Nnaji Obed Asiegbu, Special Assistant on e-Governance and Strategy to the Governor of Abia State speaks on his job profile, and takes inventory of the state’s performance in 2012 concluding the achievements of the administration has a laid a solid foundation for greater achievements in the new year. He spoke with Emma Ugwu

What do you consider some major achievements of Governor Theodore Orji administration this year?

Year 2012 has been full of great accomplishments in Abia State. It was a year when Abians saw heavy duty building equipment on various legacy project sites. The new International Conference Centre, the new secretariat, the new international market, the new timber and allied market, two ultra modern high court buildings in Umuahia and Aba, respectively, the new ministry of justice complex in Umuahia, the construction of various administrative buildings across the state, the development of affordable housing schemes for medium and low income earners, a billion naira loan was secured and disbursed to farmers for increased output in agricultural produce; May 29 2012 ushered in the construction and reconstruction of about 38 rural and urban roads. These include the Danfodio by East Road in Aba, the Ukwu Mango Road, the old express by Samek Aba, the Jubilee Road Aba, the Owerri/Port Harcourt Road also in Aba, the Tower/ Ahieke Bende Road in Umuahia, the Nunya Road, the Ohuhu Ring Road, the Ibeku Ring Road, Okwoi Ozu Item Road, Ameke Road Ibeku, Okagwe Road at Ohafia etc. In addition to the existing 38 roads either as work in progress or completed, the state government added for construction the latest 16 roads in Aba by mobilising contractors to work with time frames Milverton, Ngwa, Omuma roads and others, are currently undergoing reconstruction.

In 2012, Abians saw some relative constant power supply for the first time after many decades of being offered low current and inadequate power supply especially those in Umuahia and environs. Above all, Abians still enjoy peace, security and stability through the year 2012. It was a relatively crime free year for Abians.

His focus
My focus is on working with my boss to improve the lives of people in Abia and making sure that we lead the way in promoting good governance by making ourselves engaging and transparent to the people we serve. I have also attended several e-governance and IT courses to enhance my performance.

What does the office of special assistant to the governor on e-Governance and strategy entail?

As a special adviser on e-governance and strategy to the governor of Abia State, My primary duty is to make all relevant information available to the public especially to Abians using the information technology. Creating platforms for the people’s voice to be heard is also part of my primary responsibility (G2C, C2G approach). For instance, we designed the state’s website www.abiastate.gov.ng to suit the new media needs of our people and the general public. We respond on daily basis to general users enquiries just as we direct some specific enquiries to the appropriate quarters for action. We are also much into the use of the social media to disseminate information, interact with the people and gather feedbacks for policy making. My office is equally responsible for the provision of internet services to the users within the Government House.

What do you consider the government’s plan for a sustainable development?

Evidently, the governor has embarked on numerous legacy projects thereby putting Abia State on the path of sustainable development and growth. The foundation being laid by this government will massively accelerate future sustainable growth in the state.

In August, many residents expressed their concern over the filthy condition of Aba. What has been put in place to check this?

The government of Abia State has embarked on continuous sensitization of Aba residents on the need to be environment friendly. I remember before the last rainy season, the e-governance team sensing the dangers ahead and to support the government efforts, initiated various healthy environment awareness campaigns using social media to drive the message home. We campaigned against the incessant blocking of drains by Aba residents, inappropriate refuse disposal attitude, we campaigned against street trading, urging the new media users to pass the message across to parents, relatives and traders. We warned against the dangers of sabotaging government’s environmental policy in Aba town. We solicited for collective efforts at solving some environmental issues which are as the result of human activities. While the campaign was on, the state government continued the drastic opening up of water ways that were illegally blocked by traders and residents, the big drainages like the School Road by East were opened up and it helped during the last raining season. Currently, about 800 illegal structures are being pulled down to give way for water ways and restore sanity. Aba master plan that was thwarted by past administrations is being restored. Traders are being relocated to designated market sites...demolition is ongoing in some part of Ariaria where the past governments allowed traders to build what is known as gutter lines, shops built on top of gutters that run through the market. In addition to that, some damaged roads are being reconstructed.

