Abubakar Bukola Saraki and his unbeatable records as Kwara Governor

This publication is aimed at straightening things without ambiguities. A rational being would be personally worried seeing some rascals referring to white as red for Nigerians, all in the name of nailing their political opponents and antagonists of their satanic missions for Nigerians. However, it is always mind-bothering reading some mischievous commentators on social media claiming Sen. Abubakar Bukola Saraki achieved nothing as Kwara state Governor between 2003 and 2011.
One would have decided to ignore or underplay such comments but there is need to engage their mischiefs because of the undiscerning readers.
After the March 28 Presidential and National Assembly elections which saw the triumphs of General Muhammadu Buhari elected as President of Nigeria and some Senators like Sen. (Dr.) Bukola Saraki elected as Senators of Federal Republic of Nigeria, I have been reading some concoctions of nonsense ignorantly packaged by some weak hearted people who have resorted to calumny of distorted facts, all aimed at tarnishing the good image and person of Dr. Abubakar Bukola Saraki (ABS), who has been rendering selfless humanitarian services in the cause of fulfilling all his mandates. This he has displayed in several community development projects, both in cash and kind to the people of his state (Kwara) and the country at large through the several political/public offices he has held in the past and he is holding presently.
Verily, the 2013 politically progressive movement of G7 (New PDP) into APC that was seen as a welcome move by everyone who genuinely likes and wants the best for Nigeria, was seen by the conservative retarders as threat to their hood winking. Anyway, one needs more than four walled schooling to be well schooled in the Fine Arts, Science and Schematics of a developing environment as ours, and prepare today for the future as we see in the progressive steps of Sen. Bukola Saraki. The hundred percent acceptance of his leadership by Kwarans as he delivered all elective positions hundred percent to APC and the success of APC in the presidential election has answered the visionless minds who still wanted Nigeria to continue under the cruel government of Goodluck Ebele Jonathan (GEJ), simply because they were ingesting the national largesse or optimistic to be its beneficiaries if GEJ won. Some of them even believed “Federal might” works but Senator Saraki consistently told us such powers are impotent at the height of current political revolutions. Today, some of his boys who served under him as Commissioners, SAs etc but stayed and got capsized with the PDP ship are now spreading their freehold trust in the vision and qualitative leadership of their ex-boss. Meanwhile, many of them boasted and bragged of their party’s victory in the 2015 poll but God who is not hypocritical in his ordainments vindicated Saraki’s political dynasty under the leadership of Sen. Saraki. This is simply because it was this same dynastic that nurtured politically, all of them including their gubernatorial aspirant, Sen. Simeon Ajibola who was nominated and pivoted by Sen. Bukola Saraki in 2011 amidst some controversies which surrounded his candidature. Now all of them have not only gone into extinction, they have untimely reached the terminus of their political careers.
Shouldn’t we commend Sen. Abubakar Bukola Saraki for giving Kwara new developmental direction as below?

– Has Kwara State University (KWASU) he established not become the pride of Kwarans, home and abroad, not to talk of the host community, Malete? The University all the past Governors (military or democratically elected) could not establish for one of the firstly created states like Kwara.
– Is Ilorin International Aviation School not a source of knowledge cum employment for Kwarans and others? Of course it adds to the IGR of Kwara state.
– The rehabilitation of Ilorin Airport to international standard and construction of Ilorin Cargo Terminal is also worth commending him for.
– The Civic Centre on the Asa Dam axis, and even playing host to an international stars including Akon to open the edifice during Nigeria @50 celebration in 2010 as evidence of capability of the venue and scenery is for any kind of event? It leaked that the capacity and beauty of the Civic Centre made Jonathan and PDP to insist on scheduling their rented and imported crowd rally at the Metropolitan Square early 2014.
– Was it not ABS that sponsored the Community Health Insurance and Kwara Safe Maternity Service Act?
– As a Medical Doctor, he established Kwara Advanced Ultramodern Diagnosis Centre which is one of the best in Africa rendering a world’s standard service at affordable cost. I am bold to tell the world that this centre is widely visited from all parts of Nigeria and neighboring countries.
– Was it not ABS who provided us with Ganmo Power Generation Plant, hundreds of ordinary power substations and some injection Substations and Water Works Construction?
– Was it not ABS that started and completed the Ilorin-Oshogbo Road, Baruten road, hundreds of road constructions and rehabilitations across all the 16 local governments of the state, particularly, Ilorin and other mega cities of the state?
– The road from Kwara Police Command A Division to Offa Garage and many other roads were made dual carriage roads and rehabilitated during his first tenure and that of Offa Garage was extended to Ganmo town at the tail end of his second tenure.
– These roads were not only tarred but decorated by beautiful medium kerbs, attractive flowers and street lights. Have we forgotten how Kwarans nicknamed him “The Road Builder”?
– Was it not the same ABS that sponsored the Kwara Child Rights Act?
– What about Every Child Counts programme and many children’s oriented policies he initiated through the office of the brilliant Commissioner for Education and Former Nigeria Minister of Sports, Mallam Bolaji Abdullahi which were even adopted by Federal Ministry of Education?
– Have we forgotten so soon the Voluntary Teaching Services by Bolaji Abdullahi in which thousands of Kwara graduates were engaged and given stipends monthly before more than ninety percent of them were absorbed into the state Civil Service, Teaching Service and SUBEB?
– What about the Kwara Clean and Green Programme which positioned Kwara as the cleanest State in the country during his first tenure?
– What about Kwara Stadium Modernisation, Expansion and Internationalization?
– What about the establishment of Kwara Football Academy (KFA) which was the talk of the world as Jose Morhino of Chelsea Football Club of England and many international soccer stars attended its foundation laying event?
– He established his own football team, Abubakar Bukola Saraki Football Club (ABS FC) which together with its twin team, Kwara United was always among the top clubs in the Nigeria Premier League. There is no gainsaying fact that Kwara sporting activities was at its peak during ABS’ tenure.
– This same ABS ensured the maintenance of peace, creating an enabling environment for growth and development, enabling haven for several private sector industrialists to promote socio-economic growth of the state.
– Have you ever bothered to inquire, what was the old Adewole before the current Adewole Estate, who vilified Late George Innih, who started the process then, why not appreciate the various estates (Mandate I, II and III, Harmony Estate, Irewolede Phase II, Mandate Estate Omun-Aran etc) initiated by ABS? Mandate Modern Market along Western Reservoir Road, Ilorin is also not left out.
– He facilitated the construction of Ilorin Ultramodern Central Mosque through his friends and associates as fund raisers in 2010.
– What about his many agricultural interests and youths’ training and retraining programmes on farming with startup kits and grants in Malete ADP and other parts of the state? These projected Kwara State and Dr. Bukola Saraki as the best in Agriculture. I hope we do not forget so soon that he was awarded several times by Federal Government and many agricultural NGOs as the best Nigerian Governor in Agriculture during his tenure.
– Shonga Farm Holdings as a model farm, owned by GTB, FCMB, UNITY, KEYSTONE & ACCESS Banks + Kwara State Government, without an individual owning a share in the model “individual farming” system. Do you even know that if you drink WAMPCO’s (PEAK, THREE CROWN milk) milk or Nutricima’s product, that you are drinking Shonga’s milk indirectly!?
– It is a pity that in this 21st century, we can have people still too befuddled to add 2+2 and get 4!. How can a multinational company deal with a government and an individual will own part of the structural income?
– I also heard of the utter rubbish that ABS wanted to relocate the Eid Praying ground, will he also relocate the cemetery? Anybody that goes and knows Eil Praying Ground very well would know its boundary has many decades back, been demarcated by fence at the back. So nobody tampered with the sacred land.
– What about the juicy federal political appointments he facilitated with his intimacy with the late President Yaradua and office as the Chairman of Nigeria Governors’ Forum for many Kwarans like Prof. Oba Abdulraheem, Dr. Yomi Ogunsola into Federal Character Commission, Bio Ibrahim, Nimota Akanbi and many others? These exclude Kwarans who he used same influence transferred into federal public services as Directors and top public servants from state civil service.
– What about the youths’ involvement in the leadership of the state in which we had the likes of Mallam Bolaji Abdullahi, Gov. Abdulfatah Ahmed, Hon. Zakari Mohammed and so on appointed as Commissioners in their 30s?
– Rehabilitation and Modernization of Kwara Office Complexes housing many Ministries in the year 2009 to boost the morale of Civil Servants and enhance productivities was also lauded and smiled at by Kwarans then.
– The creation of office of Youths Empowerment Coordinators (YEC) for all the 16 LGs through whom his unmatchable youth empowerment strides were carried out is also memorable to mention. LG Liaison Officers (LO) to governors were also appointed among youths.
Tourism, Environmental, Women Affairs and other ministries also had it big during this period.
These are just few within the limit of my easy remembrance out of the monumental achievements of Dr. Bukola Saraki as Kwara State Governor. I am sure his aides then should be able to mention many hundreds of such unbeatable track records. They are too numerous to mention. His philanthropic gestures are second to none among his equals in Nigeria. Any personal contact with him will confirm that he is so humble, generous and likes to give arms in anonymity.
What has PDP cohorts done in history to develop the state? They didn’t have the courage to ever commit to the solid infrastructural developments, but now that it is in place, they come as nocturnal visitors on every election period from the Federal Capital to steal from where they never sowed.
It is high time that the people of Kwara awoke from their lethargy and note that the so called forefinger is only a finger, notably in the fore ably assisted by four fingers. Dr. Abubakar Bukola Saraki, now the Senate President of Federal Republic of Nigeria is a man, who has blood in his vein like yours, and if some people with a warped sense of transferring their hatred of Dr. Sola Saraki onto Bukola Saraki, haven hidden under the cloak of same Bukola Saraki to gain foothold of power are now rabid enough to be barking down the tree they climbed up on, time shall tell who really wanted the best for this state. Many people do not know that it was not Bukola Saraki’s political wisdom that won him the highly coveted seat of Senate Presidency but his goodwills and beneficial relationship many of his fellow governors and political associates have enjoyed from him in the past. That made the likes of Sen. Sanni Yerima, Danjuma Goje, Godswil Akpabio, Andy Uba and many of them stood across the party lines to support him for the position. Evidently, the vote of confidence passed by 81 Senators last week, which in figure, included 35 APC and 46 PDP Senators finally showed Sen. Bukola Saraki truly had the 35 APC supporting senators as he previously claimed. So had it been the Lawan Group did not abscond from the venue of the first primary election, which gave them more time to buy more Senators from Saraki and that APC did not wittingly insist on Open Balloting System during the second mock election, Saraki would have won gallantly. Well, his election was constitutional and nothing was treacherous about it. Politics itself adopts treachery as an instrument. Alas! Sen. Saraki whose political sagacity does not lie on words but nationalism and patriotism to the subjugated Nigerians played it rightly.
What more can a state governed by a man of monumental achievements, aptly named “Maigida” meaning “Owner of house” look for as sample of a “leading by example” leader? Anyone who knew Dr. Abdulfatah Ahmed as a new entrant into public service in 2003 and/or during his stint at both the Finance and later the newly created Planning and Economic Development Ministry in Kwara State, will attest to His Excellency’s quiet hardworking attitude, so for anyone to describe his mien as a sign of weakness has never seen what a cougar looks like in the bush before pouncing. A government of continuity is always like that. Obviously, Dr. Ahmed was busy completing some of the projects his predecessor and leader, Sen. Bukola Saraki could not complete in his first year in office alongside many Kwarans’ oriented projects. Kwarans should discern that they are fabrications of their political opponents, forgetting the politics NOW is more advanced than the politics THEN. That is, political propaganda do not always work now, it is candidates’ goodwills and works that speak for them. It is obvious that the personality of Dr. Abdulfatah Ahmed which is in higher inches better than all his opponents that resulted in his reelection in the April 11 general election. Indeed, Kwara is set to clutch the climax of her glory with Sen. Bukola Saraki as the Senate President of Nigeria who would be complementing and supplementing the Better Kwara Initiatives of Dr. Abdulfatah Ahmed. They both need constructive criticisms not detractions incited by political opponents and in-fighters of APC from other states. They need our prayers to perform as expected. May God guild and protect them to better our lives as Kwarans and Kwara as our state.
So, agent provocateurs, be warned.
These are merely scratching the veneer of truth.

