14th of September was yet another major victory achieved by the Nigerian Armed Forces.

So, what explains this sudden spate of victories? What transformed the tide of battle in the North-Western region, where terrorists have been neutralized one after the other?

The turning point came on the 1st of September 2024, when Dr. Bello Matawalle, Minister of State for Defence, led the Chief of Defence Staff, General Christopher Musa, and other senior military leaders to Sokoto on a Presidential directive. Tasked with the mission of eradicating banditry in the North-West, Matawalle, a leader known for his courage and resolve, embarked on an intensive operational tour with the service chiefs. He spent over a week on the ground, receiving strategic briefings and collaborating with troops to craft a comprehensive plan to restore peace in the region.

It was in the aftermath of this high-level visit that Nigerians began to witness the cascading military successes that have since garnered national attention. Whatever strategic directives Matawalle provided to the troops, they executed them with precision, delivering the results he has since reported back to President Tinubu.

For those observant enough to read between the lines, the attacks on Dr. Bello Matawalle by his predecessor, Dauda Lawal, reek of jealousy—an attempt to detract from the remarkable progress achieved under Matawalle’s leadership. The spate of victories over banditry is undeniable, and attempts to undermine these achievements are little more than distractions.

Even Senator Shehu Sani, a known critic of Nigeria’s political elite, commended Matawalle’s efforts. In a recent statement, he dismissed the criticisms aimed at the Minister of State for Defence and the National Security Adviser, Nuhu Ribadu, as counterproductive distractions in the ongoing fight against terrorism. "Why are some people unhappy that bandit leaders are being eliminated?" Sani asked. "Anyone genuinely committed to ending the reign of kidnappers and murderers should support these efforts, not engage in frivolous criticisms."

It is evident that individuals like Governor Dauda Lawal are less than pleased with the recent military successes in Zamfara and beyond. But as history has shown, true leadership rises above such petty grievances.

In the coming days and weeks, it is widely expected that the once loquacious Bello Turji’s fate will be sealed, and the Nigerian Armed Forces will continue their pursuit of him until he, too, is eliminated. The momentum generated since Dr. Matawalle’s strategic tour of the North-West has reinvigorated the morale of our troops. This is the unmistakable hallmark of effective leadership.

On the 2nd of October 2024, as President Bola Ahmed Tinubu departed for his annual leave in the United Kingdom, he was seen exchanging firm handshakes with Dr. Bello Matawalle and National Security Adviser Nuhu Ribadu. The confidence in their exchange was palpable, and one could almost imagine the President’s words: "Whatever you’re doing, you’re doing it right. Finish the job, Matawalle. Bring Turji to his knees and secure our nation."

“Under Tinubu, We Have Remodeled DICON for Enhanced Capacity” — Matawalle

Dr. Bello Matawalle, Nigeria’s Minister of State for Defence, has announced that the government, under the leadership of President Bola Ahmed Tinubu, has undertaken a comprehensive restructuring of the Defence Industries Corporation of Nigeria (DICON), aimed at bolstering its production capabilities. According to Matawalle, this initiative is set to save Nigeria millions of dollars previously spent on arms procurement abroad.

Speaking in an interview with Channels TV particularly on the commemoration of DICON’s 60th anniversary, Dr. Matawalle emphasized the urgent need for Nigeria to increase its local manufacturing output, particularly in the defence sector, to address the country’s growing security demands.

“For too long, Nigeria has lagged behind in advancing its local productivity, especially in the defence industry,” he remarked. “We attend security exhibitions around the world, observing the advancements of other nations, yet Nigeria has not been producing at the level required to meet our own needs. But today, under my supervision as Minister, we have initiated programs to enhance DICON’s capacity through a comprehensive remodeling.”

He further elaborated on the transformation underway at the corporation. “If you visit DICON today, you will witness a remarkable change. We now have investors who have established their plants on-site. This isn’t just for Nigeria; it’s for our neighbors as well.”

Dr. Matawalle underscored that the revitalization of DICON would greatly reduce Nigeria’s reliance on foreign suppliers, with arms, ammunition, and other military equipment now to be purchased in local currency.

“This move will also save us spendings in dollar, as purchases would be in Naira. It is as good as what NNPC is doing with Dangote Refinery. Our goal is to source all of our military hardware domestically, easing the pressure on foreign exchange reserves used for purchasing weapons.”

“As Governor, I Secured the Release of Thousands of Innocent Zamfara Indigenes Without Paying a Dime” – Dr. Bello Matawalle, Minister of State for Defence

Dr. Bello Matawalle, Nigeria’s Minister of State for Defence, has revealed that during his tenure as Governor of Zamfara State, he successfully secured the release of thousands of innocent citizens abducted by bandits, without paying any ransom. Matawalle stated that he utilized all available options, including dialogue, a strategy that was endorsed by key stakeholders within the state and ultimately proved effective.

The Minister made this disclosure on Monday during an exclusive interview with Channels TV, where he recounted his time as Governor and his current role as Minister of State for Defence. He emphasized that his engagement in dialogue with bandits was instrumental in safeguarding the people of Zamfara.

“I initiated reconciliation and dialogue with the bandits, and it worked. When I assumed office as Governor, I questioned why banditry and kidnapping were so rampant. I sought advice on the most effective way to address the situation, convening stakeholders’ meetings with traditional rulers, religious leaders, security agencies, Fulani leaders, and vigilante groups. I listened to their perspectives and recommendations,” Matawalle explained.

“Following these discussions, I held consultations with the state’s security agencies, and based on the consensus from stakeholders, the decision was made to pursue dialogue with the bandits. I had no choice but to follow this course of action, as my priority was the protection of my people. I could not stand by while the state experienced incessant killings.”

Matawalle highlighted that the dialogue yielded remarkable results, leading to the recovery of large quantities of ammunition and the release of thousands of abducted individuals. “The records are there to prove it,” he added.

He also pointed out that he was not the first to adopt this approach, noting that previous leaders, including former President Buhari and other governors in the North West and North Central regions, had also engaged in dialogue to secure the release of kidnapped individuals.

“People seem to forget that even President Buhari, in his efforts to secure the release of the Chibok girls, resorted to dialogue. This is a globally recognized practice. My objective was clear: to save my people from being killed and to secure the release of innocent citizens. Israel is currently doing something similar with Palestine, negotiating for the release of hostages.”

Matawalle expressed no regret for his actions, stressing that he had successfully secured the release of numerous individuals, including foreign nationals, without paying any ransom. He also referenced the release of a relative of the current Zamfara State Governor, which was achieved through the same dialogue process.

“A younger brother of Dauda Lawal, the current Governor of Zamfara, was kidnapped seven months before I became Governor. Initially, a ransom of 500 million Naira was demanded, which Dauda Lawal refused to pay. However, after we initiated dialogue, his brother was released unconditionally without any payment. This is a matter of public record, and the people of Zamfara can attest to it.”

Matawalle dismissed accusations linking him to bandits, attributing such claims to political blackmail driven by hatred. “People can say whatever they want, but they have no proof. If anyone has evidence of my involvement with bandits, they should present it. I wasn’t the only one who pursued dialogue with these groups. The former Governor of Niger State, Abu Sani Bello, did the same, as did Aminu Tambuwal of Sokoto and the Governor of Katsina.”

Qietur Limited, a financial-technology and data-driven company, located in Abuja on Tuesday, officially signed a significant offtake agreement with the National Agency for Science and Engineering Infrastructure (NASENI) to undertake the development of over 3000 residential housing estates for NASENI staff across Nigeria.