How did Governor Orji tackle the issue of insecurity which was a major challenge in Abia?

The governor made security top priority when it mattered most in the history of the state with adequate funding and proper use of security personnel while adopting the right approach to safeguard lives and property in the state. Some of us forget the origin of government. Government became needful as a result of insecurity. Without security, development in any form becomes a mirage. I give kudos to the Governor for the human safety felt in Abia State today. Not many Governors or African leaders will consider security as priority because it is not seen physically but the truth is that staying alive in peace allows for hope.

What is your response to allegations you posted false and unsubstantiated stories by creating false e-mail accounts and comments to smear opponents?

I would like to say my business is to be part of the solution and not the problem. Integrity means a lot and I too have been a victim of these unfair and despicable slur tactics’. I understand that allegations and blackmails on a public servant like me should be expected. These are all unfounded and malicious.

However, I will say nothing you’ve highlighted is true. I role model myself on being an authentic individual who is principled and from a strong Christian home. I am serving a sincere government under the leadership of Chief TA Orji, a well known God-fearing man. I have a strong identity to protect even though there is no room for smear campaigns under the current administration in Abia. It’s important for us to focus on the difference the state is making in improving the lives of thousands by restoring peace and economic growth

But I wonder who the opponents are really; the last time I checked, Abians are still at peace with one another except for one man who Abians rejected for making a mess of the eight years opportunity granted to him and also attempting to hinder his successor’s efforts to reposition the state.

Background
I’m originally from Amafor Isingwu Ohuhu in Umuahia and attended St. Finbarr’s College, Akoka, Lagos (year 2000 old boys set.) While at Finbarr’s College, I played for the school football team in major football tournaments - the Principal Cup, Shell Cup, the then Arch Bishop Okogie Cup and other tournaments An active member of school society like the interact club, I studied at the Nnamdi Azikiwe University Awka where I obtained BA (Hons) in history and international studies and later a master’s degree in international relations and development studies at the University of East Anglia in England.

Legacy
Governor Orji’s multifaceted legacy is the total commitment of transforming the economy and infrastructure base of Abia as a roadmap for the total transformation of the state. We now have constant electricity supply in Umuahia and its environs up to Isiukwuato and Aba areas. This is obviously evidence of democracy dividend. We now have transformers being distributed to the communities in the 17 local government areas of the state just as the water schemes in the state capital are being reactivated extending to Umuopara, Abiriba, Umuahia, Aba, et al.

On the political turf, Governor Orji has united the party such that the opposition has gone into hiding and the old order of godfatherism has been completely wiped off with merit as the basic criteria for earning appointments and rewards. Definitely, a sure foundation for the true practice of democracy, infrastructure development and growth is being laid in Abia.

Abia State Governor, chief TA Orji says he has provided a conducive environment for investment in the state, hence the need for Abians in Diaspora to come home and partner with the state in area of economic and social development.
The governor made this declaration in Lagos in an interactive session with members of Abia Think Tank.
In a statement by his chief press secretary, Ugochukwu Emezue, Governor Orji hinted that unlike in the past when the atmosphere was characterized by fear, occasioned by the activities of kidnappers, the state is now secured more than ever, as this ugly trend has been consigned to the dust bin of history.
Chief Orji noted that with security in place, investors are now making Abia their destination point.
He specifically revealed that shoprite; a business conglomerate is now building its outfit in Umuahia the state capital.
Chief Orji maintained that he is not regretting the huge investment he is making in securing the state.
Speaking further, the governor stated that most of the projects he is building in the state will be commissioned next year.
He stated that the equipment for the dialysis center will be installed in January 2013.
Chief Orji assured that he will strive to make Abia the envy of other states.
Earlier in his speech, the chairman of Abia Think Tank, Mazi Sam Ohuabunwa commended the governor on the infrastructural development going on in the state.

