If your school says NECO would be used then don't need IELTS.
Plus UKVI does not accept General Training , only Academic.
Did your school agree to using Neco to give admission and as Test of English?
They are 2 different things.

I used someone in the US too, the person has to send her financial record, bank record, if he or she was paid a huge amount of money during a specific time, have to include the reason and prove of where in came from, Cheques and all that.

Yea 6000 euro is the minimum you can pay, so that should be enough for the visa application
Would the remaining tuition be paid in second semester or immediately wen one resumes