The landmark partnership, hinged under a mortgage-backed owner-occupier scheme in collaboration with Family Homes Fund Limited is aimed at addressing the housing deficit while improving access to affordable housing across locations in Abuja, Kano, Minna, Enugu and Nnewi.

The Chief Executive Officer, Qietur Limited, Dr. Abiola Oyedotun, during the official signing of agreement with NASENI in Abuja said this partnership reflects a critical milestone in Nigeria’s efforts to improve the living standards of its workforce while simultaneously contributing to economic growth through infrastructure development.

One of the new housing estates will be located on unencumbered land in Jibi, Behind Mopol Barracks, Dei-Dei, along Kubwa Expressway in Abuja, and will cater for staff interested in affordable homeownership.

MATAWALLE , CDS AND OTHER SERVICE CHIEFS TO STORM SOKOTO TO FLUSH OUT BANDITS IN THE NORTH WEST.

The Honourable Minister of State for Defence H.E. Dr Bello Muhammed Matawalle MON has expressed his sadness over the activities of terrorists and Bandits terrorizing Sokoto, Zamfara, Katsina and Kebbi States and its environs. Consequent to this the Honourable Minister of State has directed the Chief of Defence Staff and other military chiefs to move to sokoto which is the Headquarters of the GOC Sokoto, Zamfara, Katsina and Kebbi States with him as part of an intensified effort by the Federal Government to rid the North West of the menace of banditry, kidnapping and terrorism. This strategic move underscores the unwavering commitment of government to restoring peace and security in the region.

While in the North West, they will supervise operations and ensure that Bello Turji and his bandits' gang are flushed out. These criminal bandits have been circulating videos of a Nigerian military armoured vehicle that was stuck in a water logged area and late in the night the officers were asked to withdraw to avoid being ambushed by bandits, later in the night the bandits went to the water logged area, recording video of the armoured vehicle that was stuck and celebrating it. This incident happened in Kwashabawa, Zurmi local government area of Zamfara state . This is not acceptable as President Bola Ahmed Tinubu GCFR has been giving great support to the Armed Forces of Nigeria.

The Federal Government is deeply concerned about the persistent threat posed by banditry and terrorism in the North West particularly. "We are ready to deploy all necessary assets to ensure that these criminal elements are flushed out and peace is restored to our communities," Dr Matawalle stated. "We must move against these terrorists to enable our people to move freely.
The time is up for these bandits and terrorists as increased and consistent operations will weaken all their bases." Matawalle hereby calls on the Armed forces of Nigeria to flush out the bandits and terrorists as his presence in the North West will ginger our armed forces.

Matawalle further assured the people of sokoto, Katsina, Zamfara , kebbi states and the entire North West region that the security forces will not leave any stone unturned until they flush out the bandits. "I will be on ground in the North West with the CDS and other military chiefs, leading our brave men and women in uniform."

In addition, the Honourable Minister of State for Defence also called on the people of sokoto ,Zamfara, Katsina and kebbi states to remain vigilant and cooperate with the Security forces and he reiterated the Federal Government's resolve to protect the lives and properties of all Nigerians, emphasizing that the security and well-being of the people remain the government's top priority.

The issue of critical national importance of the day is the growing trend of unreasonable pricing of consumer goods and services across the country, and the unwholesome practice of market associations engaged in price fixing.

As a responsive organization, we have carried out discreet market surveys extensively across the country in the past few weeks. Our findings are quite disturbing, to put it mildly. Therefore, our gathering here today is to underscore the gravity of the situation and urgency of the need that we both work together to check this unwholesome development.

As a statutory body whose mandate is to cater to consumer rights, we cannot allow this unhealthy trend to continue.

To be sure, we quite recognize that an unfavourable exchange rate has negatively impacted the cost of production in local currency. However, the margin in pricing of goods and services is rather unreasonable or excessive in not a few cases.

We have observed, for instance, that the margin in the prices of imported goods are very disproportionate in many cases; and in the case of locally produced goods, excessively inflated. This is an untenable situation, particularly in the retail segment, where we have identified patterns of price fixing perpetrated by some market associations, price gouging, and other anti-consumer practices.

For proper understanding, price fixing refers to an unholy agreement between competing businesses to set prices at a certain level. This can be done either explicitly or implicitly, and it prevents healthy competition that is otherwise expected to drive prices down and improve quality.

Price gouging on the other hand occurs when sellers significantly increase the price of goods or services during a crisis or a period of economic challenge. This practice takes undue advantage of the consumers.

To illustrate, let me give you some glimpses of our findings. For instance, our check just two days ago at a popular supermarket chain in Texas, United States, revealed that a fruit blender called Ninja is displayed on the shelf at $89 (roughly N140,000). Just two days ago. Meanwhile, the same product was displayed at a popular supermarket at Victoria Island in Lagos for N944,999 on the same day and at the same hour. This represents more than 500 percent inflation of the cost.

Interestingly, when our undercover officer visited the same supermarket two weeks earlier, this same blender was on display with the price tag of N750,000.
The question then arises: what is the basis for this arbitrary hike in the price of the blender compared to the United States? What business principle can justify this level of profiteering?

Perhaps, I should cite a few more of the unpleasant discoveries we made during our investigation. In some notable supermarkets surveyed discreetly in Abuja, Kano, Port Harcourt and Lagos, we also found that prices were arbitrarily jacked up from time to time without any justifiable reason. In one particular big supermarket in Abuja, for instance, consumers were being charged N2,600 for an imported toilet soap at the payment point as the price tag was not displayed as earlier mandated by FCCPC. The same toilet soap was displayed for sale at N1,950 at a popular supermarket in Lekki, Lagos the same day. That already constitutes a double offense.

From our findings, the penchant to hike prices arbitrarily is also common among sellers of food items and transport operators. When the foodstuff sellers were engaged, their common response was that the cost of transportation had increased. But how justifiable is it for the tomato seller to double the price of a basket of tomatoes simply because they paid higher transport fare? Whereas the price of the same basket of tomatoes was far cheaper at another market within the same jurisdiction surveyed by our field officers. Now, the question: did the seller who sold at a lower price not also pay transport fare?

In a typical foodstuff market environment, this is how price fixing happens. A trailer-load of yam tubers arrives Wuse market in Abuja from, say, Benue state. Rather than allow free trade, the market cartel then insert themselves between the produce farmers and the retailers. They buy in large quantities from the producer at cheap rate and, in turn, sell to market retailers at much higher price. And the retailers, in turn, sell to consumers at cut-throat rate.

Such price fixing is no longer acceptable and FCCPC will henceforth crack down on those involved in this profiteering scheme.

In the case of public transportation, again how justifiable is it for the bus driver to double their fare simply because they paid slightly higher for petrol? Of course, this will only result in a spiral of arbitrary hike in the prices of other services. The landlord who pays more for transport will probably seek to double their own rent as a survival strategy. The school-owner asked to pay higher rent will also likely increase the fees they charge students. That way, we all end up being losers with the cost of living becoming unbearable for everyone.

In view of the current situation in Nigeria, let me however be very unequivocal. Price gouging and price fixing are not only unethical, but patently illegal under the FCCPA. As such, the FCCPC has the will and the capacity to invoke the full weight of the law against those found culpable of exploiting consumers.

However, our approach today is not punitive or adversarial. To start with, we intentionally resolved to withhold the names of the aforementioned errant supermarket, believing that, after this exposition, they will turn a new leaf and adjust their prices downward to a reasonable level.

