I have given you an explanation as to why russia isn't able to pay up it's debt, despite the money being there. You're giving me a definition of what sanctions is as if I'm your father that doesn't already know that.
The fact on ground is that, Russia though has acknowledged the fact that it is not able to pay up its debt at this moment, but has given the reason why. Which is western sanctions. They have the money to pay up, but can't because the west has restricted them from being able to deal with whoever they got that investment from, hence the blame.