Hon. Eze Chikamnayo is the Abia State Commissioner for Information and Strategy. In this interview with CHRISTIAN OCHIAMA, he speaks on the remarkable achievements of Governor Theodore Orji and points out that in less than two years, the governor has liberated the state, restored the dignity of the Abia person, and given hope to the masses that they are on the path of sustained growth and development.

What is the government’s policy on infrastructure?
Abia State had, for 20 years, operated with no administrative infrastructure, no capital. It operated from a rented apartment. Late Commodore Emeka Omeruah gave the state a rented apartment on its creation, and that rented apartment, unfortunately, is where Abia State is still operating from.

It is instructive to note that the former governor who stayed here for eight years did not think it wise to put in place structures for effective governance. What Governor T. A Orji is doing is a planned progression that will lead Abia to its destination, because we sat down and came out with what we call Abia Marshall Plan.

In it, we have two plans - Umuahia Master Plan (the administrative capital) and Aba Master Plan (the commercial nerve centre); and of course the third master plan which has to do with the other parts of the state such as Ohafia, Ukwa, etc.

Any plans to build a new executive mansion for the state?
We’ve gone beyond planning; we’ve started. We will build a new Government House, and a new workers’ secretariat. This new workers’ secretariat will accommodate all the ministries. The old one we are now rehabilitating is the structure the Babangida administration gave to all the states on creation and, unfortunately, that is the only thing Abia State has to show after 20 years.

What we are doing now is to reinforce that building from the foundation, remodel it, and rebuild it literally with the modern expectations of a secretariat in mind. When these are completed, Abia will now have one-stop shop for conducting government business. A visitor from outside the state will not need to criss-cross the whole state to transact his business.

When you put this entire infrastructure near to one another, you enjoy the economy of scale. If you bring in one or two 500 KVA generators, all the ministries will be powered. You don’t need to duplicate facilities. What we are building here (within the vicinity of the secretariat) is a horticultural garden. When completed, the entire environment will change. We are doing this for the first time after 21 years; evidence that Governor T. A. Orji is laying a solid foundation for Abia State and he is even then, charting a course for the future generation.

Is this part of the master plan you talked about?
Yes, this is part of the Umuahia Master plan. It involves taking care of the three arms of the government - the Executive, the Legislature and the Judiciary; making sure that they are fully equipped to perform their constitutional functions. We are building new structures for the legislature, new structures for the judiciary - new court rooms and remodeling all the old ones.

Our governor came from the administrative cadre; he rose from being a clerk to becoming a permanent secretary; he understands that if the administrative infrastructure is dysfunctional, you cannot be talking about any other form of development.

He believes that we should be able to make the state functional; we should be able to have all the backbone that is needed to make sure that the state runs efficiently. And, by the way, let’s ask this question, why are we doing these 21 years after the creation of Abia State?

The governor talked about steady power supply…
Umuahia enjoys the highest quantum of electricity in the whole of the South East. It is not debatable; you can get your statistics from PHCN because we have a power station at Ohiya which the federal government put in place but they could not evacuate the light (power) from there and it has been there for over a decade.

What this government did was to spend billions to evacuate that power. It is true that it is federal government that built the power station but the people that will eventually benefit are Abia citizens. We asked the federal government, do we have your permission to go in and evacuate this light for the benefit of our people?

We moved in with our money and it was commissioned by the former Minister of Power, Prof Barth Nnaji. And now, Umuahia enjoys uninterrupted power supply. That is why you now see all the industries coming back because electricity is key to any form of industrialisation or development.

What is the cardinal focus of this administration?
The cardinal focus of this administration is in four planks. One, is to do what we call democratisation, we want to expand the democratic space; we want to make sure that democracy works in Abia. Two, infrastructural revolution. Before this is security. You cannot talk about infrastructural development without providing the enabling environment. Constitution makes it very clear that the reason for the existence of government is the security and welfare of the people. Security in Abia is the best.