This piece of nonsense from a faceless online blog by a nameless writer has come to my attention this morning.

If there is anything any farther from the truth, this is it.
Please I beg you, do not involve me in your dirty political games as I have made known several times that I have no political affiliation for now.

I coordinate an NGO where the first cardinal point is empowerment of women and the girl child. So it is very clear I stand solidly behind the feminine majority appointments made by His Excellency the Executive Governor of Kwara state Mal. Abdulrasaq Abdulrahaman which I have stated time and time again on which ever radio station I appeared after the appointments were announced.
As a matter of fact my NGO is giving an award to governor for being the first governor in the history of nigeria to have a feminine majority in his executive cabinet.

In conclusion, I passionately appeal to who so ever is behind this tranvesty and fallacy to leave me out of their naked dances in the marketplace. I have renounced partisan politics for now.

Former Senate President, Dr. Abubakar Bukola Saraki has said all Nigerians need to work together and play positive roles if the country must overcome her present challenges and realize her manifest destiny as a global leader.

Saraki, in a statement to mark the nation’s 59th Independence Anniversary signed on his behalf by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, stated that both the people in government and the governed need attitudinal change and must start exhibiting the determination to tame and eliminate factors that keep the country down or retard her progress.

He noted that experts who at independence in 1960 predicted that Nigeria would within its first two decades of independence become an economic giant did not make any mistake because all the indices pointed in that direction for the nation. He added that the dream was derailed by the actions and inactions of both the elite and the ordinary people in the country.

“Now, we should have realized our mistakes and know that our present situation is far from what our country was destined for. It is high time we all decided that we would forget ethnicity, focus on issues that unite the country, become our brother’s keeper, be law abiding and protect public properties more than we protect our own.

“While it is important for those in government to initiate progressive, innovative and problem solving policies, programmes and projects, particularly those that will uplift the poor in the society and create a more egalitarian society, he said the people should also be ready to give maximum, patriotic and solid support for the success of the initiatives.

“ This is a time for all of us, citizens, to take a deep introspective look into how come the South-East Asian countries that were in worse situation than our own in the 60s and 70s are now developed and have turned the fortune of their masses around, while things are worse for us.

“Pondering over this question will help us agree that the common point we should all subscribe to now is the one that will enable us work collectively and individually towards breaking the yoke that have kept our country down”, the former Senate President noted.

He however congratulated all Nigerians for the fact that in spite of the challenges of the last almost six decades, the country has remained one and she has been able to permanently adopt democracy as the system of government just as Nigeria has successfully defended democracy and warded off dangers against it across Africa.

He also  noted that if the economy of the country gets better, most of the ills plaguing the nation like insecurity, youth unemployment,  collapse of infrastructure and moral decay will disappear and a modern Nigeria will emerge as the real giant of Africa.

A better Kwara is in the hands of Kwarans and not in the hand of God because the Almighty is not an hypocrite like you all demonstrated months back. If you had wished anybody bad, don't assume they'll wish you success although approach differs—in the current light of event in Kwara. I believe everyone wish for a better Kwara but that isn't forceful. If the new administration wish to perform the ground is widely open, and if otherwise, another Ó Tó Gẹ is looming—No amount of prayer will turn things around for better if the political will is missing.

Dr. Bukola Saraki who lost 100% during the last election had demonstrated he is a thoroughbred Democrat. He could have tow the shameless path of political events in states like Rivers, Lagos, Kano, many things he could have done like other politicians did to retain their influence and relevance among their people, however, there would have been unrest and probably bloodshed in many quarters as witnessed in the states mentioned. Immediately the results were announced, Dr. Saraki congratulated the winners, this further shows that Dr. Saraki has towed the path of a patriotic leader who believes that his ambition is not worth the blood of any Nigerian because he knows power is transient.

