The court is clear on the ruling, inec have no constitutional power to remove a candidate or political party whether they re ineligible or not.

The power lies in the hand of competent court of jurisdiction to do so.

yeah the tribunal court have declared that the election APC was disqualified as " VOID AB INITIO" which means the election is void and never existed in the eyes of law.

supreme court ruled on pre-election matter doesnt stop tribunal from sitting.
This Tribunal judgment is post Election. I think you should educate yourself in difference between pre- and post Election matters.

2 Will they now be allowed to withdraw/sub the candidate? If 2 is the case, which is what you want just to allow apc then it means. All parties will have to start with declaration of interest form, primary etc

The federal high court abuja has ruled in the case of sdp in kogi that inec has no power to remove candidate or party even if they didnt meet up with requirements or timeline.
It is only a competent court of jurisdiction that can do that

Fresh election for only the candidates already screened to contest that particular election. You can't substitute, you can't conduct primary again as the time for that has passed.
However, since the court has earlier pronounced that APC is disqualified. For this particular election, that decision stands.