The senate came here to do there Press Retreat for a whole one week, they made it very clear that all the investigation they made before making that choice proved that Abia is the number one when it comes to security in the south east and among the first three in the whole of the nation. Coming from a place that was almost a pariah state less than two years ago, you can see why all bodies; local and international, are giving our governor awards. Abia State is now the most secured in the South East.

The fourth one is reorientation, development and empowerment of the people, very important to us. All these are all encompassing. We know that all the states have secretariats but when you do a comparative analysis of what we are doing and what you see in other states, you see that we are delivering quality projects that will stand the test of time.

These, for us, are legacy projects that will define the epoch of Governor T.A.Orji so that in future when one asks who did this they will say it was during the time of Governor T.A.Orji. We want to be able to leave landmarks. Even if you don’t like the shape of his nose at least you will acknowledge that it was during his time that these projects were executed. Gone are the days when you build a particular kitchen line and call it public building.

Public buildings in Abia State today are some of the most modern and expensive in the horizon thereby conferring some form of honour, aura around the Abia person. When you have a visitor and you say come let me take you to my office or our secretariat, the Abian will have that feeling of pride. Mind you this is vis-à-vis our monthly allocation. Go to those states where oil money is flowing and compare the quality of work. Some of them, with all their oil money, cannot do what we are doing here.

What is the administration doing in terms of welfare?
What we are doing in terms of welfare is outstanding. We are doing what we call empowerment. This is the only state in Nigeria that has, since after the election in 2011, employed 4500 youths in one day. When we told our people to brace up for the blessing that will come with this government, some thought we were joking. They are in what we call our youth empowerment scheme. We engage youths, at least 20 per ward across the whole state.

They will be put through what we call self-reliant programme in our skill acquisition centres in the various Local Governments. We pay them as they learn a skill. Then after the programme, if you are able to show capacity in the area you have chosen, the state will now fund you. Of course, it is a revolving scheme.

No other state has been able to do that. And that explains the security in Abia State today because the moment you took 4500 young people off the streets into skills acquisition, you have indirectly solved the security problem because security threats are carried out by human beings. See the landscaping here (at the secretariat). Anytime you come here, you will remember Governor T.A.Orji.

The governor talked about N1 billion grants for youth agriculture. Could you please throw more light on that?
The name of the game is agriculture. Food security is very important for this country. You saw what happened after the flooding. Many states began to scavenge for food. That is the foresight of Governor T.A. Orji for him to have seen into the future. The best way to grow the state is to keep the young people busy. Those who do not want be in the skill acquisition scheme and want to own their own farms.

We found out that it will be a lip service to just say go back to the farm because some of them do not have the wherewithal to even start off a little farm. We now have a scheme, we went to the Central Bank, guaranteed with our own allocation, a revolving loan of N1 billion. Any youth who shows evidence of where he is going to set up poultry, piggery, a cassava farm or a fish farm, as soon as his traditional ruler guarantees and the local government guarantees, you are given the money and we have disbursed N1billion through that process.

That is why if you go to ishi gate where we have our market; you will be amazed at what you are going to see. Our youths are now proud; they wear their uniforms and say this is coming from my farm. Part of why you benefit more is when we see evidence of what you did with what you were given. We structured it in a way that if you want a loan, we say ok, you want poultry, you need N400, 000 or N500, 000, ok. If you show evidence of prosperity in the use of that money, next season come we give you N1 million. That acts as an incentive, a catalyst for more productivity.

So, the minimum is N500,000…?
It is not minimum; it is structured based on the kind of farm you want to do, the kind of application you make. There are people who have been given over a million, others have been given less. It depends on what the individual needs. At inception some even got up to N2 million depending on the proposal they have and its viability; then we disburse.

Is an International Conference Centre such a priority project in Abia State?
An international Conference Centre in Abia State is important because it offers us the opportunity of tapping into the tourism market. The tourism industry is very lucrative, it belongs to the future. It is also important because we want to take advantage of conference tourism.