We all should remember that when Dr. Saraki served as the state Governor, many of the Freedom fighters today claimed he did nothing but today we can point to many of the visible projects carried out to etch the state in progression:
— Kwara State University
—Kwara State Aviation College
—Kwara State Diagnosis Centre
—Kwara State International Airport (Ungraded)
—Kwara State Cargo Terminal
—Kwara State Independent Power Plant, Ganmo
—Rehabilitation o rural and urban roads across the sixteen LGAs
—Health Centres across Kwara Communities.
—Every Children Count Education Policy (now adopted y the Federal government)
—First Overhead Bridge in Kwara state.
—Kwara Mall (to boost economic growth)
—Kwara metropolitan Square
—Shonga Farms... Et cetera

The failure of Former Governor Abdulfatah Ahmed Maigida in handling some major crisis in Governance is lame on nobody but a personal destruction (If history speaks), a case study of an elected honourable to represent Ilorin North/West Constituency one Gafar Ayinla Ayilara who was recently indicted by the EFCC in a criminal case for fraud, (https://www.facebook.com/509762239046271/posts/2330476490308161/)—will EFCC overlook this criminal act at the age of 29 and push the cause of the crime to his political leaders like Abdulrahman? If what the erstwhile Governor left is better to what he met in 2011, the horrible thought should be judge on him—Be as it may, record will speak well of him in a very few area.

Reinforcement of failure by Abdulrahman Abdulrazaq will be a lame excuse on the self-acclaimed freedom fighters. No excuses—no blame game. The campaign was Kwara lack good leadership and you are better-of because you know how things went bad and you can fix them, if Dr. Saraki had chosen the path of blame game on the past administration before him, the numerous aforementioned projects won't be there for all to see today. All elected officers should tighten their belt because the score card matters most. Kwarans are well informed and anxiously waiting to see where your know-how takes them in the coming years. Election comes every four years, we should never negotiate a peaceful coexistence whatsoever, because losing an election is not a big deal—It is normal. Somebody has to win and somebody has to lose. Now, everyone must work for peace and harmony.

NB: You eschewed ethics, etiquette and became a rogue, you do with abuses, spread of fakenews, call people with unprintable names and make hate speech a priority all because you were in the opposition camp. Now the glory that flatters roll to your side. It is not in any way negotiable because all that you do will come back to hunt you.

The Nigerian Police have once again began a systemic clampdown on leaders of the People’s Democratic Party (PDP) in Kwara State as this evening, officers of the Nigerian Police Force, forcefully arrested Senator Rafiu Ibrahim, the Senator Representing Kwara South Constituency in the 8th National Assembly, and the candidate of the PDP for the seat in the upcoming elections.

Tonight’s action by the Police is a clear indication that Officers of the Nigerian Police Force have decided to take sides against the People’s Democratic Party (PDP) in Kwara State and across the nation, as the reasoning behind Senator Ibrahim’s arrest is currently unknown, and reminiscent of last year’s arrest of Kwara PDP leaders in Kwara South constituency during the bye-election.

As at the time of this story, Lola Ashiru, the candidate of the APC for the Kwara South Senatorial District, was holding a late-night rally, where he celebrated the arrest of Senator Ibrahim stating that the party had the “full support of the Government at the center.”

We, the youths of Kwara South Constituency, hereby call on the international community, specifically, observers who have come to witness the February 23rd election, to take note of the partisan and irresponsible antics of the Nigerian Police Force.

We also call on all well-meaning Nigerians to join us to call for the release of Distinguished Senator Rafiu Ibrahim, who is known as a peace-loving and highly-performing legislator who always puts the needs of his constituents first and foremost.

Additionally, we call on the Acting Inspector General of Police, Mohammed Abubakar Adamu, to cease and desist from utilising institutions of state from harassing leading political figures in our state. Elections are not do or die affairs, hence, all candidates should be free to test their popularity at the polls without fear of intimidation by men of the Nigerian Police who are sworn to ‘serve and protect’ all citizens irrespective of their party affiliation.

I wish to express my sincere appreciation to the national leader of our great party and Senate President, Dr Abubakar Bukola Saraki and Governor Abdulfatah Ahmed for granting the request of the leadership of Ibolo division of Kwara South that the senatorial ticket be retained in the axis.

Ultimately, this was done in the interest of fairness and equity, as both Ekiti and Igbomina divisions of Kwara South have both produced senators who served two terms in the Senate.

I also thank all the stakeholders within Kwara South and the State at large for their efforts and support. Likewise, I extend my profound appreciation to my constituents, party members and advocates for their support and confidence in me. I will always be grateful to you all.

The decision of Governor Ahmed to cede the senatorial ticket following the pleas by Ibolo elders is highly commendable and this has further affirmed his reputation as an advocate of fairness, equity and inclusion. This is indeed leadership by example.

I think it is also important I clarify that Governor Ahmed’s decision to relinquish the ticket has nothing to do with the November 17 by-election in Ekiti/Oke Ero/Isin/Irepodun Federal Constituency. The outcome of an election that was characterized by rigging, harassment and intimidation of voters could not have led the governor to withdraw from the senatorial race.

You will recall that last week, on the floor of the Senate, I raised concerns about the conduct of the poll and the use of security operatives by the Federal Government and the All Progressives Congress (APC) to intimidate voters as well as harass members of the PDP.

It was on this basis the Senate directed its Committee on Police and National Intelligence to investigate the matter. I have no doubt that the PDP would have won the election if it was conducted in a free, fair and credible manner.

Let me also use this opportunity to thank all the leaders of our party in my senatorial district and the state at large for demonstrating quality leadership and for their efforts in upholding the unity of the party. I hereby reiterate my unflinching loyalty and commitment to the entire structure of the party.

I also would like to thank the good people of Kwara State for their continued support and belief in our great party, PDP despite all the calumnious campaign launched against our leaders and the party by desperate politicians in the state.

I am confident that with the support of Kwarans, our party will triumph in the 2019 general elections.

Saraki: Passage of PIGB By National Assembly ‘ll Help Curb Future Fuel Scarcity

President of the Senate, Dr. Abubakar Bukola Saraki, has stated that the passage of the Petroleum Industry Governance Bill (PIGB) by the House of Representatives on Wednesday, following the Senate’s passage of the Bill last May, represents a historic milestone in Nigeria.

In a video address posted on his Facebook page, Saraki also emphasized that the PIGB will help to address the perennial scarcity of fuel in the country, once it becomes law.

He said: “Yesterday, after nearly two decades of back-and-forth, near-misses and “near-passages”, the 8th National Assembly finally reached a milestone with the passage of the Petroleum Industry Governance Bill — otherwise known as PIGB. This is historic.

“Many of you will recall that in May 2017, the Senate took the first step in this direction, and yesterday, the House of Representatives did the same by passing this Bill that is aimed at modernizing the Petroleum Industry and overhauling the entire system - to create a conducive business environment for petroleum industry operations.

“The PIGB will also promote openness and transparency in the industry — by clarifying the rules, processes, and procedures that govern the oil and gas sector. This should eliminate, or at worse, reduce corruption significantly and make the sector more efficient and more productive.

“Most important, with the ongoing fuel scarcity in many parts of the country, Nigerians should know that the PIGB, once it becomes law, will help alleviate those issues that lead to scarcity, such as: the limited supply of Premium Motor Spirit (PMS); the poor import planning schedule that leads to fuel importation constraints; the corruption, diversion and smuggling — that leads to artificial scarcity; and the absence of deregulation in the sector.

“This bridge that we have just crossed, is a part of the commitment of the National Assembly to remain focused, committed, and determined to meet your expectations. Let me remind our people that this is another promise made and kept by the 8th Assembly. With this feat, we have demonstrated that we have the will and capacity to deliver on our key promises aimed at rebuilding the national economy and improving the standard of living of our people.