This approach is borne out of our conviction that dialogue and collaboration are equally important tools in fostering a fair marketplace. We believe that through constructive engagement, we can establish a framework for reasonable pricing that benefits all stakeholders, particularly the consumers who are the backbone of our economy.

Please note that this new initiative by the FCCPC aligns with the renewed hope agenda of President Bola Tinubu, which prioritises the welfare of the Nigerian people in all economic activities. We are determined to uphold this agenda by ensuring that market practices do not exacerbate the economic challenges faced by our citizens at this time.

Good enough, as a sensitive leader who cares for the welfare of the citizens, President Bola Tinubu has already graciously taken some pragmatic steps to ease food security in the country, including the provision of fertilizer to farmers as well as removal of tariffs on the importation of selected staple food items. It is only just and reasonable that distributors and traders pass down the gains to Nigerian consumers by reducing prices in the coming weeks.

As we move forward, I therefore call on all stakeholders to embrace the spirit of patriotism and cooperation. Let us talk to ourselves. The law empowers the commission to impose heavy fine for breaches and also prosecute offenders which could lead to jail terms.

For instance, Section 107 (4a.) of FCCPA clearly states that, “Where the undertaking is a natural person, is liable on conviction to imprisonment for a term not exceeding three years or to payment of a fine not exceeding N10,000,000.00 (N10m) or to both the fine and imprisonment.”

Section 107 (4b.) also states that, “Where the undertaking is a body corporate, is liable on conviction to a fine not exceeding 10% of its turnover in the preceding business year.”

But in the spirit of democracy, we are first exploring the option of dialogue. It is also in this spirit that we are giving a moratorium of one month (that is, September) before the Commission will start firm enforcement. Let us work together to create a marketplace that is not only competitive but also fair and just. The FCCPC is committed to continuing these dialogues, monitoring compliance, and taking decisive action where necessary.

The Honourable Minister of State for Defense, Dr. Bello Muhammad Matawalle MON has been awarded a Fellowship at the Nigerian Institute of Security and Strategic Studies.

The Honorable Minister of State, Defence joins other notable Nigerians who have been elected to the Institute’s Board of Fellows including the Controller General, Nigeria Immigration Service, Kemi Nanna Nandap and the immediate past Director General, State Security Services, Mr. Yusuf Magaji Bichi.

The Institute of Security and Strategic Studies (ISSS) is a research institution dedicated to national security and strategic studies. The institute conducts research, analysis, and policy recommendations in areas such as defense, foreign policy, intelligence, terrorism, and cybersecurity. It also offers training and instructional programs to government officials, military personnel, and other national security stakeholders.

The institute noted that being elected to its Board of Fellows “is a significant honor and demonstrates a high level of achievement and expertise in one’s field.”

Dr. Bello Matawalle was elected into the Institute’s fellowship board in recognition of his “outstanding academic and professional standing” and how he has demonstrated commitment to creating, maintaining, extending and promoting the highest world standard in security management.

The Rule Of Law In A Democratic Setting: A Cornerstone Of Liberty and Justice For All

Democracy and the rule of law are intertwined concepts that form the bedrock of a healthy and functioning society. The rule of law is a fundamental principle that ensures that all individuals, institutions, and government officials are subjected to the law, guaranteeing equal protection and justice for all.

In a democratic setting, the rule of law is essential for promoting accountability, transparency and good governance. It is a system of governance where all individuals, institutions and government officials are subjected to a set of laws that are enforced by an impartial and independent judiciary. It implies that, the law is supreme, and everyone is equal before the law without fear or favor.

The rule of law is effective and characterized by key principles in a democratic setting among which are;
• Separation of power: A system of check and balances among the legislative and judicial branches to prevent abuse of power.
• Independent and impartial judiciary: An impartial and independent judiciary to interpret the law and ensure its enforcement.
• Due process: Fair and transparent legal procedures to ensure justice and protect individual rights.
• Equality before the law: Equal protection and treatment of all individuals under the law without discrimination or bias.
• Accountability: Holding public official and institutions accountable for their actions, ensuring transparency and good governance.

The importance of the rule of law cannot be waved aside easily as it provides the opportunity for the following;
• Protection of individuals: It ensure that, individuals’ rights and freedoms are protected from arbitrary interference by the state or other powerful actors.
• Promotion of accountability: The rule of law holds public officials and institutions accountable for their actions or inactions, promoting transparency and good governance.
• Stability and predictability: The rule of law provides a stable and predictable legal environment attracting investment and promoting economic growth and development.
• Independent of the judiciary: The rule of law ensures that, the judiciary is independent and impartial, allowing for fair and impartial adjudication of disputes.

There is a significant body of research and quotes from scholars, on the rule of law in a democratic setting, with a focus on the United Nations, which are to mentioned but a few;

❖ Kofi Annan, Former UN Secretary-General (UN Report 2004) stated that “the rule of law is a fundamental principle of democratic governance, and a crucial factor in promoting peace, stability and development”.

❖ Ban Ki-moon UN Secretary-General (UN Report 2011) stated that “the rule of law is a foundation of democratic governance and a prerequisite for the protection of human rights, the protection of social justice and the advancement of economic development”.

❖ Amartya Sen, Nobel Laureate and economist (Sen, 2009) quoted that “Democracy and the rule of law are intertwined concepts that reinforce each other. The rule of law provides the framework for democratic governance, while democracy provides the legitimacy and accountability that ensures the rule of law is upheld”.

❖ Mary Robinson, former UN High Commissioner for Human Rights (Robinson, 2011) quoted that “the rule of law is essential for ensuring that power is not abused, that human rights are protected, and that the vulnerable are not exploited. It is the foundation of democratic governance, and a prerequisite for sustainable development”.

❖ UN development Program (UNDP Report 2015) stated that “the United Nation has recognized the rule of law as a critical factor in promoting peace, stability and development. The organization has emphasized the importance of strengthening the rule of law in conflict affected countries and has provided technical building programs to support this goal”.

There are several case studies on the rule of law in a democratic setting with a focus on Nigeria, which studies provides valuable insight into the Nigeria’s democratic setting and offer recommendations for improving the country’s democratic governance. Few examples are as follows;
➢ “The role of law in Nigeria’s Democratic Transition” by Akin Oyebode
(2004) this study examines the role of law in Nigeria’s transition from military rule to democracy in 1999. It highlights the challenges faced by the country in establishing a democratic government and the importance of the rule of law in consolidating democracy.
➢ The rule of law in Nigeria; A case study of the Obasanjo Administration by Femi Falana (2007). This study evaluates the performance of the Obasanjo administration (1999 – 2007) in upholding the rule of law in Nigeria. It highlights the strengths and weaknesses of the administration’s efforts to promote the rule of law and suggest areas for improvement.
➢ Nigeria’s Democratic Development; The rule of law and institutions by the international institute for democracy and electoral assistance (2013). This study assesses Nigeria’s democratic development since 1999 with a focus on the role of law and institutions. It highlights the progress made and the challenges faced by the country in consolidating democracy.
➢ The role of the judiciary in Nigeria’s democratic process; by the Nigeria institute of advance legal studies (2015). The study examines the role of the judiciary in Nigeria’s democratic process highlighting its strength and weakness. It suggests ways to improve the judiciary’s performance in upholding the rule of law and promoting democratic governance.
➢ The rule of law in Nigeria; challenges and opportunities (2020); This study highlights the challenges facing the rule of law in Nigeria including corruption, political interference and weak institutional capacity. It also identifies opportunities for strengthening the rule of law including judicial reforms and public education. This provides valuable insights into the role of law in Nigeria’s democratic setting and offer recommendation for improving the country’s democratic governance.