All this empty space you see here (site of the centre) will be turned into something similar to the millennium park in Abuja, a horticultural garden where people can organise their weddings, exhibitions, where Abians can heartily come for recreation, where festivals can hold. It is not just a place for regular meetings.

Your Governor seems not to have too positive a perception by the public. What is responsible?
In your mind, between the perceptions you have of this government and the reality on ground is what we are working on; we want to bridge that perception gap. Governor T.A. Orji, with less than N4billion allocation every month, is delivering international standard public buildings and facilities that are not available in the oil rich states. If this is not prudence, then tell me what it is.

A man who pays out N2.5 billion as salaries to civil servants every month and has less than N1billion to do every other thing from security to anything is able to deliver these world class buildings in less than two years. This is when he became effectively in charge of affairs of this state….

What do you mean by that?
Some of you do not understand when we say that we were under subjugation here. We were in a situation that was worse than apartheid. All we had as a state was ensconced into a family that assumed the role of a monarchy. It took Governor T.A. Orji a democratisation process to liberate Abia. That is a major milestone. We were liberated before we could have these buildings and facilities. So, Governor T.A. Orji gave us not just liberty, he also gave us security, infrastructure, empowering people.

We are delivering over 100 world class structures across Umuahia that is why you can never think of criminality here now. Umuahia is like a huge construction site. Anyone who wants to earn a living has a reason to come to Umuahia because government is prudently investing heavily in the city. Tell me why Nigerians did not give this governor security award? It had to take people from Ghana to recognise that Aba that used to be a pariah is now safe to live in.

Last night I intentionally took you out around 1am and we drove around the town. You saw how neat the town was at night, the street lights. None of you thought twice about going out with me. And even me as a commissioner, I went out without any form of security escort. What does that tell you about Umuahia? You can’t but give kudos to the performance of Governor T.A. Orji except one is mischievous or ignorant. If you mean well, you should encourage him because he is doing what Napoleon could not do.

He has restored the dignity of Abia person, hope in the Abia masses and has put Abia in an irreversible course for progress and prosperity. Ochendo T.A. Orji is a second term governor; if he were not a patriot; he would have said I am already on my way out.

But because of his patriotism and vision for Abia State, he is doing extra work to put the State right . This is the New Umuahia, what you see here are new roads opened up by the Governor to have a catalytic effect not just on government activities but also on private investment.

React to an allegation that the Governor acquired a whole street in Umuahia, ejected the tenants.
There is nothing like that. Let me tell you, one, Governor T.A. Orji is from Umuahia, from Ibeku. He is an indigene of the city centre. His father was a traditional ruler in Umuahia. His family was the ruling house even during the colonial era.

He is not a Johnny just come in Umuahia. Are you saying he should not build in his father’s land? Where then should he build? I think he should be congratulated for believing in Abia, building in Umuahia.

Abia state governor, Chief TA Orji has congratulated the American president Barrack Obama over his re-election.

The governor in a statement by his chief press secretary, Ugochukwu Emezue said that Obama’s re-election is a manifestation of the confidence Americans repose in him.
According to the governor, president Barrack Obama who has an African background, in his first term did his best in-spite of the challenges he encountered.Now that he has started his second term, the governor urged all Americans to give him maximum support so that he can achieve much in those areas he could not make serious break-through during his first tenure.

Chief Theodore Orji enjoined the American president to continue to support the president of Nigeria, president Jonathan whom he is having solid relationship with.
The Abia state helmsman maintained that Nigeria being the giant of Africa, needs the support of America to continue to play its leading and unifying role in Africa.

Chief Orji who also commended Mitt Romney for conceding defeat to Obama urged America to continue to play its leading and unifying role in Africa.
He said there is a lot of lessons to learn from such development especially for the third world countries where politicians hardly accept defeat.