“Many people people did not give us any chance when we promised to pass the PIB. Now, we have scaled this first major hurdle and we promise to pass the remaining related bills like the Petroleum Host Community Bill and Petroleum Industry Fiscal Bill very soon to complete the circle”, the Senate President said.

8 Things Senate President Bukola Saraki said to the Senators in the Senate’s 2018 Resumption Speech

On Tuesday, January 16th, 2018, the 8th Senate resumed its plenary activities for the year. The Senate President, Dr. Abubakar Bukola Saraki, in his resumption speech, discussed the work of the Senate and the way forward. These are 8 of the major things that he said.

1. On the Fuel Scarcity: “When one part of the body is hurting, the whole body hurts, and this holds true for the entire nation.”
I am not unmindful of the sobering fact that the new year has met many citizens in a reflective mood. Many were on the queue for petrol; many households are grief-stricken. This mood of reflection is also one from which no lawmaker is immune; what affects one, affects all. When one part of the body is hurting, the whole body hurts, and this holds true for the entire nation.

We have all been witnesses to the hardships with which many Nigerians saw in the new year, stuck on fuel queues tailing from petrol stations in many of our cities. It has been disheartening to see, especially during the festive period when Nigerians should have been enjoying carefree time with their loved ones, with enough petrol in their tanks to make that cherished journey to the various hometowns.

2. On the Fuel Scarcity: “We, as representatives of the people, feel the pain of the people.”
We, as representatives of the people, feel the pain of the people. Things being the way they were, we could not but respond to the crisis. I therefore had to direct members of the Senate Investigative Panel on Fuel Scarcity cut short their recess to commence hearings into the lingering problem; and that work is ongoing. I commend the committee for their prompt response and the work carried out.

We seek the cooperation and understanding of Nigerians as we try to get to the bottom of this issue. My own estimation of the fuel scarcity phenomenon is that it is man-made. We thought we had left the problem of fuel queues firmly in the past in this country, but sadly, that appears not to be the case. In any event, there is a problem, and it must be solved. We await the findings of the Investigative Panel on Fuel Scarcity, firm in our resolve that whoever is responsible must pay the price for visiting this needless hardship upon our people.

3. On the Benue Killings: “We condemn these killings in the strongest terms, and we declare that mindless bloodletting has no place in our society.”
Distinguished colleagues, you will agree with me that even more sober reflection attends the killings in some parts of the country, particularly recent tragic events in Benue State. We condemn these killings in the strongest terms, and we declare that mindless bloodletting has no place in our society. I offer our sincerest condolences to the people of Benue, and indeed to all who have suffered the loss of their loved ones as a result of these wanton acts.

Human life is sacred. We state without equivocation that Nigerian life must become sacred. When we fail in our duty to protect Nigerian lives, it is a tragedy and an indictment on us all. We as the 8th Senate stand ready to help find solutions to assuage the hurt to affected parts, to bring the perpetrators to justice and to enthrone peace in all four corners of this country.

Let me state that the 8th Senate is disturbed by these unfortunate incidents, and we have been for some time. We were concerned enough to have inaugurated the Ad-Hoc Committee on Security in November of last year. And so it was that, with the shocking reports from Benue, Rivers and other places, the Security Committee members also cut short their recess to resume sitting, with a view to fast-tracking their investigations, in order to present an interim report for the Senate’s consideration immediately on resumption. I really must commend the committee for their swift action in this regard; and I am happy to note that the Interim Report is ready for the consideration of this chamber.

4. On the Work of the Senate: “We cannot lose momentum, nor can we afford to rest on our oars.”
We are a people-oriented Senate, and I believe I speak for us all when I pledge that we shall continue to demonstrate similar dedication to our duties this year, as worthy representatives of the people who voted us into office.

Distinguished colleagues, the 8th Senate has continued its historic run, because by the end of 2017, we had passed 140 Bills over a period of 30 months. The landmark Economic Bills we passed, helped to propel the country’s emergence from recession, powering us upwards in the Ease of Doing Business Report. While the legislative feats of the year gone by shall go down in the annals of lawmaking in this country, what is also true is that we cannot lose momentum, nor can we afford to rest on our oars.

5. “This is Nigeria’s time. Let us devote ourselves to her service.”
Going into the new year, I can only wish each and every one of us the best as we prepare for the task ahead. It is a crucial year. As you all know, this, in all probability, will be the last productive year before we go into the 2019 electioneering period. Not only is there a need to up the ante in terms of productivity, it is important we keep our eyes on the big picture. Let us not be caught in the political fray before due season. To each and every thing under the sun, its own time. This is Nigeria’s time. Let us devote ourselves to her service. It is therefore imperative that we speed up consideration on the various bills on which legislative work remains outstanding – particularly economic bills. Calling for similar attention are the other parts of the Petroleum Industry Bill (PIB) related bills still to be passed, namely: the Petroleum Industry Fiscal Bill and the Petroleum Host Community Bill.

6.“We must not allow the upcoming 2019 elections to overshadow our work for the people.”
Distinguished colleagues, it is my appeal to each and every one of us, that our legislative duty to Nigeria and her people, must be uppermost in our minds. We must not allow the upcoming 2019 elections to overshadow our work for the people that elected us - or distract us from that which we are mandated to do by the constitution and the trust reposed in us by the people.

This is my appeal: it is too early for 2019 politicking to override the legislative agenda and the larger work of governance. We have begun a good thing with the economic core of our agenda; let us see it to its proper conclusion. It would be most insensitive to the needs of the people of this country if we were to do otherwise. I am directing this appeal not only to us in the chamber but to the National Assembly as a whole, as well as to the Executive and indeed all political actors.

7. “Let me opine that 2018 will be defined by the collaboration between the two chambers of the 8th National Assembly"
Distinguished colleagues, let me opine that 2018 will be defined by the collaboration between the two chambers of the 8th National Assembly as regards the number of items due for concurrence. We must work to build on the very cordial relationship between the two chambers as witnessed so far, and elevate the level of cooperation, for the benefit the people. To this end, I urge you all to reach out to our counterparts in the House, so that we can fulfil the lawmaking function in the most expeditious manner. This will help streamline the process - and clear the way for the passing of various legislations – making for improved synergy and joined-up working between the two chambers.

8. On the Way Forward: “We will not relent in our efforts…”
Currently, distinguished colleagues, there are two major ongoing issues before us – namely the Constitutional Amendment process and the 2018 Appropriation Bill. It is encouraging to see that the Assemblies in the States have already started work on the Constitutional Amendment; I urge us all to keep a keen eye on developments on that front. With regard to the 2018 Budget, let me take this opportunity to give a word of encouragement to the Committee as they work to ensure the proper conduct of the process.

Saraki Seeks Alignment of Education Curriculum With Industry Requirements

President of the Senate, Dr. Abubakar Bukola Saraki, on Wednesday stated that Nigeria’s university curriculum and teaching methods must be upscaled to reflect the demands of employers from both the public and the private sectors.

Speaking on the need for the country to urgently reposition its educational system to reflect current domestic and global realities like rising unemployment and the need to strengthen the economy to make the nation more competitive internationally, Saraki emphasized that many university graduates from Nigeria, are currently not being equipped with the appropriate skills that they need to perform in employed capacities.

“This situation requires the urgent intervention of all stakeholders in the education sector,” the President of the Senate said in a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja. “What we have on our hands is an influx into the workforce of many graduates who are unable to meet the demands of both the public and the private sectors.

“In order to reduce the incidence of unemployment and make our country more competitive going into the future, we must immediately work to ensure the careful and constant realignment of what our young people are learning in the classrooms, with what the employers expect from them at the workplace.”

The President of the Senate also cited a need for a deliberate approach to boost reading, writing and comprehension, starting at the primary school level, as both skills are necessary in all sectors.

“Both reading and writing must take front and centre-stage in all that we do moving forward. It is clear that these two skills constitute the foundation of all other subject areas.