Upon the backdrop of the above, this study and research work examine several case studies on infraction on the law by individuals, groups or institution in Nigeria with corresponding punishment for the perpetrators, showing the preponderance of the rule of law.
The Nigeria judiciary and the prosecution of corruption cases; by the anticorruption research network (2017). This study examines the judiciary role in prosecuting corruption cases in Nigeria, highlighting notable cases and the punishment imposed on perpetrators among which are;
➢ The EFCC and the prosecution of financial crimes in Nigeria by the economic and financial crime commission (EFCC 2019). This study showcases the EFCC’s efforts in prosecuting financial crime in Nigeria including notable cases and punishment imposed on perpetrators.
➢ The ICPC and the fight against corruption in Nigeria by the independent corrupt practices commission (ICPC 2020). This study highlights the ICPC’s effort in fighting corruption in Nigeria including notable cases and punishments imposed on perpetrators.
➢ The Nigeria police force and the enforcement of law and order by the Nigeria institute of advance legal studies (2018). This study examines the Nigeria police force’s role in enforcing law and order, highlighting notable cases and the punishment imposed on perpetrators. Some notable cases under this includes;
• The conviction of former Governor James Ilori for money laundering and corruption.
• The conviction of former Governor Diepreye Alamieyesegba for corrupt practices.
• The conviction of former minister of petroleum resources, Diezani Alison-Madueke for corruption.
• The conviction of former chairman of the presidential task force on pension reforms, Abdulrasheed Maina for corruption among others. The above case references demonstrate the efforts of Nigeria law enforcement agencies and the judiciary in addressing infractions on the law and punishing perpetrators. However, there are still challenges it faces and opportunities for strengthening it. Among some notable challenges are as follows;
❖ Weak institutional capacity: In some democratic settings, the institutions responsible for upholding the rule of law may be weak or ineffective.
❖ Political interference: Political pressure and interference in the judiciary and other institutions can undermines the rule of law.
❖ Corruption: Corruption and abuse of power can erode the rule of law.
❖ Social and economic inequality: The rule of law may not always be effective in addressing social and economic inequality.
❖ Limited access to justice: The rule of law may not always be accessible to all, particularly marginalized communities and protect individual rights.
❖ Outdated laws and procedures: Laws and procedures may be outdated, leading to ineffective or unjust outcome.
❖ Discretionary powers: Public official may have too much discretion, leading to arbitrary decision-making and unequal application of the law.

The rule of law in a democratic setting is essential for good governance, promoting accountability, stability and individual rights.

However, while challenges exist, opportunities for strengthening it can be realized through;
• Institutional capacity building: Strengthening the capacity of the institutions responsible for upholding the rule of law.
• Judicial independence: Ensuring the independence and impartiality of the judiciary.
• Anti-corruption measures: Implementing effective anti-corruption measures to prevent abuse of power.
• Access to justice: Improving access to justice for marginalized communities.
• Public education and awareness: Promoting public understanding of the rule of law and its importance.
• International cooperation: Collaboration with international organization and other countries to share best practices and strengthen the rule of law.
• Constitutional reforms: Implementing constitutional reforms to enshrine the rule of law and protect individual rights.

In conclusion, the rule of law is a cornerstone of democracy, ensuring that all individuals and institutions are subject to the law, and power is exercised in accordance with the established laws and principles, promoting accountability, transparency and good governance, rather than the whims of individuals or groups. When the rule of law prevails, citizens are protected from the arbitrary exercise of power, and the rights and freedoms that are essential to human dignity are safeguarded. The key principles highlighted above are essential for protecting individual rights, promoting economic growth, and enhancing public trust. Its effectiveness can be limited by various defects and challenges.

Addressing these challenges such as political interference, corruption, weak institutions and social inequality, is crucial for consolidating democracy and ensuring an egalitarian (just and equitable) society.
In a democratic society, the role of law is the ultimate guardian of freedom, justice, and equality, ensuring that power is wielded in a manner that respects the rights and dignity of all citizens. Its enforcement by an independent judiciary, is the greatest guarantee of liberty and the most effective safeguard against tyranny.

Our Stand on ZHONGSHAN'S Subterfuge and Paris Court's Seizure Order ----Ogun State Government

On 14 August 2024, the attention of the Ogun State Government was drawn to the provisional attachment of three Nigerian government owned aircrafts in France by the Chinese company, Zhongshan Fucheng Industrial Investment Co. Ltd. (“Zhongshan”). Ogun State also learned of two orders of the Judicial Court of Paris dated 7 March 2024 and 12 August 2024 respectively, both obtained by Zhongshan without notice being duly given to the Federal Government or Nigeria, Ogun State or their legal counsel. This is the latest in a series of ill-advised attempts by Zhongshan to attach Nigerian-owned assets in foreign jurisdictions, none of which have to date led to the recovery of any sums from Nigeria.

Ogun State government in a statement signed by the Hon. Kayode Akinmade, the Special Adviser on Media and Strategy to the Governor, stressed that each of the three aircrafts is used solely for sovereign purposes and as such are immune from attachment under international and French law. In obtaining the provisional attachments, Zhongshan deliberately withheld information from the Federal Government of Nigeria, Ogun State and their legal counsel.

According to the Statement, "Shockingly, it also appears to have misled the Judicial Court of Paris as to the use and nature of the assets it seeks to attach and not made full disclosure to the court as required by law.

Ogun State in conjunction with the Federal Government of Nigeria, has taken swift action to ensure that these provisional attachments are lifted without delay.

"Just like the P&ID case, this is another unfortunate case of unscrupulous individuals masquerading as foreign investors with the sole aim of defrauding Ogun State and Nigeria" . Akinmade explained.

It should be recalled that the underlying contract between Ogun State and Zhongshan was executed in 2007, 12 years before the present administration, for the management of a free-trade zone. The parties entered into a dispute in 2015 with arbitration commencing in 2016.

By 2019, when the current State Administration took office, the hearing at the arbitration had been all but concluded. The Arbitral Panel awarded over 60 million USD against the Federal Government of Nigeria (FGN) which was a co-Defendant, when all Zhongshan had done was to build a perimeter fence around the free-trade zone. Needless to say this was a bad/unfair decision.

Akinmade further said, "the present State Administration could not in all good conscience allow such an unconscionable and baseless decision, which would dissipate the commonwealth of the good people of Ogun State, to stand.

"Accordingly, and based on erudite legal advice, this Administration resolved to resist the enforcement of the award. The resistance was successful in 8 different jurisdictions. Currently, there are pending appeals against recognition orders issued in both the US and UK.

"On the further advice of counsel, Ogun State also engaged Zhongshan in settlement discussions on reasonable terms. The last meeting attended by several officials of Ogun State, including His Excellency Prince Dapo Abiodun - the Governor of Ogun State, and the Honourable Attorney General/Minister of Justice lasted for three days, in September 2023 in London.

"Zhongshan’s initial reasonable readiness to consider Ogun State's offer, was surprisingly reversed by the second day, with an insistence on the payment of the full debt. This led to a breakdown of the mediation, with parties agreeing to meet again in the first quarter of this year.

"Since then, Zhongshan has in bad faith been evasive and instead embarked on a series of enforcement proceedings which the legal team appointed by the FGN and Ogun State have successfully opposed. In cases similar to the present one where Zhongshan obtained an ex-parte order, Ogun State has successfully set aside the orders.