The country home of President Goodluck Jonathan, yesterday bowed to flood in Otuoke community of Bayelsa State, prompting the state governor, Hon. Seriake Dickson, to order the immediate evacuation of the residents of the community.
LEADERSHIP gathered that the flood, which has swallowed more than half of the community in the last few weeks, eventually moved towards the residence of the president, submerging a large part of the house. Community sources said the kinsmen to the president came to the rescue of the first family and salvaged some of the property of the first family.
Assessing the level of damage during his visit to the affected areas, the governor through his deputy, Rear Admiral Gborubiogha John Jonah (rtd), said the governor has directed the evacuation of the affected area to one of the relief camps located in the community.
The evacuation, according to him, became imperative in view of the hardship that victims of the flood had been subjected to, and, to avert the outbreak of epidemics, adding that the state government was taking the pro active measure with the rising level of water.
Commiserating with the victims, the governor assured that no stone would be left unturned at ensuring that the victims bounced back to life, especially those that had lost their means of livelihood to flooding.
He said the government had ordered importation of seedlings in readiness for the next planting season in order to guide against shortage of food.
It would be recalled that President Goodluck Jonathan during his visit assured the people, especially the victims of government support in alleviating their hardship.
Investigations revealed that about 85 percent of Bayelsa State has been submerged by the rampaging flood.

Meanwhile, Governor Dickson during an interactive session with journalists last night said he was shocked to discover that the president’s house, occupied during the two day official visit to tour flood ravaged areas has been submerged.
He noted that his former federal constituency office had also been swallowed by the flood. He said the state government house might be the next on the line to be submerged.
He said: “Very soon, I may become a refugee like many other displaced persons in the state.”
He said he had contacted the president on the development and requested assistance from the chief of army staff for military engineers to assist in the rebuilding effort.

All praises goes to Almighty Allah. This is a very important message from the Jama’atu Ahlis Sunnah Lidda’awati Wal Jihad.
We wish to extend our profound gratitude to Almighty Allah for giving us the opportunity to fulfill the promise we made on launching spontaneous attacks in Sokoto.
We have reasons for all our activities and we only kill those who wronged us. We attacked Sokoto because many of our brethren have been incarcerated there. We are gladdened by the successes we recorded at the office of the AIG in Marina and the police divisional office at Unguwan Rogo as well as the police station at Arkila.
We wish to reiterate that our crusade is not for personal gain; it is meant to ensure the establishment of an Islamic state by liberating all Muslims from the excesses of the infidels. We strongly believe that Almighty Allah will reward us with his famous paradise in the hereafter as he rightly said in chapter 9 verse 111 of the Holy Qur’an
We want to stress that in our struggle, we only kill government functionaries, security agents, Christians and anyone who pretends to be a Muslim but engage in assisting security agents to arrest us.

Samsung is set to reveal the sequel to the Galaxy Note on August 29, ahead of the iPhone 5's rumoured release date.
A Samsung spokesperson said that the company plans to announce the next Galaxy Note at its Samsung Mobile Unpacked event in Berlin on August 29.
The release date is just ahead of the date that Apple is expected to announce the iPhone 5 -- September 12.
The new Galaxy Note is rumoured to be even larger and faster than its predecessor, with a 5.5-inch display as opposed to the original Note's 5.3-inch display, a faster 1.7GHz CPU, more memory and 4G/long-term evolution (LTE) connectivity. It is also expected to launch with Android Jelly Bean out of the box.
Samsung announced the original Galaxy Note at the keynote of consumer electronics fair IFA in Berlin last year.

With an estimated net worth of $50 million, Eto’o became the highest paid footballer ever when he transferred from Inter Milan to small but ambitious Russian club Anzhi Makhachkala in August 2011. Anzhi is owned by Russian investor Suleiman Kerimov, who is worth an estimated $6.5 billion. Eto’o earns a salary of €20 million ($24.5 million) after tax per season, more than the likes of Cristiano Ronaldo and Lionel Messi. Puma and Ford are major sponsors.
Didier Drogba