"This is why even before they get to university, we must ensure that our children know how to write — because this inability to convey their thoughts clearly on paper has become the bane of many young and otherwise bright Nigerians that are seeking employment, both within and outside the country," Saraki said.

The President of the Senate stated that at the resumption in September, the Senate will mobilize its relevant committees to work with education stakeholders to develop clear-cut strategies on how to move Nigeria’s educational system forward.

“At this point, we can no longer sit by and watch our educational system slide below acceptable standard. Education is the bedrock of all development, and right now, our bedrock is faulty, so we must fix it,” Saraki said.

1. Senator Shehu Sani cited order 43  and read a letter submitted by the Secretary to the Government of the Federation, Babachir Lawal on the court process and his inability to honour its invitation. He said the Committee was to hold a public hearing today and decided to invite the Secretary to the Government of the Federation to give him an opportunity to defend himself.
Senate President Bukola Saraki put the Secretary Government of the Federation issue to rest and stated that a new date has been communicated to the Committee for his appearance.

2. Senate Leader, Senator Ahmad Lawan raised a point of order on the Terriorist Attack near the UK Parliament yesterday. Senator George Sekibo said any Terriosm Activity in any part of the World requires urgent attention. Senator Bala Ibn Na'Allah said in recognition of Westminster in promoting democracy, we should share in their grief and convey our sympathy.
Senate President Bukola Saraki said there shall be no debate on this, said it can come under a motion and as part of respect observed a Minute silence in honour of the victims. He adds that "any attack on any Parliament in the world is an attack on all Parliaments. Our hearts and prayers are with them"
Senate in its prayers resolved to:
1. Condemn in totality the attack in the United Kingdom yesterday.
2. Stand together and sympathise with Westminster.
3. Call on all Houses of Parliament around the globe to stand together against all forms of Terrorism.
4. Call on the United Nations to develop a more Effective Counter-Terrorism Act.
5. National Asswmbly should send a condolence letter to the UK Government and Parliament.

Senate dissolved to the Committee of the Whole to Consider the Screening of 47 Non-Career Ambassadorial Nominees.
The nominees from Imo (Sylvanus Nsofor) and Ondo State (Jacob Daodu) were rejected by the Senate based on the Foreign Affairs' Committee report.
The Senate Reverted to Plenary and Reported Progress on the Confirmation of 45 out of 47 Non-Career Ambbassadorial Nominees.

SPEECH DELIVERED BY HIS EXCELLENCY SENATOR ABUBAKAR BUKOLA SARAKI (CON), PRESIDENT OF THE SENATE OF THE FEDERAL REPUBLIC OF NIGERIA AT THE OPENING OF A RETREAT FOR THE MANAGEMENT STAFF OF NATIONAL ASSEMBLY.

PROTOCOL

It is with great pleasure that I welcome you all to this year’s National Assembly Management retreat and I thank the organisers for putting together this retreat.

The National Assembly has been established not only as the highest law-making institution but more important, as the enabler of the executive to provide for the welfare and security of our people. At no time in our history has the need for synergy of purpose and drive to embrace and give full effect to this obligation been more acute than now. This present National Assembly is fully committed to this obligation and it is in you that we will rely on to play our role effectively.

The 8th National Assembly has made economic reform the anchor of its legislative activities so far. The role of a virile National Assembly management fully dedicated and adequately tooled for the mission cannot then be over emphasized.  

It is you, this 5000 or there about management staff of National Assembly that are responsible for ensuring that our legislative agenda is fully realised. This you do by helping to turn the legislative decisions we make on the floor into actionable legislative instruments, with tangible impact on our people.

Therefore, in a very special way, I thank you all for your support, dedication and hard work so far. We cannot quantify your immense contribution to this course.

Notwithstanding, there are greater tasks ahead and we need more support to achieve our overarching objectives. We hope then that this retreat will further enable you and prepare you towards greater productivity. This is a chance for colleagues to get to know each other and look with new eyes on the opportunities and challenges that lay ahead for us as a primer of government.

As we all know, this is a critical time for us as a nation. We are going through difficult times, recession, security issues, widespread hunger, unemployment, incessant rises in inflation, dwindling opportunities. The nation looks up to National Assembly for direction and to provide opportunities for our people. It has become quite apparent to us that it is no longer business as usual.

It is against this background, that it is imperative that management is fit for the task ahead of us and lives up to its responsibilities – to deliver coherent, effective, and efficient support as we pursue our vision for the development of the country of the Nigerian economy into one of the most diversified and very inclusive economies in Africa. Our overarching goal is to place the Nigerian economy on the path to sustainable growth, poverty elimination, economic opportunities, deal squarely with corruption and tackle injustices around us. The 8th National Assembly places premium on the efficacy of the National Assembly staff productivity as they remain its best hope of achieving this agenda. But you, the management must also ensure staff commitment and dedication to the task.

As legislators, we acknowledge that the achievements of these agendas are not possible without the co-operation of Management.  In a world of growing challenges and vulnerability, we cannot afford not to stand together. To work in isolation or let personal interests stand in the way of harnessing the many strengths in our structure would be doing dis-service to the people we serve.

Let me be blunt here. Unless we are not being honest to ourselves, the Nigerians are not happy with the way the National Assembly have carried on so far and are right to deserve better from this very important institution. Unless we change the work, ethic and inculcate greater transparency in both accountability and output we will not earn their respect. We cannot carry on in any other way and expect that we will be able to deliver better oversight of others.

It is time to show that National Assembly is ready to play its role as a primer of development and the watchdog for the sustenance of democracy. We cannot be seen in the same light as in past times. We need to sanitize our structure and lead by example. Management accountability and transparency is now paramount. Indiscipline and laxity can no longer be tolerated. Obedience to laws in force as it relates to anti-corruption most especially enforced.

Finally, I have just one task for this retreat which is also a plea. The task I place before you is to come up with solutions for improving National Assembly. There is no doubt that we need to take the work ethos far higher than we have today. We need your innovative ideas that will ultimately attract the best brains work and be retained here. I look forward to receiving solid and actionable recommendations. I count on you to bring your bright ideas to discussions so that we can make a difference for our families, communities and our country as a whole.

We have a task to work to build a new National Assembly that is respected at home and recognised abroad both as an example for efficiency, productivity and transparency. This is the minimum we aspire. We are not going to allow anyone detract from this bare aspiration and we will be demanding that you stay on this course for the remainder of our term. With dedication and discipline, this new structure is not so far from our reach. Let’s redouble our effort and I have no doubt that we will succeed.

Let me take it that the line has been drawn and the past is gone. That means from henceforth it can never be business as usual. We must therefore come up with the requisite resolve that we are tuned in to the change agenda and are ready to deliver a major shift in both work attitude, accountability and public relations. Anyone who is not ready to turn the page should ensure to let us know so we can make alternative arrangement because we have no other choice but to ensure that a new National Assembly is delivered to our people who have asked for change.

I wish you the very best for a productive retreat, and I look forward to hearing the results and seeing a new, better, strong and dynamic team with the passionate drive to deliver on our goals. I am proud to work closely with you in promoting and defending our shared values.

1. Senate Leader, Ahmed Lawan states that the excuse of the Comptroller General of Customs are not acceptable and urged him to appear before the Senate on Thursday. Senate President Bukola Saraki puts the questions and the CG of Customs has been mandated to appear before the Senate by 10 : 30am tomorrow Wednesday 15th March, 2017 in his Uniform.

The Acting Chairman of Economic Financial Crime Commission, Ibrahim Magu is also scheduled to appear before the Nigerian Senate for screening tomorrow.

2. Senator Fatimat Rasaki raises a petition on the passing away of Major General Adeyinka Adebayo.

3. Senator Matthew Urhoghide in a point of order cites Orders 42 and 52 on the passing away of Brigadier General Samuel Ogbemudia. He urged the Senate to observe a minute silence and send a high powered delegation to pay condolences to his family and the people of Edo State.