"We naturally regret any embarrassment this has caused the Federal Government of Nigeria, HE President Asiwaju Bola Tinubu, GCFR and the good people of Ogun State and re-affirm our commitment to constantly and consistently protect the integrity of the nation and its assets. We have taken all necessary legal steps to ensure that this spurious and baseless order is vacated within the shortest possible time. As a sovereign nation, whose assets are protected by laws of sovereign immunity, we vow to resist any attempts at blackmail and theatrics clearly designed to extort and embarrass our dear country.

"It is important to note that Ogun State never gave up on a reasonable settlement option, with the most recent letter sent to Zhongshan, last week. Unfortunately, Zhongshan only responded after obtaining this latest order. A reasonable and objectively quantifiable settlement figure has always been our preference and continues to be an option in the resolution of this protracted dispute.

SANWO-OLU HAILS PEACEFUL PROTEST IN LAGOS, CALLS FOR NORMALCY

The Lagos State Government has watched closely today’s protest in some parts of the State and will like to put on record the peaceful conduct of Lagosians. This is the way it should be in our dear State, according to Mr. Governor, Babajide Sanwo-Olu.

We have also noticed the slowdown of business in some parts of the State, perhaps because of the fear that hooligans and architects of anarchy might force their evil design on us all and endanger our harmony. Thankfully, that did not happen. To a large extent, Lagosians have chosen to embrace peace and shun the path of destruction while expressing their views and constitutional right to protest.

The message of the protest – hunger in the land - has also been well noted. It is, however, important to reiterate the fact that the Federal Government is taking steps to reverse the situation. Besides opening the National Grains Reserve, the Federal Government has suspended import duties on food items – a measure that will, no doubt, ensure that the current food shortage is addressed and high prices are rolled back. We will work with all food distributors to ensure that our citizens enjoy the resultant price reductions.

On our part, as Mr. Governor has promised, the popular Sunday Markets will return with its 25% discount on all major food items. The Medical Outreach, which offered thousands of our people treatment free of any charge whatsoever, will also return. We are finalizing the logistics for its implementation. We will continue to ensure that all expectant women enjoy free delivery in our hospitals. The 25% slash in fares on all our transport facilities will continue. So will all the other measures we have put in place to relieve Lagosians of the burden of these times.

Considering all the Federal and State Governments have done, all lovers of peace will agree that it is time the protesters called off their action. Their voice has been heard – loud and clear.

It is also important to put on record the professional conduct of all our security agencies – the Lagos State Police Command, the Department of State Services, the Military, the Civil Defence, Neighbourhood Watch, Community leaders, Religious leaders, Resident Associations and others – who ensured that the peace we cherish was not compromised.

We will continue to engage all stakeholders to ensure that our State remains peaceful and a beacon of hope for all.

Lagosians are enjoined to go about their businesses without any fear. Security agents will continue to ensure that our State is safe and that businesses can operate without any harassment.

NCC Orders Immediate Reactivation of Lines Affected by NIN-SIM Verification Issues

Over the weekend many telecom subscribers/consumers were unable to access their phone lines because of the inability of many telecom consumers to verify their National Identification Numbers (NINs) with their Subscriber Identification Modules (SIMs). This meant that their numbers were blocked by their telecom service providers in keeping with laws and policies of the NIN-SIM linkage.

Telecoms consumers and the public will recall the compulsory linkage of NIN with SIM which began in December 2020 when the government directed telecommunication companies to bar unregistered SIM cards and SIMs that were not linked to NIN.

Since December 2023, the Commission has since reviewed the deadline a few times; April 15, 2024 was set as the deadline for the full network barring of subscribers with four or fewer SIMs that had unverified NIN details. This deadline was then reviewed to July 31, 2024, to give consumers more time to ensure their submitted NIN details are properly verified. Despite these extensions, many phone lines are yet to be linked with verified NINs.

The objectives of this exercise by the Federal Government of Nigeria include enhancing national security and ensuring the national SIM ownership database is accurate. The NIN-SIM linkage policy aids in verifying and protecting users' identities while also providing a critical infrastructure that assures access to the benefits of a robust digital economy for the citizenry.

The consumer is our priority, therefore, considering the challenges the blockages have caused, the Commission has directed all operators to reactivate all lines that were disconnected over the weekend in view of the short time available for consumers to undertake the verification of their NINs with their SIMs. Reactivated consumers are to note that this is for a limited period to allow them to properly link their NIN to their SIM.

Members of the public who are yet to verify their SIMs are encouraged to do so as soon as possible to maintain access to their lines.

GENDER-BASED VIOLENCE (GBV): A SCOURGE ON HUMANITY
AND BREAKING THE SILENCE

Gender-based violence (GBV) is an umbrella term for harmful acts of abuse perpetrated against a person’s will and rooted in a system of unequal power between women and men. It is a pervasive and insidious issues that affect individuals of all genders, ages and backgrounds worldwide. It is a grave violence of human rights causing physical, emotional and psychological harm to millions of people every year.

The United Nation (UN) defined violence against women as an act of gender-based violence that result in or is likely to result in physical or psychological harm or suffering to women including threat of such act, coercion or arbitrary deprivation of liberty whether occurring in public or in private life. It is a complex problem that requires a multifaceted approach to prevention, support and justice.

Gender-based violence can manifest in a variety of ways, which include as follows: -
• Physical violence: such as assault, domestic violence, female genital mutilation and slavery.
• Emotional and psychological violence: such as verbal abuse, confinement, harassment and stalking.
• Sexual violence including rape, sexual assault and exploitation.
• Economic violence includes financial control and deprivation
• Cultural and social violence which include denial of resources, force marriages and harassment.

Research has found that adolescent girls living in displacement are particularly at risk. Gender-based violence can happen to anyone. However, it disproportionately affects women and girls. This is the most common form of violence against women and girls in humanitarian context.

A research and accurate statistic that Gender-based violence are prevalent in Nigeria. In 2020, 7,349 incidents of gender-based violence were reported in Nigeria.
• 58.2% of the reported cases were from non-intimate perpetrators.
• Sexual and physical violence accounted for 72.3% reported incidents
• One in three women that experience physical, sexual or intimatepartner violence are victims of trafficking, or are subject to violent social norms.
• Gender-based violence is a human rights violation with significant social and economic repercussion for individuals and society.

Causes of Gender-based violence
There are variety of causes to this kind of violence (GBV) which includes:-
1. Poverty: When families are pushed into poverty, harmful practices like child marriage increases.
2. Gender inequality and stereotypes.
3. Break down of social services: A collapse of social service such as community structure and rule of law means women can fund themselves without social support and protection system in violent situations. It can also result in women and girls traveling long distance in search of food and water which increase risk of sexual harassment and assault.
4. Conflict and war: Rising numbers of conflict globally are driving an increase in conflict related sexual violence without the rule of law. This is often carried out with impunity. Armed forces may use rape as a weapon of war and other form of conflict related sexual violence (CRSV) such as sexual slavery, force prostitution, forced pregnancy, forced abortion, force sterilization and force marriage.
5. Stress in the home: Intimidate partner violence (IPV) is the most common form of violence women experience in humanitarian setting. Intimidate partnership violence (IPV) and child maltreatment and abuse occurs more frequently when families experience an inability to meet their basic needs and consistence income.
Other causes of Gender-based violence includes; power imbalance, economic dependence and lack of education and awareness among others.

The consequences and impact of gender-based violence can range from physical harm to long-term emotional distress and even to fatalities.
Rape and sexual assault for instance, can result in unwanted pregnancies, complications during pregnancy and birth, and sexually transmitted infections including (HIV). Social and economic fallout from Gender-based violence (GBV) can also lead to loss of livelihood and increase gender inequality in the long term.

Reporting and seeking service for Gender-based violence (GBV) victims can lead to further threat of violence, social stigma and ostracization, if not properly handled. It is also a key barrier to women and girls accessing other lifesaving services, such as food, shelter and health care. Others include, limited access to education and opportunities, economic dependence and poverty, mental health issue like Anxiety and depression.

The impacts of Gender-based violence (GBV) has a long-lasting effect on individuals, survivors and their families and society at large among which are;
• Perpetration of gender
• Stereotypes and discrimination
• Normalization of violence and abuse
• Increased health care costs and burden on services
• Reduce economic productivity and development
• Intergenerational trauma and cycle of violence

The world body, international communities, notable and renowned scholars, had raised a unanimous and conscientious voice in the total and stark condemnation of Gender-based violence in their various quotes, among which are;
1. Antonio Guterres UN secretary-General “The persistence of genderbased violence is a stark reminder of the deep-seated gender inequalities that persist in our societies”.
2. Professor Rashida Manjoo, UN special Rapporteur on violence against women “Gender-based violence is a reflection of the way in which our society have failed to value and respect the lives and dignity of women and girls”.
3. Dr Denis Mukwege, a Nobel Peace Prize laureate said “Genderbased violence is not just a women’s issue. It’s a crisis that requires a collective response”.
4. Dr Tedros Adhanom Ghebreyesus, the Director General of World Health Organization quoted that “Violence against women is a violation of human rights, a public health epidemic, and a barrier to gender inequality”.
5. Plumzile Mlambo–Ngcuka, the united nation [UN] Women Executive Director states that “Gender-based violence is a pandemic that affects one in three women worldwide, regardless of their age, background, or circumstances”

All the above quotes, highlighted the severity and impact of genderbased violence which should not be taken with levity, emphasizing the need for collective effort and action to address this global issue by breaking the silence with the following recommendation highlighted thus;
• Including women in decision-making at leadership level.
• Supporting local women-led and women’s right organization
• Believe and support survivors
• Provide access to resources and services, like counseling, legal aid healthcare.
• Create safe access for disclosure.
• Challenge harmful gender norms and stereotypes.
• Engage men in gender equality effort as male allies.
• Advocate for policies and laws protecting survivors.

I will conclude by saying that, Gender-based violence is a pervasive issue that requires collective effort, action and commitment. Understanding its complexity, supporting survivors, and challenging harmful norms, we can
create a society that values gender equality, justice and human rights for all, because an injustice to one, is an injustice to all and a threat to justice anywhere is a threat to justice everywhere.

A week after receiving the Engineering and Innovation meritorious award at the Nigerian Excellence Awards in Public Service (NEAPS), the Executive Vice Chairman of the National Agency for Science and Engineering Infrastructure (NASENI), Mr. Khalil Suleiman Halilu, has been honoured with the prestigious ‘Royal African Young Leadership Award’ by the Ooni of Ife, His Imperial Majesty Ooni Adeyeye Babatunde Enitan Ogunwusi, Ojaja II.

The award was presented at the 4th edition of the Royal African Young Leadership Forum held on Saturday, July 13, 2024, in Ile-Ife, Osun State. The event organized by the palace of the progenitor of the Yoruba race, celebrates the achievements of outstanding young African leaders contributions to their communities and industries.

During the presentation, His Majesty, the Ooni of Ife, commended Khalil Halilu's exemplary leadership at NASENI, emphasizing how his visionary leadership and innovative approaches are propelling Nigeria towards a technologically and industrially advanced nation.

The Ooni noted that Halilu's outstanding performance is a source of immense pride for the youth of Nigeria and is crucial for the country's economic prosperity. Daurama Foundation Restores Access to Clean Water at Kuchingoro IDP Camp

In its bid to significantly improving quality of life at the Kuchingoro Internally Displaced Persons (IDP) camp, Abuja, Daurama Foundation, a Non-Governmental Organization (NGO), over the weekend, restored access to clean and portable water for the camp residents.

Dr. Samira Buhari, Founder, Daurama Foundation while addressing residents of the Camp and journalists at the sidelines, said she was moved by the dire conditions, "Seeing the absence of clean water was heart-wrenching. It’s a basic necessity that no one should be deprived of, and the impact on the community, especially the women and children, who are already displaced from their original homes, was appalling.” She said.

Dr. Buhari stressed that her Foundation targets vulnerable people in deplorable organized communities, adding that people who probably don’t have access to things like clean drinkable water, are very susceptible to diseases like cholera, diarrhea and other waterborne diseases.

A resident, Aisha Babuna, who lamented the situation, said, "Without clean water, our daily lives were filled with hardship. We couldn’t cook, clean, or even drink safely. Our children were constantly at risk of diseases," Aisha complained to Daura Foundation team during an earlier visit.

Responding, the Daurama Foundation's Water, Sanitation, and Hygiene (WASH) team immediately engaged with key stakeholders, including the camp’s chairman and secretary, to devise a sustainable solution. After thorough consultations, it was decided that repairing the existing boreholes would be the most effective approach.

Dr. Samira Buhari who was delighted over the development said the team collaborated with local experts and ensured the repairs were done swiftly and effectively.

She said her Foundation was able to restore happiness to residents of Kuchingoro IDP camp for restoring their access to clean and safe water once again, adding, the impact of this project has been profound.

The Founder, Daura Foundation said the desire of her Foundation is to remains steadfast in its commitment to supporting communities in need. “This project exemplifies our dedication to enhancing health and well-being through practical and impactful initiatives. SGF Chairman, Abiodun Commiserates With Abia State Over Killings

The Chairman of Southern Governors' Forum (SGF) and Governor of Ogun State, Prince Dapo Abiodun, has expressed his heartfelt condolences to the Governor of Abia State, Dr. Alex Otti, and the people of the State, over the killing of two police operatives in Umuhaia, the State capital on Friday.

Governor Abiodun, in a condolence message he personally signed on Monday said those who perpetrated the heinous act were enemies of the State and Nigeria at large, who would be caught and made to face the full wrath of the law.

He enjoined the people of the State to join hands with Governor Otti to tackle the menace of insecurity in the State by being vigilant and promptly providing credible information in their communities on activities of criminal elements.

Abiodun also called on the Police and other sister security agencies to swiftly fish out the assailants, in order to give residents of the State the assurance of safety of their lives and property.

He further reiterated the call for State Police by the Southern Governors Forum, adding that its introduction will help in resolving local crimes in various States of the Federation.

"I sincerely commiserate with the government and the people of Abia State over the killing of security operatives in the State. Indeed, the issue of security is too important to be left in the hands of security agents alone.

"I urge the people of the State to continue to work in collaboration with security agencies by providing credible information that will help to nip criminal activities in the bud.

Gov Abiodun Welcomes Ogun Pilgrims Back From Hajj

The Ogun State Governor, Prince Dapo Abiodun, has commended pilgrims from the State, who successfully completed this year's Hajj for making the Gateway state proud, describing them as worthy ambassadors.

The first batch of the State's 934 pilgrims to this year's annual pilgrimage to Saudi Arabia started arriving today, while others are expected on Wednesday, June 26.

Governor Abiodun, in a statement on Tuesday, described their stay in the Holy Land as worthwhile as it was in fulfilment of one of the five pillars of the Islamic religion.