4. Senator Sabi Abdullahi raises a Point of Order on the precarious state of roads in Niger State especially the Minna - Suleja Road. "The condition of the roads in Niger state is terrible, Minna-Suleja road is not motorable; a journey of 1.5 hrs now takes 3hrs".

Senate President Bukola Saraki says it's unfortunate that the Chairmen of the Senate Committees on FERMA and Power, Works and Housing aren't present but the matter would be looked into.

*MOTIONS OF THE DAY*

1. The Urgent need for the Federal Government to access a $300m Malaria Bond through the Innovative Financing for Malaria Prevention and Control Project (IMPACT) by Senator Olanrewaju Tejuoso.

Statistics: Malaria is a major public health problem in the county with an estimated 100m cases of Malaria every year and 97% risk of transmission. Malaria accounts for about 23% of the entire burden of disease in Nigeria and is responsible for the deaths of 250,00 children under 5yrs. Malaria annually is estimated to be about 132 billion Maura in form of treatment costs, prevention, loss of man-hours etc.

Senator Aliyu Wamakko supports the motion and Senate resolves to:

i. Urge the Federal Government to fast track access to the $300m malaria bond by the Global Fund to fight AIDS,Tuberculosis and Malaria in Nigeria.

ii. Commend the effort of the Global Fund in providing the $300m bond.

Senate President Bukola Saraki thanks Senator Lanre Tejuoso for the Motion and says it is a straight-forward one.


2. Need for the Re-Construction and Dualization of the Makurdi - 9th Mile Trunk A Federal Highway by Senator Chukwuka Utazi.

Senator Shehu Sani says roads that are used by the poor aren't given proper attention by the Government. "A lot of money is allocated for the construction of roads, therefore it should be properly prioritized". "I support this motion, proper budgetary allocation should be given". - Senator Barnabas Gemade.

"The roads will be implemented into the 2017 and 2018 budget, we have to seek ways of investment to raise fund for the roads."
- Senator Kabiru Gaya.

Senate resolves to:
i. Urge the Federal Ministry of Works to designate the road for immediate dualization.
ii. Urge the Federal Government to allocate adequate funds in the 2017 budgets, currently being prepared for the construction and dualization of the Makurdu - Otukpo - Obollo Afor - Opii (Nsukka) 9th Mile Federal Trunk A Highway.
iii. Urge the Police and Other Security Agencies to increase their surveillance on the road to protect innocent commuters from the marauding activities of armed robbers and other criminal elements.

Deputy Senate President, Ike Ekweremadu says we need to find a way to simplify our ways of concession, so the private sector can help in fixing our roads and alternative roads for people who won't ply the toll roads.

3. Need to investigate the activities of Weights and Measure sponsored by Senator Fatimat Rasaki and co-sponsored by Senator Hope Uzodinma.

Mandate the Senate Committees on Trade and Investment, Oil and Gas , Petroleum Upstream and Downstream to carry out a holistic investigation into the process of designation/procurement, calibration, measurement & equipment as well as ascertain the quantity of crude Oil and Gas being produced in Nigeria on daily basis.
ii. Ascertain the exact number of oil wells handled by Nigerian National Petroleum Corporation (NNPC) and other agencies in Nigeria and production levels.

CONSIDERATION OF BILLS FOR SECOND READING.

1. A Bill for an Act to amend the Employee's Compensation Act 2010 to include the payment of compensation to Sportsmen who sustain injuries while on National Assignment 2017 (SB.170) by Senator Clifford Ordia.

Senators Sabi Abdullahi and Ben Murray Bruce states the need for improvement of the welfare and general condition of sports in Nigeria.

"Nonchalant approach to Sports and Athletes in this country needs serious review". - Senator Dino Melaye as he also stated that "Sam Okparaji played and died for this country, no body is doing anything for his immediate family; Rashidi Yekini was a fantastic attacker, it took Senate President Bukola Saraki to renovate the only bungalow where his mother and family lives".

EFCC Dissociates Self From Media Report On Saraki

The Economic and Financial Crimes Commission, EFCC, has dissociates itself from Saharareporters story entitled, ‘Theft of Paris Club Refund: Saraki Claimed He Borrowed N5b from Dangote to Fund Buhari’s Election’.

This was made known in a press release issued by the commission’s Head, Media and Publicity, Wilson Uwujaren on Friday in Abuja.

“The report quoting an unnamed EFCC agent claims that Senate President Bukola Saraki and some state governors embezzled billions of Naira from the London/ Paris Club refund.

“Specifically, it alleges that Mr. Saraki received about N3.5billion from the so-called slush fund, and colluded with some governors to launder N5 billion out of the funds to multi-billionaire businessman, Aliko Dangote, ostensibly as refund for supporting the campaign of President Muhammadu Buhari.

“The Commission wishes to dissociate itself from the report, as no official of the EFCC was authorized to speak with Saharareporters on the said story or on any issue affecting the investigation of the Paris Club refund.” He said.

According to Uwujaren, the Commission had previously issued a statement that its investigation is at a preliminary stage, and promised to brief the media subsequently. But it seems a section of the press is impatient and will pre-empt the investigation with spurious claims.

“To this extent, it beggars reason for Saharareporters to claim that, “A senior EFCC agent disclosed that anti-corruption officials were on the verge of arresting Mr. Saraki and his accomplice, a former MD of his late father’s bank, Robert Mbonu.

“The source said EFCC operatives paused when they were told to wait until President Buhari returns from his vacation on February 6”.

“For the umpteenth time, the EFCC wishes to implore the media to be circumspect and confirm their reports before publication as no useful purpose is served in publishing inaccurate information that ends up scandalizing individuals and jeopardizing ongoing investigations.” He added.

Motions and bills are the lubricants of democracy and democratic governance. They are the ingredients which the legislature uses to weave and sustain democracy.

A parliament is usually assessed by the number of motions, bills and other interventions from it that impact positively on the lives of citizens. Though motions are not laws, they are persuasive and tend to put pressure on the executive to do the bidding of the electorate.

The eighth Senate led by Senator Abubakar Bukola Saraki has been consistent with issues that affect the members of the senatorial districts.

One motion in recent times that has raised a lot of concern is the one on the federal government’s directive banning the importation of vehicles through the land borders. The Senate reacted through a motion because of the dire consequences of the bill on Nigerians, especially, the immediate loss of over 500,000 jobs. It was in view of this that the Senate moved to halt the implementation of this directive.

In the motion, the Senate, mindful of the negative effect of the directive, called on the federal government to suspend action on enforcement of the ban on the importation of vehicles through land the borders. The motion sponsored by Barau Jibrin (APC-Kano) was co-sponsored by four other senators at plenary last week. It sought to mandate the Committee on Customs, Excise and Tariff to investigate the circumstances that led to the ban by the federal government.

In the lead debate on the motion, Jibrin said people engaged in the business of vehicle importation and handling services in the border areas were already losing their jobs. He maintained that it was not economically expedient to ban the importation of vehicles through the land borders based “on the allegation that the importation of vehicles through land borders no longer holds good prospect for the revenue generation because of large scale evasion of import duties.”

Jibrin said, “Rather than stop or suspend the importation of vehicles, it would make better economic sense to allow the importation of vehicles through one border post in each geopolitical zone.”

The chairman, Senate Committee on Poverty Alleviation, Senator Ali Wakili, while supporting the motion, said from his experience as a one-time controller of customs, “It will be very difficult for us to impose this ban. The Custom Service will be overstretched; there will be hostilities from the border communities and there will be rise in transnational crimes.”

Deputy Senate President Ike Ekweremadu, who presided over plenary, in his remarks, said it was necessary for the federal government to revisit the policy, which many Nigerians were not comfortable with. He stated that because the government was accountable to the people, “the executive should yield to the concerns of the people by suspending the ban because we are in office at their instance.”