He praised the pilgrims for their peaceful conduct, adding that Ogun State did not suffer any casualty, despite the huge number of deaths recorded this year.

Prince Abiodun called on the pilgrims to let the spiritual journey strengthen their faith and connection to the Islamic tenets.

"On behalf of the good people of Ogun State, I welcome our dear pilgrims back home. Your successful completion of the Hajj is a testament to your devotion and commitment to your faith. We are proud of you and grateful for your safe return.

"Our government is ready to continue providing logistics support to our pilgrims for seamless and spiritually enriching experiences during the Hajj," he said.

It would be recalled that Prince
Abiodun paid the shortfall of
N119,560,712.70 in the pilgrims Basic Travel Allowance (BTA) as a result of unexpected vagaries in the foreign exchange rates.

While NAHCON used N1,252.01 per dollar to calculate hajj fare (BTA inclusive) to give $500 as BTA to each pilgrim, the CBN released BTA at N1,530.86 per dollar, which gave each pilgrim $415 instead of $500 earlier proposed.

Going by this development and in order to give each pilgrim $500 at the new exchange rate of N1,530.86 per dollar, the differential to be paid for the State's 934 pilgrims stood at N119,560,712.70.

Ojude Oba poised to become a global event, declares Gov Abiodun

Ogun State Governor, Prince Dapo Abiodun has said that his administration was poised at making the Ojude Oba festival a global event.

The governor who stated this on Tuesday at the 2024 Ojude Oba Festival held at the Ojude Oba Pavilion in Ijebu-Ode, said the annual event has grown from a mere gathering of Ijebu people to felicitate the Awujale to an event that attract both national and global audience.

According to the governor, the festival, which has become a tourist attraction, symbolizes and reflects the collective unity of the people known for hard work, perseverance, and industry.

He said: "Ojude Oba festival is not only a cultural heritage for the indigenes of Ijebuland but has now become a significant event that attracts local and foreign tourists to Ogun State, showcasing our hospitality and enviable tradition of Ijebuland to the national and global audience.

"This festival serves as a symbol of our unity, tourism and a rallying point to all the Ijebu sons and daughters to celebrate the life and times of our tradition, culture, and revered monarch.

"It has become a catalyst for development of Ijebuland, and this undoubtedly underscores the importance of preserving our traditions for future generations.

"By standing for unity and harmony, we elevate our community and set an example for others to follow. The essence of unity and harmony in Ijebuland can be seen willingly in cultural events like this festival.

Ogun Applies To Acquire Basin Development Authority's Hydro Power Plant To Boost Power Supply


Ogun State Governor, Prince Dapo Abiodun has expressed interest in acquiring the Hydro Power Plant situated at the Ogun-Osun River Basin Authority to facilitate the availability of energy for investors in the state.

The Governor revealed this during a meeting with the new Managing Director and CEO of the Ogun Osun River Basin Development Authority, Engr. Adedeji Ashiru and his management team.

Abiodun emphasized the significance of revitalizing the long-abandoned Hydro Power Plant to attract sufficient energy for business interests in the state.

He highlighted the potential for the state to become a hub for industrial activities by ensuring affordable energy costs through this acquisition.

"We are aware there is a Hydro Power Plant that is installed in the river basin for several years. It was a Federal Government initiative.

"As a state government, we have expressed interest in the acquisition of that Hydro Power Plant.

"It is almost obsolete by now. Only God knows the level of vandalization, but we believe that if it is transfered to us as a state government, I think they've already spoken to the OEM, the original equipment manufacturer and we can jointly look at how to ensure that not only do we resuscitate it, but actually expand it.

"You are aware that we are the industrial capital of Nigeria and electricity is a key enabler in the industrial revolution and one of the vision we have as a state government is to ensure that Ogun State becomes one of the state if not the state where the cost of energy will be the cheapest.

"I believe that if we are able to acquire this Hydro Power Plant, it will go a long way to supporting the actualisation of our vision," he said.

Furthermore, Abiodun acknowledged the importance of effective management of the river basin in controlling flooding, particularly in areas like Ibafo, Isheri, and Kara.

He disclosed plans to engage consultants to address the recurring flooding challenges and enhance water resource management.

He said: "As a state government, we are looking at engaging consultants to recommend to us what we can do to ensure that this perennial recurrent problem is finally resolved.

"I am sure you also know that the management of that river basin is also very key to the control of flooding in Ogun State.

"The water table rises and falls. The areas between Kara, Mowe, Ibafo, Isheri North have in the recent times been flooded that many people cannot even access their homes.

"We've called the attention of the Ministers of Water Resources, Humanitarian and a few other ministers have come here to look into what are the immediate causes, what can be done to manage the situation in the immediate and the long term."

Recognizing the critical role of the river basin in water supply and agriculture for the South West states, Abiodun stressed the need for collaborative efforts to leverage the Basin Authority's resources for agricultural development and food security initiatives in the region.

"This River Basin is also very fundamental to agriculture and food security. This is an area that is extremely important to the President and his Renewed Hope agenda.

"As a state government, we are looking forward to working with you collaboratively to ensure that we tap into the advantage of having you and having the Basin Authority in this state to ensure that it becomes a resource that will catalyse the agricultural program we are currently implementing and our food security initiatives.

"Through that River Basin Authority, we can ensure that there is adequate water supply for our farmers that are either upstream or downstream from the dam," he added.

Abiodun also noted that the antecedents of the new managing director had prepared him for the task, thanking President Bola Ahmed Tinubu for finding his nomination acceptable.

Earlier in his remarks, Engr. Ashiru said that the basin under his watch would enhance water resources management, promote agriculture, and also support infrastructure development within the region.

Abiodun Enjoins Traditional Rulers To Shun Unauthorised Sales Of Goverment Land

Ogun State Governor, Prince Dapo Abiodun, on Tuesday, called on members of the State Council of Obas to appeal on their members to desist from acts of indiscipline, ranging from allocation of land for ilegal mining to unauthorized selling of government lands especially in the plantations.

Governor Abiodun stated this at the inauguration of Olu of Ilaro and Paramount Ruler of Yewaland, Oba Kehinde Olugbenle, as the new chairman of the Ogun State Council of Obas, at the Oba's Complex, Oke-Mosan, Abeokuta.

Abiodun who expressed disappointment over the activities of some of the erring Obas and Baales, explained that illegal mining has caused serious environmental impact on some communities and posed serious threats to some critical public infrastructure in the state.

He disclosed that an Executive Order would soon be issued from his office to deal with any Oba or Baale that is found wanting.

The governor also warned the traditional rulers not to involve themselves in partisan politics.

He said the traditional rulers' role is to support the government in its developmental stride across the state.

Prince Abiodun, therefore, charged the traditional rulers to continue using their revered stools in promoting peace and unity in their various domains.

He described the traditional institution as an important arms of government towards the enthronement of good governance in the state, promising that his government would support and empower the monarchs through the provision of needed resources, infrastructure and platforms for effective delivery of their duties.

Abiodun noted that despite the encroachment of Western civilization, the Yoruba culture has shown remarkable resilience and adaptability, emphasizing that the ongoing interplay between tradition and modernity continues to shape the cultural landscape of Yorubaland, ensuring that its rich heritage endures amidst global changes.

He said: "We value your inputs and recommendations on matters that concerned your welfare and that of the people.

"As an administration, we confidently state that the advisory and supportive role offered by our Royal Fathers is largely responsible for the rapid development and transformation currently being witnessed in Ogun State. Indeed, your insight, wisdom, and close connection to the grassroots are invaluable assets as we strive to build a prosperous and inclusive society.