As a listening and compassionate legislature, the Senate under Saraki also raised an ad hoc committee last week to investigate the violence that took place in the southern part of Kaduna State and other places where violence has taken place recently. The resolution followed a motion by Senator Danjuma La’ah titled, “The recent killings in Southern Kaduna”.
The Senate said the investigation would cover other parts of the country with similar experiences.

The lead sponsor of the motion, La’ah, observed that since 2011, various communities in southern Kaduna had been consistently attacked by herdsmen, resulting in deaths, injuries, loss of property and displacement of communities. According to the lawmaker, on December 23, and “even as we speak, communities of Ambam, Gaska, Dangoma, Tsonje, Pasankori, Gidan Waya and Farin Gada of Jama’a and Kaura local government areas have been under serious attack by the herdsmen, resulting in deaths, injuries, and wanton destruction of property worth billions of naira.”

He noted that the killings amounted to violation of the right to life, security of human persons, the respect of dignity inherent in human beings and right to property, not only guaranteed by the 1999 Constitution, as amended, but also the African Charter on Human and People’s Rights and the International Convention on Civil and Political Right, of which Nigeria is a party.
According to the senator, “This deliberate systematic killing demands the awakening of Nigerians to avoid a repeat of what happened in Darfur, Sudan.”
La’ah urged the federal government to investigate the killings and bring the perpetrators to justice. He also prayed the Senate to urge the federal government to rebuild the ravaged cities of southern Kaduna; and establish a joint security patrol of military, police, civil defence and civilian JTF for constant patrols and surveillance of affected areas.
Saraki thanked La’ah for the motion, saying, it is noteworthy that the federal government, in obedience to the motion, has since deployed the military to maintain peace in the area.
Furthermore, in response to the humanitarian crisis in the Internally Displaced Persons camps in the north eastern part of the country, the Senate has constituted an eight-man ad-hoc committee to ascertain the funds that had been released to the Presidential Initiative on the North East and how the funds were disbursed.
In the motion preceding the setting up of the committee, titled “Mounting Humanitarian Crisis in the North East”, Senator Baba Kaka Bashir Garbai (APC:Borno) observed the unfolding humanitarian crisis in the North-east. He drew the attention of the Senate to a recent report by the United Nations International Children’s Emergency Fund (UNICEF), which stated that about 4.5 million people were in dire need of assistance with about a million people at the verge of extreme malnutrition.
In his contribution to debate, Senator Garbai recalled some of the concerted efforts the National Assembly had made to try to end the crisis. He highlighted that the Senate increased the amount allocated for IDPs in the 2016 budget from N 6 billion to N10 billion. He regretted that the Presidential Initiative on the North East inaugurated by President Muhammadu Buhari in 2015 is yet to show any tangible result in ameliorating the humanitarian crisis in the North-east, despite the release of over half of the said sum appropriated and several donations by agencies and philanthropists.
Contributing to the motion, Sen. Joshua Lidani (PDP Gombe) also quoted a UNICEF report that stated that between seven and eight children would die of malnutrition daily if the matter was not addressed urgently. In addition to the Senate resolution, the lawmakers agreed to contribute N300, 000 each for the maintenance of IDPs in the North-east and investigate the alleged diversion of grains and other food items from the strategic grains reserves, NEMA and other sources for the IDPs.

For the avoidance of doubt, the gathering in question did not happen at the residence of Dr. Saraki, and was not sponsored, organized, attended or endorsed in any way by the Senate President.

This reported gathering was sponsored, organized and attended by Honorable Moshood Mustapha, a Special Adviser on Special Duties to the President of the Senate — in his own capacity as a private citizen of Kwara State. Additionally, this gathering was held at Honorable Mustapha’s private residence, which is located several kilometers away from the residence of Dr. Saraki.

Finally, it is important to note that Honorable Mustapha, as the owner of one of Kwara State’s foremost hotels is a man of means. In this regard, the aforementioned gathering was organized entirely of his own accord.

This reported gathering was sponsored, organized and attended by Honorable Moshood Mustapha, a Special Adviser on Special Duties to the President of the Senate — in his own capacity as a private citizen of Kwara State. Additionally, this gathering was held at Honorable Mustapha’s private residence, which is located several kilometers away from the residence of Dr. Saraki.

Finally, it is important to note that Honorable Mustapha, as the owner of one of Kwara State’s foremost hotels is a man of means. In this regard, the aforementioned gathering was organized entirely of his own accord.

In the spirit of new year and usual philanthropic dexterity, the Special Adviser to Senate President Bukola Saraki on Intra-Parliamentary Relation, Protocol Matters and Special Duties, Hon. Mashood Mustapha popularly called MM hosted about five thousand widows and widowers in his Ilorin residence today and dolled out food stuffs and money to each of them.

It is a general axiom, among the political class, in Ilorin and Kwara by extension that Hon. MM derives happiness in putting smiles in the faces of the downtrodden, especially the aged, widows and widowers. This is, without doubt, one of his hobbies which has spanned decades, even before venturing into politics proper in 2003. He however, evidently accomplished the synonymous acts severally, especially during Ramadan period, Sallah days and other festive periods, at his former resident along Sulu Gambari road and the present, Abdulrasak road, both in GRA Ilorin, while he was representing Asa/Ilorin West Federal Constituency at House of Representatives, Abuja.

The beneficiaries, while collecting the gifts, prayed vehemently for the leader of All Progressive Congress in Kwara State and North Central Region, Sen. Abubakar Bukola Saraki and their benefactor, Hon. MM. It was indeed a hitch-free and orderly exercise as the beneficiaries departed the place peacefully and happily.

Worried by the cold relationship between the executive arm of government, the National Assembly and the party, Chairman of the All Progressive Congress (APC) Governors' Forum, Owelle Rochas Okorocha of Imo state yesterday visited the Senate President, Dr. Abubakar Bukola Saraki where he preached unity within the party.

Though, Governor Okorocha said that his visit to the Senate was belated, nonetheless, "it is never late to make amend where possible".

According to Okorocha who told Saraki that he was visiting in his capacity as the chairman of the APC Governors' Forum, said, " This is the very first time I am coming to your office and I am here because I am concerned.
"I am here because I am a stakeholder. I am here as the Chairman of the Progressives Governors' Forum - your friends and colleagues in the struggle. Mr. Senate President, leaders of these great Senate, you may recall a few years ago that we were all in the trenches, in battle, asking for change in the Federal Republic of Nigeria. I recall vividly the role most of you played in that very struggle.

"We became a government when no one gave us a chance to be so. And shortly, Nigerians believed in us and entrusted us with the responsibility of leading this nation. But one year and several months after, we have not been able to manage this God-given victory very well and it is very worrisome, Mr. Senate President.

"That Nigerians expects so much from us but yet we seem to be in crisis within ourselves. Not crisis made by the opposition parties but crisis created by ourselves for ourselves and which has kept us in total difficult position that we are not making the headway we need to make as a party.

"One wonders then what went wrong. Where did we get it wrong? And after these troubles and after the much hope we have given to Nigerians, we still cannot work together as a party, as a family. And I noticed particularly that there is so much bitterness in the system - from the party, from the legislature, from the executive, from the governors - and it seems to me like there is no more platform for us to chant those old songs which we used to sing in the days of struggle for change. One wonders, was this what we were asking for or was this the change we were asking for. I think Nigerians expect so much from us and at the end of it all.

"Nigerians will not ask us, how many of each other we have been able to destroy or how many we have been able to bring down. But they will ask us how many plates of food have we put on the table of the common man who elected us. So, I am here Mr. President of the Senate to call for unity among us and our party. And to sheath our sword in whatever form anger has gotten to us.

"We noticed and we know that we are a party in majority at the National Assembly and we are a party with majority in the number of governors - state houses of assembly - but we notice there is no cordial relationship between the Governors, the Executive and the legislature.
"And let me reemphasize that in all these arms of government, it is only the legislature with the executive that are the elected members. Not the Judiciary. And Nigerians will hold us responsible as the executive and legislative arms of government. So, we must act quickly to ensure peace reigns among us. I have discussed with the party - that was my first point of call - to seek what we must do to forge a way forward.

"The Governors recently met with the President all in a bid to move this party forward and bring about unity. Today, I am before you, the Senate President, number three citizen of this country and I ask you to use your wisdom to bring peace among our party. We need to enjoy that very vibrancy for which the National Assembly has been known for. We need to enjoy those things that PDP used to enjoy when they were a majority in the National Assembly.

On Thursday, June 16th, 2016, the 8th Senate passed an amendment to the National Public Procurement Act. This amendment will allow the patronage of locally manufactured goods and services, and will ensure the timely completion/payment of contracts in the public procurement process. Here are 3 things to note:


Job Creation: This law will help create more employment among our skilled youths, by ensuring that a bulk of the over N6 trillion in the 2016 budget will go into the pockets of both new and existing Nigerian businesses - hence, creating more jobs for Nigerians.


Synergy Between Public and Private Sector: To create more synergy between the public and private sector, Section 5 of the amendment mandates the Bureau of Public Procurement (BPP) to assist and support the local business community to become a more competitive and efficient supplier to the public sector.


Promotion of Locally Made Goods: To urge government ministries, department and agencies to purchase locally made goods, Section 34 introduces measures to ensure that Nigerian businesses will by  law compulsorily enjoy patronage from government organisations.


Preference of Local Manufacturers: To ensure that local businesses have a margin of preference over their international counterparts, Section 34(1) of the law gives domestic bidders a margin of preference over foreign bidders in the procurement process.


Revival of Ailing Industries: The public procurement act amendment will revive all ailing and/or dead sectors of Nigeria’s economy and inspire the establishment of new industries and professional firms.

How it Gained Prominence: The 8th Senate, under the leadership of Dr. Abubakar Bukola Saraki, first brought the ‘Made in Nigeria’ idea to the public’s consciousness in February this year. Leading the charge for the use of “Buy Nigerian to Grow the Naira,” were legislators like Senator Ben Bruce and Senator Enyinnaya Abaribe, who joined Saraki to champion the cause in the Senate.



How it Has Fared: The ‘Made in Nigeria’ campaign has been largely successful, as many Nigerians have started buying and patronising domestic goods and services. The current security situation in Ekiti State today is a big threat to our nascent democracy, political stability and judicial independence. Above all, it is an afront to our peaceful co-existence in our immediate environment and to our nation in general.
I am personally worried and concerned as a Nigerian and as a stakeholder in the Nigerian polity. Whether the Ekiti State cris‎is is APC or PDP driven or whether it is as a result of an act of commission or omission and or whether it is government, group of people or individually driven, I must say without any ambiguity that what has happened in Ekiti State in the last few days is totally unacceptable and should be dealt with immediately and decisively too in good time.
A situation where the independence of our judiciary and its institutions in particular and the office of our respected judicial officials are no more secured and safe to discharge and practice their constitutional responsibility and professional roles respectively, calls for a signal that anarchy is about to set in to our polity. It is unfortunate that at a time when we as a Nation are battling high rate of insecurity and insurgency across the country and such assault is being unleashed on a Judge of a High Court on official duty, brings a deeper thought to the level of leadership we are providing to this country.
It is appalling that since the attack on one of the High Court ‎judges in Ekiti State, the Federal government, the Presidency and the rulling party, the Peoples Democratic Party PDP has either refused, neglected and or failed to make a formal pronouncement on this unwarranted attack is a sign of bad leadership. A precarious situation of this nature should not be sacrifice on political expediency. ‎This is unacceptable.
The National Judicial Council, National Judicial Institute, the Nigerian Bar Association, the Body of Benchers and other related judicial bodies must also condem this act and show concern in respect of this barbaric attack to one of their own.
A situation where the Federal Government, the Presidency and the party that forms the government at the national level deemed it not to be concerned and decided to keep mum over the unwarranted attack on our judges is an act of dereliction of duties and responsibilities. If the symbol of the common man on the street and the abode of his last hope is been diminished and degraded or insulted by whoever personalty or group of people, and we all see it as one of those minor issue, I am afraid to say that the leadership of this country has failed all of us in this regard.
Let me reiterate it once again as I always say, Nigeria is bigger than all of us as an individual or group of people. Nobody, I repeat, nobody should be above the law. The situation in Ekiti state is an indication that anything goes in Nigeria. For a public official in the temple of justice to be so attacked and humiliated while on official duty and the Federal government ‎is looking the other way round is unacceptable and should be rejected by all concerned Nigerians. An attack on one judicial officer is an attack to the entire judicial institutions and all that represent it, an attack on a judicial officer is an attack on our democracy and its institutions, an attack on any judicial officer is an attack to the last hope of common man, while an attack on a judicial officer is an attack to the constitution of the Federal Republic of Nigeria which we all sworn to defend and protect.
I hereby call on the Federal Government, the Presidency, NJC, NJI, NBA and other relevant private and public institutions to make a pronouncement forthwith without delay and condemn this criminal atrocity and act of affront to our collective sensibility . This act must stop and government must stop it. What impression are we giving the outside world where the sanctity of the rule of law has been undermined? It should not be under any guise. This is not about politics, it is not about election neither is it about any personality. It is about our judicail institution and the respect it deserves and the need to uphold it’s sanctity.
Anything short of this portends dangers and anarchy against Nigeria as a Nation and it should be resisted forthwith.

The wife of the immediate past governor of Kwara State,Mrs Toyin Saraki, has advanced reason why she supported her husband’s defection to the All Progressives Congress.

Mrs Saraki said her husband’s decision was inspired by God and the wish of the people.

The founder of the Well=being Foundation said she was satisfied that her husband’s decision was in the best interest of the suffering Nigerian masses.

The former first lady, flanked by her husband spoke with newsmen in Ilorin on Saturday during her 50th birthday celebration.

The national chairman of APC, Chief Odigie Oyegun led several APC chieftains including Governors Rochas Okorocha (Imo), Ibikunle Amosun (Ogun), among other chieftains to the ceremony. Governor Abdulfatah Ahmed played the role of the chief host.

The Speaker of the House of Representatives, Aminu Tambuwal led scores of his colleagues to the ceremony.

Oyegun used the occasion to thank Mrs Saraki for supporting what he called the courageous step of Saraki in joining APC.

Saying that APC remains the only party that can salvage the country and return it to the path of greatness, Oyegun sued for the support of Nigerians in the next year’s general election.

He said that the party is determined to salvage the current situation in the country and give Nigerians a truly visionary and progressive leadership.

The highly elated Mrs. Saraki said her husband’s decision to join APC was not driven by selfish desire.

She said, “I trust my husband. I believe that my husband is inspired by God and listen to the wishes of the people and so I will always support him as long as he is with the people.”

She was, however, full of praises for the people of Kwara State and other Nigerians who turned out en masse to celebrate the golden jubilee with her.

“I thank Almighty God and I thank the wonderful and good people of Kwara State who allowed me into their heart, their home, the community and I thank God that we are all united for the development of Kwara state and the country at large.”

Also speaking, Saraki said he is humbled by the large presence of the crème-de-la-crème especially in the APC and captains of industry such as Aliko Dangote and Femi Otedola who trooped to the state for the sake of his wife.

He also spoke on the recent statement by the state APC that there would be no automatic ticket for any aspirant, saying the decision equally applies to him.
“We never planned it (the birthday) like this, the turnout has really humbled us. We feel very humble and we are very grateful to God for the blessing because all the people of Kwara state and Nigeria at large have come to share this special day with us.

On the APC statement, he said, “It is not strange. I think what they are saying is that anybody that has interest can aspire but you know aspiration also must be within reason.

You have never been a councillor before and you now say you want to go to House of Representatives or you want to be governor. I think what they are saying is that you must have contributed to the community; people who are in one position and help people would go along way in being a favourite choice in APC.

We are not discouraging anybody but again it should be in reason, people must know what they are aspiring for and know their contribution to society.”