"We are blessed with highly resourceful traditional rulers who have been providing purposeful leadership at the grassroots and who are passionate about the general well-being of our people in our communities.

"Therefore, our administration will not deviate from executing our development's plans, which aims at building on the legacies bequeathed to us by our founding fathers in the old Western Region.

"I wish to express my sincere appreciation to all our Royal Fathers for the role they have been playing to support our administration’s development agenda.
Without your support and that of the people over whom you reign, we would not have achieved the successes that our people have continued to publicly acknowledge, " averred Governor Abiodun.

He lauded the outgone Chairman of the council, the Akarigbo and Paramount ruler of Remoland, Oba Babatunde Ajayi, for his sterling leadership qualities in the last two years, saying the support being enjoyed by his administration from the monarchs has helped to entrench development in every parts of the State.

The governor urged the monarchs to be partners in progress towards the building of the future of the state for generations yet unborn.

In his welcome address, the Commissioner for Local Government and Chieftaincy Affairs, Hon. Ganiyu Hamzat appreciated the governor for the unwavering commitment to the welfare of the traditional rulers and that of the communities in their respective domains.

He commended Oba Babatunde Ajayi for a meritorious completion of his tenure, saying he has proven himself as an astute administrator with outstanding knack and dexterity in service.

He expressed the hope that the incoming Chairman, Oba Olugbenle, would sustain the tempo, which has established a synergy between the state government and the traditional rulers.

In his acceptance speech, the new Chairman, Oba Olugbenle, lauded Governor Abiodun for his commitment to the development of the traditional institution, as well as the all-round growth and development of Ogun State.

He assured that the entire members of the Ogun State Council of Obas would continue to cooperate, collaborate, and provide the required support for the present administration in achieving more positive results in the state.

Also speaking, the immediate past Chairman, Oba Babatunde Ajayi, said his tenure fostered unity and harmony, instill discipline, high moral standards and integrity among traditional rulers, just as they collaborated with the government in driving development, peace and prosperity in the state.

Member representing Mushin Federal Constituency II, Hon. Toyin Fayinka, has again assured Nigerians of more developmental projects under President Bola Ahmed Tinubu-led renewed hope administration.

Hon. Fayinka stated this at the Mushin & Odi-Olowo Justice Forum's joint inaugural meeting which held last Wednesday in Lagos.

Speaking with members of the group, Hon. Fayinka reiterated his commitment to deliver on campaign promises and empower the constituents based on needs assessment and availability of resources.

He stressed that the Justice Forum, a group under the ruling All Progressives Congress (APC), is a gathering of revered political leaders, elected representatives and officials, loyalists of President Tinubu and members and supporters of the party.

KWARA GOVT COMMENCES FREE MEDICAL OUTREACH AT KWASUTH

The year 2024 edition of the state-wide free medical and surgical outreach of the Kwara State Government has commenced today at the Kwara State University Teaching Hospital (KWASUTH), Ilorin in Ilorin West Local Government Area of the State.

The medical and surgical outreaches are one of the avenues through which the State Government provides free health care to members of the community in the different local governments of the State.

The Commissioner for Health, Dr. Amina Ahmed El-Imam, who monitored the outreach centre at KWASUTH, Ilorin, appreciated the health workers for driving Governor AbdulRahman AbdulRazaq's comprehensive health care agenda for the State.

The Commissioner who was in the company of the Chairman House Committee on Health and Environment, Hon. Razak Owolabi, the Deputy Chairman of the Committee, Hon Medinat Abdulraheem and other Stakeholders was received by Chief Medical Director of KWASUTH, Dr Ahmed Bola.

The medical experts under the headship of Dr. Musiliu Odunaya, who is the Director of Medical Services and Training at the Kwara State Ministry of Health, described the turnout as very impressive despite the heavy downpour today.

Dr Odunaya said those who require specific interventions like general surgery, eye surgery and glasses have been allocated to their respective care givers for comprehensive treatments.

In his remarks, the Chairman House Committee on Health and Environment, Hon Razak Owolabi, appreciated the Governor of Kwara State, Mallam AbdulRahman AbdulRazaq for the initiative and the quality of services being rendered to citizens which will be replicated in all the sixteen Local Government Areas of the State.

The free medical and surgical outreach team will move to Eruku in Ekiti Local Government Area of the State next week Thursday 13th June, 2024.

Abiodun Thumbs Up Police On Security In Ogun

Ogun State Governor, Prince Dapo Abiodun has commended the Nigeria Police Force for its efforts at securing lives and properties in the state.

Abiodun gave the commendation on Tuesday when he received the Deputy Inspector General of Police (DIG) in charge of the South West region, Mr. Abiodun Alabi, who was in his office on a courtesy call.

He said police personnel in the state have been up and doing in the discharge of their constitutional roles in collaboration with other sister agencies.

Prince Abiodun: "We have enjoyed the cooperation of the police. Their collaboration with other security agencies like the Army, the Department of State Services (DSS), the Nigerian Security and Civil Defence Corp (NSCDC) and of course our Amotekun has led to the peaceful atmosphere that we enjoy and this has also encouraged investors to come and do business in our state."

The Governor also lauded the collaborative efforts of the Ogun, Oyo and Lagos state commands in tackling criminal activities, particularly on the Lagos-Ibadan Expressway, stating that this has brought down the rate of criminality in that corridor.

He applauded DIG Alabi for touring the region to see how his men were faring and how they relate with the people. He commended the Inspector General of Police for his support and the Commissioner of Police for doing a wonderful job in the State.

Speaking earlier, DIG Alabi said there was the need for interface with relevant stakeholders to ensure effective community policing in the country, adding that his visit was in line with the directive of the IGP for the six DIGs to tour their regions to assess security situation and come up with strategies to deal with such.

He thanked Governor Abiodun for always supporting the force, even as he pledged the readiness of his men to up their game and provide the State with the needed security.

While fielding questions from newsmen after meeting the governor, DIG Alabi said that though there are pockets of kidnapping and cultism and other related crimes, the Southwest was relatively peaceful when compared to other regions.

"There is no society that is crime free, as you all know. Crime is a galloping phenomenon. Today, it can be brought down to almost zero level. Tomorrow, there is that tendency for it to be up again. It is now left for us to go back to the drawing board and re-strategize and emplaced strategic policing plan to deal with it decisively," he said.

He added that his team has taken notice of the areas crimes are prevalent, assuring that his men would work towards providing security in all parts of the southwest region.

DIG Alabi maintained that Ogun State, despite being the industrial capital of the country, remained one of the most peaceful, assuring the people that more security measures would be put in place to sustain the peaceful atmosphere.

Gov Abiodun Appoints Three Aviation Consultants For Take-off Of Gateway International Airport

The Ogun State Governor, Prince Dapo Abiodun, has appointed three consultants to man the aviation sector in the state.

This was contained in a statement on Tuesday, signed by the Secretary to the Ogun State Government (SSG), Mr. Tokunbo Talabi.

The appointment is in readiness for the take-off of the iconic Gateway International Agro-Cargo Airport.

According to the statement, the experts appointed to take responsibility for specific areas in the fast developing aviation sector in the State are Capt Dapo Olumide - Consultant on Airport Management; Engr. Benedict Adeyileka - Consultan on Regulatory Matters (Aviation) and Engr Mohammed Odunowo - Consultant on Aviation.

"Please note that the above appointments by His Excellency were based on the relevant and cognitive expertise and experience of the appointees in national and international aviation sector," the statement added.
